Globalisierung und Digitalisierung führen zu einer steigenden Anzahl der global zu implementierenden Informationssysteme in multinationalen Konzernen und Unternehmungsnetzwerken. Dennoch sind diese Prozesse, mit denen sich unterschiedliche Forschungsströmungen beschäftigen, immer noch bezüglich der Strategien zur Lösung der Inkompatibilitäten und der Vorgehensweise nicht ausreichend erforscht. Diese Dissertation befasst sich mit einer Forschungslücke der Rekontextualisierungs- und der Transferforschung sowie greift auf die Erkenntnisse aus der Informationssystemforschung zu. Im Rahmen der vorliegenden Arbeit werden verschiedene Modelle und Erkenntnisse aus den drei obengenannten Forschungsrichtungen verwendet, um die Rekontextualisierung beim internationalen internen Transfer von Informationssystemen zu erforschen und diese während des gesamten Transferprozesses zu analysieren. Dabei werden unterschiedliche Einflussfaktoren auf drei Ebenen (Mikro-, Meso- und Makro-Ebene), die unterschiedliche Rekontextualisierungsarten hervorrufen, berücksichtigt. Mittels einer qualitativen multiplen Fallstudienanalyse werden die Zusammenhänge zwischen den Rekontextualisierungsarten, den Transferprozessphasen und den Ebenen der Ursachen der Rekontextualisierung in Konzernen und Unternehmungsnetzwerken untersucht. Diese empirische Analyse identifiziert, dass für die internen Transferprozesse in Konzernen und Unternehmungsnetzwerken unterschiedliche Strategien verwendet werden, sodass lokale Unternehmen eines Unternehmungsnetzwerkes mehr Einfluss auf die Gestaltung und Transformation eines Informationssystems haben als lokale Konzerntöchter. Darüber hinaus werden die unterschiedlichen Formen der Rekontextualisierung beim internationalen Transfer der Informationssysteme mittels der theoretischen und empirischen Analyse zusammengefasst. Es wird zwischen der innovationsbezogenen, organisationsbezogenen und institutionellen Rekontextualisierung unterschieden. Die Analyse der Zusammenhänge zwischen den Ebenen der Ursachen der Rekontextualisierung, den Formen der Rekontextualisierung und Transferphasen zeigt, dass die Rekontextualisierung ab der zweiten Transferphase (Anschaffung) vorkommen kann und die Ergebnisse des Transferprozesses beeinflusst. Wenn die innovationsbezogene Rekontextualisierung durch die Einflussfaktoren der Makro-, Meso- und Mikro-Ebene hervorgerufen werden kann, sind für die Entstehung der organisationsbezogenen Rekontextualisierung die Einflussfaktoren der Meso-Ebene entscheidend. Anwendung des in dieser Forschungsarbeit entwickelten konzeptionellen Frameworks, das die drei obengenannten Dimensionen berücksichtigt, soll eine effizientere Planung und Steuerung der Transferprozesse sowie eine höhere Transparenz und Nachvollziehbarkeit der Ergebnisse von Transferprozessen ermöglichen.

Ende Juli haben die Euro-Regierungschefs ein zusatzliches sehr umfangreiches Rettungspaket fur Griechenland beschlossen. Der EU-Gipfel konnte die Markte allerdings nicht beruhigen. Diese enttauschende Reaktion heizt die Diskussion auf politischer Ebene, aber auch in der Wirtschaftswissenschaft weiter an. Wie ist die Beteiligung des Privatsektors an der Krisenbewaltigung zu bewerten? Wie stark wird der Steuerzahler belastet? Was ist von Eurobonds oder einer europaischen Wirtschaftsregierung mit weitreichenden Kompetenzen zu halten? Mit diesen Fragen beschaftigen sich die Autoren der folgenden Aufsatze.

Viele Menschen in Deutschland wunschen sich die D-Mark zuruck. Dieser Beitrag analysiert die okonomischen Vor- und Nachteile eines deutschen Euro-Austritts. Gemessen an einem Vergleich der Infl ationsraten und des Wachstumspotentials schneidet der Euro besser als die D-Mark ab. Zudem ware eine erneute Wahrungsumstellung teuer und wurde die weltweiten Finanzmarkte destabilisieren. Selbst die im Rahmen der Transferunion zu erwartenden hohen deutschen Leistungen wurden einen Austritt aus der Europaischen Wahrungsunion nicht rechtfertigen.

Der Umgang mit den Schuldenkrisen in einigen Eurolandern steht derzeit ganz oben auf der Tagesordnung der EWU-Gremien. Der Rettungsschirm zur aktuellen Krisenbewaltigung ist allerdings bis 2013 befristet. Danach sollte ein dauerhafter Krisenpraventions- und Krisenmanagementmechanismus eingesetzt werden. Wie ein solcher Mechanismus zu gestalten ist, erlautern die Autoren in diesem Beitrag.

Die Euroländer haben einen Rettungsschirm aufgespannt, der notleidenden EU-Staaten bis 2013 Hilfe gewährt. Allerdings helfen sie nicht durch Zuschüsse, sondern durch die Vergabe von Krediten und Garantien. Ognian Hishow bezweifelt, dass die betroffenen Länder - vor allem Griechenland und Portugal - die damit verbundene neuerliche Belastung tragen können. Daher plädiert er dafür, dass die übrigen Euroländer einen Teil der Last übernehmen.

Nach den gescheiterten Referenden zur EU-Verfassung in Frankreich und in den Niederlanden wurde den Verhandlungen über eine neue finanzielle Vorausschau für die Jahre 2007 bis 2013 eine neue Bedeutung beigemessen. Gerade auf dem ohnehin schwierigen Feld der Finanzen sollte die in die Krise geratene EU Handlungsfähigkeit beweisen. Dieses Ziel wurde offenbar gründlich verfehlt. Woran sind die EU Finanzverhandlungen gescheitert? Wie könnte eine Einigung erreicht werden?

Die Nettotransferzahlungen Deutschlands an die Europäische Union werden immer wieder als zu hoch bezeichnet. Lassen sie sich aber durch andere Vorteile rechtfertigen? Sind sie mit dem Solidaritätsziel der Union vereinbar oder spiegeln sie eher die politischen Machtverhältnisse in der EU wider?

In order to overcome the underprovision of global public goods various different policy approaches have been proposed. In the climate policy arena, international transfers are frequently seen as an effective means to raise the provision of the global public good 'climate change mitigation'. This paper focuses on a specific type of international transfer that aims at raising mitigation while also reducing the damages from climate change: conditional adaptation support. Especially since the COP in Copenhagen 2009, preparations are on-going to significantly expand international transfers that help developing countries to adapt to climate change. While there are extensive discussions in the policy arena about the required amount of adaptation funding and the best ways to raise, manage and disburse these funds, hardly any attention is paid to the international allocative effects of these transfers. The answer to the question of 'why' international adaptation transfers are paid at all, is often relegated to fairness considerations only. As adaptation benefits are largely local and adaptation transfers reduce the recipients' incentives to contribute to climate change mitigation, one would, however, expect at least unease in donor countries about plans to significantly expand international adaptation support. In this study, we compare two alternative conditional transfer schemes: one plainly subsidizes mitigation efforts, while the other provides adaptation support which is conditional on other agents' mitigation contributions. Disregarding distributional and fairness aspects the paper evaluates and compares the allocative effects of either policy scheme. It is shown that while both policy schemes can be beneficial for developing as well as industrialized countries, this outcome relies strongly on the productivity of mitigation and adaptation technologies.

