Cometary impacts pose a long-term hazard to life on Earth. Impact mitigation techniques have been studied extensively, but they tend to focus on asteroid diversion. Typical asteroid interdiction schemes involve spacecraft physically intercepting the target, a task feasible only for targets identified decades in advance and in a narrow range of orbits---criteria unlikely to be satisfied by a threatening comet. Comets, however, are naturally perturbed from purely gravitational trajectories through solar heating of their surfaces which activates sublimation-driven jets. Artificial heating of a comet, such as by a laser, may supplement natural heating by the Sun to purposefully manipulate its path and thereby avoid an impact. Deflection effectiveness depends on the comet's heating response, which varies dramatically depending on factors including nucleus size, orbit and dynamical history. These factors are incorporated into a numerical orbital model to assess the effectiveness and feasibility of using high-powered laser arrays in Earth orbit and on the ground for comet deflection. Simulation results suggest that a diffraction-limited 500 m orbital or terrestrial laser array operating at 10 GW for 1% of each day over 1 yr is sufficient to fully avert the impact of a typical 500 m diameter comet with primary nongravitational parameter A1 = 2 x 10^-8 au d^-2. Directed energy for planetary defense is now a viable option and is superior in many ways to other proposed technologies, being able to defend the Earth against all known threats. This paper presents basic ideas behind a directed energy planetary defense system that utilizes laser ablation of an asteroid to impart a deflecting force on the target. A conceptual philosophy called DE-STAR, which stands for Directed Energy System for Targeting of Asteroids and exploRation, is an orbiting stand-off system, which has been described in other papers. This paper describes a smaller, stand-on system known as DE-STARLITE as a reduced-scale version of DE-STAR. Both share the same basic heritage of a directed energy array that heats the surface of the target to the point of high surface vapor pressure that causes significant mass ejection thus forming an ejection plume of material from the target that acts as a rocket to deflect the object. This is generally classified as laser ablation. DE-STARLITE uses conventional propellant for launch to LEO and then ion engines to propel the spacecraft from LEO to the near-Earth asteroid (NEA). During laser ablation, the asteroid itself provides the propellant source material; thus a very modest spacecraft can deflect an asteroid much larger than would be possible with a system of similar mission mass using ion beam deflection (IBD) or a gravity tractor. DE- STARLITE is capable of deflecting an Apophis-class (325 m diameter) asteroid with a 1- to 15-year targeting time (laser on time) depending on the system design. The mission fits within the rough mission parameters of the Asteroid Redirect Mission (ARM) program in terms of mass and size. DE-STARLITE also has much greater capability for planetary defense than current proposals and is readily scalable to match the threat. Laser ablation of a Near-Earth Object (NEO) on a collision course with Earth produces a cloud of ejecta which exerts a thrust on the NEO, deflecting it from its original trajectory. Ablation may be performed from afar by illuminating an Earth-targeting asteroid or comet with a stand-off "DE- STAR" system consisting of a large phased-array laser in Earth orbit. Alternatively, a much smaller stand-on "DE-STARLITE" system may travel alongside the target, slowly deflecting it from nearby over a long period. This paper presents orbital simulations comparing the effectiveness of both systems across a range of laser and NEO parameters. Simulated parameters include magnitude, duration and, for the stand-on system, direction of the thrust, as well as the type, size and orbital characteristics of the target NEO. These simulations indicate that deflection distance is approximately proportional to the magnitude of thrust and to the square of the duration of ablation, and is inversely proportional to the mass. Furthermore, deflection distance shows strong dependence on thrust direction with the optimal direction of thrust varying with the duration of laser activity. As one example, consider a typical 325 m asteroid: beginning 15 yr in advance, just 2 N of thrust from a ~20 kW stand-on DE-STARLITE system is sufficient to deflect the asteroid by 2 R_e. We present a general algorithm for finding the overlap area between two ellipses. The algorithm is based on finding a segment area (the area between an ellipse and a secant line) given two points on the ellipse. The Gauss-Green formula is used to determine the ellipse sector area between two points, and a triangular area is added or subtracted to give the segment area. For two ellipses, overlap area is calculated by adding the areas of appropriate sectors and polygons. Intersection points for two general ellipses are found using Ferrari's quartic formula to solve the polynomial that results from combining the two ellipse equations. All cases for the number of intersection points (0, 1, 2, 3, 4) are handled. The algorithm is implemented in c-code, and has been tested with a range of input ellipses. This document is the Final Report for NASA Innovative Advanced Concepts (NIAC) Phase I Grant 15-NIAC16A-0145, titled Molecular Composition Analysis of Distant Targets. The research was focused on developing a system concept for probing the molecular composition of cold solar system targets, such as Asteroids, Comets, Planets and Moons from a distant vantage, for example from a spacecraft that is orbiting the target (Hughes et al., 2015). The orbiting spacecraft is equipped with a high-power laser, which is run by electricity from photovoltaic panels. The laser is directed at a spot on the target. Materials on the surface of the target are heated by the laser beam, and begin to melt and then evaporate, forming a plume of asteroid molecules in front of the heated spot. The heated spot glows, producing blackbody illumination that is visible from the spacecraft, via a path through the evaporated plume. As the blackbody radiation from the heated spot passes through the plume of evaporated material, molecules in the plume absorb radiation in a manner that is specific to the rotational and vibrational characteristics of the specific molecules. A spectrometer aboard the spacecraft is used to observe absorption lines in the blackbody signal. The pattern of absorption can be used to estimate the molecular composition of materials in the plume, which originated on the target. Focusing on a single spot produces a borehole, and shallow subsurface profiling of the targets bulk composition is possible. At the beginning of the Phase I research, the estimated Technology Readiness Level (TRL) of the system was TRL-1. During the Phase I research, an end-to-end theoretical model of the sensor system was developed from first principles. The model includes laser energy and optical propagation, target heating, melting and evaporation of target material, plume density, thermal radiation from the heated spot, molecular cross section of likely asteroid materials, and estimation of the absorption profile at a distant spectrometer. Results obtained by executing simulations based on the model provide compelling evidence that the concept of remote laser evaporative molecular absorption spectroscopy is feasible. In this document, technical details of the model are presented, and results of simulations are described that indicate the utility of the proposed sensor system. Additionally, an asteroid rendezvous mission is analyzed, with a survey of system requirements to accomplish molecular composition analysis of the asteroid. Based on positive theoretical results obtained during Phase I, the estimated TRL of the system is now TRL-2. This document also describes potential future research and experimentation that could push the system to TRL-4 within 2 years. Steps required for construction of a laboratory prototype are described. An experiment to test predictions of the theory is described, based on the laboratory prototype setup.
