Este artigo objetiva analisar a relocalizacao industrial do setor calcadista para o Nordeste a partir da decada de 1990, bem como o perfil dos “novos” contingentes de trabalhadores decorrentes desse processo. A quase inexistencia de um mercado de trabalho formal anterior torna o emprego fabril nesses novos territorios atrativo para trabalhadores mais escolarizados. Para as empresas, a atracao encontra-se nos incentivos fiscais, no baixo custo da forca de trabalho e na baixa mobilizacao desses contingentes de trabalhadores. O recorte empirico e o Ceara, que se tornou, com a politica de interiorizacao industrial, o terceiro produtor de calcados no Pais, com unidades fabris distribuidas de forma desconcentrada pelo estado. A pesquisa constou de: dados secundarios obtidos em associacoes e sindicatos patronais nacionais e em orgaos empresariais e governamentais; entrevistas com dirigentes sindicais de quatro cidades; e aplicacao de questionario a 197 trabalhadores de seis fabricas — oriundas do Sul e Sudeste — localizadas em diferentes regioes do estado. NEW TERRITORIES OF PRODUCTION AND LABOR: CEARA’S FOOTWEAR INDUSTRY Jacob Carlos Lima Izabel Cristina Ferreira Borsoi Iara Maria Araujo This paper aims to analyze the industrial relocation, starting in the 1990s, in the footwear industry in the Northeast of Brazil, and the profile of the “new” numbers of workers resulting from this process. The virtual absence of a former formal labor market makes factory employment in these new territories attractive to workers with higher education. For businesses, the attraction lies in tax incentives, low cost of the workforce and low mobilization of these workers. The empirical section is Ceara, which became, with the industrial policy of internalization, the third largest producer of footwear in the country, with plants distributed in across the state. The survey consisted of: secondary data obtained from national employers’ associations and trade unions and business and government agencies, interviews with union leaders from four cities, and a questionnaire applied to 197 workers from six factories - from the south and southeast - located in different regions of the state. LES NOUVEAUX TERRITOIRES DE LA PRODUCTION ET DU TRAVAIL: L’INDUSTRIE DES CHAUSSURES AU CEARA Jacob Carlos Lima Izabel Cristina Ferreira Borsoi Iara Maria Araujo Cet article vise a analyser la relocalisation industrielle du secteur de production de chaussures dans le Nord-est a partir des annees 1990 ainsi que le profil des “nouveaux” groupements de travailleurs resultant de ce processus. Du fait qu’avant le marche du travail formel etait quasi inexistant, les emplois dans les fabriques, sur ces nouveaux territoires, deviennent interessants pour les travailleurs plus scolarises. Pour les entreprises l’attrait reside dans les avantages fiscaux, la main-d’œuvre bon marche et une mobilisation reduite de celle-ci. L’Etat du Ceara a ete choisi pour notre etude empirique car, grâce a ses politiques teritoriales d’industrialisation, il est devenu le troisieme producteur de chaussures du Pays, sachant que les fabriques sont decentralisees dans tout l’etat. La recherche presente des donnees secondaires obtenues aupres d’associations et de syndicats patronaux nationaux, d’organismes commerciaux et gouvernementaux; des interviews ont ete faites avec des dirigeants syndicaux de quatre villes ; une enquete a ete realisee a partir d’un questionnaire aupres de 197 travailleurs de 6 fabriques – originaires du Sud et du Sud-est – localisees dans differentes regions de l’etat.
