Information and communication technologies (ICTs) are known for supporting healthcare services in dealing with adverse situations. However, little is known on the contribution of ICTs in a prolonged crisis involving a new disease, such as the COVID-19 pandemic. In this study, we carry out an exploratory investigation of which ICTs contribute the most to the emergency care of patients diagnosed with COVID-19 according to healthcare technology experts and how physicians perceive these contributions. Initially, we applied an online survey to 109 healthcare technology experts. Then, we conducted 16 in-depth follow-up interviews with emergency medicine professionals from 10 countries to identify the ICTs contributing the most to treat COVID-19 patients. Results from the survey indicated four ICTs as the most useful to support the treatment of COVID-19 patients; they are remote consultations, digital platforms for data sharing, digital non-invasive care, and interconnected medical decision support. The interviews provided insight into the applicability of those ICTs for the studied context. The four main ICTs were also found to be logically compatible with the complexity of the pandemic, reducing undesirable complexity attributes (e.g. physical proximity between caregivers and infected patients) and amplifying desirable ones (e.g. interactions that support collaborative work and knowledge sharing). The growing use of digital tools in policy implementation has altered the work of street‐level bureaucrats who are granted substantial discretionary power in decision‐making. Digital tools can constrain discretionary power, like the curtailment thesis proposed, or serve as action resources, like the enablement thesis suggested. This article assesses empirical evidence of the impact of digital tools on street‐level work and decision‐making in service‐oriented and regulation‐oriented organisations based on a systematic literature review and thematic qualitative content analysis of 36 empirical studies published until 2021. The findings demonstrate different effects with regard to the role of digital tools and the core tasks of the public administration, depending on political and managerial goals and consequent system design. Leading or decisive digital tools mostly curtail discretion, especially in service‐oriented organisations. In contrast, an enhanced information base or recommendations for actions enable decision‐making, in particular in regulation‐oriented organisations. By showing how street‐level bureaucrats actively try to resist the curtailing effects caused by rigid design to address individual circumstances, for instance by establishing ways of coping like rule bending or rule breaking, using personal resources or prioritising among clients, this study demonstrates the importance of the continuation thesis and the persistently crucial role of human judgement in policy implementation. Exploring digital governance is essential for grasping how technology can be employed to enhance public services, boost efficiency, and foster transparency and engagement. This study aims to conduct a systematic review of digital governance research in order to explore its development, emerging research trends, network of leading researchers, countries and institutions that contribute greatly to this field. A bibliometric study was conducted on digital governance works using the following terms: "digital governance," "E-governance," "digital government," and "E-government" as the keywords. VOSviewer and CiteSpace were two tools used for the bibliometric analysis. Results showed that the United States played a dominate role in digital governance studies, followed by China, the United Kingdom, India, and Spain. The new government faces an urgent challenge: revitalising the UK's crumbling public services without major increases in public spending. While technological change holds promise, UK digital government initiatives have failed to reach their full potential over the past twenty‐five years. This article argues that the latest generation of ‘data‐intensive’ technologies, including data science and AI, can succeed where past efforts have faltered. We provide a roadmap for how to harness the power of recent technologies for a more productive and equitable public sector, and pinpoint the organisational changes necessary to develop progressive, technologically enhanced public services. This study examined uniting public organization, transparency, and accountability theories for a holistic understanding of digital government service implementation in Indonesia. This study used a survey data collection method with 424 respondents for employees in four local governments. Questionnaires were generated using a Likert scale. Structural equation modeling‐partial least squares was used to assess the validity and reliability of the data and to test hypotheses and regression models. Following the testing of hypotheses and regression analysis, this study found that variables of employee skills, leadership, regulation, infrastructure, information and communication technology, transparency, and accountability had a positive and significant effect on the variable of digital government service implementation with p‐values of 0.034, 0.025, 0.014, 0.031, 0.009, 0.005, and 0.010, respectively. In contrast, variables of budgeting and bureaucratic structure do not positively and significantly impact the variable of digital government service implementation with p‐values of 0.210 and 0.311, respectively. The influence of the independent variables on the dependent variable was strong (R‐square = 0.834). The limitations and implications of these findings are discussed in the conclusion. Risk is an important factor that hinders entrepreneurial activities, especially for entrepreneurs with high aspirations. This study examines e-government's impact on entrepreneurship from a risk perspective. Based on individual data from the Global Entrepreneurship Monitor, results show that e-government promotes new ventures, especially those with aspirations to grow and innovate, thus enhancing the quantity and quality of entrepreneurship. Furthermore, mechanism analysis reveals that e-government significantly reduces actual risk and fear of failure, suggesting that it creates a stable environment and decreases risk aversion, which encourages starting new ventures and high-quality entrepreneurial activities. E-government reduces entrepreneurial risk by improving country governance in three dimensions: efficiency of public services, regulatory quality, and control of corruption. Besides, e-government has larger effects on enhancing the quality of entrepreneurship in developing economies. In the digital era of governance, few studies have analysed the influence of digital government on micro economies. To fill this gap, we explore the nexus between digital government and firm total factor productivity (TFP), and uncover the potential