Single-dish far-infrared (far-IR) and sub-millimetre (sub-mm) point source catalogues and their connections with catalogues at other wavelengths are of paramount importance. However, due to the large mismatch in spatial resolution, cross-matching galaxies at different wavelengths is challenging. This work aims to develop the next-generation deblended far-IR and sub-mm catalogues and present the first application in the COSMOS field. Our progressive deblending used the Bayesian probabilistic framework known as XID+. The deblending started from the Spitzer/MIPS 24 micron data, using an initial prior list composed of sources selected from the COSMOS2020 catalogue and radio catalogues from the VLA and the MeerKAT surveys, based on spectral energy distribution modelling which predicts fluxes of the known sources at the deblending wavelength. To speed up flux prediction, we made use of a neural network-based emulator. After deblending the 24 micron data, we proceeded to the Herschel PACS (100 & 160 micron) and SPIRE wavebands (250, 350 & 500 micron). Each time we constructed a tailor-made prior list based on the predicted fluxes of the known sources. Using simulated far-IR and sub-mm sky, we detailed the performance of our deblending pipeline. After validation with simulations, we then deblended the real observations from 24 to 500 micron and compared with blindly extracted catalogues and previous versions of deblended catalogues. As an additional test, we deblended the SCUBA-2 850 micron map and compared our deblended fluxes with ALMA measurements, which demonstrates a higher level of flux accuracy compared to previous results.We publicly release our XID+ deblended point source catalogues. We present the Herschel Extragalactic Legacy Project (HELP). This project collates, curates, homogenises, and creates derived data products for most of the premium multi-wavelength extragalactic data sets. The sky boundaries for the first data release cover 1270 deg2 defined by the Herschel SPIRE extragalactic survey fields; notably the Herschel Multi-tiered Extragalactic Survey (HerMES) and the Herschel Atlas survey (H-ATLAS). Here, we describe the motivation and principal elements in the design of the project. Guiding principles are transparent or "open" methodologies with care for reproducibility and identification of provenance. A key element of the design focuses around the homogenisation of calibration, meta data and the provision of information required to define the selection of the data for statistical analysis. We apply probabilistic methods that extract information directly from the images at long wavelengths, exploiting the prior information available at shorter wavelengths and providing full posterior distributions rather than maximum likelihood estimates and associated uncertainties as in traditional catalogues. With this project definition paper we provide full access to the first data release of HELP; Data Release 1 (DR1), including a monolithic map of the largest SPIRE extragalactic field at 385 deg2 and 18 million measurements of PACS and SPIRE fluxes. We also provide tools to access and analyse the full HELP database. This new data set includes far-infrared photometry, photometric redshifts, and derived physical properties estimated from modelling the spectral energy distributions.

Distributed Ledger Technology (DLT) has an enormous potential but also downsides. One downside of many DLT systems, such as blockchain, is their limited transaction throughput that hinders their adoption in many use cases (e.g., real-time payments). State channels have emerged as a potential solution to enhance throughput by allowing transactions to process off-chain. While current proposals can increase scalability, they require high collateral and lack support for dynamic systems that require asynchronous state transitions. Additionally, the latency of channel initialisations can cause issues