Growing up in a household without two parents present is an established risk factor for youth delinquency. However, much of the research on family structure and delinquency derives from U.S. samples, limiting applicability to the developing world. The present study explores the role of traditional and non-traditional family structures on self-reported delinquency in eight English-speaking Caribbean nations. We further examine the moderating role of family processes (parental attachment and parental supervision) and commitment to negative peers on this relationship. We find that youth from intact nuclear families, with a mother and father present, engage in less delinquency than youth from intact blended, single-parent, or no-parent households. Further, family structure moderated the relationship between delinquency, parental attachment, and commitment to negative peers. Theoretical and research implications are discussed.

Limited research attention has focused on homicides involving foreign-born victims. Using data from the National Violent Death Reporting System, we examined 9428 homicides that occurred in 2017 in the United States across 32 states and D.C. Approximately 8% of homicide victims were foreign-born. Homicide victimization rates were substantially lower for foreign-born persons, compared to U.S.-born persons. However, foreign-born persons from Honduras, El Salvador, and Jamaica had a substantially higher risk of homicide victimization. Notably, few homicides involving foreign-born victims were gang- or drug-trade-related. With the growing number of immigrants in the United States, policy and prevention efforts should be guided by research.

The current study documents homicide trends in Honduras from 2008 to 2018. Specifically, this study describes demographics of homicide victims and incident profiles (ie, weapons) using homicide data from the Honduras National Police and census data from the National Institute of Statistics. A total of 58 543 homicide incidents were analysed. Results indicated that the homicide rate in Honduras increased from 2008 to 2011 and decreased substantially after 2011. In addition, the male homicide victimisation rate was significantly higher than the female homicide victimisation rate across the entire time period, with the highest rate for males aged 30–44 (233.4 per 100 000 population). Firearms were the weapons used most frequently in homicides (80.3%). Implications of the findings are discussed in light of public safety in Honduras.

Purpose Although trafficking of persons for commercial sex has been increasingly recognized as a community level problem most estimates of the prevalence of sex trafficking in the USA are made by federal entities and vary depending on the data sources used. Little is known about how local police agencies assess and understand sex trafficking in their own communities. The paper aims to discuss this issue. Design/methodology/approach To help fill this gap, the current study using survey data from a sample of local police agencies across the USA (n=72) examines law enforcement agencies’ knowledge of and experience with addressing local sex trafficking problems in their jurisdiction. Findings The majority of police agencies reported that sex trafficking is a problem in their jurisdictions and that they have a special unit that has a primary responsibility for addressing sex trafficking issues. Agencies with a special unit tend to use multiple sources of information including official record, intelligence data and personal experience to estimate the community’s trafficking problems when compared to agencies without a unit; however, most of agencies primarily depend on their professional experience. Originality/value This is the first study to examine the data sources used by local police agencies to estimate the scope and nature of their community’s sex trafficking problem, and the findings have important policy implications for understanding the reliability and validity of these estimates, and for their potential use to develop and implement data driven responses to sex trafficking problems.

Incarcerated youth across the English-speaking Caribbean engage in high levels of offending before their detention. However, we know little about whether youth detained in juvenile justice systems in the region are those with the highest offending levels. As in nations beyond the region, some groups of youth in the Caribbean may be disproportionately overrepresented in the system despite their offending levels, such as by race or gender. Using samples of secondary school students and incarcerated youth, the present study examines: (1) do incarcerated youth self-report engaging in more delinquency prior to being detained than those not incarcerated and (2) are there demographic or risk/protective factors differences between incarcerated and nonincarcerated youth? We find that, compared to nonincarcerated youth, incarcerated youth self-report higher levels of delinquency, in general, and across violent offending, property offending, and drug involvement. When we used propensity score matching to match youth by their involvement in delinquency, disparities in multiple demographic and risk/protective factors emerge between incarcerated and nonincarcerated youth. Our findings point toward racial disparities in the use of incarceration, with African descent youth more likely to be incarcerated. We contextualize our results for youth justice in the Caribbean.

This study explores advanced techniques in machine learning to develop a short tree-based adaptive classification test based on an existing lengthy instrument. A case study was carried out for an assessment of risk for juvenile delinquency. Two unique facts of this case are (a) the items in the original instrument measure a large number of distinctive constructs; (b) the target outcomes are of low prevalence, which renders imbalanced training data. Due to the high dimensionality of the items, traditional item response theory (IRT)-based adaptive testing approaches may not work well, whereas decision trees, which are developed in the machine learning discipline, present as a promising alternative solution for adaptive tests. A cross-validation study was carried out to compare eight tree-based adaptive test constructions with five benchmark methods using data from a sample of 3,975 subjects. The findings reveal that the best-performing tree-based adaptive tests yielded better classification accuracy than the benchmark method IRT scoring with optimal cutpoints, and yielded comparable or better classification accuracy than the best benchmark method, random forest with balanced sampling. The competitive classification accuracy of the tree-based adaptive tests also come with an over 30-fold reduction in the length of the instrument, only administering between 3 to 6 items to any individual. This study suggests that tree-based adaptive tests have an enormous potential when used to shorten instruments that measure a large variety of constructs.

Although an increasing number of studies have examined offending and victimization in China, little is known about the extent of the victim–offender overlap and what factors may explain differential tendencies toward offending versus victimization in the Chinese context. To fill this gap and to broaden the empirical base of the current literature on the victim–offender overlap, we examine the association of a number of prominent theoretical constructs with overall violent encounters and role differentiation. Using data collected from over 2,000 students from six schools in Changzhi, a city in Northern China, and multilevel item response theory modeling, we find a nontrivial overlap between violent offending and victimization and differential tendencies toward offending versus victimization. We also find that most of our theoretical constructs are associated with overall violent encounters, but only moral beliefs, peer delinquency, drinking, and gender are related to role differentiation. Findings for theory and research are discussed.

After decades of prohibition, laws allowing marijuana use for medical and, in some cases, recreational purposes have been enacted across the country. To date, however, little is known about medical marijuana use, particularly regarding its relationship to criminal offending and use by nonauthorized persons. The current study bridges this gap by examining offending patterns in a sample of recent arrestees in Maricopa County, Arizona, identified and interviewed through the Arizona Arrestee Reporting Information Network (AARIN) project. Findings suggest that medical users had a higher probability for committing Driving Under the Influendce (DUI) and drug selling/making than nonusers, and diverted medical marijuana users had a higher probability for involvement in property crime, violent crime, DUI, and drug selling/making than nonusers. The results have important implications for developing marijuana decriminalization policies, criminal justice, and criminological theory. Directions for future research are discussed.
