Most climate adaptation plans expect stakeholders to change their behavior as part of building resilience. Given its long-term and complex nature, monitoring and evaluation is a key requisite for climate adaptation planning. So far, behavioral aspects have received only limited attention in the evaluation approaches for climate adaptation planning. This article proposes a theory-based evaluation approach based on the theory of planned behavior, for the evaluation of climate adaptation. A local climate adaptation programme for watershed development in rural India provides an illustrative case for this approach. For this case, the approach helped to uncover important factors that influence behavioral intentions, which were different for different groups in the farming community. Additionally, it helped to put behavioral change in a longer-term perspective. The illustrative case also suggests certain improvements for evaluations based on the theory of planned behavior.

Representatives of the Dutch government usually refer to the Bangladesh Delta Plan 2100 as an example of the successful transfer of the Dutch Delta Approach to Bangladesh. Their storyline aligns with theorizations of policy transfer as a process of diffusion. These ascribe the mobility of a policy – or its capacity to travel - to its intrinsic quality. The belief in the quality of the Dutch Delta Approach is anchored in the renowned Dutch ability to deal with its own floods and flood risks. By making the contents of that what travels an important cause of its mobility, diffusion theories make it difficult to see, acknowledge and understand the actions and actors needed to make policy transfer happen. This is why in this paper we theorize policy transfer as a process of translation. Based on an identification of the Dutch and Bangladeshi actors involved in the transfer of the Dutch Delta Approach to Bangladesh, and by re-tracing their actions, we show that the transfer entailed an active process of engagement, negotiation, and contestation. In their attempts to develop a Bangladeshi version of the Plan, the involved actors made active use of old relations of collaboration and friendship, while also developing new ones. In the course of the transfer process, and because of the negotiations and contestations that it entailed, the delta plan became something else altogether. The paper concludes that telling the story of the transfer of the Dutch Delta Approach as a story of translation is useful as it allows recognizing and giving credit not just to those who initiated the process, but to all involved. This, we hope, can in turn provide the basis for a more symmetrical dialogue between ‘senders’ and ‘recipients’ in international policy transfers.

Exploring whether society is sufficiently equipped and motivated to adopt planned interventions is vital for modern plan development trajectories. The Motivation and Ability (MOTA) framework offers a tool to assess the societal adoptability of plans by exploring stakeholders' motivations and abilities. It was originally developed to assess plan implementation feasibility for structural measures of flood management in the Mekong Delta. Further development is necessary before applying the tool in other contexts and for other types of planning interventions. Institutional measures like participatory water management (PWM) have long been recognized as essential elements for water management, but have so far also remained out of the reach of conventional planning assessment tools such as cost–benefit or cost-effectiveness analyses. This research, therefore, aims at extending the MOTA tool in the context of PWM reforms in Bangladesh. It does this by, first, further detailing the MOTA components and identifying indicators for quantification and, second, an expert validation and application of this framework for coastal communities in Bangladesh. Our results suggest that the MOTA framework is capable of informing policymakers and implementing agencies about how to enhance the stakeholders' motivation and ability to ensure an enduring implementation of PWM reforms. HIGHLIGHTS The Motivation and Ability (MOTA) framework appeared recently to capture the societal and institutional dimensions in assessing the implementation feasibility of structural measures. This research further extends the MOTA framework and tests whether this can be applicable in case of assessing the implementation feasibility of soft measures like participatory water management.

