This report provides a comprehensive documentation and detailed description of the RISIS EUPRO dataset on project based R&D collaboration networks in Europe constitued under the European Framework Programme (FP), EUREKA, COST and selected JTIs.

The Austrian Startup Monitor 2021 is the fourth report on the status, environment and perspectives of Austria’s startup ecosystem. The report is based on a survey of 530 founders and CEOs of Austrian startups conducted in fall 2021. Additionally, information about Austrian startups that have been identified since 2010 were included.

DigiTeRRI includes a phase of territorial diagnosis and in particular a qualitative analysis of the initiatives taken by regional ecosystems in favour of digitization. WP 2.4 has identified voluntary and entrepreneurial practices carried out in Värmland, Styria and Grand Est, whose RRI dimension was then studied.

The policy brief summarizes the activities and results of the first reporting period., This policy brief was developed with a critical eye of all other project partners.

The Austrian Startup Monitor (ASM) 2020 is the third report about the status, development, and perspectives of the startup ecosystem in Austria. The report is based on a survey of 595 founders and CEOs of Austrian startups conducted in fall 2020. In addition, the team incorporated data on all startups that have been identified as such since 2009 in Austria.

EUPRO is a core facility to investigate structure, dynamics and impacts of project-based R&D collaboration to grasp and understand the development of the European Research Area (ERA). Advanced research in this direction needs constant EUPRO updates, but also extensions to other transnational and national research funding activities. NATPRO addresses this gap by providing a systematic information basis on nationally funded R&D projects, and by focussing on specific national funding programmes and selected countries depending on data availability. NATPRO extension will be able to respond to interesting policy questions, such as the relation between national and European funding, in terms of thematic complementarity and/or organisational overlapping; structure and dynamics of multi-level networks, featuring nodes (organisations) acting at the national level, at the European level, or at both levels (‘gatekeeper’); and relationships between a set of characteristics of organisations and their ability to attract national vs. European funding.

This report provides a basic tutorial for users of the RISIS-EUPRO database, containing information on project-based R&D collaborations across Europe and across different funding schemes (FP, COST, EUREKA, etc.)

R&D collaboration networks enable rapid access to global sources of knowledge, especially in strongly knowledge-based and technology-driven industries. However, technological idiosyncrasies require a refined picture, in particular, when explaining the interplay between geographical and relational effects driving the constitution and dynamics of R&D collaboration networks. We employ a spatial interaction modelling approach to estimate how geographical separation and network structural effects influence technology-specific R&D collaborations between European regions. The results underline both the significance of geographical barriers and network structural effects and confirm that specific network connectivity is able to compensate for geographical barriers—throughout all technologies investigated, although the effects differ in magnitude. However, when two regions are dissimilar in their network centrality, the potential to reduce negative geographical effects is relatively lower.

Modelling the complex nature of regional knowledge creation is high on the research agenda. It deals with the identification of drivers for regional knowledge creation of different kinds, among them inter-regional networks and agglomeration factors, as well as their interplay, i.e. in which way they influence regional knowledge creation and accordingly, innovation capabilities&mdash, in the short- and long-term. Complementing a long line of tradition&mdash, establishing a link between regional knowledge input indicators and knowledge output in a regression framework&mdash, we propose an empirically founded agent-based simulation model that intends to approximate the complex nature of the multi-regional knowledge creation process for European regions. Specifically, we account for region-internal characteristics, and a specific embedding in the system of region-internal and region-external R&amp, D collaboration linkages. With first exemplary applications, we demonstrate the potential of the model in terms of its robustness and empirical closeness. The model enables the replication of phenomena and current scientific issues of interest in the field of geography of innovation and hence, shows its potential to advance the scientific debate in this field in the future.

Over the last years the issue of technological diversification gained importance for STI policies. This is especially true in the context of regions, as an important unit for STI policies. Much research was therefore dedicated to explore the drivers of diversification. An increasing body of evidence suggests that diversification is a highly path dependent process in which regions tend to diversify into technologies that to a large extent draw on knowledge and capabilities that are already present in the region. This process is referred to related diversification. From a policy perspective the question arises which factors influence the capability for technological diversification and in particular whether and how public research and development (R&D) subsidies can be a positive impetus. Making use of regional participations in the EU Framework Programmes (FP) from the EUPRO database, it will therefore ask to what extent subsidization of certain technologies will promote diversification. Secondly it will investigate to what extent subsidization can allow regions to diversify into less related technologies. After establishing a convergence between FP projects and technology fields of patents, we explore the relationship between diversification and public funded projects by means of a fixed-effects linear probability model. Results indicate statistically positive effects of participation in FP projects and a decrease in the deferring importance of relatedness with increasing number of participations. Despite their statistical significance, the marginal effects are small.

The purpose of this study is to identify and characterize the structure and dynamics of global R&D collaboration networks in ICT by analyzing cross-country co-patents, with a special focus on the role of China. We employ a Social Network Analysis (SNA) perspective, using information on more than 77 thousand co-patents from 2001–2015. These co-patents are disaggregated by three time periods and four ICT subsectors. Global measures for the network as a whole, as well as local measures on the positioning of countries in the networks are interpreted. The empirical results are highly interesting. First, international R&D collaboration networks in ICT show a dynamic transformation in becoming larger in magnitude (more countries but also more inter-linkages), less centralized and more densely connected, though with varying degrees across ICT subsectors. Second, the powerful position of the US weakens relatively compared to other, increasingly connected countries, in particular China. While China has already surpassed the US in total patenting in ICT in 2015, China is now also catching up from a network perspective shown by its growing central position over the observed time period.

The Austrian Startup Monitor 2018 is the first comprehensive report about the status, perspectives, and eco-system of startups in Austria. The survey also covers questions from the EU Startup Monitor. We gathered insights from 512 founders or CEOs of Austrian startups in a survey conducted in spring 2018. By collecting data from different sources more than 1,500 startups have been identified, which were invited to participate in the survey.
