3. 3006 Academic-Community Partnership and Capacity Strengthening for Deaf Community-engaged Research in the Dominican Republic

Abstract

OBJECTIVES/SPECIFIC AIMS: Deaf communities in many low- and middle-income countries (LMIC) struggle to organize, advocate, and reach social and health equity in their nations. In the Dominican Republic (DR), the health and social status of Deaf citizens is unclear, which obfuscates action and advocacy based on data. A set of successful pre-existing US-DR partnerships that function well but were not previously connected, organized around submission of a community-based NIH research grant and pilot work to support it. METHODS/STUDY POPULATION: Adapting the Partnership Synergy Framework for this purpose, we evaluate the partnership, its evolution, and its experience in implementing formative research. RESULTS/ANTICIPATED RESULTS: Our experience showed the local Deaf community organization easily recruited and interfaced with the Deaf community; presence of a trusted external organization facilitated entry of the PUCMM-UR research team; and stakeholders are enthusiastic about the partnership, its outputs, and the ability to recruit Dominican Deaf citizens into research. The partnership organized around production of an R21 to the Fogarty International Center (NIH), including Human Subjects certification, budget and scope of work negotiation, and inclusion of preliminary data. DISCUSSION/SIGNIFICANCE OF IMPACT: The engagement of Deaf communities globally is virtually non-existent in clinical and translational research. This partnership in the Dominican Republic shows that partners can organize around common goals and identify logistics required to produce pilot data and an NIH grant.

Abstract

OBJECTIVES/SPECIFIC AIMS: Qualitative approaches help explore poorly understood phenomenon, and are highly engaging, enabling both sides of an encounter greater connection. Historically, Deaf communities have been marginalized and oppressed, with their linguistic needs unrecognized and ignored. As a result, Deaf participants are rarely involved in clinical research. Like other marginalized communities, the Deaf community experiences health disparity compared with others, especially in low- and middle-income settings. The purpose of this project was to assess the feasibility of conducting qualitative research with Deaf Dominicans. METHODS/STUDY POPULATION: We implemented a partnered research process with 59 Deaf community members in the Dominican Republic, conducting preliminary thematic analysis through reviews of interviews and on-site debriefings. RESULTS/ANTICIPATED RESULTS: Participants were highly engaged with the Deaf-Deaf research encounters, indicating satisfaction with both the process and with the opportunity to communicate their needs and interests. Preliminary findings indicated Deaf Dominicans were highly engaged, confirming their interest, and often stated that they felt they were being listened for the first time. Indeed, some participants claimed that this was the first time they communicated their experiences as Deaf Dominicans and appreciated the opportunity to relate this experience to Deaf interviewers. DISCUSSION/SIGNIFICANCE OF IMPACT: This experience confirms that the Deaf Dominican community can be mobilized and will participate in Deaf-Deaf research.

6. What Is a Better Argument in Middle School? The Better Arguments Project

Abstract

In this time of deep divisions, many Americans have recognized the need to heal schisms, repair the social fabric, and restore trust and civility in public discourse. The Better Arguments Project is based on the premise that American civic life does not need fewer arguments; it needs Better Arguments. The project stems from the founding idea that America does not just contain arguments, America is an argument -- between federalist and anti-federalist worldviews, strong national government and local control, liberty and equality, individual rights and collective responsibility, color-blindness and color-consciousness, pluribus and unum. These definable polarities have shaped the project that is America from its inception. This report focuses on middle school students and educators, because it is believed it is particularly important to equip young people with the skills and tools they need not only to engage in Better Arguments among themselves but also to lead others in their lives and communities to do so. 12. What Is a Better Argument? Report on Key Operating Principles. The Better Arguments Project

Abstract

The Better Arguments Project was created to encourage Americans to engage one other in better, more productive debates about core American ideals. The project stems from the foundational premise that America doesn't just contain arguments, America is an argument -- between Federalist and Anti-Federalist worldviews, strong national government and local control, liberty and equality, individual rights and collective responsibility, color-blindness and color-consciousness, pluribus and unum. From July to December 2017, the Better Arguments team traveled around the country to meet with more than 75 advisors, ranging widely in age, background, expertise, and perspective. With these advisors, they addressed the fundamental question: What is a Better Argument? This document summarizes the team's learning throughout this discovery phase. The purpose of this document is to offer key operating principles based on our learning. This report is organized their findings into three main sections: (1) Three dimensions of arguing; (2) Principles of a Better Argument; and (3) Template for Action. Over the next year, the team will pilot the Better Arguments Project through local forums in select communities around the country. 13. U.S. History Framework for the 2018 National Assessment of Educational Progress

Abstract

All students need to know and understand the origins and evolution of their nation. They also need to understand the development of the nation's democratic institutions and ideals so that they are prepared to take part knowledgeably, as citizens and voters, in shaping America's future. The framework in U.S. history for the 1994-2018 National Assessment of Educational Progress (NAEP) was developed by the National Assessment Governing Board under a contract to the Council of Chief State School Officers in 1991-1992. The original framework project committees included a broad range of historians, educators, policymakers, business representatives, and other interested citizens. In addition, comments were received from several hundred individuals, including state and local educators, public officials, and parents. The Governing Board has scheduled a national assessment in U.S. history for 2018 to gauge the knowledge and skills of the nation's eighth-grade students. Due to limited funding, the Governing Board decided to conduct the assessment at only grade 8 for 2018. This U.S. History Assessment will use the same framework as in 1994 to enable NAEP to report on trends in student achievement from 1994 to 2018. In 2003, the Governing Board revised and updated the framework for the 2006 U.S. History Assessment. The framework document was revised to make it more useful to the general public, to delete outdated and extraneous information, and to include released NAEP questions to illustrate more clearly the content and format of the assessment. These relatively minor revisions to the framework will ensure that NAEP can maintain the U.S. history trend line of student achievement for grades 4, 8, and 12 in 1994, 2001, 2006, and 2010, and for grade 8 in 2014 and 2018. The revisions in 2003 were made by the Governing Board's Assessment Development Committee in consultation with an external panel of historians and teachers.

Abstract

According to existing historiography the coffee house played an important role in the sociabilization of the late seventeenth- and the eighteenth-century bourgeoisie. The assumption in existing historiography is that the bourgeois went to the Dutch coffee houses to socialize, converse about political and ethical issues, and thus achieve personal growth. Sociabilization in the coffeehouses was encouraged by ‘literary socialization’: the conversations were spurred by the bourgeois’ reading of texts and introduced them to literary reading of these texts. In this article, we question this historiography for the case of Amsterdam between 1685 and 1785 by a closer investigation of both literary representations of coffee houses and judicial (notary) sources. Coffee houses often appear as scenes of gambling and violent encounters in the notary archives. Literary representations (plays, diaries) confirm a more dissolute and less civilizing character of the Amsterdam coffee house. Moreover, the number of coffee houses in Amsterdam diminished in the eighteenth century, and literary representations are almost completely absent after 1730. They do not appear in a typical bourgeois novel such as Sara Burgerhart. We conclude that coffee houses did not play the key role in literary socialization and sociabilization previously assumed.