Sustainable livelihood development is an ongoing challenge worldwide, and has regained importance due to threats of water shortages and climate change. To cope with changing climatic, demographic and market conditions in Vietnam’s Mekong Delta (VMD) an agricultural transformation process has been suggested in the recent Mekong Delta Plan. This agricultural transformation process requires the implementation of alternative livelihood models. The majority of current agricultural livelihood models in the VMD have been introduced by the government in a top-down manner. In this study, we applied a bottom-up approach to understand the motivations and abilities of local farmers to adopt alternative livelihood models. It is based on the MOTA methodological framework, which is further tested with the use of multivariate analyses. The study was conducted in Ben Tre coastal province. Results showed that farmers’ motivations and abilities to apply alternative models vary substantially among different groups, driven by their perceptions on triggers and opportunities. Acknowledging this diversity is essential to the development of agricultural transformation plans. Furthermore, based on the analysis, a projection of the precise support that communities need to supplement their knowledge, skills and financial capacities, as well as interventions to reduce the risks of new livelihood models, is given.

The government of the Netherlands actively promotes Dutch delta planning to other deltaic countries. This paper describes and analyzes the Dutch–Vietnamese interactions and relationships around the development of the Mekong Delta Plan as a case of policy transfer. The paper uses an approach that regards policy transfers as processes of translation. It draws attention to the work that goes into making Dutch delta expertise and knowledge useful elsewhere. The paper shows that the financial and political support for Dutch Delta Planning expertise in Vietnam needed to be actively and continuously wielded to keep the process going. We conclude that there is merit in understanding policy transfer as a process of translation between many actors, all of whom change, learn, and influence not just each other but also what is transferred. Such an understanding allows better acknowledgement of the deeply dialogic and relational character of policy transfer processes.

This paper describes the end-to-end opto-mechanical design of the SAFARI instrument on SPICA and the analysis of the spectrometer optical performances. SAFARI instrument is a high sensitivity grating-based spectrometer operating in the 34-230 μm wavelength range. The scientific drivers lead to the implementation of two modes of operation. The Low- Resolution (LR) or nominal mode (R~300) and the High-Resolution (HR), that implies to include a Martin-Puplett Fourier Transform Spectrometer (MP-FTS) to achieve the required spectral resolution (R~2000-11000). The optical system is all-reflective and consists of three main modules. The input optics module (IOM) is an unobscured reflective Offner relay. In the IOM a Beam Steering Mirror (BSM) is included for spatial modulation and to allow efficient sky mapping. The Band and Mode Distributing Optics (BMDO) module splits the radiation band into the four different spectral bands and includes the MP-FTS. The field image existing at the output of the BMDO constitutes the entrance to the Grating Module Optics (GM). These modules provide spectral dispersion by means of linear and reflective diffraction gratings and the final image onto the detectors. Performances of the GMs are high demanding with a detector divided into 2 sub-bands with a different pixel size for each sub-band. The far infrared instrument SAFARI spectrometer on board the SPace Infrared telescope for Cosmology and Astrophysics (SPICA) provides moderate resolution spectra (R~300) with simultaneous coverage over 34 to 230 μm. With the high sensitivity TES detectors, the SAFARI can reach the sensitivity down to ~7×10-20 W/m2. In order to provide accurate calibration for the TES readout circuit, a calibration source assembly (CSA) is developed to provide a stable and absolute flux radiation to the spectrometer over the whole spectral range. The CSA has a primary function during observations to take periodic reference measurement to correct for drift, subtracting backgrounds, etc from the detector. The CSA is composed of three microlamps and one integrating sphere. The microlamps are made of resistance wires by microlithography to mimic square blackbody sources. By combining an 81K microlamp and a 24K microlamp, a reasonably flat spectrum can be produced at the output of the integrating sphere. The radiation to the transition edge sensor detector pixel is around 1×10-16 W. The integrating sphere can also provide a uniform output to cover the size of SAFARI field of view including the target and sky pixels. In this paper, the CSA design and the prototype results of the microlamp and the integrating sphere are presented.

