1. Academic Ranking of World Universities and the Performance of East Asian Universities. RIHE International Seminar Reports. No. 24

Abstract

The first multi-indicator ranking of world universities, "Academic Ranking of World Universities (ARWU)", was published by the Institute of Higher Education of Shanghai Jiao Tong University in June 2003. Although the initial purpose of ARWU was to find the global standing of top Chinese universities, it has been attracting world-wide attention from governments, universities, media, and the public in general. Professor Ellen Hazelkorn of Dublin Institute of Technology recently wrote that "ARWU marked the era of global rankings, despite being developed to highlight the position of Chinese universities vis-a-vis competitor universities and being focused on research, it has effectively become the 'Gold Standard'"(Hazelkorn, 2014). Nearly one year and a half after the first publication of ARWU, the Times Higher Education Supplement and Quacquarelli Symonds published their "World University Rankings" in November 2004. Up to now, more than a dozen global university rankings have been published. The latest development is the Best Global Universities Rankings published by "US News and World Report" in October 2014. Although the major global rankings use very different methodologies, the majority of their top 100 universities are the same, and the percentage is significantly higher for the top 20 universities. Different ranking methodologies may result in very different, sometimes conflicting, ranking results, depending on the dimensions measured by the ranking methodologies. Large variation of ranking positions of a particular institution in different rankings indicates the unbalanced performance of the institution in different dimensions measured. Although controversial, global university rankings are widely used by various stakeholders and have a profound impact on world higher education. Professor Simon Marginson of the University College of London (UCL) Institute of Education recently wrote "Since the first Shanghai Academic Ranking of World Universities in 2003 global rankings have transformed higher education" and "Since the emergence of global rankings, universities have been unable to avoid national and international comparisons, and this has caused changes in the way universities function" (Marginson, 2014).

Abstract

The International Conference on the Changing Academic Profession Project convened in Hiroshima City, Japan, January 24-25, 2014. It was jointly hosted by the Research Institutes of Higher Education at Hiroshima and Kurashiki Sakuyo Universities. The theme of the conference was "The Changing Academic Profession in Asia: The Formation, Work, Academic Productivity, and Internationalization of the Academy." Two keynote address and eight presentations were made by university professors from seven countries and regions. The present volume is a collection of the addresses and papers presented at the conference. 3. Academic Promotion in Malaysia: Meeting Academics' Expectation and Institutional Needs. RIHE International Seminar Reports. No. 23

Abstract

In Malaysia, criteria and processes for promotion or even confirmation vary greatly between public universities. However, the use of one remuneration scheme with a common grade and salary system across all public universities may be considered unfair by some academics because it is not commensurate with their effort. The objectives of this paper are: (1) To identify the gap between what academics expect to be emphasized and what is actually assessed in promotion; (2) To determine if there is a difference in job mobility according to: (a) Expectation of emphasis to be assessed in each of the four aspects of academic positions; (b) Actual assessment emphasis in each of the four aspects of academic positions; (3) To determine if there is difference in job satisfaction according to: (a) Expectation of emphasis to be assessed in each of the four aspects of academic positions (b) Actual assessment emphasis in each of the four aspects of academic positions; and (4) To identify the important considerations for staying or leaving an institution.

4. A Comparative Study of Academic Staff Teaching Activities between Japan and China: Based on National Surveys in 2011-2012. RIHE International Seminar Reports. No. 23

Abstract

A review of recent literature suggests that, although academics in several countries (such as Japan, Korea and Germany) now allocate more of their time to research, service activities and administration than they had in the early 1990s (Teichler, Arimoto, and Cummings, 2013), the majority of university professors still spend the largest proportion of their time on teaching in a typical week during semester. Much less research has been undertaken on academic staff involvement with university curriculum development, in particular the role academic staff play in the process, from an empirically based comparative perspective. The patterns, content, methods of instruction, and curriculum development in university education not only change constantly over time, but also vary greatly from system to system and country to country. The APA (Changing Academic Profession in Asia) surveys provide a recent indication of what academic staff in Asia do and what they think about what they do. For the analysis presented here, UNESCO statistics (UNESCO, 2012) indicate that, at the time of the APA survey in 2012, the gross enrollment ratio in tertiary education in China was 26.7 percent of the relevant age group, while in Japan it was 61.4 percent of the 18 year old population. China therefore represents a mass higher education system that has achieved enrollment rates over 15 percent but below 50 percent, whilst Japan represents a higher education system which has moved into the phase of universal higher education with enrollment rates exceeding 50 percent. Based on case studies of China and Japan, this study attempts to undertake comparative research on major aspects of the teaching activities of academic staff and their role in curriculum development, as well as their perceptions of these activities, between a mass higher education system and a universal higher education system.

5. Globalization and Academic Work in Singapore. RIHE International Seminar Reports. No. 23

Abstract

East Asian higher education has experienced an important shift by it's national universities to pay increasing attention to rankings in the wake of globalization. This critical feature influences inter-university competition for resources, faculty and students. During this process, these universities have restructured their organizations and reshaped academic work. Singapore's own journey into the higher education restructuring process took a decisive step in 2005 with the corporatization of its three universities, the National University of Singapore (NUS), Nanyang Technological University (NTU) and Singapore Management University (SMU). Since it has been about ten years since the corporatization, this paper provides an assessment of the progress of this venture, and examines, through a survey, the perceptions of professors from NUS and NTU with regard to their work and their university.

