Overexploitation is a major threat to biodiversity and international trade in many species is regulated through the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). However, there is no established method to systematically determine which species are most at risk from international trade to inform potential trade measures under CITES. Here, we develop a mechanism using the International Union for Conservation of Nature's Red List of Threatened Species to identify species that are likely to be threatened by international trade. Of 2,211 such species, CITES includes 59% (1,307 species), leaving two-fifths overlooked and in potential need of international trade regulation. Our results can inform deliberations on potential proposals to revise trade measures for species at CITES Conference of the Parties meetings. We also show that, for taxa with biological resource use documented as a threat, the number of species threatened by local and national use is four times greater than species likely threatened by international trade. To effectively address the overexploitation of species, interventions focused on achieving sustainability in international trade need to be complemented by commensurate measures to ensure that local and national use and trade of wildlife is well-regulated and sustainable., (© 2023. Community-based conservation can support livelihoods and biodiversity, while reinforcing local and Indigenous values, cultures, and institutions. Its delivery can help address cross-cutting global challenges, such as climate change, conservation, poverty, and food security. Therefore, understanding trends in community-based conservation is pertinent to setting and implementing global goals. We undertook a horizon scan to prioritize 15 emerging threats and opportunities expected to impact the future effectiveness of community-based conservation. Topics relate to global biodiversity policy; human rights; shifting human geography; inclusion, diversity, equity, and access; conservation finance and income; and economic reforms. The United Nations (UN) Decade of Ocean Science highlights a need to improve the way in which scientific results effectively inform action and policies regarding the ocean. Our research contributes to achieving this goal by identifying practical actions, barriers, stakeholder contributions and resources required to increase the sustainability of activities carried out in the context of artisanal fisheries to meet UN Sustainable Development Goals (SDG) and International Year of Artisanal Fisheries and Aquaculture (IYAFA) Global Action Plan (GAP) Pillar targets. We conducted a novel 'social value chain analysis' via a participatory workshop to elicit perspectives of value chain actors and fisheries stakeholders associated with two Spanish artisanal common octopus ( Octopus vulgaris ) fisheries (western Asturias-Marine Stewardship Council [MSC] certified, and Galicia-non-MSC certified) about their priorities regarding sustainable octopus production and commercialization. Our adapted Rapfish sustainability framework emphasised the importance of economic, environmental, ethical, institutional, social, and technological indicators to different actors across the value chain. We mapped participants' shared sustainability priorities (e.g. integrated fisheries management, knowledge-based management, product traceability) to six Rapfish indicators, seven IYAFA Pillars and twelve SDGs to reveal how our results can inform ocean policy and actions. This identified how certification incentives and other cooperative approaches can facilitate environmental, economic and social sustainability (e.g. value-added products, price premiums for producers, gender inclusive organisations); support IYAFA priority outcomes (raised awareness, strengthened science-policy interface, empowered stakeholders, partnerships); and help to achieve UN SDG targets (e.g. SDG 14.b, SDG 17.17). The results can inform actors, stakeholders and policymakers about how different actors contribute to efforts to achieve the SDGs and how to manage priorities for sustainable actions within artisanal fisheries and their value chains. The COVID-19 outbreak has had considerable negative impacts on the livelihoods and living conditions of communities around the world. Although the source of COVID-19 is still unknown, a widely spread hypothesis is that the virus could be of animal origin. Wild meat is used by rural communities as a source of income and food, and it has been hypothesised that the pandemic might alter their perceptions and use of wild meat. McNamara et al. (2020) developed a causal model hypothesising how the impacts of the pandemic could lead to a change in local incentives for wild meat hunting in sub-Saharan African countries. From February 27 to March 19, 2021, we carried out a survey around the Dja Faunal Reserve, Southeast Cameroon, to test McNamara et al.'s model in practice, using semi-structured questionnaires to investigate the impacts of the COVID-19 outbreak on wild meat hunting and consumption. Our results generally agree with the causal pathways suggested by McNamara et al. However, our study highlights additional impact pathways not identified in the model. Unsustainable exploitation of wild species represents a serious threat to biodiversity and to the livelihoods of local communities and Indigenous peoples. However, managed, sustainable use has the potential to forestall extinctions, aid recovery, and meet human needs. We analyzed species-level data for 30,923 species from 13 taxonomic groups on the International Union for Conservation of Nature Red List of Threatened Species to investigate patterns of intentional biological resource use. Forty percent of species (10,098 of 25,009 species from 10 data-sufficient taxonomic groups) were used. The main purposes of use were pets, display animals, horticulture, and human consumption. Intentional use is currently contributing to elevated extinction risk for 28-29% of threatened or near threatened (NT) species (2752-2848 of 9753 species). Intentional use also affected 16% of all species used (1597-1631 of 10,098). However, 72% of used species (7291 of 10,098) were least concern, of which nearly half (3469) also had stable or improving population trends. The remainder were not documented as threatened by biological resource use, including