Este estudo tem como objetivo investigar como foi construída, no Brasil, uma forma de terapêutica e de saber de orientação kardecista sobre a loucura, tomando também como aspecto a ser investigado a percepção e o posicionamento da classe médico-psiquiátrica diante desse saber, que era, e ainda é, embora de forma menos contundente, seu concorrente pela hegemonia do tratamento da loucura e do louco. Destaco, neste estudo, os pontos de aproximação e de afastamento que podem existir entre as estratégias de atuação dessas duas propostas de intervenção sobre este mesmo objeto. Nesse sentido, este trabalho se propõe a investigar o modelo espírita de definição e tratamento da loucura e os efeitos que esta produção conceitual produziu no interior da própria classe médica. Também pretendo analisar como se deu o estabelecimento de instituições destinadas à internação de alienados, dirigidas por associações de doutrina espírita e possuidoras de um modelo próprio de tratamento. Ao propor a investigação do problema social gerado pela loucura e pelo louco, pretendo enfatizar o seu aspecto multidimensional, isto é, enquanto fato social capaz de criar diferentes análises e soluções conceituais po r grupos heterogêneos de atores sociais que irão inscrevê-la dentro de seus sistemas próprios de significação e de entendimento. Mesmo possuindo modelos explicativos diferenciados, estes grupos apresentam uma mesma capacidade de produzir intervenções, desenvolver políticas, administrar instituições de internamento e tratamento, mobilizar vários setores da sociedade e estabelecer alianças com o poder público. _________________________________________________________________________________ ABSTRACT: This academic work has the objective to investigate how a therapeutic form and Kardecist knowledge regarding madness was built in Brazil, also investigating the perception and approach of the medical and psychiatric class with regards to this knowledge, that was and still is, even though in a less incisive manner, it s competitor for the leadership in the treatment of madness and the insane. In this study I have emphasized the approach and exclusion that might exist between the strategies of these two intervention proposals regarding the same subject. In such a manner, this paper proposes to investigate the spiritualist model of defining and treating madness and the effects that this conceptual production caused within the medical class in itsel f. I also intend to analyze how the installation of the institutions destined for the internment of the insane was made and managed by associations with spiritualist doctrine which had their own forms of treatment. When proposing the investigation about the social problem generated by madness and by the insane, I intend to emphasize its multidimensional aspect, i.e. as a social factor with the possibility of creating different analysis and conceptual solutions by heterogeneous groups of social actors that will include it in their own systems of significance and understanding. Even having different explanatory models, these groups present the same capacity of internment, policy development, management of internment and treatment institutions, mobilization of various sectors of the society and establishment of alliances with the public power.

A presente proposta de estudo está inserida na problemática da constituição das instituições de administração da loucura e do louco na fase da Primeira República e às formas com que o poder público desenvolveu políticas de atenção ao louco, analisando especificamente o caso de uma unidade da Federação brasileira – o estado do Espírito Santo. O estudo tem como objetivo mostrar a complexidade da articulação entre loucura, sociedade, medicina e Estado. A preocupação recai, especialmente, sobre a discussão do processo que transformou a medicina em saber e prática hegemônica de justificação e validação da tutela do louco pelo poder público. Como o objetivo do trabalho era tentar delimitar as formas encontradas pelo poder público para solucionar o problema de administração da loucura, a pesquisa de fontes primárias se concentrou na análise de documentos oficiais do Espírito Santo e das instituições que foram utilizadas por este Estado para auxiliá-lo nesta tarefa. Recorreu-se principalmente aos acervos do Arquivo Público Estadual e da Biblioteca Nacional na busca por relatórios de Presidentes do Estado do período republicano, além de documentos dos secretários de governo, chefes de policia, procuradores de justiça, juizes, inspetores de higiene, provedores da Santa Casa de Misericórdia de Vitória, entre outros. _____________________________________________________________________________________________ ABSTRACT: This study proposal covers the problem of the establishment of institutions for administering insanity and madness during the country’s First Republic and the manner with which the government developed its policies of treating the insane, specifically analyzing the case of a unit of Brazil’s Federation – the State of Es pírito Santo. The study intends to show the complexity of articulation among madness, the society, medicine and the State. Concern occurs mainly regarding the discussion of the process that transformed medicine into knowledge and the hegemonic practice of justifying and legalizing the fact that the insane be under the tutelage of th e government. Since the study’s objective was to try and delimitate the ways found by the government to solve the problem of controlling madness, the primary sources of research were concentrated on the analysis of official documents of the State of Espírito Santo and of the institutions which were used by the State to assist it in this task. Research was made mainly in the State Public Records and the National Library, in a search for State Presidents’ reports from the republican period, as well as documents issued by secretaries of state, chiefs of police, attorney generals, judges, public health inspectors and superintendents of the Santa Casa de Misericórdia Hospital in Vitória, amongst others.
