JE Dunn Construction Co.'s planned new headquarters site may increase the project's cost by $4 million or about 10% according to the condemnation comissioner's valuation. A hired appraiser estimates a block southeast of 10th and Locust streets at $3.5 million dollars per block, about half the court comdemnation commissioners' valuation. Should a Jackson County Circuit Court jury side with the Tax Increment Financing Commission of Kansas City, which seeks to value the property at no more than $35 per square foot, JE Dunn will get the difference between what it paid and the lower price.