especially if fast interactions are required. In this paper, we propose an atomic, scalable and privacy-preserving protocol that enables secure and dynamic updates. We develop a smart contract-based Credit-Note System (CNS) that allows participants to lock funds before a state channel initialisation, which enhances flexibility and efficiency. We formalise our model using the Universal Composability (UC) framework and demonstrate that it achieves the stated design goals of privacy, scalability, and atomicity. Moreover, we implement a dispute process in the state channel to counter availability attacks. The cosmic infrared background (CIB) provides a fundamental observational constraint on the star-formation history of galaxies over cosmic history. We estimate the contribution to the CIB from catalogued galaxies in the COSMOS field by using a novel map fitting technique on the \textit{Herschel} SPIRE maps. Prior galaxy positions are obtained using detections over a large range in wavelengths in the $K_{\rm s}$--3\,GHz range. Our method simultaneously fits the galaxies, the system foreground, and the leakage of flux from galaxies located in masked areas and corrects for an "over-fitting" effect not previously accounted for in stacking methods. We explore the contribution to the CIB as a function of galaxy survey wavelength and depth. We find high contributions to the CIB with the deep $r$ ($m_{\rm AB} \le 26.5$), $K_{\rm s}$ ($m_{\rm AB} \le 24.0$) and 3.6\,$\mu$m ($m_{\rm AB} \le 25.5$) catalogues. We combine these three deep catalogues and find a total CIB contributions of 10.5 $\pm$ 1.6, 6.7 $\pm$ 1.5 and 3.1 $\pm$ 0.7\,nWm$^{-2}$sr$^{-1}$ at 250, 350 and 500\,$\mu$m, respectively. Our CIB estimates are consistent with recent phenomenological models, prior based SPIRE number counts and with (though more precise than) the diffuse total measured by FIRAS. Our results raise the interesting prospect that the CIB contribution at $\lambda \le 500\,\mu$m from known galaxies has converged. Future large-area surveys like those with the Large Synoptic Survey Telescope are therefore likely to resolve a substantial fraction of the population responsible for the CIB at 250\,$\mu$m $\leq \lambda \leq$ 500\,$\mu$m., Comment: 16 pages, 14 figures

We present an optical to near-infrared selected astronomical catalogue covering 1270 deg.$^2$. This is the first attempt to systematically combine data from 23 of the premier extragalactic survey fields - the product of a vast investment of telescope time. The fields are those imaged by the Herschel Space Observatory which form the Herschel Extragalactic Legacy Project (HELP). Our catalogue of 170 million objects is constructed by a positional cross match of 51 public surveys. This high resolution optical, near-infrared, and mid-infrared catalogue is designed for photometric redshift estimation, extraction of fluxes in lower resolution far-infrared maps, and spectral energy distribution modelling. It collates, standardises, and provides value added derived quantities including corrected aperture magnitudes and astrometry correction over the Herschel extragalactic wide fields for the first time. $grizy$ fluxes are available on all fields with $g$ band data reaching $5\sigma$ point-source depths in a 2 arcsec aperture of 23.5, 24.4, and 24.6 (AB) mag at the 25th, 50th, and 75th percentiles, by area covered, across all HELP fields. It has $K$ or $K_s$ coverage over 1146 deg.$^2$ with depth percentiles of 20.2, 20.4, and 21.0 mag respectively. The IRAC Ch 1 band is available over 273 deg.$^2$ with depth percentiles of 17.7, 21.4, and 22.2 mag respectively. This paper defines the "masterlist" objects for the first data release (DR1) of HELP. This large sample of standardised total and corrected aperture fluxes, uniform quality flags, and completeness measures provides large well understood statistical samples over the full Herschel extragalactic sky.