SPICA provided the next step in mid- and far-infrared astronomical research and was a candidate of ESA's fifth medium class Cosmic Vision mission. SAFARI is one of the spectroscopic instruments on board SPICA. The Focal Plane Unit (FPU) design and analysis represent a challenge both from the mechanical and thermal point of view, as the instrument is working at cryogenic temperatures between 4.8K and 0.05K. Being a large instrument, with a current best estimate of 148,7kg of mass, its design will have to be optimized to fit within the mission´s mass and volume budget. The FPU will also have to be designed for its modularity and accessibility due to the large number of subsystems that SAFARI had to accommodate, highlighting Fourier Transform Spectrometer Mechanism (FTSM) and the three grating-based point source spectrometer modules (GM) which operates at 1.7K in the FPU, the latter representing 60% of the total mass of the instrument Peerreview

Sectoral planning on water, agriculture and urban development has not been able to prevent increased flood risks and environmental degradation in many deltas. Governments conceive strategic delta planning as a promising planning approach and develop strategic delta plans. Such plans are linked to actions and means for implementation in the short-term, in line with long-term strategic choices. This paper introduces an analytical framework that focuses on the role of actors, innovative solutions and participatory planning tools in negotiating consent for the strategic choices in a delta plan and its implementation. Cases of Bangladesh, the Netherlands and Vietnam are discussed as a plausibility probe to explore the framework's potential. The probe reveals that the framework is promising to explain the process and outcomes of strategic delta planning in urbanizing deltas. The paper ends with an initial research agenda to stimulate research and discussion on this new delta planning approach.

Participatory planning tools are increasingly applied in strategic delta planning processes. Additional to its design criteria, such tools commonly promote a variety of aspects including (1) facilitation of communication, (2) knowledge sharing, (3) social learning, (4) decreasing differences in power, (5) integration between sectors, and (6) supporting agreements. Yet tools are rarely assessed systematically on these participatory process dimensions. This paper presents a participatory planning tool assessment framework. The paper shows how the framework is tested on its usefulness in a training workshop on participatory planning tools for strategic delta planning. It is concluded that the framework offers potential to assess participatory planning tools beyond a tool’s technological design criteria and that it can contribute to advancing our knowledge on the performance of tools in participatory planning activities.

SAFARI is a point source spectrometer for the SPICA mission, which provides far-infrared spectroscopy and high sensitivity. SPICA mission, having a large cold telescope cooled to 6K above absolute zero, will provide an optimum environment where instruments are limited only by the cosmic background. SAFARI is a grating-based spectrometer with two modes of operation, Low Resolution (LR), or nominal mode (R~300) and High Resolution, (HR) (R~2000-11000). The SAFARI shall provide point source spectroscopy with diffraction-limited capability in four spectral bands over 34-230μm and a field of view (FoV) on sky over 2’×2’. Due to the complexity of the optical design of the SAFARI instrument a modular design was selected. Four principal modules are defined: Calibration Module (CS), Input Optics Module (IOM), Beam and Mode Distribution (BMDO) and Grating Modules (GMs). The present work is focused in the last module. Dispersive optical systems inherently demand the need of volume allocation for the optical system, being this fact somehow proportional to the wavelength and the required resolving power. The image sampling and the size of the detector elements are key drivers in this optical modular design. The optimization process has been performed taking into account the conceptual design parameters obtained during this phase such as collimator and camera optics focal lengths, subsystem diameters and periods and AOIs of the diffraction gratings.