transmission channels behind this connection by focusing on Chinese listed firms from 2010 to 2017 and utilizing panel regression with firm-, year-, and province-fixed effects. Our findings confirm that digital government has constructive effects on firm TFP. Furthermore, empirical results suggest that this favourable impact can be transmitted through three channels of firm transaction costs and innovation, digital infrastructure construction, and government-market relationships. Further analysis reveals that the beneficial effect of digital government on firms is more significant in provinces with low fiscal transparency and complex topography, indicating that digital government compensates for the disadvantages of low fiscal transparency and inconvenience of steep terrain. Information and communication technology is increasingly developing in the current era, the government is required to issue a policy to prepare and develop it in the government. In this case, the implementation of e-government system policies in Timor-Leste through the central agency of information and communication technology aims to digitize government activities and services towards a modern government and ensure a transparent, effective, and efficient government. In this study descriptive qualitative research methods. Data collection is carried out by interviews, observation, and documentation with the determination of informants determined by purposive techniques or methods. This study shows that the implementation of the e-government system policy in Timor-Leste is still not effective or optimal because there are still factors that become obstacles to its implementation. Furthermore, the central agency of Tic Timor. I.P. still lacks human resources in the field of IT or adequate technical personnel, lacks facilities, and slow or unstable internet networks. The conclusion in the research obtained from the results of this study is that the Timor-Leste government through the central agency Tic Timor. I.P. has tried to develop an e-government policy system but there are still many shortcomings such as human resources in the field of informatics and technology, and low internet networks. The input suggestion given by the researcher is that the government needs to increase the capacity of supervisors and human resources to develop and accelerate the implementation of e-government policies in various government agencies at the central and regional levels. Mobile instant messaging is widely used in governing circles today. This article considers the implications for political legitimacy, examining how far the technology encourages those in authority to act consistently with the obligations that come with their roles. It looks at several recent political scandals in which officeholders are alleged to have transgressed public norms with their use of instant messaging. It goes on to argue that the concerns raised are well grounded, as the affordances of the technology point to personalized, informal, and untransparent modes of rule. As the final section argues, that figures in public authority embrace the technology despite the scandals it can yield tells us something important about their political priorities, in particular their willingness to prize output over procedural legitimacy. Since the so-called 'migration crisis' in 2015/16, EU governments' efforts to launch online campaigns to inform potential migrants about the risks of irregularity have increased. These migration management tools often apply dissuasive messages, declaring to support migrants to make informed decisions. This article investigates such campaigns through the lens of government communication, a so far under-explored issue in migration studies. Applying qualitative content analysis to two European campaigns, this research finds that the campaigns reiterate immigration policies and portray ambiguity. The use of digital technology has shaped a new form of government bureaucracy known as electronic government. The purpose of this study is to ascertain how consumer satisfaction with public service mall websites in Surakarta City is impacted by the E-GovQual service quality. This study considers e-government quality, comprising six independent variables which are ease of use (X1), trust (X2), functionality of interaction environment (X3), reliability (X4), content and appearance of information (X5), and citizen support (X6), and its effect on customer satisfaction (Y). To examine and assess cause-and-effect correlations, this quantitative study uses the Structural Equation Modeling-Partial Least Square (SEMPLS) data analysis method, which combines factor analysis with path analysis. The population consisted of 96 respondents. The samples were estimated using the Lemeshow formula and selected using the Accidental Sampling Technique. Based on research findings, it was found that the ttable value and p-value for each independent variable are both t-statistic > 1.97 and p-value < 0.05 range. The study concludes that the variables of ease of use, trust, interaction environment functionality, content and appearance, reliability, and citizen support all significantly positively impact customer satisfaction. The interaction environment functionality variable has the largest positive influence, accounting for 28% of the total. This result proves that these variables affect customer satisfaction positively. For practical use, this study shows that E-GovQual service quality can be measured via the website of a public service provider. Purpose: The study focuses on influential factors of collaboration on government data security by the Chinese government. Design/methodology/approach: The article explores the case of e-government in the Chinese centralized unitary state system context, using a structured–pragmatic–situational (SPS) approach and the boundary theory as an analytical lens. Findings: The findings indicate that e-government operates in highly interconnected environments where the safe flow of government data requires collaborative and cross-boundary strategies. Any organization is a potential "weakest link". In addition, collaboration is fragmented by ambiguous accountability and organizational inertia across government departments, resources differences and limited visibility and measurability of security efforts across government levels and conflicts and uncertainties in principal–agent relationships. The solutions for those obstacles are also discussed from the multi-function, multi-level and multi-actor dimensions, respectively. A multi-dimensional overarching security model for the flow of government data is proposed. Originality/value: The study advances the technology-oriented micro-analysis of previous studies on government data security to cross-organizational revealing at the macrolevel by connecting streams of research in information systems and public administration. Digital technologies change common and routine processes