The HELP project focuses on the data from ESA's Herschel mission, which covered over 1300$deg^2$ and is preparing to publish a multi-wavelength catalogue of millions of objects. Our main goal is to find the best approach to simultaneously fitting SEDs of millions of galaxies across a wide redshift range to obtain homogeneous estimates of the main physical parameters of detected IR galaxies. We perform SED fitting on the UV/NIR to FIR emission of 42 047 galaxies from the pilot HELP field: ELAIS N1. We use the latest release of CIGALE, a galaxy SED fitting code relying on energy balance, to deliver the main physical parameters such as $M_{star}$, SFR, and $L_{dust}$. We implement additional quality criteria to the fits by calculating $\chi^2$ values for the stellar and dust part of the spectra independently. These criteria allow us to identify the best fits and to identify peculiar galaxies. We perform the SED fitting by assuming three different dust attenuation laws separately allowing us to test the impact of the assumed law on estimated physical parameters. We implemented two additional quality value checks for the SED fitting method based on $M_{star}$ estimation and energy budget. This method allows us to identify possible objects with incorrect matching in the catalogue and peculiar galaxies; we found 351 possible candidates of lensed galaxies using two complementary $\chi^2$s criteria (stellar and IR) and $z_{phot}$ calculated for the IR part of the spectrum only. We find that the attenuation law has an important impact on the $M_{star}$ estimate (on average leading to disparities of a factor of two). We derive the relation between $M_{star}$ estimates obtained by different attenuation laws and we find the best recipe for our sample. We also make independent estimates of the total $L_{dust}$ parameter from stellar emission by fitting the galaxies with and without IR data separately., Comment: 17 pages, 12 figures, accepted for publication in A&A

In this paper, we investigate the physical associations between blended far-infrared (FIR)-emitting galaxies, in order to identify the level of line-of-sight projection contamination in the single-dish Herschel data. Building on previous work, and as part of the Herschel Extragalactic Legacy Project (HELP), we identify a sample of galaxies in the COSMOS field which are found to be both FIR-bright (typically $\sim 15$ mJy) and blended within the Herschel 250 $\mu$m beam. We identify a spectroscopic or photometric redshift for each FIR-bright source. We conduct a joint probability distribution analysis on the redshift probability density functions to determine the fraction of the FIR sources with multiple FIR-bright counterparts which are likely to be found at consistent ($\Delta z$ $< 0.01$) redshifts. We find that only 3 (0.4 per cent) of the pair permutations between counterparts are $>50$ per cent likely to be at consistent redshifts. A majority of counterparts (72 per cent) have no overlap in their redshift probability distributions whatsoever. This is in good agreement with the results of recent simulations, which indicate that single-dish observations of the FIR sky should be strongly contaminated by line of sight projection effects. We conclude that for our sample of 3.6- and 24-$\mu$m selected, FIR-bright objects in the COSMOS field, the overwhelming majority of multi-component FIR systems are line of sight projections within the 18.1 arcsec Herschel beam, rather than physical associations., Comment: Accepted for publication in MNRAS. 12 pages excluding Appendix; 16 pages total. 6 figures, 3 tables

Deep far-infrared (FIR) cosmological surveys are known to be affected by source confusion, causing issues when examining the main sequence (MS) of star forming galaxies. This has typically been partially tackled by the use of stacking. However, stacking only provides the average properties of the objects in the stack. This work aims to trace the MS over $0.2\leq z<6.0$ using the latest de-blended Herschel photometry, which reaches $\approx10$ times deeper than the 5$\sigma$ confusion limit in SPIRE. This provides more reliable star formation rates (SFRs), especially for the fainter galaxies, and hence a more reliable MS. We built a pipeline that uses the spectral energy distribution (SED) modelling and fitting tool CIGALE to generate flux density priors in the Herschel SPIRE bands. These priors were then fed into the de-blending tool XID+ to extract flux densities from the SPIRE maps. Multi-wavelength data were combined with the extracted SPIRE flux densities to constrain SEDs and provide stellar mass (M$_{\star}$) and SFRs. These M$_{\star}$ and SFRs were then used to populate the SFR-M$_{\star}$ plane