Die Einzahlungen und Burgschaften im Rahmen des Europaischen Stabilisierungsmechanismus (ESM) fuhren zu einer starken Belastung der soliden Eurolander — ob das Kapital uberhaupt ausreicht, ist zudem nicht sicher. Sinnvoller ware es, nicht die Staatsschulden in den Fokus zu nehmen, sondern die Banken, die in der Krise hohe Verluste erleiden. Fur ein Verfahren zur Bankenrettung gibt es historische Vorbilder: beispielsweise die Tilgungsfonds nach der deutschen Bankenkrise 1931/1932 und den Wahrungsreformen 1948 und 1990.

Die Geldpolitik des Eurosystems operiert seit uber vier Jahren im Krisenmodus. Sie lasst dabei eine massive Zahlungsbilanzfinanzierung durch nationale Zentralbanken innerhalb der Europaischen Wahrungsunion zu. In den Defizitlandern soll der Zusammenbruch systemisch relevanter Geschaftsbanken verhindert werden, auch wenn deren Geschaftsmodell nicht tragfahig ist. Die Staatsschuldenkrisen in einigen Landern verscharfen dieses Problem. Im Ergebnis wird die Allokationsfunktion des Kapitalmarktes massiv beschadigt und der Wettbewerb im Bankensektor verzerrt. Es kommt in grosem Stil zu einer Risikouberwalzung von den Anlegern auf die europaischen Steuerzahler und zu einem Zielkonflikt zwischen geldpolitischen und quasifiskalischen Aufgaben. Um diese Probleme zu uberwinden, bedarf es einer vertieften monetaren Integration sowie einer Finanzmarktordnung fur den Euro-Wahrungsraum. Ein Verharren im Status quo erhoht von Monat zu Monat die Gefahren, dass der Wahrungsraum schlieslich zerbricht.

Over the last twenty five years, current account imbalances have been both rising over the trend and have become more volatile over the cycle. In boom times, imbalances expanded while in times of a cyclical downturn they shrank. A rising trend has been mainly explained with two developments: first, the increasing capacity and willingness of international financial markets to relax domestic savings constraints in financing domestic investment and consumption, and second constraints in domestic financial markets of some countries to efficiently absorb high domestic savings. The cyclical observation has often been derived from changes in trade flows and the 'slicing up' of the value added chain. For a number of supply and demand reasons, cross-border value-added chains grow during an upswing and shrink during downturns. Hence, the ups and down in intermediate trade have been made widely responsible for cyclical variations in the current account. However, the focus on only one of three components of the current account, the trade balance, hides the look on the two other components, net investment income (in the figures labeled as net income) and transfers. It will be shown in this Policy Brief that these two components have also been subject to important changes over the trend and cycle and that these changes vary substantially between six different groups of countries. In particular, both investment income flows and transfers are very likely to become more important as elements of inter-temporal consumption smoothening between emerging markets as the origin of payments to ageing economies as recipients or between emerging markets and advanced countries on the one hand and poor countries as recipients on the other hand (for instance, remittances).

Begriffe wie Staatsbankrott, spekulative Attacke und Gefahrdung des Euro werden im Zusammenhang mit den offensichtlichen Schuldenproblemen einiger Eurolander genannt. Sie sind aber ungenau. Fur eine Analyse moglicher Wirkungen des EU/IWF-Rettungsschirms und dessen aktuell diskutierter Ausweitung ist eine genaue Defi nition erforderlich. Ergebnis der folgenden Analyse ist: Spekulative Attacken auf Staatsanleihen konnten durch den Rettungsschirm durchaus abgewehrt werden — allerdings moglicherweise einhergehend mit einer Abwertung des Euro.

Die Regierungen der Eurozone haben sich am 27. Oktober 2011 auf ein Paket zur Eindammung der EU-Schuldenkrise geeinigt. Der europaische Rettungsschirm soll durch Hebelwirkung ein groseres Ausleihevolumen erhalten, die Banken ihre Eigenkapitalquote erhohen und einen Forderungsverzicht leisten. Vor allem kommt es aber darauf an, dass die hochverschuldeten Lander ihre Wettbewerbsfahigkeit zuruckerlangen und Italien endlich sein politisches Governance-Problem lost.

The Greek government budget situation plays a central role in the debt crisis in the euro area. The debt to GDP ratio is above 150 percent, while the deficit to GDP ratio exceeds 10 percent. To re-establish the Maastricht criteria, respectively, strong consolidation measures need to be implemented, with potential adverse effects on the Greek economy, and further credit requirements. Therefore, a debt conversion might become a reasonable alternative. The aim of this paper is to provide some simulation-based calculations on the expected fiscal costs for the governments in the large European countries Germany, France, Spain and Italy arising from different policy options - among them a potential second Greek rescue package. Under realistic conditions, a debt conversion may be the less costly strategy for Greece and the euro area partner states. A value-added of these calculations lies in a potential transfer to smaller euro area member countries.

We suggest a development-compatible refunding system designed to mitigate climate change. Industrial countries pay an initial fee into a global fund. Each country chooses its national carbon tax. Part of the global fund is refunded to developing and industrial countries, in proportion to the relative emission reductions they achieve. Countries receive refunds net of tax revenues. We show that such a scheme can simultaneously achieve efficient emission reductions and equity objectives, as developing countries abate voluntarily, do not have to pay an initial fee, are net receivers of funds, and are net beneficiaries. Moreover, we explore the potential of simple refunding schemes that do not claim tax revenues and only rely on initial fees paid by industrial countries.

The current instruments in the EU to deal with debt and liquidity crises include among others the European Financial Stability Facility (EFSF) and the European Financial Stabilisation Mechanism (EFSM). Both are temporary in nature (3 years). In terms of an efficient future crisis management framework one has to ask what follows after the EFSF and the EFSM expire in 3 years time. In this vein, this briefing paper addresses the question of the political and economic medium- to long-term consequences of the recent decisions. Moreover, we assess what needs to be done using this window of opportunity of the coming 3 years. Which institutions need to be formalized, into what format, in order to achieve a coherent whole structure? This briefing paper presents and evaluates alternatives as regards the on-going debate on establishing permanent instruments to support the stability of the euro. Among them are the enhancement of the effectiveness of the Stability and Growth Pact combined with the introduction of a 'European semester' and a macroeconomic surveillance and crisis mechanism, fiscal limits hard-coded into each country's legislation in the form of automatic, binding and unchangeable rules and, as the preferred solution, the European Monetary Fund.

