This study examined mechanisms that influence romance fraud perpetrators' public display of affluence, an aspect of romance fraud research that has received little attention in the literature. The study collected data through semi‐structured interviews with eight offenders from two Ghanaian cybercrime hotbeds and three law enforcement officials, using a qualitative research approach based on the critical realist paradigm. Data analysis was performed using thematic analysis, which revealed that the social environment, peer influence, links with high‐net‐worth individuals (upper structure clientelism), the involvement of social media and collaboration with some corrupt state officials all had a substantial influence on cybercriminals' public display of wealth. Furthermore, upper structure clientelism shows systemic flaws in financial institutions that must be addressed in order to reduce online romance fraud. The significance of social media in fostering public displays of wealth emphasises the importance of education and awareness initiatives as preventative measures. To effectively prevent online romance fraud, law enforcement should prioritise interagency cooperation and transparency among governmental institutions. [ABSTRACT FROM AUTHOR]

The St. Clair-Detroit River System (SCDRS) connects Lake Huron to Lake Erie and provides important habitats for many fishes of economic and ecological importance. Portions of the SCDRS are designated as Great Lakes Areas of Concern and fish production and conservation may be compromised. Efforts to address beneficial use impairments have focused on restoring habitat for native fishes and improving aquatic ecosystem health. Considerable site-specific research and long-term, annual fish surveys have examined responses to habitat improvements. However, there is uncertainty surrounding whether individual studies and surveys can assess (1) population-level benefits of habitat enhancements and (2) whether management objectives are being met. To identify monitoring gaps and inform long-term monitoring program development, we compared outputs from SCDRS fish monitoring surveys (based on discussions with regional agencies) with performance measures specified in management plans (obtained through gray literature searches). Performance measures for harvested species aligned well with outputs of existing surveys. In contrast, at-risk fishes often had objectives and performance measures that reflected knowledge gaps and study needs. Although harvested species were well-monitored relative to specified performance measures, at-risk fishes were less reliably collected by existing surveys, except for lake sturgeon Acipenser fulvescens. Effective evaluation of restoration efforts for at-risk fishes may require additional survey efforts that target species-specific habitat use and life history characteristics. [ABSTRACT FROM AUTHOR]

Objective: Analysis of cooperation between the Ministry of Emergency Situations (MChS) and Emergency Medical Services (EMS) personnel in the coordination of efforts to eliminate the consequences of road traffic accidents (RTA) in the city of Izhevsk, Udmurtia, Russia. Methods: 206 employees of the MChS of Izhevsk, who participated in road accident consequences elimination in 2018, were questioned. Data were extracted from 5052 MChS statistical forms «Card 1/RTA» from 2011 to 2017. Statistical analysis of the data included the calculation of extensive indicators, the weighted arithmetic mean, the calculation of the z-test, smoothing the time series using a moving average, the calculation of the growth rate using the SPSS 22 and Microsoft Excel 2010 statistical software package. The level of statistical significance was taken as p0.05). In 68.5% of cases, one ambulance team attended one victim; in 17.1% and 5.7%, two and three victims, respectively. However, there have been documented cases when one emergency team attended more than 4 casualties of road accidents. Conclusion: This study addressed one of the aspects of interdepartmental relations; however, some issues remain unresolved. In some cases, it was manifested in uncoordinated interactions between the EMS and the MChS: non-simultaneous arrival of representatives of two departments, insufficient number of emergency teams at the accident scene, incoherence between services at the accident scene.

Violations of the current legislation on social payments, which have become widespread in recent years, lead to significant budget losses. In part, this is facilitated by the lack of operational interdepartmental interaction of the subject-law enforcement officer with other state bodies that have significant information. Its presence at the law enforcement officer would allow to prevent illegal payments, to prevent plunder of budgetary funds. The Authors propose methods of preventive orientation, in particular, the establishment of additional conditions for obtaining maternal (family) capital, the systematization of legislation on social payments, the acceleration of the creation of a Unified state information system of social security with filling it with new features and functions.

The article examines the methodological basics of deviant behavior prevention of minors as a field of activity of a psychologist in educational organizations. The substantial definition, main contradictions and requirements for the organization of psychological prevention are provided. The specifics of preventive activities in the context of difficult life and legally significant situations involving minors with problematic and deviant behavior are considered. The algorithm of planning psychoprophylactic work in the form of technology “Cycle of activity of the psychologist” is defined. It describes the main stages of psychoprophylaxis,as well as methods and technologies used at each stage of this activity. The main principles of interagency cooperation as a necessary aspect of this activity, as well as requirements for the development of psychoprophylactic programs and prevention programs are highlighted.

Documenting the distribution and composition of non-native species populations can be challenging, especially when species cross jurisdictional boundaries that require interagency coordination. Herein I report the development of three tools that have been used in Florida over the past seven years to assist with tracking of non-native fishes: 1) an overarching organization to increase coordination and communication amongst stakeholders (Florida Non-Native Fish Action Alliance); 2) regularly-scheduled expert bioblitzes (Fish Slams); and 3) symposia (Fish Chats). Ten Fish Slams were held since 2012, which have included nearly 100 individuals from 20 organizations. Participants have sampled nearly 200 unique sites, capturing 36 non-native fish taxa. These activities have generated over 600 records for the U.S. Geological Survey's Nonindigenous Aquatic Species database. Many specimens collected during Fish Slams are deposited into natural history museums or used by researchers. Informal interactions amongst colleagues working together in the field, at check-in meetings at the end of the day, and during more structured Fish Chat symposia allow members of various organizations to become acquainted, build trust, and share information and technology, which may then lead to professional collaborations. While this program is focused on non-native fish species in south Florida, I also discuss how the expert bioblitz may be adapted to suit other taxonomic groups and a variety of conservation needs. The article presents Austria's cybersecurity policy, set in a wholeof- government context. It is comprehensive, integrated, proactive, and based on solidarity and cooperation within and beyond the European Union. Transparent governance, the cooperation between public agencies, businesses, research institutes, and the citizens, investments in awareness, research and development are expected to protect effectively vital information and critical infrastructures. The Ministry of Defense and the Austrian Armed Forces contribute to the national policy primarily through the Joint Forces Command, the Communication and Information Systems & Cyber Defense Command, and the two intelligence services.