over $0.2\leq z<6.0$. No significant evidence of a high-mass turn-over was found; the best fit is thus a simple two-parameter power law of the form log(SFR)$=\alpha[$log(M$_{\star})-10.5]+\beta$. The normalisation of the power law increases with redshift, rapidly at $z\lesssim1.8$, from $0.58\pm0.09$ at $z\approx0.37$ to $1.31\pm0.08$ at $z\approx1.8$. The slope is also found to increase with redshift, perhaps with an excess around $1.8\leq z<2.9$. The increasing slope indicates that galaxies become more self-similar as redshift increases, implying that the specific SFR of high-mass galaxies increases over $z=0.2$ to $z=6.0$, becoming closer to that of low-mass galaxies. High-redshift, luminous, dusty star forming galaxies (DSFGs) constrain the extremity of galaxy formation theories. The most extreme are discovered through follow-up on candidates in large area surveys. Here we present 850 $\mu$m SCUBA-2 follow-up observations of 188 red DSFG candidates from the \textit{Herschel} Multi-tiered Extragalactic Survey (HerMES) Large Mode Survey, covering 274 deg$^2$. We detected 87 per cent with a signal-to-noise ratio $>$ 3 at 850~$\mu$m. We introduce a new method for incorporating the confusion noise in our spectral energy distribution fitting by sampling correlated flux density fluctuations from a confusion limited map. The new 850~$\mu$m data provide a better constraint on the photometric redshifts of the candidates, with photometric redshift errors decreasing from $\sigma_z/(1+z)\approx0.21$ to $0.15$. Comparison spectroscopic redshifts also found little bias ($\langle (z-z_{\rm spec})/(1+z_{\rm spec})\rangle = 0.08 $). The mean photometric redshift is found to be 3.6 with a dispersion of $0.4$ and we identify 21 DSFGs with a high probability of lying at $z > 4$. After simulating our selection effects we find number counts are consistent with phenomenological galaxy evolution models. There is a statistically significant excess of WISE-1 and SDSS sources near our red galaxies, giving a strong indication that lensing may explain some of the apparently extreme objects. Nevertheless, our sample should include examples of galaxies with the highest star formation rates in the Universe ($\gg10^3$ M$_\odot$yr$^{-1}$)., Comment: 22 pages, 14 figures and 3 tables

We present the Herschel-SPIRE photometric atlas for a complete flux limited sample of 43 local Ultraluminous Infrared Galaxies (ULIRGs), selected at 60${\mu}$m by IRAS, as part of the HERschel ULIRG Survey (HERUS). Photometry observations were obtained using the SPIRE instrument at 250, 350 and 500${\mu}$m. We describe these observations, present the results, and combine the new observations with data from IRAS to examine the far-IR spectral energy distributions (SEDs) of these sources. We fit the observed SEDs of HERUS objects with a simple parameterised modified black body model where temperature and emissivity $\beta$ are free parameters. We compare the fitted values to those of non-ULIRG local galaxies, and find, in agreement with earlier results, that HERUS ULIRGs have warmer dust (median temperature T = 37.9+/-4.7 K compared to 21.3+/-3.4 K) but a similar $\beta$ distribution (median $\beta$ = 1.7 compared to 1.8) to the Herschel reference sample (HRS, Cortese et al., 2014) galaxies. Dust masses are found to be in the range of 10^7.5 to 10^9 Msun significantly higher than that of Herschel Reference Sample (HRS) sources. We compare our results for local ULIRGs with higher redshift samples selected at 250 and 850${\mu}$m. These latter sources generally have cooler dust and/or redder 100-to-250 ${\mu}$m colours than our 60${\mu}$m-selected ULIRGs. We show that this difference may in part be the result of the sources being selected at different wavelengths rather than being a simple indication of rapid evolution in the properties of the population., Comment: Accepted for publication in MNRAS

Cosmological surveys in the far infrared are known to suffer from confusion. The Bayesian de-blending tool, XID+, currently provides one of the best ways to de-confuse deep Herschel SPIRE images, using a flat flux density prior. This work is to demonstrate that existing multi-wavelength data sets can be exploited to improve XID+ by providing an informed prior, resulting in more accurate and precise extracted flux densities. Photometric data for galaxies in the COSMOS field were used to constrain spectral energy distributions (SEDs) using the fitting tool CIGALE. These SEDs were used to create Gaussian prior estimates in the SPIRE bands for XID+. The multi-wavelength photometry and the extracted SPIRE flux densities were run through CIGALE again to allow us to compare the performance of the two priors. Inferred ALMA