This article discusses the phenomenon of Pan-Americanism, the cultural, social, and political relations between Latin America and the United States, with a focus on the exchange of musical styles. The author comments on the presentation of several music concerts in the Pan-American Union from 1924-1933 during state visits from foreign countries, including the United States. The importance of the Pan-American Union in the promotion regional cultural arts, particularly music, is also explored.

Although he was essentially a diplomat and was involved in the preparations for the plans for the Argentine delegation sent to the First Pan-American Conference (1889-1990), Vicente Quesada was a precursor of Latin American modern anti-imperialism and above all of the theories postulating the existence of a regional international law for Latin America. Before modern Latin American anti-imperialist ideas were incorporated within the intellectual, diplomatic and political Latin American imaginary, Quesada put forward a series of assertive critiques of the Monroe Doctrine as a safeguard to protect peace in the Americas and of the emerging Pan-American movement promoted by James Blaine in the context of the First Pan-American Conference. Moreover, preceding the institutionalization of international law as a modern discipline in Argentina and the construction of a continental legal tradition associated to Pan-Americanism, Quesada published a series of influential articles in which he sought to demonstrate that regional peace was the product of truly Latin American legal prínciples and not of the Monroe Doctrine. This article draws on these important pieces by Quesada and it argues that Quesada was pioneering in postulating a Latin American tradition of international law, advocating the construction of a regional Latin American legal order, safeguard from US expansionism. Traditional accounts of the 1948 Bogotazo – the riot in Bogotá, Colombia, sparked by the assassination of populist leader Jorge Eliécer Gaitán – have overlooked the urban context that explains the extent of the destruction. Preparing to host the 1948 IX Pan-American Conference, Bogotá had undergone aggressive urban reforms that financially burdened and dispossessed residents. More than just a political figure, Gaitán was recognised as an urban advocate for the marginalised. They responded to his death by destroying reform projects and symbols of political authority. Informed by architectural journals, legislation and periodicals, this article shows that Bogotá’s elite and dispossessed alike inscribed their political projects onto the urban landscape. This article discusses the founding of the Instituto Interamericano del Trabajo (Interamerican Institute of Labor) in 1933 at the Conferencia Panamericana (Panamerican Conference) by the Mexican delegation. The author comments on the concept of Pan-Americanism, regional cooperation in Latin America, that was developed at the time and describes the influence of the Organización Internacional del Trabajo (International Labour Organization) on Latin American labor policy and employment in the 1930s.

William Eleroy Curtis was central to the creation of the Pan-American movement in the United States. As a lobbyist and bureaucrat, he helped organize the first Inter-American Conference in 1889–1890. As a journalist he became a leading “expert” on Latin America. This article uses Curtis to explore the relationship between Pan-Americanism and empire. Before 1898, Curtis sought only expanded trade, not territory for the United States. However, to explain why the country would “naturally” come to dominate Latin American markets, he depicted Latin Americans as backward yet capable of uplift through the infusion of U.S. knowledge and capital. He thus justified hemispheric control and helped U.S. Americans envision empire as a tutelary imperative. When Curtis supported territorial expansion in 1898 he did so in the language of civilizing mission rather than market aggrandizement. In combining narratives of difference and equality, Pan-Americanism served Curtis as a transitional imperial ideology. [ABSTRACT FROM PUBLISHER]

The article discusses a paper presented by A.G. Hovsepyan, the Prosecutor General of the Republic of Armenia, at the second pan-American conference of lawyers "Ahead of the 100th Anniversary of Armenian Genocide." He expressed his dissatisfaction on stand of international community on the issue related to recognition of Annenian genocide.

Abstract This article describes and analyzes several safeguards of the independence of the Inter-American judge. It concludes that the system enshrined in the American Convention on Human Rights, the Statute of the Inter-American Court of Human Rights and the Court's practice are not enough to guarantee the appearance of independence of the Court's judges. The major problem is the process of nomination and election of judges. At both national and international levels the process is not clear, transparent, or accountable. Women and ethnic and cultural groups are underrepresented. Judges' terms of office and the re-election possibilities should be revised. Lastly, some guidelines should be adopted in order to regulate judges' outside activities, incompatibilities, and disqualifications. All these issues should by addressed by the Organization of American States, States Parties to the Convention, and the Court itself, and this article gives some recommendations in this respect. The article discusses the highlights of the Tenth Inter-American Conference that was held in Caracas, Venezuela in 1954. The conference was sponsored by the Organization of American States (OAS), which sought to foster economic, political, and cultural relations among the countries of the hemisphere. Among the cultural events offered by the hosting nation for the purpose of entertaining the delegates were the exhibits "La Pintura en Venezeuala" and "Six American Painters" presented by New York's Museum of Modern Art (MoMA).

An essay is presented on the Pan American Conference of Women (PACW) organized by the League of Women Voters (LWV) in Baltimore, Maryland in 1920. The article discusses the development of the Latin American government. Governments are easily defeated by the circumstances such as the huge marginal populations and foreign debts. Managing inflation and indebtedness while controlling the growing violence of an alienated population is more difficult than any other concerns which lead to the decision that power is turned to civilian regimes. The economic rationality starts to decline, the failure of policies and the predictions and projections in economic affairs are some of the problems that has formed a new Latin American politics. Moreover, the failure of the elites and the problem of the middle class became the centerpiece of the American reform policy towards Latin America.

The article provides information regarding the first Pan American Conference on alcohol public policies and its significance for the region which was held in Brazil on November 28 to 30, 2005. The event was attended by about 110 participants from several countries in Pan American Region. The topics for the event include alcohol problems; production, trade and marketing of alcohol; youth and marketing of alcohol; alcohol, gender and culture; alcohol and violence; alcohol and traffic safety; alcohol and indigenous health; and alcohol policies implementation.
