We study spaces of circle-valued angle structures, introduced by Feng Luo, on ideal triangulations of 3-manifolds. We prove that the connected components of these spaces are enumerated by certain cohomology groups of the 3-manifold with $\mathbb{Z}_2$-coefficients. Our main theorem shows that this establishes a geometrically natural bijection between the connected components of the spaces of circle-valued angle structures and the obstruction classes to lifting boundary-parabolic $PSL(2,\mathbb{C})$-representations of the fundamental group of the 3-manifold to boundary-unipotent representations into $SL(2,\mathbb{C})$. In particular, these connected components have topological and algebraic significance independent of the ideal triangulations chosen to construct them. In their recent work, Garoufalidis and Kashaev extended the 3D-index of an ideally triangulated 3-manifold with toroidal boundary to a well-defined topological invariant which takes the form of a meromorphic function of 2 complex variables per boundary component and which depends additionally on a quantisation parameter q. In this paper, we study the asymptotics of this invariant as q approaches 1, developing a conjectural asymptotic approximation in the form of a sum of contributions associated to certain flat PSL(2,C)-bundles on the manifold. Furthermore, we study the coefficients appearing in these contributions, which include the hyperbolic volume, the '1-loop invariant' of Dimofte and Garoufalidis, as well as a new topological invariant of 3-manifolds with torus boundary, which we call the 'beta invariant'. The technical heart of our analysis is the expression of the state-integral of the Garoufalidis-Kashaev invariant as an integral over a certain connected component of the space of circle-valued angle structures. To explain the topological significance of this component, we develop a theory connecting circle-valued angle structures to the obstruction theory for lifting a (boundary-parabolic) PSL(2,C)-representation of the fundamental group to a (boundary-unipotent) SL(2,C)-representation. The NASA Magnetospheric Multiscale mission has made in situ diffusion region and kinetic-scale resolution measurements of asymmetric magnetic reconnection for the first time, in the Earth's magnetopause. The principal theoretical tool currently used to model collisionless asymmetric reconnection is particle-in-cell simulations. Many particle-in-cell simulations of asymmetric collisionless reconnection start from an asymmetric Harris-type magnetic field but with distribution functions that are not exact equilibrium solutions of the Vlasov equation. We present new and exact equilibrium solutions of the Vlasov-Maxwell system that are self-consistent with one-dimensional asymmetric current sheets, with an asymmetric Harris-type magnetic field profile, plus a constant nonzero guide field. The distribution functions can be represented as a combination of four shifted Maxwellian distribution functions. This equilibrium describes a magnetic field configuration with more freedom than the previously known exact solution and has different bulk flow properties., Comment: Final Author version. We define essential and strongly essential triangulations of 3-manifolds, and give four constructions using different tools (Heegaard splittings, hierarchies of Haken 3-manifolds, Epstein-Penner decompositions, and cut loci of Riemannian manifolds) to obtain triangulations with these properties under various hypotheses on the topology or geometry of the manifold. We also show that a semi-angle structure is a sufficient condition for a triangulation of a 3-manifold to be essential, and a strict angle structure is a sufficient condition for a triangulation to be strongly essential. Recently, Ian Agol introduced a class of "veering" ideal triangulations for mapping tori of pseudo-Anosov homeomorphisms of surfaces punctured along the singular points. These triangulations have very special combinatorial properties, and Agol asked if these are "geometric", i.e. realised in the complete hyperbolic metric with all tetrahedra positively oriented. This paper describes a computer program Veering, building on the program Trains by Toby Hall, for generating these triangulations starting from a description of the homeomorphism as a product of Dehn twists. Using this we obtain the first examples of non-geometric veering triangulations; the smallest example we have found is a triangulation with 13 tetrahedra.