flux densities (F$^i$), at 870$\mu$m and 1250$\mu$m, from the best fitting SEDs from the second CIGALE run were compared with measured ALMA flux densities (F$^m$) as an independent performance validation. Similar validations were conducted with the SED modelling and fitting tool MAGPHYS and modified black body functions to test for model dependency. We demonstrate a clear improvement in agreement between the flux densities extracted with XID+ and existing data at other wavelengths when using the new informed Gaussian prior over the original uninformed prior. The residuals between F$^m$ and F$^i$ were calculated. For the Gaussian prior, these residuals, expressed as a multiple of the ALMA error ($\sigma$), have a smaller standard deviation, 7.95$\sigma$ for the Gaussian prior compared to 12.21$\sigma$ for the flat prior, reduced mean, 1.83$\sigma$ compared to 3.44$\sigma$, and have reduced skew to positive values, 7.97 compared to 11.50. We present XID+ a new generation of software for prior-based photometry extraction in the Herschel SPIRE maps. Based on a Bayesian framework, XID+ allows the inclusion of prior information and gives access to the full posterior probability distribution of fluxes. We have developed a new prior-based source extraction tool, XID+, to carry out photometry in the Herschel SPIRE maps at the positions of known sources. XID+ is developed using a probabilistic Bayesian framework which provides a natural framework in which to include prior information, and uses the Bayesian inference tool, Stan, to obtain the full posterior probability distribution on flux estimates. In this paper, we discuss the details of XID+ and demonstrate the basic capabilities and performance by running it on simulated SPIRE maps resembling the COSMOS field, and comparing to the current prior-based source extraction tool DESPHOT. We show that not only does XID+ perform better on metrics such as flux accuracy and flux uncertainty accuracy, we illustrate how obtaining the posterior probability distribution can help overcome some of the issues inherent with maximum likelihood based source extraction routines. We run XID+ on the COSMOS SPIRE maps from HerMES, using a 24 $\mathrm{\mu m}$ catalogue as a prior and show the marginalised SPIRE colour-colour plot and marginalised contribution to the cosmic infrared background at the SPIRE wavelengths. XID+ is a core tool arising from the Herschel Extragalactic Legacy Project (HELP) and we discuss how additional work within HELP providing prior information on fluxes can and will be utilised. The Herschel Extragalactic Legacy Project (HELP) brings together a vast range of data from many astronomical observatories. Its main focus is on the Herschel data, which maps dust obscured star formation over 1300 deg$^2$. With this unprecedented combination of data sets, it is possible to investigate how the star formation vs stellar mass relation (main-sequence) of star-forming galaxies depends on environment. In this pilot study we explore this question between 0.1 < z < 3.2 using data in the COSMOS field. We estimate the local environment from a smoothed galaxy density field using the full photometric redshift probability distribution. We estimate star formation rates by stacking the SPIRE data from the Herschel Multi-tiered Extragalactic Survey (HerMES). Our analysis rules out the hypothesis that the main-sequence for star-forming systems is independent of environment at 1.5 < z < 2, while a simple model in which the mean specific star formation rate declines with increasing environmental density gives a better description. However, we cannot exclude a simple hypothesis in which the main-sequence for star-forming systems is independent of environment at z < 1.5 and z > 2. We also estimate the evolution of the star formation rate density in the COSMOS field and our results are consistent with previous measurements at z < 1.5 and z > 2 but we find a $1.4^{+0.3}_{-0.2}$ times higher peak value of the star formation rate density at $z \sim 1.9$., Comment: 14 pages, 7 figures. We investigate the multiplicity of extragalactic sources detected by the Herschel Space Observatory in the COSMOS field. Using 3.6- and 24-$\mu$m catalogues, in conjunction with 250-$\mu$m data from Herschel, we seek to determine if a significant fraction of Herschel sources are composed of multiple components emitting at 250 $\mu$m. We use the XID+ code, using Bayesian inference methods to produce probability distributions of the possible contributions to the observed 250-$\mu$m flux for each potential component. The fraction of Herschel flux assigned to the brightest component is highest for sources with total 250-$\mu$m fluxes < 45 mJy; however, the flux