Technological devices are becoming more and more integrated in the management and control of traffic in big cities. The population perceives the benefits provided by these systems, and, therefore, citizens usually have a favorable opinion of them. However, emerging countries, which have fewer available infrastructures, could present a certain lack of trust. The objective of this work is to detect the level of knowledge and predisposition towards the use of new technologies in the transportation field of the Dominican Republic. For this study, the National Survey on Mobility was administered to a sample of Dominican citizens, proportional to the ONE census and to sex, age and province. The knowledge of ITS topics, as well as the use of mobile applications for mobility, are scarce, however, there was a significant increase that can be observed in only one year. Moreover, technology is, in general, positively assessed for what concerns the improvement of the traffic field, even though there is a lack of predisposition to provide one’s personal data, which is necessary for these devices. The process of technological development in the country must be backed up by laws that protect the citizens’ privacy. Thus, technologies that can improve road safety, mobility and sustainability can be implemented in the country.

The prediction of traffic situations is a vital issue in modern Intelligent Transport Systems (ITS). Particularly the real time detection and proper assessment of incidents may save live and may contribute to keep the transport network available. However, the influence factors of traffic are subject to multi changes; the influence factors are varying traffic demand, weather, seasons, etc. This allows only a very poor performance in real time assessment of traffic situations. This article focuses on the fact that the possible traffic patterns – depicted as time series – vary only very little on each site, representing specific traffic situations or “normal time series”.That the use of intelligent dedicated digital signal processing systems and communication media is in a position to improve the requirement of Real-Time traffic situational analysis in an efficient and effective way. Digital Finite Impulse Response (FIR) filters are used to analyse sensor measurement data in a way that allows an instantaneous assessment about the actual traffic situation and the detection of abnormal behaviour. A FIR filter cascade is used, each filter represents a specific normal time series like working day, weekend day, rain, winter, etc. The representation of each normal time series is achieved by discrete transformation of the normal time series in order to generate its frequency spectrum and by designing a filter structure with a corresponding frequency response.The deployment of the FIR filters can be in Traffic Control Centres with a vast amount of computational power as well as in the controller cabinets of local sensors on the basis of Digital Signal Processors.

RESUMEN: El presente trabajo describe las labores de gestión, coordinación y desarrollo de un proyecto colaborativo que pretende ofrecer una solución integral para la adquisición, gestión, tratamiento y presentación de la información proporcionada por una variedad de sensores utilizados en túneles y redes viarias. El objeto del sistema es ofrecer un producto versátil, que permita la incorporación de nuevas tecnologías, solucionando la histórica falta de compatibilidad de los sistemas y ofreciendo la posibilidad de usar la información en múltiples aplicaciones de alto valor añadido en las diferentes fases de las infraestructuras. El desarrollo y planteamiento del mismo ha procurado hacer uso de las tecnologías de la información con el objeto de integrar los diferentes sistemas que se utilizan a lo largo del ciclo de vida de un túnel, desde sus fases de construcción, operación, mantenimiento y monitorización. Para ello el autor ha coordinado los trabajos de tres empresas que aportan los pilares técnicos del sistema: por un lado los sensores, entre los que destaca una nueva cámara termográfica para la prevención de incendios en túneles, por otro los servicio de middleware y almacenamiento en la nube, y por último las bases de datos finales y los aplicativos de informes y monitorización necesarios para cada fase de la infraestructura. El resultado es un sistema ITS (Intelligent Transport System) capaz de integrar diferentes fuentes de información, y ofrecer los datos específicos para cada aplicación. El proyecto se ha desarrollado con éxito, demostrándose con un sistema a escala, y sus desarrollos parciales se están utilizando de forma práctica por las empresas participantes. ABSTRACT: This paper describes the management, coordination and development work carried out for a collaborative project that aims to provide a comprehensive solution for the acquisition, management, processing and presentation of information provided by a variety of sensors used in tunnels and road networks. The purpose of the system is to provide a versatile product able to incorporate new technologies, solving the historical lack of compatibility of systems and offering the ability to use information in multiple added value applications in the different phases of infrastructure. The development and planning of the project has tried to make use of information technologies in order to integrate the different systems used throughout the life cycle of a tunnel, from its construction, operation, maintenance and monitoring phases. To achieve this the author has coordinated the work of three companies that provide the technical pillars of the system; from the sensors, among which a new thermal camera is used as a fire prevention system in tunnels, the middleware and cloud services, to the end databases and applications used for monitoring and reporting required for each use phase of the tunnel. The result is an ITS (Intelligent Transport System) capable of integrating different sources of information, and providing specific data for each application. The project has been successfully developed, being tested in a scaled demonstrator, and its partial developments are being used in a practical way by the participating companies. Within the coming years, the developments of infrastructural and in-vehicle ITS systems will come together and result in the development of cooperative vehicle-infrastructure ITS systems. The development of these integrated cooperative systems will require new modelling tools that allow a detailed modelling of both the roadside and the in-vehicle systems and especially the cooperation between them. In this paper, such a modelling tool is presented: the ITS modeller. Within the ITS modeller, intelligent roadside and vehicle systems can be easily implemented and tested. It is equipped with ready-to-use evaluation modules for throughput, safety, noise and emissions.

