Abstract

This paper studies the differences in employment probabilities and their changes over time for the different tranches of Egyptian society. For this, I simulate probabilities for four labour market states (inactivity or unemployment; government sector; private sector and, self-employment and unpaid work) separately by marital status and level of household wealth. Then, I follow these probabilities over time using the three rounds of the Egypt Labor Market Panel Surveys of 1998, 2006 and 2012. The findings of this research, and unlike what the previous literature established, confirm that the gender gap in employment Egypt differs according to the economic and the social circumstances. For instance, if both a man and a woman come from 'relatively good' economic and social circumstances, they showed relatively equal employment chances. The findings of this research show that the gender gap in employment aggravates with the deterioration of the individual's economic and social characteristics. For instance, education and income in addition to a number of other individual and household characteristics would allow women to attain a better position of gender equality in employment. Abstract

Despite rapidly rising female educational attainment and the closing if not reversal of the gender gap in education, female labor force participation rates in the MENA region remain low and stagnant, a phenomenon that has come to be known as the "MENA paradox." Even if increases in participation are observed, they are typically in the form of rising unemployment. We argue in this paper that female labor force participation among educated women in four MENA countries - Algeria, Egypt, Jordan and Tunisia - is constrained by adverse developments in the structure of employment opportunities on the demand side. Specifically, we argue that the contraction in public sector employment opportunities has not been made up by a commensurate increase in opportunities in the formal private sector, leading to increases in female unemployment or declines in participation. We use multinomial logit models estimated on annual labor force survey data by country to simulate trends in female participation in different labor market states (public sector, private wage work, non-wage work, unemployment and non-participation) for married and unmarried women of a given educational and age profile. Our results confirm that the decline in the probability of public sector employment for women with higher education is associated with either an increase in unemployment or a decline in participation.

14. 'Rethinking the Redistribution Effects of Trade Liberalization in Egypt : A Microsimulation Analysis'

Abstract

This paper aims at evaluating the liberalization policies effects on inequality in Egypt with respect to gender, region and qualification level. No previous studies in Egypt, to our best knowledge, have used the Microsimulation analysis which is a good tool that allows such an evaluation and determines the redistribution aspects of macro policies. The latter consists of linking macroeconomic changes to the micro level of the economy i.e. the individual level. A Computable General Equilibrium model (CGE) is first estimated for a maximum tariff rate of 10%. And, wages and employment changes resulted from the CGE are replicated, in a second stage, into our micro data. Results show that liberalization policies have important impacts on inequalities among the Egyptian population in general. Inequality has decreased among males and females as well as among different regions of the Egyptian society but has increased among high-skilled and low-skilled workers. Results of the present research have important policy implications that have to be considered.

Abstract

According to the World Trade Organization (WTO) standards, countries are allowed to adapt regulations under the Sanitary and phyto-sanitary (SPS) and technical barriers to trade (TBT) agreements in order to protect human, animal and plant health, as well as environment and human safety. Yet, these measures can become an impediment in international trade, especially for developing countries. Therefore, using an Egyptian firm-level data set and a new database on specific trade concerns raised in the TBT and SPS committees at the WTO, we analyse the effects of product standards on two related aspects: first, the probability to export (firm-product extensive margin), and second, the value exported (firm-product intensive margin). We merge this data set with a new database on specific trade concerns raised in the TBT and SPS committees at the WTO. Our main findings show that SPS measures imposed on Egyptian exporters have a negative impact on the probability of exporting a new product to a new destination. By contrast, the intensive margin of exports is not significantly affected by such measures. [ABSTRACT FROM AUTHOR]
