This article concerns the Polish Institute of International Affairs, which is a state legal person and counts as a unit of the public finance sector. It has a relatively long tradition, as it was established in 1947. The institute's tasks result mainly from the current Act on the institute and its statutes. In terms of financial issues, statutory regulations are sparse. An analysis of the institute's financial plans, contained in annexes to the budgetary acts, revealed that the entity can only function owing to a subjective subsidy from the state budget.

The term "genocide" emerged out of an effort to describe mass atrocities committed in the first half of the 20th century. Despite a convention of the United Nations outlawing genocide as a matter of international law, the problem persists. Some organizations (including the United Nations) are developing indicator frameworks and "early-warning" systems that leverage data science to produce risk assessments of countries where conflict is present. These tools raise questions about responsible data use, specifically regarding the data sources and social biases built into algorithms through their training data. The article explores the understudied subject of the distinctly Christian ethics of human intelligence (HUMINT) and considers how a Christian intelligence officer (IO) can draw on the robust and diverse tradition of Christian ethics to make their secular vocation compatible with the ethical principles of their faith. The current intelligence ethics literature is dominated by the Just Intelligence Theory (JIT), an adaptation of the just war tradition, which offers many valuable contributions. However, I propose the enrichment of JIT by discursive ethics from within the respective Catholic and Reformed theologies. I also consider the originally non-Christian concepts of the ethics of care and the I-Thou ideal through Christian hermeneutics. I conclude that the IO's ceaseless questioning of their conduct and its sources, and the continuous striving for primarily personal relations, as opposed to institutional relations, is the essence of the ever-imperfect process of becoming a Christian IO. Such an IO is a hearing and critical disciple who does not pretend to know the mind of God, but one whose conduct is directed by their critical reflection on their Christian faith and on the institutional setting wherein they operate. This work would like to bring into the attention of readers various aspects associated with the process of doctoral research. For many of the students this can represent quite a challenging experience with an increased level of complexity. The author will show his experience while enrolled in this form of education. Main ideas are based on the factors identified while planning and writing the papers associated with the research journey. Most of the works belong to the themes of the doctoral school, like economics, financial system or international affairs. The sample of analysed papers contains several works covering the field of interdisciplinary research. This concept will be approached inside the literature review to familiarise the readers with its meaning. Content of this area includes elements from economics, financial system, international affairs and environment. Novelty of the paper is represented by the personal experience of the writer. He will show the challenges encountered while performing regular and interdisciplinary research, connecting particular notions from business process management and business process improvement. Lean Six Sigma methodology will be used to sustain specific elements of the analytical representation. Moreover, the author will provide an overview on the lessons learnt, hoping this will contribute to the decrease of the research process complexity level and support publication status. In the run up to Canada's bid for a seat on the United Nations Security Council (UNSC), Global Affairs Canada undertook thorough policy preparations to prepare for a potential term. Notwithstanding the unsuccessful vote on Canada's candidacy, sharing our approach to policy design is worthwhile so that current and future policymakers can replicate these efforts and learn lessons from our experience. Indeed, transparency and openness are critical to the functioning of liberal, democratic institutions; seeing "how the sausage is made" can improve public perceptions of government accountability, which is critical in a time of waning trust in institutions. Given the wide breadth of issues that UNSC member states must be ready to engage on, the team designed a cross-cutting approach to policy development which ensured that stakeholders were able to provide valuable input to help shape Canadian positions. This process involved the crafting of "signature initiatives" and position papers to advance Canadian priorities in a structured and effective manner over the course of the potential UNSC term. The article deals with the structural shifts towards multipolarity and global changes such as climate change, Industrial Revolution 4.0 and pandemics as phenomena that will shape the future generation of political leaders. The author works with neoclassical realism as a primary paradigm that enables him to evaluate structural shifts and the quality of political establishment on the unit level. The article entails both qualitative and quantitative methods. The Composite Index of National Capability and the comparison of gathered data falls into the quantitative methods, while analysis of scientific literature is the qualitative research method. The articles primary aim is to determine the scope of the current challenges for future political leaders. The papers central argument formulates the hypothesis that future leaders will be vastly shaped by the shift towards multipolarity in which the balance of power logic drives international affairs. At the same time, the future political thinkers are about to deal with the global emergencies caused by climate crisis, pandemics and Industrial Revolutions 4.0 and 5.0.