in the brightest component is still highest in the brightest Herschel sources. The faintest 250-$\mu$m sources (30-45 mJy) have the majority of their flux assigned to a single bright component; the second brightest component is typically significantly weaker, and contains the remainder of the 250-$\mu$m source flux. At the highest 250-$\mu$m fluxes (45-110 mJy), the brightest and second brightest components are assigned roughly equal fluxes, and together are insufficient to reach 100 per cent of the 250-$\mu$m source flux. This indicates that additional components are required, beyond the brightest two components, to reproduce the observed flux. 95 per cent of the sources in our sample have a second component that contains more than 10 per cent of the total source flux. Particularly for the brightest Herschel sources, assigning the total flux to a single source may overestimate the flux contributed by around 150 per cent., Comment: 12 pages, 7 figures. The mid-infrared (MIR) spectra observed with the \textit{Spitzer} Infrared Spectrograph (IRS) provide a valuable dataset for untangling the physical processes and conditions within galaxies. This paper presents the first attempt to blindly learn fundamental spectral components of MIR galaxy spectra, using non-negative matrix factorisation (NMF). NMF is a recently developed multivariate technique shown to be successful in blind source separation problems. Unlike the more popular multivariate analysis technique, principal component analysis, NMF imposes the condition that weights and spectral components are non-negative. This more closely resembles the physical process of emission in the mid-infrared, resulting in physically intuitive components. By applying NMF to galaxy spectra in the Cornell Atlas of Spitzer/IRS sources (CASSIS), we find similar components amongst different NMF sets. These similar components include two for AGN emission and one for star formation. [... ABBREVIATED...] We show an NMF set with seven components can reconstruct the general spectral shape of a wide variety of objects, though struggle to fit the varying strength of emission lines. We also show that the seven components can be used to separate out different types of objects. We model this separation with Gaussian Mixtures modelling and use the result to provide a classification tool. We also show the NMF components can be used to separate out the emission from AGN and star formation regions and define a new star formation/AGN diagnostic which is consistent with all mid-infrared diagnostics already in use but has the advantage that it can be applied to mid-infrared spectra with low signal to noise or with limited spectral range. We present observations of the nearby spiral galaxy IC342 with the Herschel Spectral and Photometric Imaging Receiver (SPIRE) Fourier Transform Spectrometer. The spectral range afforded by SPIRE, 196-671 microns, allows us to access a number of 12CO lines from J=4--3 to J=13--12 with the highest J transitions observed for the first time. In addition we present measurements of 13CO, [CI] and [NII]. We use a radiative transfer code coupled with Bayesian likelihood analysis to model and constrain the temperature, density and column density of the gas. We find two 12CO components, one at 35 K and one at 400 K with CO column densities of 6.3x10^{17} cm^{-2} and 0.4x10^{17} cm^{-2} and CO gas masses of 1.26x10^{7} Msolar and 0.15x10^{7} Msolar, for the cold and warm components, respectively. The inclusion of the high-J 12CO line observations, indicate the existence of a much warmer gas component (~400 K) confirming earlier findings from H_{2} rotational line analysis from ISO and Spitzer. The mass of the warm gas is 10% of the cold gas, but it likely dominates the CO luminosity. In addition, we detect strong emission from [NII] 205microns and the {3}P_{1}->{3}P_{0} and {3}P_{2} ->{3}P_{1} [CI] lines at 370 and 608 microns, respectively. The measured 12CO line ratios can be explained by Photon-dominated region (PDR) models although additional heating by e.g. cosmic rays cannot be excluded. The measured [CI] line ratio together with the derived [C] column density of 2.1x10^{17} cm^{-2} and the fact that [CI] is weaker than CO emission in IC342 suggests that [CI] likely arises in a thin layer on the outside of the CO emitting molecular clouds consistent with PDRs playing an important role., Comment: 9 pages, 8 figures, accepted for publication in Monthly Notices of the Royal Astronomical Society (MNRAS)