In this paper we will promote the 3D index of an ideal triangulation T of an oriented cusped 3-manifold M (a collection of q-series with integer coefficients, introduced by Dimofte-Gaiotto-Gukov) to a topological invariant of oriented cusped hyperbolic 3-manifolds. To achieve our goal we show that (a) T admits an index structure if and only if T is 1-efficient and (b) if M is hyperbolic, it has a canonical set of 1-efficient ideal triangulations related by 2-3 and 0-2 moves which preserve the 3D index. It is conjectured that every cusped hyperbolic 3-manifold has a decomposition into positive volume ideal hyperbolic tetrahedra (a "geometric" triangulation of the manifold). Under a mild homology assumption on the manifold we construct topological ideal triangulations which admit a strict angle structure, which is a necessary condition for the triangulation to be geometric. In particular, every knot or link complement in the 3-sphere has such a triangulation. We also give an example of a triangulation without a strict angle structure, where the obstruction is related to the homology hypothesis, and an example illustrating that the triangulations produced using our methods are not generally geometric., Comment: 28 pages, 9 figures. Agol recently introduced the concept of a veering taut triangulation, which is a taut triangulation with some extra combinatorial structure. We define the weaker notion of a "veering triangulation" and use it to show that all veering triangulations admit strict angle structures. By using Klein's model for hyperbolic geometry, hyperbolic structures on orbifolds or manifolds provide examples of real projective structures. By Andreev's theorem, many 3-dimensional reflection orbifolds admit a finite volume hyperbolic structure, and such a hyperbolic structure is unique. However, the induced real projective structure on some such 3-orbifolds deforms into a family of real projective structures that are not induced from hyperbolic structures. In this paper, we find new classes of compact and complete hyperbolic reflection 3-orbifolds with such deformations. In this paper we develop a new theory of infinitesimal harmonic deformations for compact hyperbolic 3-manifolds with ``tubular boundary''. In particular, this applies to complements of tubes of radius at least $R_0 = \arctanh(1/\sqrt{3}) \approx 0.65848$ around the singular set of hyperbolic cone manifolds, removing the previous restrictions on cone angles. We then apply this to obtain a new quantitative version of Thurston's hyperbolic Dehn surgery theorem, showing that all generalized Dehn surgery coefficients outside a disc of ``uniform'' size yield hyperbolic structures. Here the size of a surgery coefficient is measured using the Euclidean metric on a horospherical cross section to a cusp in the complete hyperbolic metric, rescaled to have area 1. We also obtain good estimates on the change in geometry (e.g. volumes and core geodesic lengths) during hyperbolic Dehn filling. This new harmonic deformation theory has also been used by Bromberg and his coworkers in their proofs of the Bers Density Conjecture for Kleinian groups., Comment: 46 pages, 3 figures

This paper gives an exposition of the authors' harmonic deformation theory for 3-dimensional hyperbolic cone-manifolds. We discuss topological applications to hyperbolic Dehn surgery as well as recent applications to Kleinian group theory. A central idea is that local rigidity results (for deformations fixing cone angles) can be turned into effective control on the deformations that do exist. This leads to precise analytic and geometric versions of the idea that hyperbolic structures with short geodesics are close to hyperbolic structures with cusps. The paper also outlines a new harmonic deformation theory which applies whenever there is a sufficiently large embedded tube around the singular locus, removing the previous restriction to cone angles at most 2pi., Comment: 25 pages, 1 figure. This paper gives a quantitative version of Thurston's hyperbolic Dehn surgery theorem. Applications include the first universal bounds on the number of non-hyperbolic Dehn fillings on a cusped hyperbolic 3-manifold, and estimates on the changes in volume and core geodesic length during hyperbolic Dehn filling. This paper concerns the Dehn surgery construction, especially those Dehn surgeries leaving the manifold unchanged. In particular, we describe an oriented 1-cusped hyperbolic 3-manifold X with a pair of slopes r_1, r_2 such that the Dehn filled manifolds X(r_1), X(r_2) are oppositely oriented copies of the lens space L(49,18), and there is no homeomorphism h of X such that h(r_1)=h(r_2)., Comment: 12 pages. We describe a characterization of convex polyhedra in $\h^3$ in terms of their dihedral angles, developed by Rivin. We also describe some geometric and combinatorial consequences of that theory. One of these consequences is a combinatorial characterization of convex polyhedra in $\E^3$ all of whose vertices lie on the unit sphere.