Summary: For the first time in history, women in Australian diplomacy have equal or near-equal representation in leadership whilst the institution they represent is shrinking — in funding, footprint and status. Even if simply a natural shift in policy priorities, this diplomatic 'glass cliff' has specifically gendered effects. Indeed, 'hard' militaristic agencies — where funding and prestige flow — remain pockets of gender resistance in Australian international affairs. This article employs a combination of qualitative interview analysis as well as quantitative longitudinal data on gender representation and agency funding across four case agencies to argue that women are gaining positions of diplomatic leadership just as diplomacy's relative power, influence and funding decreases. It contributes to women's leadership research in finding that women's increased opportunities in leadership are therefore constrained by the declining status or shrinking nature of the institution to which they are gaining access. Vietnam is an intriguing country. Its long history has been complicated by the rise and fall of different political formations and the vicissitudes of modern politics. After the Vietnam War ended in April 1975, the country was torn apart. The human, environmental and economic costs of the war had been overwhelming. Around 2.4 million people had died, mostly Vietnamese civilians, and thousands of Vietnamese had fled to new countries as refugees in search of a better life. The war caused a huge refugee crisis, with thousands of deaths at sea. Vietnam's infrastructure – from roads to railways, buildings to bridges, and ports to power stations – was severely disrupted. However, Vietnam has changed significantly with the economic reform "Doi Moi" which was introduced in 1986. After the Soviet Union collapsed in December 1991, Vietnam lost its main supporter and the country faced a tough new challenge. Despite its difficulties, Vietnam has changed and grown as a political geographic centre in Asia, and its economy is growing significantly. Vietnam is a resilient country with over 97 million people, enjoying a rich cultural heritage. It has recently seen dramatic changes regarding climate change, the landscape, population, ruling powers, and politics. It is one of the countries in the world most vulnerable to climate change, and has adopted solutions to deal with this. This article will examine Vietnam's foreign policy, and show how the country has played a key role in complex international events in Asia since its political and economic reforms. It will examine what has happened in Vietnam in recent years, how its climate attracts foreigners both as tourists and as investors, and the challenges and issues affecting the country. The COVID-19 pandemic has highlighted the vulnerability of countries worldwide and their abilities to cope with the fast-paced demands of the research and medical community. A key to promoting ethical decision-making frameworks is by calibrating the sustainability at regional, national, and global levels to incorporate coordinated reforms. We performed a sustained ethical analysis and critically reviewed evidence addressing country-level responses to practices during the COVID-19 pandemic using PubMed (MEDLINE), Scopus, and CINAHL. The World Health Organization's ethical framework proposed for the entire population during the pandemic was applied to thematically delineate findings under equality, best outcomes (utility), prioritizing the worst off, and prioritizing those tasked with helping others. The findings demarcate ethical concerns about the validity of drug and vaccine trials in developing and developed countries, hints of unjust healthcare organizational policies, lack of equal allocation of pertinent resources, miscalculated allocation of resources to essential workers and stratified populations. The article highlights the premises of cooperation and further development of relations between the Republic of Cuba and a number of key stakeholders in the global stage. The article analyzes the materials on this issue and reveals the trends in the country’s position on the subject of economic, political, social and other types of cooperation.The article points out the prerequisites and ways of developing the Republic of Cuba foreign policy, with the participation of which positive results were achieved on a number of international issues, in particular on the issue of international conflicts in a number of countries. The article reviews the characteristics of relations between the United States of America and the Republic of Cuba, characteristic of the declared time period. The article focuses the reader’s attention on such aspects as: the position of Cuba on key international issues, the signing of agreements with actors in international relations and the Cuba pivotal international interests.The article summarizes the positive dynamics of the relations development at the present stage with the countries of the Caribbean, African countries, as well as cooperation in the Asia-Pacific region in countries such China, which, in general, stresses of the growing influence of the Republic of Cuba at the world level.

In July 1992, my 24 years of studying abroad in the US as a researcher at Harvard Medical School started. During this period, I met many outstanding scholars who conducted some of the world's leading research projects. In particular, the opportunity to collaborate with Dr. Jack A. Elias, Professor and Dean Emeritus of the Faculty of Medicine at Brown University, on a project focusing on a molecule called Chitinase 3-like 1 was very helpful to my career, and eventually led to my current position as Professor in charge of international medical exchange at Kurume University School of Medicine. By strengthening the foundation of our exchange programs and actively promoting international joint research projects, I would like to raise the global name recognition of Kurume University.