Das Buchanan-Kooperationsmodell der voluntary provision of public goods wird in diesem Beitrag formalisiert und auf den Fall eines reichen und eines armen Akteurs angewandt. Hinsichtlich der Nutzenfunktionen der Akteure werden zwei unterschiedliche Szenarienanalysiert: Während im Neutralitäts-Fall der marginale Bruttonutzen des öffentlichen Gutes für beide Akteure stets positiv ist, führt eine zu hohe Produktion des öffentlichen Gutes im Repercussion-Fall zu unerwünschten Rückwirkungen. Es wird angenommen, dass der Konsument die bereitgestellte Menge des öffentlichen Gutes durch Transferzahlungen an den Produzenten beeinflusst, wobei positive und negative Kooperation zugelassen werden. Es wird gezeigt, dass es für eine gegebene Rollenverteilung der Akteure sowohl im Repercussion- als auch im Neutralitätsfall stets zur Bereitstellung des sozial optimalen Produktionsniveaus kommt und insofern kein Kollektivgutproblem besteht, sofern Neid und Missgunst außer Acht gelassen werden. Allerdings besteht zwischen den Akteuren stets ein Interessenskonflikt hinsichtlich der Rollenverteilung. Im Neutralitätsfall bevorzugen hingegen beide Akteure unabhängig vom Niveau der Produktionsgrenzkosten stets die Rolle des Konsumenten. Da im Buchanan-Modell lediglich der Konsument von den Verhandlungsgewinnen profitiert, stellt sich die Frage, wie ein gerechtes burden-sharing aussehen könnte. Hierzu werden zwei alternative Finanzierungsregeln vorgeschlagen: Letztlich wird gezeigt, daß die Einbringung von Verteilungsforderungen eine gravierende Verschlechterung im Angebot des öffentlichen Gutes gegenüber der verteilungsmäßig unbelasteten Allokation mit sich bringt.

Countries can reduce global emissions by reducing own consumption since they are linked to the total value of consumption world wide. Two effects are at issue: a utility loss from forgone consumption and a utility gain from lowered temperature change. It is thus unclear whether own country emissions reductions are in the self interest; typically they are not for small countries, but may be for larger countries. Here are investigate the incentives for individual large population low wage rapidly growing countries in the BRIC group (Brazil, Russia, India, China) and the groups of countries as a sub-global coalition. We also assess what level of other countries' trade measures linked to non participation is needed to induce compliance as an all or nothing discrete choice. We capture induced changes in the global trade equilibrium in our analysis, as well as participation linked to financial transfers. Our results suggest that only very high tariffs over a hundred percent by all other countries, or even higher tariffs by the OECD alone, could induce participation by BRIC countries, especially when the country is a net exporter. Equally, large financial transfers would be needed.

Numerous econometric studies fail to detect a signicant and robust relationship between international aid and economic growth in the recipient countries. Dutch Disease effects might be responsible for this result.This paper examines the relation between aid and its effectiveness in a multi-sector multihousehold Computable General Equilibrium (CGE)-framework. Given that international transfers to African countries increasingly take the form of general financial support to the government, different spending strategies and their macroeconomic, sectoral and distributional effects are evaluated in a two-stage simulation making a distinction between immediate direct effects and possible long-run effects from increased productivity. While the model simulates the effects of additional aid in Zambia it can be used as a blueprint for other African countries.

This paper examines stability of international climate agreements for carbon abatement under an optimal transfer rule and renegotiations. The optimal transfer rule suggested to stabilise international environmental agreements (Weikard 2005, Carraro, Eyckmans and Finus 2006) is no longer optimal when agreements are renegotiated. We determine the conditions for optimal self-enforcing sequences of agreements. If these conditions are met, then transfer payments can be arranged such that no country wants to change its membership status at any stage. In order to demonstrate the applicability of our condition we use the STACO model, a 12-regions global model, to assess the impact of welldesigned transfer rules on the stability of an international climate agreement. Although there are strong free-rider incentives, we find a stable grand coalition in the first commitment period in a game with one round of renegotiations.

Samuelson (1947) stated that a regular equilibrium exhibits the transfer paradox if and only if it is unstable. Gale (1974) and many in the early 1980’s debunked this equivalence by adding extra countries, reaching an anti consensus. We reinterpret Samuelson’s result as identifying the threshold, i.e. the minimum level of trade beyond which the transfer paradox appears. This reinterpretation generalizes fully to finitely many countries and commodities, and reaffirms the anti consensus quantitatively. A by-product is an explicit general example of Donsimoni and Polemarchakis (1994), that whatever the equilibrium prices and incomes, the welfare impact of a transfer is made arbitrary by some compatible economy.

A key issue in development economics is the explanation of core-periphery patterns around the world. Combining this issue with that of analyzing unilateral transfers (e.g. foreign aid) points in the direction of the use of New Economic Geography (NEG) models which, so far, has not been done explicitly. This paper tries to fill this gap in the literature by studying the (possibly catastrophic') effects of aid around the so-called break-points and sustain-points in a NEG model. We also analyze the effects of a bystander , that is a country which is not directly involved in the transfer. In the traditional transfer literature a bystander is known to potentially cause transfer paradoxes. Our findings in this NEG setting are as follows. First, direct transfer paradoxes are not possible in a symmetric setting even if a bystander is present. Second, the effects of foreign aid depend on the level of economic integration between donor and recipient. Third, if the equilibrium from which aid is given is stable, aid only has a temporary effect (even if there is a bystander present). Fourth, if the donor is relatively large, not only the recipient but also the bystander benefits from foreign aid.

The literature on international environmental agreements has recognized the role transfers play in encouraging participation in international environmental agreements (IEAs), but the few results achieved so far are overly specific and do not exploit the full potential of transfers for successful treaty-making. Therefore, in this paper, we develop a framework that enables us to study the role of transfers in a more systematic way. We propose a design for transfers using both internal and external financial resources and making “welfare optimal agreements” self-enforcing. To illustrate the relevance of our transfer scheme for actual treaty-making, we use a well-known integrated assessment model of climate change to show how appropriate transfers may be able to induce almost all countries into signing a self-enforcing climate treaty.

Biodiversity can sometimes only be preserved if natural habitats are excluded from human uses. Such protection measures generate positive externalities at the global scale. This holds especially for protection in developing countries that host great parts of global biodiversity. For internalization, financial resources are raised on a multilateral basis and transferred to the host countries. This paper reviews the rationale for protected areas and transfer payments and summarizes empirical data. The resources provided through multilateral mechanisms - even together with official bilateral aid and private spending - fall short of estimated needs for effective protected area systems in developing countries.

Nationally implemented protected area measures for biodiversity conservation generate cross-border externalities. For internalizing these externalities at the international level, the Global Environment Facility (GEF) has been established as a multilateral mechanism of transfer. This paper empirically analyzes the use of GEF funds for protected area projects in biodiverse developing countries. It turns out that transfers generally do not play the role of compensations in that they directly balance foregone payoffs from alternative land uses. The funds are also not primarily directed to the expansion of protected area systems but address improvements in the management of already legally designated sites.