at least 172 threatened or NT species with stable or improving populations. About one-third of species that had use documented as a threat had no targeted species management actions to directly address this threat. To improve use-related red-list data, we suggest small amendments to the relevant classification schemes and required supporting documentation. The global trade in cephalopods is a multi-billion dollar business involving the fishing and production of more than ten commercially valuable species. It also contributes, in whole or in part, to the subsistence and economic livelihoods of thousands of coastal communities around the world. The importance of cephalopods as a major cultural, social, economic, and ecological resource has been widely recognised, but research efforts to describe the extent and scope of the global cephalopod trade are limited. So far, there are no specific regulatory and monitoring systems in place to analyse the traceability of the global trade in cephalopods at the international level. To understand who are the main global players in cephalopod seafood markets, this paper provides, for the first time, a global overview of the legal trade in cephalopods. Twenty years of records compiled in the UN COMTRADE database were analysed. The database contained 115,108 records for squid and cuttlefish and 71,659 records for octopus, including commodity flows between traders (territories or countries) weighted by monetary value (USD) and volume (kg). A theoretical network analysis was used to identify the emergent properties of this large trade network by analysing centrality measures that revealed key insights into the role of traders. The results illustrate that three countries (China, Spain, and Japan) led the majority of global market movements between 2000 and 2019. Based on volume and value, as well as the number of transactions, 11 groups of traders were identified. The leading cluster consisted of only eight traders, who dominated the cephalopod market in Asia (China, India, South Korea, Thailand, and Vietnam), Europe (the Netherlands, and Spain), and the USA. This paper identifies the countries and territories that acted as major importers or exporters, the best-connected traders, the hubs or accumulators, the modulators, the main flow routes, and the weak points of the global cephalopod trade network over the last 20 years. The COVID-19 global pandemic has had severe, unpredictable and synchronous impacts on all levels of perishable food supply chains (PFSC), across multiple sectors and spatial scales. Aquaculture plays a vital and rapidly expanding role in food security, in some cases overtaking wild caught fisheries in the production of high-quality animal protein in this PFSC. We performed a rapid global assessment to evaluate the effects of the COVID-19 pandemic and related emerging control measures on the aquaculture supply chain. Socio-economic effects of the pandemic were analysed by surveying the perceptions of stakeholders, who were asked to describe potential supply-side disruption, vulnerabilities and resilience patterns along the production pipeline with four main supply chain components: a) hatchery, b) production/processing, c) distribution/logistics and d) market. We also assessed different farming strategies, comparing land- vs. sea-based systems; extensive vs. intensive methods; and with and without integrated multi-trophic aquaculture, IMTA. In addition to evaluating levels and sources of economic distress, interviewees were asked to identify mitigation solutions adopted at local / internal ( i.e., farm-site) scales, and to express their preference on national / external scale mitigation measures among a set of a priori options. Survey responses identified the potential causes of disruption, ripple effects, sources of food insecurity, and socio-economic conflicts. They also pointed to various levels of mitigation strategies. The dataset presented in this article contains information about marine Area-Based Management Tools (ABMTs) used to assess their contribution to the United Nations 2030 Sustainable Development Goals. Following the scope of the analysis, ABMTs were identified by scrutinizing international and regional legal sources related to ocean management in the fields of marine conservation, fisheries, deep sea bed mining, underwater natural and cultural heritage, environmental conservation, and marine spatial planning. Legal sources were screened to depict the following characteristics of individual ABMTs: i) management objectives; ii) authorities responsible for delivering such objectives; iii) the system of management and planning entailed in the ABMT including the zoning type; and iv) the specific spatial scope and domain each ABMT refer to in vertical depth and horizontal domain. Data were generated through an internal expert elicitation. Experts, initially trained in the data analysis and related protocol, contributed to the data production because of their specific knowledge and experience in ocean management. Healthy ecosystems such as forests and wetlands have a great potential to support adaptation to climate change and are the foundation of sustainable livelihoods. Ecosystem-based adaptation (EbA) can help to protect and maintain healthy ecosystems providing resilience against the impacts of climate change. This paper explores the role of EbA in reconciling socio-economic development with the conservation and restoration of nature in Lake Victoria Basin, Kenya, East Africa. Using selected ecosystems in the Lake region, the paper identifies key EbA approaches and explores trade-offs and synergies at spatial and temporal scales and between different stakeholders. The research methods used for this study include site visits, key informant interviews, focus group discussions, participatory workshops and literature reviews. An analytical framework is applied to advance the understanding of EbA approaches and how they lead to synergies and trade-offs between ecosystem services provision at spatial and temporal scales and multiple stakeholders. Our results show that EbA approaches such as ecosystem restoration have the potential to generate multiple adaptation benefits as well as synergies and trade-offs occurring at different temporal and spatial scales and affecting various stakeholder groups. The spread of COVID-19 