6. Public and Private Universities in Taiwan: To Compete or Not to Compete? RIHE International Seminar Reports. No. 23

Abstract

Since the 1950s, Taiwan has made great strides in higher education. However, its developmental growth has not been stable. Different studies show different ways to distinguish the stages of higher education development: Chen (2008) stated the stages of development in Taiwan from 1949 to the present can be seen as the following eras: early development (1949-1953), embryonic (1954-1971), controlling (1972-1985), releasing martial law (1986-1993), open (1994-). Zhou (2003) describes three stages: in infancy (1987-1988), growth (1989-1993), rising (1994-1998), and criticism and reflection (1999-2003). Different observations all indicate that the scale of higher education in Taiwan began to grow in the 1990s. Although the current higher education scale in Taiwan seems to have ceased expanding, it turns to the focus of source distribution and the international ranking for both public and private universities. This paper explores the uniqueness of institutional support and faculty development in Taiwan's public and private universities under such phenomena.

7. The Internationalization of Educational and Research Activities of Japanese University Academic Staff: Present Conditions and Determinants. RIHE International Seminar Reports. No. 23

Abstract

The globalization of economic activities progresses worldwide. The internationalization of higher education institutions is required to adapt itself to the situation. Particularly, the top universities of each country are expected to produce very significant research achievements and to recruit and educate excellent students from all over the world. Furthermore, in the general university, it is necessary to create a learning environment conducive to training which increases the rate of employment of globally-talented graduates. It is necessary to internationalize the educational and research activities of university academic staff to accept foreign students, send Japanese students to foreign universities and conduct an educational program in the English language. The purpose of this study is to determine the determinants of internationalizing the educational and research activities of the university academic staff by clarifying the attributes, consciousness, and environment of university academic staff which are related to the internationalization of educational and research activities of academic staff in Japanese universities.

8. Academic Profession's Challenge to the Construction of Educational Management in Japan. RIHE International Seminar Reports. No. 23

Abstract

Active learning is now gradually being adopted in many universities and colleges in Japan. This follows the release of the 2012 Central Council of Education (CCE) report that emphasized the need to introduce active learning and to reinforce educational management in academia. As a result, one of the most important problems in Japan's higher education reforms is to know how educational management can promote students' active study. The answer to this problem will assist students to gain the academic ability to study actively, thereby preparing them to respond to an unpredictable future in the prevailing knowledge-based society. The following options should be explored: (1) Enhancing teaching methods which support greater student initiative in their study, such as active study and HIP (High Impact Practice) including field studies outside classes; (2) Introducing innovative methods, such as rubrics and tests to visualize leaning outcomes; and (3) Setting up organized teaching to support educational management by reconsidering curriculum from the perspective of DP (Diploma Policy), CP (Curriculum Policy) and AP (Admission Policy), whilst realizing an effective nexus of R-T-S (Research, Teaching and Study) for academic staff. To support an academic investigation of the current situation of educational management in light of such problems and to prescribe future reform plans, this paper puts forward an analysis of data from a national survey conducted for this purpose. Based on the 2012 CCE report, the Ministry of Education, Culture, Sports, Science and Technology (MEXT) launched the Education Promotion Program among universities and colleges in 2012, and supported a range of projects related to active learning. It is likely that this program has served to stimulate the promotion of active learning nationwide.

Abstract

The Research Institute for Higher Education (RIHE), Hiroshima University, hosted an international workshop on December 5, 2013. The theme was "The Internationalization of Higher Education: Realities and Implications." To discuss the theme, three foreign speakers, one Japanese speaker, and one commentator, were invited to speak. This volume is a summary report of the presentations given at the workshop. Abstract

The purpose of this conference (organized by the Research Institute for Higher Education, Hiroshima University, and the Research Institute for Higher Education, Kurashiki Sakuyo University) was to share major findings from each national survey conducted on higher education in selected Asian countries. The following major issues were addressed: (1) What distinctive characteristics of academics' teaching and research or governance and management activities can be identified in each participating team? What similarities and differences could be found in the participating country teams in this regard? And from these results, does a "typical model" of the Asian academic profession emerge, in terms of teaching and research, or governance and management?; (2) What implications can our academic outcomes have on political and legal decisions which might lead to positive and healthy impacts on the academic profession in individual countries?: and (3) How can collaborative research be achieved among the Asian research teams? Abstract

In contrast with that basic understanding of university autonomy, in most continental European countries, such as France, and also in Japan, the government has tightly controlled universities, in terms of both their organization and activities. In these countries, the concept of "governance" is often lacking, as institutions were not expected to have a direction of their own, as distinct from the directives of government. In the state centered model, there is still much that needs to be studied in relation to how to govern universities. However, especially since the 1990s, due to a higher expectation for universities would contribute to a strong economy but use less public money, institutional autonomy has grown overall in most higher education systems, even in those countries where government control over public universities used to be very strong. This has created opportunities for universities to manage themselves efficiently through empowerment, corporate status, introduction of a board of trustees and block grants, determining their own profiles and strategies. The papers presented herein address this organizational integration and improved managerial capability within universities. Abstract

The Research Institute for Higher Education (RIHE) at Hiroshima University, through special funding by the Ministry of Education and Science in 2008, has been implementing a research project on the reform of higher education in the knowledge-based society of the 21st century. Research into the design of the future higher education system, including university management, is a very important part of this project. Within this framework, RIHE hosted the fourth International Workshop on University Reform under the theme of "University Management, Present and Future: How and By Whom?" from 16 to 17 November, 2011, at Hiroshima University, which was followed by the 39th Annual Study Meeting on the same topic. Abstract

This year the Research Institute for Higher Education in Hiroshima University hosted an international conference in close collaboration with Hijiyama University.