International climate negotiations have specified that projects under the Clean Development Mechanism (CDM) should not lead to a „diversion“ of official development assistance (ODA). It is however unchallenged that ODA can be used in capacity building for the CDM. Diversion can be interpreted in financial, sectoral and regional terms. There are possibilities to use ODA benchmarks to define diversion such as the UN 0.7% target but they are unlikely to be politically acceptable. On the project level, three main options exist but none of them is perfect. The value of emissions credits (CERs) could be deducted from ODA. This however leads to a long-term pressure on the ODA level. Differentiating an ODA-financed baseline project and a „piggyback“ CDM option is likely to be arbitrary in many circumstances. Even if CERs do not accrue for the ODA share of the investment, still private CDM projects are crowded out due to the subsidising of CDM projects.

The countries wishing to join the EU have a high potential for low cost greenhouse gas emission reduction. As they cannot join the ?bubble? agreement for the first commitment period of the Kyoto Protocol, project-based Joint Implementation (JI) could be a powerful strategy to integrate accession countries into an overall EU climate policy strategy. An important question in this context is whether the ?acquis communautaire? will be used to define the baseline for the calculation of emission reductions from JI projects. A problem is that the grace periods for several environmental sectors, e.g. for application of the IPPC directive, differ considerably among countries. The EU should help accession countries to establish a predictable legal framework on which to base JI preventing in this way the current legal uncertainty regarding procedures of JI. Moreover, it should aim at an early implementation of the monitoring guideline and couple it with technical assistance. This would allow to build strong inventory systems in the accession countries and thus avoid the risk that JI is restricted to the second, strongly supervised track. In den Ländern, die der EU in den nächsten Jahren beitreten wollen, gibt es ein erhebliches Potenzial kostengünstiger Maßnahmen zur Treibhausgasverringerung. Da die Beitrittsländer der EU-Zielgemeinschaft für die 1. Verpflichtungsperiode des Kyoto- Protokolls nicht beitreten können, könnte projektbasierte Joint Implementation (JI) eine wichtige Strategie zur Integration dieser Länder in eine EU-weite Klimapolitikstrategie sein. Eine wichtige Frage ist in diesem Zusammenhang, ob der ?Acquis Communautaire? die Referenzfälle für die Berechnung der Emissionsverringerung aus JI-Projekten bestimmt. Problematisch hierbei ist, dass sich die Übergangsperioden für verschiedene Sektoren, z.B. für die Anwendung der IVU-Richtlinie, zwischen den Ländern erheblich unterscheiden. Die EU sollte den Ländern bei dem Aufbau eines Rechtsrahmens für JI unterstützen, um die derzeitige rechtliche Ungewissheit zu beseitigen. Außerdem sollte sie eine frühzeitige Umsetzung der Berichterstattungs- Richtlinie anstreben und dies mit technischer Hilfe verknüpfen. Somit könnten gute Inventarsysteme aufgebaut werden und ausgeschlossen werden, dass JI auf den zweiten, kontrollintensiven Weg eingeschränkt wird.

International climate policy has assigned the leading role in emissions abatement to the industrialized countries while developing countries remain uncommitted to binding emission reduction targets. However, cooperation between the industrialized and the developing world through joint implementation of emission abatement promises substantial economic gains to both parties. In this context, the policy debate on joint implementation has addressed the question of how investment risks to project-based emission crediting between industrialized countries and developing countries affect the magnitude and distribution of such gains. In our quantitative analysis, we find that the incorporation of country-specific investment risks induces rather small changes vis-à-vis a situation where investment risks are neglected. Only if investors go for high safety of returns is there a distinct decline in the overall volume of emission crediting and the associated total economic benefits. While the welfare effects of risk incorporation for industrialized countries are unequivocally negative, the implications across developing countries are ambiguous. Whereas low-risk developing countries attract higher project volumes and benefit from higher effective prices per emission credit compared to a reference scenario without risk, the opposite applies to high-risk countries. Sensitivity analysis with respect to higher risk estimates show that shifts in the comparative advantage of emission abatement against high-risk countries may become dramatic as only very low-cost mitigation projects will be realized, driving down the country’s benefits from emission crediting to the advantage of low-risk developing countries. This result is supported by empirical evidence on regional imbalances of activities implemented jointly under the pilot phase of the Kyoto Protocol.

Der Außenbeitrag einer Ökonomie wird nach dem intertemporalen Ansatz zum Verständnis der Leistungsbilanz verursacht durch inländische Spar- und Investitionsentscheidungen. Dieser Ansatz wird erweitert umeine theoretische und empirische Analyse der Auswirkungen laufender internationaler Transfers auf den Außenbeitrag. Es zeigt sich, dass über 85% des Exportüberschusses der Bundesrepublik Deutschland durch internationale Transfers verursacht werden.

The Clean Development Mechanism of the Kyoto Protocol could create a great chance for developing countries to profit from projects that reduce greenhouse gas emissions and improve the economic and environmental situation in the host country. The project cycle for the CDM differs from a usual investment project due to the need to develop a baseline for the calculation of emission reductions, registration by a national CDM body and monitoring and verification of the emission reduction by an independent entity. Before a project can be registered, its eligibility has to be checked. This means that it has to fulfil the international and national CDM criteria. We suggest national criteria concerning the CDM component, adherence to national policy goals, technological aspects, attractiveness for investor and host enterprise as well as avoidance of negative externalities. A set of sustainable development indicators is proposed for Uzbekistan. We then look at each step of project preparation and concentrate on baseline determination, using small hydropower stations in the Uzbek irrigation system as case studies. Determination of system boundaries, leakage and the lifetime of the projects are assessed. Different benchmarks for the Uzbek electricity sector are calculated. We calculate the economic attractiveness of three hydro power stations to determine whether the investment is really additional, using different discount rates and electricity price scenarios. In all scenarios we find positive costs, making the projects additional. Der Mechanismus für umweltverträgliche Entwicklung (CDM) des Kyoto-Protokolls eröffnet für Entwicklungsländer eine große Chance, von Projekten zu profitieren, die gleichzeitig Treibhausgasemissionen senken und die Lage der Ökonomie und Umwelt im Gastland verbessern. Der Projektzyklus eines CDM-Projekts unterscheidet sich von einer herkömmlichen Investition dadurch, dass ein Referenzfall für die Berechnung der Emissionsverringerung aufgestellt werden muss, das Projekt bei einer nationalen CDMAgentur angemeldet werden muss und eine Überprüfung und unabhängige Kontrolle der Emissionsverringerung erforderlich ist. Bevor ein Projekt angemeldet werden kann, muss geprüft werden, ob es überhaupt zulässig ist. Das bedeutet, das es die internationalen und nationalen CDM-Kriterien erfüllen muss. Wir schlagen nationale Kriterien bezüglich der CDM-Komponente, der Förderung nationaler Politikziele, technologischer Aspekte, Attraktivität für Investor und Gastfirma sowie Vermeidung negativer Externalitäten für Usbekistan vor. Wir betrachten dann die verschiedenen Schritte der Projektvorbereitung und konzentrieren uns dabei auf die Referenzfallbestimmung anhand von Kleinwasserkraftwerken im usbekischen Bewässerungssystem. Die Bestimmung der Systemgrenzen, indirekter Effekte und der Lebensdauer der Projekte werden diskutiert. Unterschiedliche Standard- Emissionsfaktoren für den usbekischen Stromsektor werden berechnet. Wir analysieren die ökonomische Attraktivität dreier Kleinwasserkraftwerke, um zu bestimmen, ob eine derartige Investition wirklich zusätzlich ist. Dabei werden unterschiedliche Diskontierungsraten und Strompreisentwicklungen berücksichtigt. In allen Szenarien kommen wir zu positiven Kosten, was bedeutet, dass die Investitionen zusätzlich wären.