This special issue stresses the importance of material culture in diplomatic studies of science and technology. In our studies, objects are considered powerful tokens of complexity in diplomatic encounters and of asymmetry in international relations. The contributors are committed to theorizing about the role of objects in diplomatic exchanges during the postwar period and, at the same time, the role of diplomacy in constituting the materiality of nuclear things. Our approach combines attention to the political and diplomatic nuclear history with recognition of the roles played by nuclear artifacts throughout the whole spectrum of diplomatic activities. Space science and engineering courses are part of the core curriculum at many universities, but increasingly, schools are beginning to offer courses on economic, policy, and other social science aspects of space activity. These courses can provide context for students; helping them to understand the environment in which programmatic and technical decisions are made. They can also act as a concrete method for understanding core social science concepts from economics, international affairs, and other fields. Interviews with individuals teaching such courses show that these courses tend to address multiple disciplinary perspectives, and in many cases, these courses take a problem-focused approach, using social science theories and methods to understand real-world challenges and identify potential solutions. Many also emphasize student engagement and participation. These characteristics align with a transdisciplinary approach to teaching, and this article examines how space courses can be situated within this context. An examination of course goals and teaching methods provides insight into the range of approaches that instructors use to organize and run these courses and how these efforts relate to theories on transdisciplinary teaching more broadly. In this case study, Dennis R. Hoover analyses the context and the role of the quarterly journal The Review of Faith & International Affairs (RFIA) in taking religion both as an analytical factor and as a potential ally in advancing human security and human rights. As Editor of RFIA since its launch in the spring of 2003, Hoover offers an inside perspective on how RFIA became the first scholarly journal to focus exclusively on the roles of religion in world affairs, positioning itself as a forum and catalyst for interdisciplinary intellectual exchange and community, collaborative research, nonpartisan commentary and policy recommendations, and curricular resources for the rising generation of leaders in global engagement. Alongside a growing number of other institutions and initiatives RFIA is working to elevate religion from a “special interest” elective to a core subject in international affairs.

This is a review of the book Forging the World: Strategic Narratives and International Relations, co-edited by A. Miskimmon, B. O’Loughlin, and L. Roselle. The objective of the book is to present the concept of strategic narrative and to demonstrate its applicability to different issues of international politics in order to analyze how the influence of politics works in international affairs.

A combination of increased authoritarianism and military aggression against allies has rendered Turkish accession to the European Union a pipe dream. As Europe attempts to configure an alternative to Turkish membership via the prospect of a "privileged partnership," Turkey instead turns eastward to cultivate new alliances. If no alternative to EU-membership can be found and agreed to by both parties, the EU and West as a whole must begin thinking about how it will deal with an adversarial Turkey and emergent Eastern Bloc. In many situations, incentives exist to acquire knowledge and make correct political decisions. We conduct an experiment that contributes to a small but growing literature on incentives and political knowledge, testing the effect of certain and uncertain incentives on knowledge. Our experiment builds on the basic theoretical point that acquiring and using information is costly, and incentives for accurate answers will lead respondents to expend greater effort on the task and be more likely to answer knowledge questions correctly. We test the effect of certain and uncertain incentives and find that both increase effort and accuracy relative to the control condition of no incentives for accuracy. Holding constant the expected benefit of knowledge, we do not observe behavioral differences associated with the probability of earning an incentive for knowledge accuracy. These results suggest that measures of subject performance in knowledge tasks are contingent on the incentives they face. Therefore, to ensure the validity of experimental tasks and the related behavioral measures, we need to ensure a correspondence between the context we are trying to learn about and our experimental design. In this paper, I explore the roots of America’s multicultural heritage through examination of Dutch influence in America’s beginnings.  New Amsterdam (colonial New York) had one of the most diverse populations of it’s time due to the West India Company’s (WIC) involvement in the Pacific slave trade.  The consequent diaspora across the Pacific created a contact zone in which the Dutch tradition of tolerance and equal recognition became the foundations on which America became a melting pot.  By illustrating an underrepresented aspect of history, I hope for this paper to bring more understanding into the account of multiculturalism and America’s roots.

Discussions regarding the functional design of second chambers in federal or quasifederal systems seem to focus mainly on legislative functions. Thus, extra- or nonlegislative functions related to the executive branch or the judiciary have been rather neglected in the literature. This paper will examine the extra-legislative functions of second chambers which include Austria, Belgium, Germany, Italy, Spain, Switzerland and the United Kingdom. By grouping the functions into different categories (relations with the Government, appointment functions and functions in the field of international affairs, powers in relation to the European Union and functions granted to maintain the legitimate constitutional order), their effectiveness in serving the purposes of bicameralism, and of regional representation, will be explored.

This article reviews the participation of and challenges facing women in international affairs in Australia, with a focus on three sectors: the media, the civil service and the academy. We review the qualitative and quantitative data available, and share the results of a number of surveys and scans we have conducted ourselves: of the gender breakdown of undergraduate enrolments in Australian university courses focusing on international affairs; the gender break down of academic staff employed in politics and international relations programmes at Australian universities; the gender breakdown of authors published in the Australian Journal of International Affairs and the Australian Journal of Politics and History from 2000 to the present; and trends in the gender breakdown of citations in articles published in the Australian Journal of International Affairs between 2000–2001 and 2018–2019. We argue that although women in Australia are interested and engaged in international affairs in almost equal measure to their male counterparts, serious structural challenges continue to undermine their equitable representation in key fora and their career progression.