We measure the two-point angular correlation function of a sample of 4,289,223 galaxies with r < 19.4 mag from the Sloan Digital Sky Survey as a function of photometric redshift, absolute magnitude and colour down to M_r - 5log h = -14 mag. Photometric redshifts are estimated from ugriz model magnitudes and two Petrosian radii using the artificial neural network package ANNz, taking advantage of the Galaxy and Mass Assembly (GAMA) spectroscopic sample as our training set. The photometric redshifts are then used to determine absolute magnitudes and colours. For all our samples, we estimate the underlying redshift and absolute magnitude distributions using Monte-Carlo resampling. These redshift distributions are used in Limber's equation to obtain spatial correlation function parameters from power law fits to the angular correlation function. We confirm an increase in clustering strength for sub-L* red galaxies compared with ~L* red galaxies at small scales in all redshift bins, whereas for the blue population the correlation length is almost independent of luminosity for ~L* galaxies and fainter. A linear relation between relative bias and log luminosity is found to hold down to luminosities L~0.03L*. We find that the redshift dependence of the bias of the L* population can be described by the passive evolution model of Tegmark & Peebles (1998). A visual inspection of a random sample of our r < 19.4 sample of SDSS galaxies reveals that about 10 per cent are spurious, with a higher contamination rate towards very faint absolute magnitudes due to over-deblended nearby galaxies. The mid-infrared spectra of ultraluminous infrared galaxies (ULIRGs) contain a variety of spectral features that can be used as diagnostics to characterise the spectra. However, such diagnostics are biased by our prior prejudices on the origin of the features. Moreover, by using only part of the spectrum they do not utilise the full information content of the spectra. Blind statistical techniques such as principal component analysis (PCA) consider the whole spectrum, find correlated features and separate them out into distinct components. We further investigate the principal components (PCs) of ULIRGs derived in Wang et al.(2011). We quantitatively show that five PCs is optimal for describing the IRS spectra. These five components (PC1-PC5) and the mean spectrum provide a template basis set that reproduces spectra of all z<0.35 ULIRGs within the noise. For comparison, the spectra are also modelled with a combination of radiative transfer models of both starbursts and the dusty torus surrounding active galactic nuclei. The five PCs typically provide better fits than the models. We argue that the radiative transfer models require a colder dust component and have difficulty in modelling strong PAH features. Aided by the models we also interpret the physical processes that the principal components represent. The third principal component is shown to indicate the nature of the dominant power source, while PC1 is related to the inclination of the AGN torus. Finally, we use the 5 PCs to define a new classification scheme using 5D Gaussian mixtures modelling and trained on widely used optical classifications. The purpose of this report is to describe U.S. federal policies that have helped to shape the context within which state systems of higher education operated during the past decade. It also presents descriptive statistics about the higher education enterprise in the United States, including available performance data. The report is based on the scholarly literature, official reports and documents, archived data, and a series of interviews with Washington-based higher education representatives and congressional staff. The report uses a model that distinguishes three general areas of inquiry: the policy environment, the rules of the game, and performance. It is evident that the rules of the game have changed at the federal level in the past decade. There is no less emphasis on need-based grants and more on subsidized loans. Low-income and underserved populations remain a federal concern, but the middle class has become the focus in the majority of new initiatives. Direct lending has altered the role of the federal government in relation to institutions, and tax credits have shifted the focus of federal financial aid dollars to the middle class. Institutions must now report more information than they would like about behaviors, activities, and outcomes that have not been a matter of federal concern previously. New standards have been defined in areas such as student loan default rates, and the federal government takes more of a role in accreditation. Public opinion, however, seems solidly on the side of more, rather than less, oversight. (Contains 70 references.) (SLD)