and open new opportunities for their optimization. Our research aim was to test the hypothesis about the efficiency of information technology tools in public institutions' management; is the e-government system dependent on the level of information technology development or on the level of institutional development? An empirical analysis of the effects of institutional and technical factors on e-government systems in a sample of 193 countries was provided. Were studied data about the e-government system quality and development; of the institutions, Internet, and telecommunication development as well as statistical information about e-government service websites using. The intensity and efficiency of using e-government systems depend on the mentioned factors. The level of institutional development affects the intensity and effectiveness of the use of egovernment systems both directly and indirectly, through a variable characterizing the quality of e-government systems. Advanced information technology factors only indirectly affect the intensity and effectiveness of the use of e-government systems. There is no statistically significant inverse relationship between efficiently and effectively operating e-government systems and variables which characterize the institutions and information technologies development. This paper illustrates the factors contributing to developing an integrated strategy for the successful implementation of e-government in practice. Method: To achieve this, this study follows a comprehensive descriptive and developmental approach to the performance of e-government to identify the modern and requirements for implementing the e-government system. This study explores the intricate relationship between e-governance and corruption perception using the E-Government Development Index (EGDI) and Corruption Perceptions Index (CPI) data. Ukraine's legal landscape is examined, highlighting efforts to enhance public administration transparency. This study underscores the role of citizens in fostering e-governance and reducing corruption and crime. Comparative analyses challenge assumptions about income and egovernance, while "smart grids" and digitalization emerge as solutions to energy challenges in Ukraine. Ultimately, this study illuminates the transformative potential of e-governance and its significance in modern governance paradigms during wartime and in situations involving a large number of displaced people. In the continuously evolving field of E-government, understanding the breadth and depth of academic research is crucial for advancing governmental digital transformation and policy development. This study employs visual bibliometric analysis, using the Web of Science database to map the evolution trajectory of E-government research from 2000 to 2023. By utilizing CiteSpace for a comprehensive examination of 4536 academic articles, this paper outlines the growth patterns and thematic evolution within the field. The development of the E-government field is delineated into four distinct phases: the budding period (2000–2003), the bottleneck period (2004–2014), the development period (2015–2018), and the growth period (2019–2023), which are each marked by unique thematic shifts and technological advancements. The research results reveal the transformation of research focus in different periods, from the initial focus on the technological means and the electronic transformation of government services, moving on to more complex issues such as E-government acceptance and government transparency and corruption, and ultimately to the current focus on innovation and smart cities. In addition, the paper also clarifies that the research boom that began in 2019 is driven by technological innovation opportunities, the improvement in infrastructure, and multidisciplinary research. By depicting these developmental stages and emerging trends, this study not only unveils past academic efforts but also forecasts future research directions, thereby providing valuable insights for researchers and policymakers aiming to understand and implement effective E-government strategies. This paper investigates the influences of digital public services on the ease of setting up a new business in 28 European countries during the period of 2012–2019. The development of digital public services is reflected in business mobility and key enablers. The digitalization-entrepreneurship nexus is analyzed by using the panel corrected standard error (PCSE) model, while we employ the dynamic fixed effects estimator (DFE) used in the autoregressive distributed lag (ARDL) model to measure the short-run and long-run effects. Our results indicate that the online delivery of government services positively affects the density of entrepreneurship in a country. We find robust results utilizing various econometric techniques and adding further explanatory variables. However, the positive effects of offering public services online are only found in the long run. Using digital public services benefits the entrepreneurial sectors by reducing the time and costs required to start a new business. Notably, digital transformation in the public sector acts as a shield to protect enterprises by dampening the detrimental effects of uncertainty on entrepreneurship. [ABSTRACT FROM AUTHOR]

As governments embark on providing their services online (e‐Government services), it is imperative for them to ensure that these services remain accessible to all online users. Prior studies have demonstrated that providing accessible online services remains a challenge for most governments, and more so for developing countries. This study seeks to identify and better understand the factors influencing the design and implementation of accessible e‐Government services. The study employed qualitative semi‐structured interviews in order to collect primary data from twelve government employees working as developers, designers, business analysts, and the management team. The data were analyzed using thematic analysis. This study identifies two key factors influencing the design and implementation of accessible e‐Government services, namely: organizational structures and stakeholder supporting structures. Furthermore, the findings explain how these factors affect the current practices of designing and implementing accessible e‐Government services. Four practices in use were recognized as instrumental in the design and implementation of accessible e‐Government services. These are: (i) championing accessibility; (ii) adoption of an omni‐channel approach, as well as digital learning and awareness; (iii) development of inhouse guidelines and best practices, as well as support for developing assistive technologies; (iv) and lastly, reflective practices. Digital technologies have a recognised potential to build more efficient, credible, and innovative public institutions in Latin America. Despite progress, digital transformation in