China has had an enormous growth of energy and electricity consumption during the last decades. This has been fuelled primarily by using domestic coal resources. Until 1997, annual construction of power stations averaged around 15 GW which was not sufficient to alleviate the demand surplus. Forecasts envisaged continuation of this growth. The majority of power stations is small scale and reather inefficient. Local air pollution is becoming very strong and is increasingly seen as a politi-cal issue. Foreign investment in the power sector has been hampered by bureaucracy and unclear competencies. On the demand side, energy efficiency has improved markedly in the last two dec-ades, albeit from a very low basis. Due to the economic transformation, many proven incentives for efficiency improvement cannot be used any more. The Clean Development Mechanism (CDM) opens a host of possibilities to link foreign investment in the energy supply and demand sectors with projects that enhance efficiency and reduce greenhouse gas emissions. All big industrial countries have been very keen on climate policy coop-eration with China. While the official Chinese negotiation position towards the CDM and climate policy in general has been extremely cautious, many government bodies show great interest. The Asian financial crisis, which led to an electricity oversupply in 1998, gives the possibility to retire the most inefficient power plants. China wies in den letzten Jahrzehnten ein enormes Wachstum des Energie- und Stromverbrauchs auf. Es wurde hauptsächlich durch heimische Kohleressourcen gespeist. Bis 1997 belief sich der jährliche Zubau an Kraftwerksleistung auf ca. 15 GW, aber selbst das reichte nicht aus, um den Nachfrageüberhang abzubauen. Die Mehrzahl der Kraftwerke ist klein und ziemlich ineffizient. Die lokale Luftverschmutzung wird sehr stark und zusehends als politisches Problem angesehen. Ausländische Investitionen im Energiesektor sind durch bürokratische Hürden und unklare Kompetenzverteilung behindert worden. Auf der Nachfrageseite ist die Energieeffizienz in den letzten Jahrzehnten stark verbessert worden, allerdings von einer sehr niedrigen Ausgangslage. Aufgrund der ökonomischen Transformation können viele bewährte Anreize zur Effizienzsteigerung nicht mehr eingesetzt werden. Der CDM eröffnet vielfältige Möglichkeiten zur Verbindung von Direktinvestitionen in Energieangebot und - nachfrage. CDM-Projekte erhöhen die Effizienz und verringern Treibhaus-Gasemissionen. Alle großen Industrieländer sind sehr an Klimaschutzkooperation mit China interessiert. Während die offizielle chinesische Verhandlungsposition bezüglich des CDM und Klima-Politik im allgemeinen sehr zurückhaltend ist, sind viele Regierungsinstitutionen sehr stark am CDM interessiert. Die Asienkrise, die 1998 zu einem Angebotsüberhang im Stromsektor führte, ermöglicht die Abschaltung der ineffizientesten Kraftwerke.

Kioton pöytäkirjassa YK:n ilmastosopimukseen määritellään Euroopan unionille kasvihuonepäästöjen tavoitteeksi kahdeksan prosentin vähennys vuoteen 1990 verrattuna. Euroopan unionin sisäisessä taakanjaossa Suomelle sovittu kaavailtu kasvihuonepäästöjen tavoite on nollakasvu vuoteen 1990 verrattuna. Tässä tutkimuksessa tarkastellaan kotimaista päästökauppaa osana ilmastopolitiikkaa. Tutkimuksessa arvioidaan kokonaistaloudellisen laskentamallin avulla erilaisin perustein toteutetun päästökaupan vaikutuksia Suomessa. Tarkastellut toteutusvaihtoehdot on valittu muissa Pohjoismaissa valittujen tai suunniteltujen kotimaisen päästökaupan toteutustapojen mukaisesti. Keskeisenä tavoitteena on selvittää päästöoikeuksien joko perintömenettelyn tai huutokaupan avulla toteutetun alkujaon ja päästökaupan laajuuden vaikutuksia Kioton sopimuksen mukaisen päästöjen rajoittamisen toteuttamiskustannuksiin. Tutkimuksen perusteella kotimainen päästökauppa pienentää aina päästöjen rajoittamisesta aiheutuvia kustannuksia ja hyvinvointitappioita perintömenettelyn avulla toteutetun päästökiintiöiden alkujaon yhteydessä verrattuna tilanteeseen ilman päästökauppaa. Huutokauppaan perustuvan päästökaupan yhteydessä hyvinvointitappio sen sijaan pienenee päästökaupan ansiosta vain niissä tapauksissa, joissa kansantuotteen laskukin pienenee. Suomen toimiessa muista maista riippumatta tällainen tapaus olisi sähkön- ja lämmöntuotannon käsittävä päästökauppa. Samanaikaisesti muiden maiden kanssa toteutettuna kotimainen päästökauppa ei yleensä paranna sen enempää kuluttajien hyvinvointia kuin kansantuotettakaan. The Kyoto Protocol sets the target for emissions of green house gas emissions for the European union at 92 per cent of 1990 levels. The targets for individual member countries are set in an EU agreement on burden sharing. The Finnish emissions target is the 1990 level of emissions. This study examines the use of domestic emissions trading as part of green house gas abatement policy in Finland. A computable general equilibrium model is used to evaluate various emissions trading schemes. The schemes follow recent proposals from other Nordic countries and differ both in the allocation of emission quotas, as well as the number of industries that are entitled to participate in trading. The aim of the study is to evaluate the effects of emission trading based on either auctioned or grandfathered emission permits on the costs of Finnish abatement policies, when overall CO2-emissions are restricted to 1990 level. The study finds that emissions trading reduces the costs and welfare losses always, if quotas are allocated by grandfathering to all sectors of the economy. If quotas are allocated by auctions, domestic emissions trading reduces losses only in very few cases but can increase them in many others. Positive effects may occur if Finland were to introduce abatement policies independently of other countries, but not if Finland acts in concert with other countries.