The goal of the study is to strengthen the analytical purchase of the term water governance and improve the utility of the concept for describing and analyzing actual water distribution processes. We argue this is necessary as most writing on water governance is more concerned with promoting particular politically inspired agendas of what water governance should be than with understanding what it actually is. We believe that water governance at heart is about political choices as to where water should flow; about the norms, rules and laws on which such choices should be based; about who is best able or qualified to decide about this; and about the kind of societal future such choices support. We identify distributions—of water, voice and authority, and expertise—as the empirical anchor and entry-point of our conceptualization of water governance. This usefully allows foregrounding questions of equity in water governance discussions and provides the empirical foundation for a meaningful engagement with the politics of water governance. SpicA FAR infrared Instrument, SAFARI, is one of the instruments planned for the SPICA mission. The SPICA mission is the next great leap forward in space-based far-infrared astronomy and will study the evolution of galaxies, stars and planetary systems. SPICA will utilize a deeply cooled 2.5m-class telescope, provided by European industry, to realize zodiacal background limited performance, and high spatial resolution. The instrument SAFARI is a cryogenic grating-based point source spectrometer working in the wavelength domain 34 to 230 μm, providing spectral resolving power from 300 to at least 2000. The instrument shall provide low and high resolution spectroscopy in four spectral bands. Low Resolution mode is the native instrument mode, while the high Resolution mode is achieved by means of a Martin-Pupplet interferometer. The optical system is all-reflective and consists of three main modules; an input optics module, followed by the Band and Mode Distributing Optics and the grating Modules. The instrument utilizes Nyquist sampled filled linear arrays of very sensitive TES detectors. The work presented in this paper describes the optical design architecture and design concept compatible with the current instrument performance and volume design drivers.

Water security is a key governance challenge especially in relation to transboundary rivers. While the literature elaborates on the water security concept, there is very little on how to operationalize it in the transboundary context. Hence, this paper addresses the question: How can the governance of transboundary rivers be operationalized to deal with national water security concerns? It uses a literature review and a case study focusing on dams in the Mekong tributaries, namely the Sesan, part of the 3S Basin, in Vietnam and Cambodia. The paper describes the damming process in the 3S Basin and how it threatens water security for downstream states in terms of securing the flow, volume, quality, space, and the temporal variations of the rivers and the livelihoods of river dependent communities. It examines how the Mekong River Commission (MRC) members address these issues, balance their interests and secure the free flow of the Mekong River and its tributaries. It concludes that the MRC Agreement of 1995 is an inadequate mechanism to regulate the developments of hydrological infrastructure on the shared international tributaries, and that further operationalization of the concept of water security is necessary to enable the improvement of existing cooperative regulations and mechanisms.

This paper discusses the cryogenic mechatronic development of the Focal Plane Chopper (FPC) mechanism in the Heterodyne Instrument for the Far Infrared (HIFI) which is one of the science instruments on board the Herschel space telescope. The extreme cryogenic environment, in which the mechanism has to operate, places a number of constraints on the mechatronic design of the instrument. The paper gives an overview of cryogenic design issues applicable to the development of the FPC and provides solutions to the problems encountered. (C) 2011 Elsevier Ltd. All rights reserved.

The implementation of the European Flood Directive 2007/60/EC requires the establishment\ud of public participation mechanisms to ensure citizens’ involvement in the flood management\ud cycle. This raises questions on how to achieve this goal and successfully translate the\ud directive into meaningful and effective participation. Innovative means, such as citizen\ud observatories enabled by information and communication technologies, have the potential\ud to provide citizens with a substantially new role in decision-making. In this paper, we\ud present a framework developed for analysing the potential for participation via ICT-enabled\ud citizen observatories and undertake a comparative analysis of the UK, the Netherlands and\ud Italy. Expository and qualitative research was undertaken in the three case study areas, with\ud the aim of identifying and comparing the transposition of the EU Flood directive and the\ud mechanisms in place for citizens’ participation during different phases of the disaster cycle\ud (prevention, preparedness, response, and recovery). Our analysis of the transposition of\ud legal obligations for citizen participation shows that implementation is limited when\ud examining both the respective roles and types of interactions between citizen and authorities\ud and the impact of citizen participation on decision-making. Different authorities have\ud differing perceptions of citizen participation in flood risk managementin terms of their roles\ud and influence. Our results also indicate that these perceptions are related to the importance\ud that the authorities place on the different stages of the disaster cycle. This understanding is\ud crucial for identifying the potential of citizen observatories to foster greater citizen engagement\ud and participation.