Latin American governments remains limited. In this work, we explore a peculiar yet largely understudied opportunity in the region: pursuing digital government transformation as a collaborative process between the government and civil society organisations. To do so, we draw from information systems research on digital government and platforms for development, complemented with governance theory from political science and conduct an interpretive in‐depth case study of an urban reporting platform in Montevideo called 'Por Mi Barrio'. The study reveals three mutually reinforced orders of governance in the trajectory of the project and explain how the collaboration unfolded over time: (i) a technical decision to use open platform architectures; (ii) the negotiation of formal and informal rules to make the project thrive and (iii) a shared, long‐term ideology around the value of open technologies and technical sovereignty grounded in years of political history. Using a contextual explanation approach, our study helps to improve our understanding on the governance of collaborative digital government platforms in Latin America, with specific contributions to practice. Digital transformation has become a buzzword that is permeating multiple fields, including public administration and management. However, it is unclear what is transformational and how incremental and transformational change processes are linked. Using the PRISMA method, we conduct a systematic literature review to structure this growing body of evidence. We identified 164 studies on digitally-induced change and provide evidence for their drivers, implementation processes, and outcomes. We derive a theoretical framework that shows which incremental changes happen in public administrations that are implementing digital technologies and what their cumulative, transformative effects are on society as a whole. Trial excessive duration is a common problem in Juridical systems worldwide, even if some countries seem to be more affected by it than others. The European Council has provided metrics and statistics to identify this problem and has pointed out solutions, such as the simplification of norms and the digitization of Juridical procedures. The Italian Telematic Civil Process (TCP) is an example of this digitization effort that has surely positively influenced the duration of Trials, their traceability and general complexity. However, there are still many possible actions that can be taken to simplify the work of Judges and Chancellors, and to support their daily operations in dealing with several Trials at once, and with the consistent number of documents that are involved in them. This paper presents a toolchain and a related methodology for the management of documentation attached to Trials, based on semantic technologies and Natural Language Processing techniques, which will help Judges in faster assessing the situation of each Trial they follow, and will also provide the means to identify potential correlations among different Juridical procedures. The methodology is tested against a case study, i.e. the compensation requests related to road accidents, which has been provided and described by Domain Experts from the Italian Ministry of Justice. Purpose: Despite the major information technology investments made by public institutions, the reuse of e-government services remains an issue as citizens hesitate to use e-government websites regularly. The purpose of this study is to investigate the cross-country determinants of e-government reuse intention by proposing a theoretical model that integrates constructs from (1) the Delone and McLean IS success model (i.e. system quality, service quality, information quality, perceived value and user satisfaction); (2) the trust and risk models (i.e. citizen trust, overall risk, time risk, privacy risk and psychological risks); and (3) Hofstede's cultural model (i.e. uncertainty avoidance, masculinity, individualism and cross-cultural trust and risk). Design/methodology/approach: Based on data from interviews with 81 Kuwaiti citizens and surveys of 1,829 Kuwaiti and Polish citizens, this study conducted comprehensive, cross-cultural and comparative analyses of e-government reuse intention in a cross-country setting. Findings: The results show that trust is positively associated with citizens' intention to reuse e-government services, whereas risk is negatively associated with citizens' perceived value. This study also found that masculinity–femininity and uncertainty avoidance are positively associated with the intention to reuse e-government services and that individualism–collectivism has no significant relationship with reuse intention. This study's findings have important implications for researchers and practitioners seeking to understand and improve e-government success in cross-country settings. Originality/value: This study developed a parsimonious model of quality, trust, risk, culture and technology reuse that captures country-specific cultural contexts and enables us to conduct a comprehensive, cross-cultural and comparative analysis of e-government reuse intention in the cross-country setting of Kuwait and Poland. With the rapid developm the application of digital ent of the new generation of information and communication technologies (ICT), the state-level governance model has undergone profound changes. It is worth pondering whether this change will have an impact on the carbon peak and carbon neutrality goals. Therefore, we collected data from 51 global economies that have proposed carbon neutrality targets from 2003 to 2020 to build a series of spatial measurement models and explored the impact of e-government construction on carbon emission intensity (CEI). Then, we further considered regional heterogeneity factors, grouped the selected countries into Asian, European, and American countries, and verified the differences between e-government construction and CEI in different regions. Additionally, on the basis of the spatial mediation effect model, this paper analyzed the industrial structure which played an intermediary role in achieving target for reducing CEI through e-government construction. The main findings are as follows. (1) A higher level of e-government construction will result in lower-carbon emissions intensity. (2) Spatial spillover effect regression results showed that the construction of e-government in neighboring countries also significantly inhibits the carbon emission intensity of the host country. (3) There was significant regional heterogeneity in the impact of e-governments on CEI; in Asia, the construction of e-governments significantly reduced CEI, but no significant reductions were observed in Europe and America. (4) E-governments influenced CEI by optimizing the industrial structure. The construction of e-governments was effective in Asia and Europe, while intermediary effect test was failed to pass in the Americas. This study