Currently, the EU-15 forms the only bubble under the Kyoto Protocol and has negotiated an internal burden sharing. A strategic EU climate policy should include accession countries. Thus, even in the case of early ratification of the Kyoto Protocol by 2002, it would be sensible to form a bubble with all countries that are certain to be EU members during the commitment period 2008-2012. Of course due to Art. 4,4 of the Protocol the EU-15 has to stick to its own bubble. However, nothing prevents it from forming an implicit bubble including all first wave countries by inducing them to form a bubble on their own and transfer the surplus to the EU-15. Similarly, second wave countries should form a bubble of their own to co-ordinate JI and permit transfers to the EU. This would reduce the gap between business-as-usual and the target by about 50%. If ratification is delayed to a point where it is clear which second wave countries will be members by 2008, the bubble should be extended by those countries. When in 2005 target negotiations start for the second commitment period, the EU should negotiate a bubble consisting of all states being certain to be members by 2013. Derzeit ist die EU der 15 die einzige Emissionsgemeinschaft nach den Regeln des Kyoto-Protokolls und hat eine interne Lastenteilung vereinbart. Eine strategische EUKlimapolitik sollte die Beitrittsländer einschließen. Selbst im Fall einer frühzeitigen Ratifizierung des Kyoto-Protokolls wäre es sinnvoll, eine Emissionsgemeinschaft mit allen Ländern abzuschließen, die in der Zielperiode 2008-2012 EU-Mitgliedsländer sein werden. Aufgrund Art. 4,4 des Protokolls muss die EU der 15 ihre Emissionsgemeinschaft aufrechterhalten. Jedoch hindert sie nichts daran, eine implizite Emissionsgemeinschaft mit den Ländern der ersten Beitrittswelle zu bilden, indem diese eine eigene Gemeinschaft bilden und den Überschuß an die EU der 15 weitergeben. Gleichermaßen sollten auch die Länder der zweiten Beitrittswelle eine Gemeinschaft bilden, um ihre Transfers an die EU abzustimmen. Dies würde den Abstand zwischen "weiter so" und dem Kyoto-Ziel um ca. die Hälfte verringern. Wenn die Ratifizierung so lange verzögert wird, daß klar ist, welche Länder der zweiten Welle 2008 EUMitglied sein werden, sollte die Gemeinschaft entsprechend erweitert werden. Bei den 2005 beginnenden Verhandlungen über Ziele für die zweite Budgetperiode sollte die EU eine Zielgemeinschaft für alle Länder anstreben, die 2013 sicher EU-Mitglied sein werden.

The EU has been a leader in international climate policy. However, due to activities of interest groups, domestic action, an area which the EU has strongly defended, is proving difficult to carry out, particularly for cohesion member states. Although their behaviour resembles free-riding, at least in an international dimension, Cohesion country targets are actually challenging in the face of their economic boom. Portugal accepted accepted limiting its GHGs emissions to a 27% increase up to 2010 whereas current projections lead to doubt that Portugal is capable of achieving its target unless more stringent policies are implemented. Underdeveloped institutional capacities and lack of abatement interests accompanied by the rapid economic and road traffic growth are the main causes of the inefficiency of current "quasi-policies". If Portugal is unable to comply, a consistent EU-wide climate policy is impossible and the risk that the EU as a whole fails to reach its Kyoto targets rises considerably. To reduce this risk, the EU could try to introduce strong enforcement rules and sanctions to prevent member states overshooting their targets. This will be extremely difficult as past efforts to enforce EU regulation have shown. A second way may be to use EU enlargement to enlarge the bubble by the accession countries and thus gain a safety margin. The third and easiest way would be to give the EU Commission the power to buy emission permits from abroad if the target is not reached and reduce EU transfers to those countries that have not reached their target proportionally to their degree of nonattainment. This would open a safety valve while leaving an incentive to countries not to default on their target. Even if the EU manages to keep its bubble intact, Portugal represents the problem of future high emitters which will be followed by developing countries in the near future. Moreover, Portugal also represents an equity dilemma vis-?-vis developing nations as it will be difficult to ask the latter to limit their emissions when a developed country such as Portugal will have them increased. Die EU hat bislang eine führende Rolle in der internationalen Klimapolitik eingenommen. Allerdings ist die von der EU betonte Umsetzung heimischer Emissionsverringerungsmaßnahmen gegen den Widerstand mächtiger Interessengruppen nur schwer durchsetzbar, insbesondere für Kohäsionsländer. Obwohl die Emissionsziele dieser Länder international eher als Beleg für Freifahrerverhalten gesehen werden, sind sie angesichts des ökonomischen Aufschwungs ehrgeizig. Portugal akzeptierte die Begrenzung seines Treibhausgaswachstums auf 27% bis 2010. Jedoch zeigen aktuelle Prognosen, dass die Zielerreichung zweifelhaft ist, sofern nicht wirksamere Politiken eingeführt werden. Unterentwickelte Institutionen und das Fehlen von Interessengruppen, die von Emissionsverringerung profitieren, gehen mit starkem Wirtschafts- und Verkehrswachstum einher und sind Hauptgrund der Ineffizienz der derzeitigen "Quasi-Politik". Wenn Portugal sein Ziel nicht erreicht, wird eine konsistente EU-Klimapolitik unmöglich und das Risiko nimmt zu, daß die EU ihr Kyoto-Ziel nicht erreicht. Es könnte durch die Einführung strenger Sanktionen gegenüber Mitgliedsstaaten, die ihre Ziele verfehlen, reduziert werden. Allerdings zeigen Erfahrungen mit der Durchsetzung von EU-Regeln, daß dies mit erheblichen Schwierigkeiten verbunden ist. Eine zweite Möglichkeit ist die Nutzung der EU-Erweiterung zur Erweiterung der Emissionsgemeinschaft, die damit eine Sicherheitsreserve gewinnen würde. Die dritte und einfachste Möglichkeit wäre, der EU-Kommission die Möglichkeit einzuräumen, Emissionsrechte einzukaufen, falls das Ziel nicht erreicht wird. Die Finanzierung würde durch die Reduzierung von EU-Transfers an die Länder erfolgen, die ihr Ziel nicht erreicht haben. Eine derartige, proportionale Transferverringerung würde einen Anreiz schaffen, das Ziel zu erreichen. Selbst wenn die EU-Zielgemeinschaft intakt bleibt, zeigt Portugal das Problem zukünftiger Großemittenten auf, das für Entwicklungsländer relevant werden wird. Darüber hinaus gibt es auch ein Gerechtigkeitsproblem: wie können Entwicklungsländer überzeugt werden, ihre Emissionen zu verringern, wenn selbst Industrieländer wie Portugal sie erhöhen dürfen?

We decompose the economic implications of the Kyoto Protocol at the cross-country level, splitting the total economic impact for each region into contributions from its own emission abatement policy and those from other regions. Our analysis which is based on a large-scale computable general equilibrium model for the world economy indicates that spillover effects are an important consequence of multilateral carbon abatement policies.. We calculate a crosscountry matrix for monetary transfer payments which would have to be assigned on a bilateral basis in order to provide compensation for the international spillovers associated with the implementation of the Kyoto Protocol. Im Rahmen einer angewandten Gleichgewichtsanalyse untersuchen wir die ökonomischen Auswirkungen des Kioto-Protokolls auf bilateraler Ebene. Hierzu zerlegen wir den gesamten Wohlfahrtseffekt für jede Region in einen Anteil, der auf die eigene Emissionsminderungspolitik zurückzuführen ist und die jeweiligen Anteile (internationale spillovers), die durch Klimaschutzpolitiken in anderen Regionen verursacht werden. Es wird deutlich, daß internationale spillovers einen wesentlichen Beitrag zu den allgemeinen Gleichgewichtseffekten multilateraler Politikmaßnahmen liefern. Wir berechnen eine Matrix von bilateralen Transferzahlungen, die als Ausgangspunkt für politikrelevante Verhandlungen über Kompensationen für internationale spillovers im Zuge der Umsetzung des Kioto-Protokolls dienen könnte.