has raised difficult questions that interrogate the pandemic as a public health emergency, an economic crisis and a disruptor of consolidated governance forms. While addressing the public health emergency must be the main priority, we also need to track the ways in which the crisis is reconfiguring economic and political ordering and diverse actors are renegotiating relations in the exceptional circumstances the pandemic has created. These dimensions can have far-reaching implications in wide-ranging policy areas, both as the crisis unfolds and in the longer term. Improved access to markets by small-scale fisheries (SSF), as called by Sustainable Development Goal 14b and other global and Mediterranean policy documents, is impeded by the existing organisation of value chains and market structures, which are typically antagonistic to the nature of SSF. This article analyses the markets in the Mediterranean to map the drivers and feedback loops that keep fisheries in an unsustainable trajectory and reviews the key innovations in support of a socially, economically and environmentally sustainable small-scale fishing sector. We show how the current market is dominated by lack of product traceability and underappreciation of the inherent value of SSF products (e.g. local production, freshness, season dependence, quantitatively and culinary varied nature). In addition, due to a lack of organisation and the capacity to act, small-scale fishers are poised to have little to no influence over the price. In what we conceptualise as a response to the negative effects of existing market structures, we identify and classify initiatives that add value to SSF products, but not exclusively. These are the shortening of the value chain, innovation in the distribution channel, diversification in the type of product offered, promotion and education regarding SSF products, label and brand development and the empowerment of SSF communities through improved leadership, ownership, cooperation and coordination. One of the immediate responses to COVID-19 has been a call to ban wildlife trade given the suspected origin of the pandemic in a Chinese market selling and butchering wild animals. There is clearly an urgent need to tackle wildlife trade that is illegal, unsustainable or carries major risks to human health, biodiversity conservation or meeting acceptable animal welfare standards. However, some of the suggested actions in these calls go far beyond tackling these risks and have the potential to undermine human rights, damage conservation incentives and harm sustainable development. There are a number of reasons for this concerns. First calls for bans on wildlife markets often include calls for bans on wet markets, but the two are not the same thing, and wet markets can be a critical underpinning of informal food systems. Second, wildlife trade generates essential resources for the world's most vulnerable people, contributing to food security for millions of people, particularly in developing countries. Third, wildlife trade bans have conservation risks including driving trade underground, making it even harder to regulate, and encouraging further livestock production. Fourth, in many cases, sustainable wildlife trade can provide key incentives for local people to actively protect species and the habitat they depend on, leading to population recoveries. Most importantly, a singular focus on wildlife trade overlooks the key driver of the emergence of infectious diseases: habitat destruction, largely driven by agricultural expansion and deforestation, and industrial livestock production. We suggest that the COVID-19 crisis provides a unique opportunity for a paradigm shift both in our global food system and also in our approach to conservation. The SARS-CoV-2 virus and COVID-19 illness are driving a global crisis. Governments have responded by restricting human movement, which has reduced economic activity. These changes may benefit biodiversity conservation in some ways, but in Africa, we contend that the net conservation impacts of COVID-19 will be strongly negative. Here, we describe how the crisis creates a perfect storm of reduced funding, restrictions on the operations of conservation agencies, and elevated human threats to nature. We identify the immediate steps necessary to address these challenges and support ongoing conservation efforts. We then highlight systemic flaws in contemporary conservation and identify opportunities to restructure for greater resilience. Finally, we emphasize the critical importance of conserving habitat and regulating unsafe wildlife trade practices to reduce the risk of future pandemics.

Tropical forest landscapes are undergoing rapid transition. Rural development aspirations are rising, and land use change is contributing to deforestation, degradation, and biodiversity loss, which threaten the future of tropical forests. Conservation initiatives must deal with complex social, political, and ecological decisions involving trade-offs between the extent of protected areas and quality of conservation. In Cambodia, smallholders and industrial economic land concessions drive deforestation and forest degradation. Rural economic benefits have not kept pace with development aspirations and smallholders are gradually expanding agriculture into protected forests. We examine the drivers and effects of rural forest landscape transitions in Cambodia to identify trade-offs between conservation and development. Using historical trends analysis and information gathered through key informant interviews, we describe how local communities perceive social and ecological changes, and examine the implications of local development aspirations for conservation. We explore three scenarios for the future of conservation in Cambodia, each with different conservation and community development outcomes. We contend that conservation efforts should focus on strengthening governance to meet social and environmental requirements for sustainable forest landscapes. We suggest potential entry points for governance improvements, including working with local decision-makers and fostering collaboration between stakeholders. There is a need for realistic priority setting in contested tropical forest landscapes. Prosperous rural economies are a necessary but not sufficient condition for conservation.