mainly focused on the environmental benefits brought by the construction of e-governments, and the obtained results would provide an important reference for the achievement of the dual-carbon goals in countries worldwide. Web-based systems are used extensively in Korea because web standards have been adapted by the law (e.g., Electronic Government Act). Users can easily access web-based systems if they are connected to the Internet. However, distinguishing between malicious and benign access is very difficult and many potential vulnerabilities exist. In this study, we attempt to leak the information of other users without permission using a non-encrypted API and web source code analysis in a college web-based system. An experiment demonstrates that the information (e.g., other students' course grades) can be leaked and abnormal data can be embedded in the request. Catastrophic events like COVID-19 cause substantial material losses and significant harm to the public. However, such events may also accelerate socioeconomic developments such as increased digitalization of economic and societal activities, including e-government services. These services become especially critical in crisis situations , providing a vehicle for administrative responses and ensuring social and economic functioning. This paper reports on a pilot study on the impact of COVID-19 on the demand for and the provision of e-government services in a municipality in Poland. Interviews with city administrators and technical staff involved in providing e-government services during COVID-19 are the primary data sources. Issues identified relate to changes in work regulations, adjustments to operations, shifts in volume and types of services, and changes in employee attitudes and behaviors. Background: Vaccination is one of the greatest tools for individuals to stay healthy. Individuals are, however, often exposed to misinformation via digital and social media, and thus, may miss the opportunity to develop scientific knowledge about vaccines and trust in relevant stakeholders. This has a damaging impact on vaccine confidence. Understanding vaccine confidence is particularly important in North Dakota, where vaccination rates are lower than national averages. Objectives: The objectives of this research are to examine the association between vaccine confidence and three potential sources of it, namely, trust, vaccine knowledge, and vaccine information sources and to investigate the relative strength of three vaccine confidence sources, while accounting for covariates. Methods: Students (n = 517, 56.6%) and staff and faculty (n = 397, 43.4%) at the University of North Dakota (n = 914) completed an online survey. Logistic regressions estimated odds ratios (OR) and 95% confidence intervals (CI) for associations among trust in doctors, family/friends, government health agencies, charitable organizations, and religious organizations, vaccine knowledge, vaccine information sources as well as vaccine confidence, accounting for gender, race, marital status, age, religion, political ideology, education, and health status. Results: The mean age of participants was 29.43 years (SD = 13.48). Most were females (71.6%) and white (91.5%). Great trust in doctors (OR = 3.29, p < 0.001, 95%CI 1.89, 5.73) government health agencies (OR = 2.95, p < 0.001, 95%CI 2.13, 4.08) and vaccine knowledge (OR = 1.28, p < 0.001, 95%CI 1.18, 1.38) had higher odds of vaccine confidence. Using Internet Government source as the primary source of vaccine information (OR = 1.73, p < 0.05, 95%CI 1.22, 2.44) showed higher odds of vaccine confidence before all independent variables were introduced, but it became non-significant after they were introduced. Trust in government health agencies showed strongest associations with vaccine confidence. Open Science (OS) – an emerging global trend driven by advances in digital technologies and government's commitment to greater transparency and value for money of publicly funded research – is at its early stages, even in countries with high R&D expenditures, such as South Korea. This study provides a comprehensive overview and analysis of Korea's national OS approach, with a focus on exploring the current OS regulatory and technological environments it operates under, and uncovering its SWOT – strengths, weaknesses, opportunities and threats. It concludes that internal weaknesses, such as insufficient political will to promote OS, dominate other SWOT characteristics of Korea's national OS approach. Thus, the highest priority should be given to strategies attempting to minimise both internal weaknesses and external threats, such as reinforcing domestic Open Access publishing ecosystem to mitigate Korean researchers' dependency on large international commercial publishers. E-government, characterized by the utilization of information and communication technology (ICT) tools for delivering services to citizens, offers numerous synergies and advantages to governments and communities. However, there are a number of difficulties that prevent the successful implementation of e-government. This study delves into the identification and critical examination of the key variables influencing the adoption of e-government in Somalia while evaluating the barriers that need to be overcome for its successful implementation. The research focuses on data collected from the Benadir Regional Administration (BRA) in Mogadishu, Somalia, serving as a comprehensive case study. Data was obtained from a representative sample of 370 staff members, drawn from a total population of 5,000 registered staff, utilizing Slovin's formula for random sampling. Data analysis was conducted through multiple linear regressions using SPSS version 26. The findings of this study reveal the most prominent challenges and factors influencing the implementation of e-government in Somalia. There are three independent variables: technological factors, political factors, and social factors. The technological results revealed that technological factors had a substantially positive link with e-government, with a p-value (0.000) of less than 5% at the significant level, and regarding political characteristics, the result shows a positive association, with a p-value of 0.000. While social factors have implications, this variable has a modest positive relationship with e-governance, as its p-value is 0.192. It is advised that Somali governments take advantage of the benefits of e-government by addressing these difficulties collaboratively, taking into account the sensitivity of particular socioeconomic conditions. Information and communication technologies (ICT) have a recent impact on governance and public administration. Electronic government (e-government) services were created to streamline administrative processes and enhance citizen engagement on the one hand, and to build new governance models that would empower individuals, involve them in the decision-making