International audience; Aims: This paper describes the Heterodyne Instrument for the Far-Infrared (HIFI) that was launched onboard ESA's Herschel Space Observatory in May 2009. Methods: The instrument is a set of 7 heterodyne receivers that are electronically tuneable, covering 480-1250 GHz with SIS mixers and the 1410-1910 GHz range with hot electron bolometer (HEB) mixers. The local oscillator (LO) subsystem comprises a Ka-band synthesizer followed by 14 chains of frequency multipliers and 2 chains for each frequency band. A pair of auto-correlators and a pair of acousto-optical spectrometers process the two IF signals from the dual-polarization, single-pixel front-ends to provide instantaneous frequency coverage of 2 × 4 GHz, with a set of resolutions (125 kHz to 1 MHz) that are better than 0.1 km s-1. Results: After a successful qualification and a pre-launch TB/TV test program, the flight instrument is now in-orbit and completed successfully the commissioning and performance verification phase. The in-orbit performance of the receivers matches the pre-launch sensitivities. We also report on the in-orbit performance of the receivers and some first results of HIFI's operations. Wastewater flows of metropolitan cities and their downstream use for irrigation are often associated with technical systems. However, an engineering approach on its own will leave questions unanswered at the socio-technical and institutional level. Research was carried out in Hanoi, Vietnam, on the use of polluted irrigation water in periurban agriculture. Apart from outlining the physical features of the urban wastewater chain, a supply chain approach has been applied. Stakeholders along the management chain of the conventional urban wastewater system resemble spot markets (independent actors who act in self-interest) as described in supply chain management literature. In Hanoi, the conventional approach towards wastewater management consists of a strict separation of urban wastewater management from periurban agricultural use and a neglect of farmers as stakeholders in the chain. It is suggested that the use of wastewater in agriculture should be incorporated into urban water management systems and that farmers should be included as acting stakeholders in the management of the wastewater chain. This paper concludes with suggestions for urban water management that are necessary to combine urban wastewater management with periurban agriculture.

Social learning concepts of developed countries are often recommended for implementing strategies for climate change adaptation in developing countries. The effectiveness of these replications is questionable, because it is necessary to align the set-up of learning processes with the social, economic and environmental conditions of the local context. In this paper, we compare the theory of social learning in Learning Alliances with a Working Group for climate change adaptation in Can Tho City in Vietnam to see how far it is possible to extrapolate current social learning concepts from developed countries to developing countries. The Working Group facilitates participation processes among stakeholders to use and produce knowledge, to work together on problems and to further develop solutions. This is mostly similar to the social learning form of a Learning Alliance. However, the interactions among stakeholders in the Working Group evolve in a much more formal way, which leads to several problems caused by the relative inflexibility of the top-down stipulation of stakeholders' participation, planning procedures and solution approaches. To overcome this challenge, we recommend introducing elements of Learning Alliances to the Working Group, in order to stimulate an open dialogue with incentives and an extension of an action practice approach.

We live in the age of Big Data, yet many areas of environmental management are still suffering from a lack of relevant data, information and knowledge that impedes sound decision making in the face of change and increasing challenges. A highly relevant phenomenon is therefore the so-called citizen observatories whereby the observations of ordinary citizens, and not just those of professionals and scientists, are included in earth observation and environmental management. Advanced citizen observatories can enable a two-way communication paradigm between citizens and decision makers, potentially resulting in profound changes to local environmental management processes and, as such, in social innovation processes and outcomes. This paper analyses the social innovation potential of such ICT-enabled citizen observatories to increase eParticipation in local flood risk management. The findings from empirical research in two case study locations highlight the divergent roles that authorities conceive for citizens and the role(s) that citizens in practice assign to themselves. Moreover, given the institutional structures identified in these cases and the obligation of authorities to be accountable for their decisions, citizen observatories do not automatically imply that citizens will have a higher level of participation in flood risk management, nor that communication between stakeholders improves.