Many nations use ecological compensation policies to address negative impacts of development projects and achieve No Net Loss (NNL) of biodiversity and ecosystem services. Yet, failures are widely reported. We use spatial simulation models to quantify potential net impacts of alternative compensation policies on biodiversity (indicated by native vegetation) and two ecosystem services (carbon storage, sediment retention) across four case studies (in Australia, Brazil, Indonesia, Mozambique). No policy achieves NNL of biodiversity in any case study. Two factors limit their potential success: the land available for compensation (existing vegetation to protect or cleared land to restore), and expected counterfactual biodiversity losses (unregulated vegetation clearing). Compensation also fails to slow regional biodiversity declines because policies regulate only a subset of sectors, and expanding policy scope requires more land than is available for compensation activities. Avoidance of impacts remains essential in achieving NNL goals, particularly once opportunities for compensation are exhausted.

A growing number of countries is setting up natural capital accounts (NCA) based on the system of environmental-economic accounting (SEEA); however, actually using them for better policy making turns out to be complex. This paper synthesises lessons on the institutional mainstreaming of the SEEA and its use in improving policy decisions affecting natural capital. It draws on discussions held at two Policy Forums organised by the World Bank Wealth Accounting and Valuation of Ecosystem Services program and the United Nations Statistical Division. Practical examples of how the SEEA helps to improve policy making are explored. Emerging from the Forums were ten principles for making NCA fit for policy. These principles promote a comprehensive NCA organisation, a purposeful use of accounts, trustworthy methods and institutionalisation of NCA mechanisms in government. To put these principles into practice, six strategies are outlined: (1) assure credibility of the accounts; (2) align supply and demand for NCA; (3) assure high level support for NCA; (4) encourage cooperation between institutions so NCA and policy are mutually constructive; (5) provide evidence that natural capital is economically important and; (6) assure policy-relevant communication of NCA results.

This paper underscores the need for detailed data on health and disaster risks for sub-Saharan African cities, particularly for their informal settlements. Systems that should contribute to the information base on health and health risks in each locality are rarely functional. In most cities, there is a lack of data on health risks, health outcomes, and health determinants; where data are available, they are usually too aggregated to be useful to urban governments. Such data shortfalls likely hide the scale of premature death, serious illness, and injury in informal settlements; limited data can also curtail the identification of particularly vulnerable urban residents. After outlining data shortfalls, this paper considers two sources of data that can help fill data gaps on health and health determinants. The first is from city case studies undertaken within a research programme called Urban Africa: Risk Knowledge (Urban-ARK). Urban-ARK's findings reveal the large spectrum of health risks in informal settlements, ranging from 'everyday' risks (e.g. infectious and parasitic diseases) to small- and larger-scale disasters. The second is from data collected by slum/shack dweller federations, which offer qualitative and quantitative findings on health, disasters, and other health determinants in informal settlements. Our conclusion reflects upon the need for additional data on multiple risks to advance urban health and well-being and support the 2030 Agenda for Sustainable Development. It also highlights the need to strengthen accountable urban governance in sub-Saharan Africa.

With more than half the world's population now living in urban areas and with much of the world still urbanizing, there are concerns that urbanization is a key driver of unsustainable resource demands. Urbanization also appears to contribute to ever-growing levels of greenhouse gas (GHG) emissions. Meanwhile, in much of Africa and Asia and many nations in Latin America and the Caribbean, urbanization has long outstripped local governments' capacities or willingness to act as can be seen in the high proportion of the urban population living in poor quality, overcrowded, illegal housing lacking provision for water, sanitation, drainage, healthcare and schools. But there is good evidence that urban areas can combine high living standards with relatively low GHG emissions and lower resource demands. This paper draws on some examples of this and considers what these imply for urban policies in a resource-constrained world. These suggest that cities can allow high living standards to be combined with levels of GHG emissions that are much lower than those that are common in affluent cities today. This can be achieved not with an over-extended optimism on what new technologies can bring but mostly by a wider application of what already has been shown to work., (© 2011 Royal Society)