The environmental integrity of the CDM under the Kyoto Protocol depends on the possibility to avoid giving emission credits to projects that would have happened anyway. Whether and how ?Investment Additionality? of CDM projects has to be determined is currently part of climate negotiations. We discuss the rationale of companies to invest in projects and analyse possible criteria to determine Investment Additionality from a theoretical point of view. A number of case studies is used to show the implications of the different criteria. The use of a single criterion is not possible, especially due to the importance of non-monetary barriers. However, some criteria are better than others. Moreover, the institutional framework for the selection and application of criteria is very important. Concluding, we suggest a combination of a threshold Internal Rate of Return with a risk factor as primary criterion. To take nonmonetary barriers into account, additional criteria could be used such as the existence of similar privately financed projects in the host country. If no explicit criterion is politically feasible, stringent baseline methodologies could at least capture some aspects of Investment Additionality. Die umweltpolitische Integrität des im Kyoto-Protokoll verankerten CDM hängt davon ab, ob Projekte, die ohnehin stattgefunden hätten, Emissionsgutschriften erhalten können. Ob und wie die ?Zusätzlichkeit der Investition? nachgewiesen werden muss, ist derzeit Bestandteil der Klimaverhandlungen. Wir diskutieren die Entscheidungsgründe, die Firmen zu Investitionen in Projekte bewegen und analysieren mögliche Kriterien für die Bestimmung der Zusätzlichkeit aus einer theoretischen Perspektive. Darüber hinaus werden Fallstudien zur Untersuchung der Auswirkungen der verschiedenen Kriterien herangezogen. Sie zeigen, dass die generelle Beschränkung auf ein einzelnes Kriterium nicht möglich ist. Jedoch sind einige Kriterien besser als andere. Außerdem sind die institutionellen Rahmenbedingungen für die Auswahl und Anwendung der Kriterien sehr wichtig. Zusammenfassend befürworten wir die Kombination eines Schwellenwerts für die interne Ertragsrate mit einem Risikofaktor. Um nicht-monetäre Hindernisse zu berücksichtigen, können zusätzliche Kriterien wie die Existenz von ähnlichen, privat finanzierten Projekten im Gastland überprüft werden. Wenn kein derartiges Kriterium politisch durchsetzbar ist, können strenge Regeln für die Referenzfallbestimmung zumindest einige Aspekte der Zusätzlichkeit einfangen.

Currently, international climate negotiations concentrate on design issues for the flexible instruments outlined in the Kyoto Protocol. As the 6th Conference of the Parties to the U.N. Framework Convention on Climate Change in late 2000 or early 2001 has to take decisions on these matters, it is imperative to develop solutions that combine long-term economic efficiency with long-term environmental effectiveness. Sometimes, a reconciliation of these targets is difficult and compromises have to be made. This report discusses solutions for three critical issues which have got different degrees of attention until now but are linked inasmuch their solution will be crucial for the success of the Kyoto Protocol. The authors have come across them due to their close involvement in the negotiation process. The first issue has been a major topic of debate - the possibility that Russia and other countries in transition may have an enormous surplus of emission permits due to their economic collapse. Unfettered trade in this surplus would artificially depress permit prices, reduce the incentive for long-term innovation and would not be linked to any efficiency improvement in the selling countries. Koch and Michaelowa discuss ways how incentives can be devised to link sales of emission permits with actions that lead to long-term emission reductions. They include an element of early action designed to prevent lock-in on an emission-intensive path of economic recovery by fostering investments whose emission reduction cannot be quantified but is nevertheless real. Early project-related Joint Implementation plays an important role in this context. The second issue is relatively technical but a necessary condition for the functioning of a global market in emission permits. It deals with the design of a system of national registries that track trades in permits. An International Registry would be the node of this system and guarantee that no fraudulent trades enter the system. A homogenous trading unit would be created. The way how trades are processed, the information requirements and the time-related aspect of the implementation of the registry system are discussed. Finally, the third issue seems remote but may prove challenging in the long term. International conflict will impact upon the Kyoto Protocol commitments. Wars like the one in Kosovo will lead to additional greenhouse gas emissions that have to be accounted for. Territorial changes will lead to changes in commitments. The authors discuss the different possibilities that change commitments and make recommendations how they could be accommodated in the Kyoto framework. Dr. Axel Michaelowa, a former staff member of HWWA Institute for Economic Research, is now working as an independent climate policy expert in Paris. Among other functions, he serves as a permanent advisor and project coordinator for HWWA on the economics of international climate policy. Tobias Koch is a specialist on Russian climate and energy policy. He is doing research with the Center for Energy Policy in Moscow and has also worked for the UN climate change secretariat on issues of emissions trading. However, the views expressed in this report are his personal ones.

The implementation of activities aimed to mitigate global greenhouse gas emissions is more cost-efficient in developing countries than in most of the industrialized world. A Clean Development Mechanism (CDM) is to assure that the interests of all parties implicated in Joint Implementation between industrialized and developing countries be equally represented. This mechanism was decided upon on the Kyoto Conference of the Parties to the Framework Convention on Climate Change, but no provisions on the construction of the CDM were taken. The authors propose it to take the form of a clearinghouse and a project fund. In the light of game-theoretical analysis and practical experience collected during the pilot phase for Activities Implemented Jointly which started in 1995, they advocate a clearly defined set of rules and incentives in order to balance the variety of interests involved and at the same time make the CDM an efficient instrument in preventing man-made climate change.