U radu se raspravlja o problemima prometa na području Dubrovnika. Naglašava se da je prometna potražnja već dosegnula visoku razinu, što, zbog dosadašnje nebrige i nekontrolirane izgradnje ionako stješnjenoga prostora te nedostatka sustavnih i dugoročnih rješenja, stvara svakodnevno velike probleme. Oni se potenciraju poglavito u razdoblju turističke sezone jer je tad prometni sektor dodatno opterećen privremenim stanovnicim, koji su prometno aktivniji i zahtjevniji. Navodi se da je prometni položaj Dubrovnika nepovoljan, da su prometne veze s bližim i udaljenijim okruženjem neprimjerene suvremenim zahtjevima, te da su prijeko potrebne, dosad odgađane investicije u prometnu infrastrukturu kako bi se prometne prilike poboljšale. Posebno se upozorava na poteškoće u funkcioniranju prometa, i onoga u kretanju i mirujućega, na užemu gradskom području, uz naznake mogućih rješenja., The paper discusses the traffic problems in the Dubrovnik area. It is emphasized that the traffic has already reached a high level of demand which causes quotidian problems. There are several reasons for a high traffic demand: the so far neglect, uncontrolled building in an already cramped area and the lack of systematic and long-term solutions. The problems are intensified during the tourist season when the traffic sector is additionally burdened by temporary inhabitants, who are more active and more demanding in this sense. It is also stated that Dubrovnik also has an unfavorable traffic position, that the traffic connections with its surroundings are inappropriate for the modern demands and that the so far postponed investments in the traffic infrastructure are necessary in order to improve traffic conditions. The problems of the functioning of traffic, both moving and standing in the downtown area are also emphasized, and some of the possible solutions are indicated.

Road winter maintenance sets up a demanding tasks before road authorities. Efforts to minimaze impact that severe winter conditions cause on safe and undisturbed traffic flow, utilize a significant number of specialized vehicles and personel, thus engagement of financial resources. Therefore, the activities aimed to acquire relevant meteorological data and data about road surface condition in real time represent certain challenge before specialists. A big challenge is posibility to treat the road surface with apropriate agent in shortest time, in order to prevent ice formation and by it reduce winter maintenance cost. Article analyses road surface condition real-time monitoring systems, as well as stationary automated surface treatment systems, combined in unique Ice early warning and prevention system. Safe and secure road traffic, with minimized environmental impact, economic optimization in function of ITS according to human needs.

Since its foundation in 1928, the International Commission on Radiological Protection (ICRP) has regularly produced recommendations on the protection against ionising radiation; these recommendations are currently taken up by international organisations and by states. Since 1990, date of issue of the most recent recommendations (Publication 60), advances in scientific knowledge, technical developments, feedback and desire to meet modern societal developments, have incited the ICRP to modify its system of protection.
