The article reflects on issues concerning U.S.-China trade relations in the textile sector. It offers an overview of bilateral agreements between the U.S. and China since 1962. It argues that adding China as a World Trade Organization member has implications for the U.S. textile sector. It outlines the justifications for the proposed general extension of the quota phase-out period.

This paper, written in conjunction with the work of ACI Committee 348, Structural Safety, presents some thoughts and guidelines on avoidance of gross errors, the major cause of failure of structures. It is recognized that these thoughts are not new and that many of them are equally applicable to the design and detailing of structures in materials other than reinforced or prestressed concrete. Boundaries of responsibilities, as they are in current practice, are explored and discussed. Weaknesses are pointed out and remedies are suggested. Attention is focused primarily on the frictional interface between the design and con-struction teams. It all concerns quality control and structural adequacy. It Is recognized that many of the ideas presented are controversial, and it is hoped that this will bring out discussion from readers.