We show that there is a subsystem of the M31 globular clusters with THIN DISK kinematics. These clusters span the entire metallicity range of the M31 globular cluster system, in contrast to the (thick) disk globulars in the Milky Way which are predominantly metal-rich. Disk globular clusters are found across the entire disk of M31 and form around 40% of the clusters projected on its disk. The existence of such a disk system suggests that there was a relatively large thin disk in place very early in M31's history. Accurate measures of the ages of these clusters will constrain the epoch of disk formation in M31. There is currently no strong evidence for differences in age between Milky Way and M31 globulars. While age differences are subtle for old populations, it is unlikely that disk clusters with [Fe/H] around -2.0 were formed after significant star formation began in the galaxy, as the proto-cluster gas would be enriched by supernova ejecta. Thus it is likely that M31 had a rather large disk in place at early epochs. The very existence of such a cold disk means that M31 has suffered no mergers with an object of 10% or more of the disk mass since the clusters were formed. This makes Brown et al (2003)'s suggestion that M31 could have suffered an equal-mass merger 6-8 Gyr ago less viable., Comment: 60 pages including 17 figures; submitted to ApJ

We present a systematic and homogeneous analysis of population gradients for the Local Group dwarf spheroidals (dSphs) Carina, Sculptor, Sextans, Tucana, Andromeda I-III, V, and VI. For all of the Milky Way companions studied here we find significant population gradients. The same is true for the remote dSph Tucana located at the outskirts of the LG. Among the M 31 dSph companions only Andromeda I and VI show obvious gradients. In all cases where a HB morphology gradient is visible, the red HB stars are more centrally concentrated. The occurence of a HB morphological gradient shows a correlation with a morphology gradient in the red giant branch. It seems likely that metallicity is the driver of the gradients in Sextans, Sculptor, Tucana, and Andromeda VI, while age is an important factor in Carina. Color-magnitude diagrams from deep, wide-field CCD photometry of the Sculptor dwarf spheroidal galaxy reveal that the red horizonal branch (RHB) stars are strongly concentrated towards the center of the galaxy relative to the dominant old population in Sculptor, confirming an earlier claim of such a gradient (Da Costa et al. 1996). Since we find no radial gradients of the age or metallicity distribution within Sculptor, neither age nor metallicity can individually account for the internal `second parameter' problem observed within the galaxy. We have also identified an unusual `spur' of stars that extends from the main sequence turnoff region and located between the canonical blue straggler region and the subgiant branch. These stars are also more centrally concentrated than the oldest stars in Sculptor, although not as extremely as the RHB stars. Unable to convincingly interpret the spur either as an unusual young population or as a foreground population of stars, we conclude that binary stars offer the most reasonable explanation for the origin of the spur that is also consistent with other features in the CMD of Sculptor. We infer that 30-60% of all apparently single stars in the inner region of Sculptor may be binaries. We speculate that the possible radial gradient in the binary-star population may be related to the variation of the HB morphology in Sculptor., Comment: 12 pages, 2 figures; Accepted for publication in ApJ Letters

The unprecedented detail of the WFPC2 colour-magnitude diagrams of the resolved stellar population of Leo A presented here allows us to determine a new distance and an accurate star formation history for this extremely metal-poor Local Group dwarf irregular galaxy. From the position of the red clump, the helium-burning blue loops and the tip of the red giant branch, we obtain a distance modulus, m-M=24.2+/-0.2, or 690 +/- 60 kpc, which places Leo A firmly within the Local Group. Our interpretation of these features in the WFPC2 CMDs at this new distance based upon extremely low metallicity (Z=0.0004) theoretical stellar evolution models suggests that this galaxy is predominantly young, i.e. <2 Gyr old. A major episode of star formation 900 - 1500 Gyr ago can explain the red clump luminosity and also fits in with our interpretation of the number of anomalous Cepheid variable stars seen in this galaxy. We cannot rule out the presence of an older, underlying globular cluster age stellar population with these data. However, using the currently available stellar evolution models, it would appear that such an older population is limited to no more than 10% of the total star formation to have occured in this galaxy.