Joint Implementation (JI) is a potentially powerful instrument of climate policy that could lead to a high amount of additional financial flows to developing countries. Nevertheless, many NGOs and developing country representatives are very skeptical about JI and fear that it would not take into account development priorities and create new kinds of dependence on industrial countries. Therefore, developing countries and industrial countries found a compromise at the Berlin Conference of the Parties as they instituted a pilot phase for JI lasting until 2000 which does not allow crediting of reduction achieved via JI. The paper discusses first results of the JI pilot phase in Costa Rica which could be important for the evaluation of the whole pilot phase. This country has a relatively high level of economic and social development and a well-developed environmental policy which is comparable to that of advanced industrial countries. It is a major destination for ecotourism. Nevertheless, it suffers from high deforestation due to unequal distribution of land, migration and cattle ranching as well as plantation expansion. Moreover, transport emissions are rising rapidly and fossil fuel electricity generation is growing despite a target of phasing out fossil fuels completely. Costa Rica's knowledge base is high and capacity building almost not necessary. Thus, Costa Rica was able to develop creative environment policy instruments such as debtfornature swaps and biodiversity prospecting to attract foreign funding. It is not surprising that it was the first developing country to open a JI office, develop project approval criteria and host JI pilot projects. The framework for JI in Costa Rica can therefore be described as ideal compared to the average developing country. Nor is it surprising that more than half of the approved pilot projects in developing countries are situated in Costa Rica. Nevertheless, the success can at best described as mixed. Only a third of the projects are actually funded though several of them seem to be profitable even without a value for carbon. Most of them are proposed by US entities. To attract more funding, the JI office now certifies tradable carbon certificates and en-courages multi-sector large-scale projects where transaction costs are lower and coherence with national development objectives can be more easily checked. It directs its attention to public JI investors such as the Norwegian government. The renewable energy projects suffer from the unrealistic target to phase out fossil fuels by 2001 thus making JI projects in this sector impossible from that time. Therefore the bulk of projects concern forestry which is prone to uncertainties in calculation of emission sequestration. A comparison of the estimates shows wildly differing assumptions in baselines and sequestration capacity of the forests. Whether actual project implementation conforms to the plans remains to be seen. An independent verification of project results is being undertaken. The analysis of the Costa Rica case shows that JI can be only successful in the long run if the industrial countries offer incentives for investors and if baseline determination rests on a clear set of guidelines. Human and technical capacities are necessary but not sufficient conditions for successful JI in developing countries. They seem to be able to prevent complete project failures, though and can lead to innovative approaches. The issue will only be settled if large-scale JI investment is forthcoming under a regime of legally binding emission targets for industrial countries. Then the ability to process huge number of project proposals and check whether they conform to development priorities as well as monitoring and verification becomes crucial.

Seit 1992 berichten das Deutsche Institut für Wirtschaftsforschung in Berlin, das Institut für Weltwirtschaft in Kiel und das Institut für Wirtschaftsforschung Halle im Auftrag des Bundeswirtschaftsministeriums zweimal jährlich über „Die wirtschaftliche Lage Rußlands". Die Institute legen hiermit den Teil II ihres neunten Berichts vor. In diesem Teil werden die privaten und öffentlichen Ressourcentransfers nach Rußland analysiert.

Gegenwärtig ist eine exzessive Inanspruchnahme der Tropenwälder durch die Land- und Forstwirtschaft zu beobachten, die auf eine Kombination aus Marktversagen und Politikversagen zurückzuführen ist. Dadurch werden wichtige ökologische Funktionen der Tropenwälder gefährdet. So beherbergen die tropischen Wälder mehr als 50 vH aller bekannten Tier- und Pflanzenarten, und die Tropenwaldrodung ist zu etwa 20 vH an den weltweiten CO2- Emissionen beteiligt. i Das Marktversagen auf lokaler Ebene läßt sich zu einem erheblichen Teil durch Reformen der Eigentumsrechte korrigieren. Beispielsweise müßte sich die Konzessionsdauer für den Holzeinschlag stärker an der Regenerationszeit der Baumbestände orientieren, um ein Eigeninteresse der Konzessionäre an einer nachhaltigeren Forstwirtschaft zu wecken. Ver- - bleibende Verzerrungen können durch Preisanreize, wie z.B. Ressourcennutzungssteuern, oder die Festlegung von Nutzungsobergrenzen beseitigt werden. , Dabei sind jedoch zumindest kurzfristig gesamtwirtschaftliche Verluste unvermeidbar, weil sich die ökologischen Effekte einer eingeschränkten Tropenwaldnutzung erst langfristig auch in ökonomischen Größen wie der Bodenproduktivität niederschlagen. Zu diesen Verlusten muß es dagegen nicht kommen, wenn das in fast allen Tropenländern anzutreffende Politikversagen im Tropenwaldmanagement beseitigt wird. Prominente Beispiele für Staatseingriffe, die den Raubbau durch Land- und Forstwirtschaft begünstigen und gleichzeitig der Volkswirtschaft schaden, sind die weit verbreiteten Exportrestriktionen für unverarbeitetes Tropenholz und die staatlich geförderte Ansiedlung von Landwirten in den Tropenwaldregionen Brasiliens und Indonesiens. , Allgemeine wirtschaftspolitische Reformen, wie z.B. die Liberalisierung der Agrarmärkte und der Abbau von Handelsbeschränkungen, können mit einer stärkeren Tropenwaldnutzung einhergehen, als es dauerhaft tragbar ist. Dies bedeutet jedoch nicht, daß auf derartige Reformen verzichtet werden sollte. Den möglichen negativen Folgen für die Umwelt sollten die Tropenländer mit den mikroökonomischen Maßnahmen begegnen, die an der Korrektur des lokalen Markt- und Politikversagens ansetzen. . Aktivitäten zur Vermeidung globalen Marktversagens müssen von den Industrieländern ausgehen. Zur Unterstützung lokaler Schutzmaßnahmen für den Tropenwald und als Kompensation für die Bereitstellung der globalen Umweltgüter „Klimaschutz" und „Artenvielfalt" sind Kompensationszahlungen oder Realtransfers sinnvoll, die eine Beteiligung der Industrieländer an den Kosten des Tropenwaldschutzes bewirken. Maßnahmen, die am Holzhandel oder dem Abbau der Auslandsverschuldung ansetzen, können dagegen die globalen Funktionen der Wälder nicht hinreichend schützen, da die wichtigsten Ursachen der Regenwaldvernichtung nicht berücksichtigt werden.

The protection of the global environment is impeded by multilateral externalities which the international community attempts to bring under control by entering into international agreements. International agreements, however, can suffer from non-compliance and free-riding behaviour by sovereign states and must therefore be enforced and stabilised internationally. This paper describes instruments for the enforcement and stabilisation of an international CO2 agreement and evaluates them in the light of economic and legal theory. Economic instruments build on repetition and use utility transfers, economic sanctions and flexible treaty adjustments. Important legal instruments are reciprocal obligations and cooperation duties, international funding and transfer rules, treaty suspension, retorsions and reprisals, treaty revision, and monitoring. The paper shows that economic and legal instruments are compatible to a considerable extent. It develops proposals for the enforcement and stabilisation of a global CO2 agreement and other multilateral treaties.

A situation is analysed in which two countries negotiate the financing of the incremental costs which accrue if one of them switches from a non-sustainable onto a sustainable development path. The other country's incentive to pay arises as it benefits from the developing country's environmental resources, but at an ever declining rate as long as development remains non-sustainable. The paper shows that such negotiations generally induce a redistribution of welfare in favour of the developing country. This would hold even if both countries were identical except for the resource "ownership". Conditions are derived under which the developing country has an incentive to get on a "less" sustainable path in the pre-agreement phase. Furthermore, the analysis suggests the existence of a "window of history" implying that an agreement can only be reached in a subinterval of the resources' lifetime, if the window is open at all. In an application to the protection of tropical rainforests as carbon sinks it is shown that North to South redistribution of welfare would indeed be substantial, yet the North would still gain enormously in efficiency terms. An explanation is given why the Rio Conference failed in terms of rainforest protection.