process, and increase transparency on the other. Many individuals are doubtful about smart city projects because of the security issues that arise in such environments. In essence, internet of things gadgets are security flaws. Concerns about the proliferation of IoT sensors and the tighter coupling of infrastructure silos in cities are well-founded. The major objective of the study is to identify the influencing factors of smart cities on e-government in Saudi Arabia. Additionally, this research explores the definition of e-government, and its supporting technologies like smart cities, IoT, big data, cloud computing and other digital government platforms. After exploring the detailed definitions, the study identifies the challenging scenarios of e-government in Saudi Arabia, and discusses the different opportunities. This study investigates the direct and indirect influences of behavioral quality, social support, perceived system, emotional perception, and public expectation on user favorability regarding government chatbots in both government service and policy consultation contexts. The findings reveal that while behavioral quality, social support, and perceived system directly affect user favorability in both scenarios, public expectation uniquely impacts user favorability in policy consultation settings, but not in government service scenarios. Furthermore, the analysis indicates that social support, emotional perception, and public expectation all indirectly influence user favorability through their mediating effect on behavioral quality in both contexts. Notably, the significant distinction between the two scenarios is the presence of an indirect impact of perceived system on user favorability within policy consultation scenarios, which is absent in government service scenarios. This study sheds light on the intricate interplay of factors shaping user favorability with government chatbots, and provides valuable insights for improving user experiences and user favorability in different governmental service contexts. The research presented in this article had as objectives carrying out a review of the specialized literature in the field of E-government and the opportunities of digitization from the perspective of the IC&T sector, the study of the relations between E-governance (expressed as activities via websites) and the evolution of the IC&T sector and analysis of the obtained results, verification of the confirmation of the formulated hypotheses and contextualization of the results by referring to other results obtained in the specialized literature. To highlight the relationship between E-government and the digitalization opportunities offered by the evolution of the IC&T sector, correlation analyzes were carried out using the secondary data made available by the Eurostat databases. Three research hypotheses were formulated and the first research hypothesis, the one regarding a strong positive relationship between E-governance and the number of enterprises active in IC&T, is validated in the case of most European countries. The other two research hypotheses, regarding a strong positive relationship between E-governance and the number of enterprises active in IC&T and also a positive and close relationship between E-governance and the share of IC&T staff in total employees, have been confirmed only in the case of fewer European countries. Digital transformation has been the center of attention in efforts to modernize government in Indonesia in the last decade. This article documents the evolution and impact of the Indonesian government's digital transformation initiatives from 2010 to 2024. The Indonesian government has taken significant steps in encouraging the adoption of information and communication technology (ICT) to improve administrative efficiency, increase openness, and provide easier and faster access to public services. Key initiatives include the development of an e-government platform that provides online services from various government departments and agencies, as well as the implementation of an integrated data management system to improve evidence-based decision-making. In addition, Indonesia has also moved towards further digitalization by utilizing big data to formulate public policies that are more effective and responsive to the needs of the community. The national digital infrastructure being developed, such as the Palapa Ring, is an important foundation in supporting equitable internet connectivity across the country, facilitating digital inclusion in remote and urban areas. However, this digital transformation process is also faced with a number of challenges, including data security, technology accessibility in remote areas, and the readiness of human resources to adopt new technologies. This article also highlights the government's efforts to build people's capacity to utilize digital technology effectively through training and education programs. Overall, the Indonesian government's digital transformation has had a significant impact in improving administrative efficiency and transparency, as well as expanding access to public services. This article concludes by evaluating the opportunities and challenges ahead, as well as the broader implications of digital transformation on public participation and inclusive economic growth in this digital era. The term 'digitalization' of public administration, used as a synonym for 'e-government,' fi rst implies the implementation of fast, secure procedures by an administrative body. E-governance, or as it is more recently termed, digital governance, involves the introduction of innovations and technologies in public governance/administration. It can be argued that the digitalization of public administration against the background of contemporary social challenges may be the key of opportunities for both the state and members of the society. Despite its certain conditionality, the electronic governance index (since 2003, the United Nations has issued a comparative index of countries' e-governance every two years, based on three main indicators) profi ciently reflects the dynamics of countries' efforts in introducing innovations in public administration and involving citizens in the process of e-services, which ultimately contributes to bringing citizens closer to modern digital administration. The article refers to the legal aspects of using digital means in e-government on the example of Georgia. The reform of public administration in Georgia started in 2015, after the Association Agreement was signed between Georgia and the European Union. Georgia has already fulfi lled several commitments in the framework of this program in terms of striving for more transparent governance, but despite this, the mentioned reform faces challenges on this path. The article examines aspects of e-government such as e-services, e-participation, personal data protection, and the impact of e-government implementation on the efficiency of public administration. Since the mentioned issue is complex in nature and extends in several directions, the article discusses the regulation of electronic administrative proceedings and the effectiveness of its use in the process of implementing public administration, stages of modernization of state governance, types of electronic proceedings, possibilities of legitimate governance from the administrative body, and prospects for its implementation on the example of Georgia. Digital government has been an evolving topic in research and practice, and during the COVID-19 crisis, different tools emerged as crucial elements in tackling the crisis. Comparing the federal level in the United States (Anglo-Saxon public interest culture) and in Austria (continental European rule-of-law culture), this article looks at how different barriers to digital government were affected by the COVID-19 crisis. Fourteen semi-structured interviews with experts in United States departments and their Austrian counterparts are conducted. The results show strong similarities between the United States and Austria in cultural barriers (bureaucratic culture, resistance to change, risk aversion) but also in structural barriers (political commitment and resources, workforce) to digital government. The main difference lies in laws and regulations as structural barriers, stemming from the different administrative traditions. Furthermore, the study highlights the dynamic nature of barriers. It shows that a crisis can result in the lowering of both structural as well as cultural barriers. Deliberate removal of structural barriers in experimentation spaces may therefore enhance digital government in 'orderly' times as well. Points for practitioners: Knowing how to overcome certain barriers is essential in innovation processes. This study shows that windows of opportunity can be opened by a crisis, but also provides key learnings for policy measures that can be taken in 'orderly' times. Public administrations require space where structural barriers are deliberately removed in order to experiment and learn, which can lower cultural barriers to digital government as well. Although governments are continually investing in e-government construction, differences in e-government performance exist. This study aims to examine how policy attention affects e-government performance through the mediating effect of resource allocation and the moderating effect of public–private collaboration. Analysis of panel data from 333 prefectural governments in China confirms that policy attention can increase e-government performance, but the effect size decreases under the mediating role of financial and human resources. Furthermore, higher public–private collaboration weakens the positive effect of government resources on e-government performance and policy attention on e-government performance. Points for practitioners This article can help practitioners recognize the importance of policy attention in guiding e-government implementation by verifying policy attention–resource allocation–e-government performance association. Moreover, this study also provides some suggestions for practitioners seeking to collaborate with private organizations by confirming the negative role of public–private collaboration between government resources and e-government performance. African public administrations are in an especially difficult position with respect to the adoption of artificial intelligence (AI), in both how they harness its benefits but also in managing potential harms. Through a narrative review of existing research, this paper synthesises findings from previous digital government implementations on the African continent, and considers the implications for AI use. The analysis is centred on the way public officials are bypassed or empowered to work with emerging technologies, and the influence of public service values on their adoption. Four concerns emerge as relevant: Integrity of recommendations provided by decision-support systems, including how they are influenced by local organisational practices and the reliability of underlying infrastructures; Inclusive decision-making that balances the (assumed) objectivity of data-driven algorithms and the influence of different stakeholder groups; Exception and accountability in how digital and AI platforms are funded, developed, implemented and used; and an expectation of Complete understanding of people and events through the integration of traditionally dispersed data sources and systems, and how policy actors seek to mitigate the risks associated with this aspiration. Building upon Social Fact theory and Social Impact theory, this article presents an innovative exploration of how collective consciousness and conformity behavior impact individuals' continuous use willingness of digital government websites. By constructing a single-factor mediation model with conformity behavior as the mediating variable, this study employs SPSS23.0 to test the data results. The mediation effect analysis reveals that citizens' collective consciousness indirectly influences their continuous use willingness through conformity behavior, with the latter playing a fully mediating role. This finding highlights the need for governments to consider the effects of public collective consciousness and conformity behavior on users' continuous use willingness of digital government websites. Consequently, this article recommends that authorities harness the power of exemplary and demonstration effects to guide individual behavior, ultimately optimizing individuals' continuous use willingness of digital government websites. e-Government Maturity Models are essential tools for governments to assess and improve their e-government capabilities, performance, and impact. This article offers a pioneering systematic mapping study and comparative analysis of e-Government Maturity Models proposed between 2010 and 2022, marking a significant stride in the realm of e-government research. The review focuses on these recent models and compares their approaches, frameworks, and dimensions. Previous comparison research studies conducted before 2010 are also reviewed to provide an inclusive context for understanding the evolution and advancement of e-government maturity models. The study is the first to systematically map and compare e-Government Maturity Models proposed in recent years, also comparing with the previous decade. Employing a mixed-methods approach, this article meticulously dissects and contrasts various models, shedding light on the evolution, strengths, and weaknesses of e-government maturity frameworks over more than a decade. The research contributes to the literature by revealing underlying discrepancies in current models and proposing a synthesized perspective that integrates technological advancements and administrative strategies, providing insights into opportunities for future research and practice. The article explores the potential benefits of combining randomized controlled trials (RCTs) with agent-based models (ABMs) in the field of health science. RCTs are commonly used to establish causal relationships between interventions and outcomes, but they have limitations. ABMs, on the other hand, can address these limitations by providing a way to translate evidence from one setting to another and considering social influences and adaptability. By integrating RCTs and ABMs, researchers can gain a more comprehensive understanding of complex diseases and improve resource allocation in healthcare. Purpose: Advances in technology have given rise to an increased demand by small businesses for personalised e-government services. Given the importance of small businesses to the Australian economy, it is vital to deliver small business-centric services that offer potential to generate value. To do that effectively, government departments need to understand factors that affect small business. The purpose of this study is to explore how preferences for personalised services and the use of intermediaries affect small business participation behaviour and, in turn, stimulate positive outcomes that are of interest to the government. Design/methodology/approach: This study draws on secondary data from a survey of 800 Australian small businesses about the digital services offered by a large government department. Structural equation modelling was used to empirically test the model. Findings: The findings demonstrate that whilst preference for personalisation has a positive relationship with participation behaviour, reliance on an intermediary does not. While such behaviour fosters emotional connection and perceptions of partner quality, the results of this study show no significant impact on satisfaction. Originality/value: This study advances knowledge about how small businesses can gain value from personalised support services. Importantly, it focuses on participation behaviour and small business – both of which are largely absent from existing studies. This research aims to explore and analyze the optimization of cloud technology usage in public sector management control, focusing on the implementation of e-government in Bandung City as a case study. The research method used is a qualitative case study, collecting data through in-depth interviews, observations, and related document analysis. The results indicate that the application of cloud technology has brought significant benefits, including increased efficiency, accessibility, and scalability of e-government services. However, challenges related to data security and technological infrastructure limitations were also identified. Based on these findings, recommendations are provided to strengthen infrastructure, train employees, establish partnerships with the private sector, and conduct regular evaluations to enhance the application of cloud technology in egovernment management in Bandung City and the public sector in general. Digital transformation has emerged as a significant area of interest for scholars in global political science and public administration. The advancement of digital technologies is driving a comprehensive transformation across the economy, society, and governance, thereby profoundly affecting the state governance of China. The introduction of new technologies has altered traditional power dynamics, leading to centralization and empowerment—the power redistribution issue of the digital era, which is a fundamental concern in China's state governance. The effects of technological power, including empowerment and disempowerment of various entities, give rise to or reinforce four secondary issues: the problem of data silos and collaborative governance in internal government operations, the challenges related to technological deficits and platform regulation in market regulation, the issues of the digital divide and social justice in social governance, and concerns about privacy, transparency, and rights asymmetry. This paper integrates specific cases from China's digital transformation and digital government initiatives to examine these cuttingedge issues and to analyze the impact of digital government reforms implemented by local Chinese governments on traditional government theories. The application of big data technology provides support for the co-production of public safety services. Existing research often focuses on how technology influences co-production, but lacks attention to the key actors that drive co-production and the mechanisms that facilitate it. This study examines the role of government in the digital co-production of public safety services, using the practice of Shenzhen as a case study. Shenzhen has built 125 information systems based on over 100 billion pieces of big data, forming a model of digital safety service co-production. The study reveals three types of digital co-production, characterized by "government-business joint planning, passive participation of businesses and the public, and active cooperation among government, businesses, and the public" in the "design-production-application" stages. The study shows that the government is not only a co-producer but also a proactive actor in activating the willingness of non-governmental entities to participate. Local governments mobilize non-governmental participation through three mechanisms: empowerment, profit enhancement, and value co-creation. The "power-interest-value" paradigm is applicable for analyzing the co-production of public services and helps to explain the transformation mechanisms of co-production behavior. Digital technology is profoundly shaping the Chinese governance paradigm. This study presents a multilayered theoretical model comprising the "tool empowerment layer-organizational change layer-system upgrading layer" to elucidate the impacts and underlying logic of digital technology in reshaping this governance paradigm, showing that it is undergoing spiral advancement and incremental optimization. Central-local relations show a transition from "top-down decentralization" to "unified integration"; the intergovernmental structural paradigm shows a transition from "congruent responsibilities" to "integrated collaboration"; risk governance shows a transition from "reactive response" to "proactive prevention"; interface communication shows a transition from "vague delay" to "agile governance"; and finally, resource allocation shows a transition from "unidirectional allocation" to "bidirectional coupling." These transitions underscore three key logics: technological tool empowerment, organizational adaptive learning, and systemic evolution. The integration of digital technology into government governance is not only reshaping state-society relations but also promoting a dynamic, interconnected, and adaptable governance ecosystem, facilitating harmonious progress between the state and society.
