Abstract The elevations of water surfaces hold important information on the earth's oceans and land surface waters. Ocean sea surface height is related to the internal change of the ocean's density and mass associated with ocean circulation and its response to climate change. The flow rates of rivers and volume changes of lakes are crucial to freshwater supplies and the hazards of floods and drought resulting from extreme weather and climate events. The Surface Water and Ocean Topography (SWOT) Mission is a new satellite using advanced radar technology to make headway in observing the variability of the elevation of water surfaces globally, providing fundamentally new information previously not available to the study of earth's waters. Here, we provide the first results of SWOT over oceans, rivers, and lakes. We demonstrate the potential of the mission to address science questions in oceanography and hydrology.

We studied variations in the volume of water stored in small lakes and wetlands using satellite remote sensing and lake water height data contributed by citizen scientists. A total of 94 water bodies across the globe were studied using satellite data in the optical and microwave wavelengths from Landsat 8, Sentinel-1, and Sentinel-2. The uncertainty in volume estimation as a function of geography and geophysical factors, such as cloud cover, precipitation, and water surface temperature, was studied. The key finding that emerged from this global study is that uncertainty is highest in regions with a distinct precipitation season, such as in the monsoon dominated South Asia or the Pacific Northwestern region of the USA. This uncertainty is further compounded when small lakes and wetlands are seasonal with alternating land use as a water body and agricultural land, such as the wetlands of Northeastern Bangladesh. On an average, 45% of studied lakes could be estimated of their volume change with a statistical significant uncertainty that is less than the expected volume in South Asia. In North America, this statistically significant uncertainty in volume estimation was found to be around 50% in lakes eastward of the 108th meridian with lowest uncertainty found in lakes along the East coast of the USA. The article provides a baseline for understanding the current state of the art in estimating volumetric change of lakes and wetlands using citizen science in anticipation of the recently launched Surface Water and Ocean Topography Mission.

To advance monitoring of surface water resources, new remote sensing technologies including the forthcoming Surface Water and Ocean Topography (SWOT) satellite (expected launch 2022) and its experimental airborne prototype AirSWOT are being developed to repeatedly map water surface elevation (WSE) and slope (WSS) of the world’s rivers, lakes, and reservoirs. However, the vertical accuracies of these novel technologies are largely unverified; thus, standard and repeatable field procedures to validate remotely sensed WSE and WSS are needed. To that end, we designed, engineered, and operationalized a Water Surface Profiler (WaSP) system that efficiently and accurately surveys WSE and WSS in a variety of surface water environments using Global Navigation Satellite Systems (GNSS) time-averaged measurements with Precise Point Positioning corrections. Here, we present WaSP construction, deployment, and a data processing workflow. We demonstrate WaSP data collections from repeat field deployments in the North Saskatchewan River and three prairie pothole lakes near Saskatoon, Saskatchewan, Canada. We find that WaSP reproducibly measures WSE and WSS with vertical accuracies similar to standard field survey methods [WSE root mean squared difference (RMSD) ∼8 cm, WSS RMSD ∼1.3 cm/km] and that repeat WaSP deployments accurately quantify water level changes (RMSD ∼3 cm). Collectively, these results suggest that WaSP is an easily deployed, self-contained system with sufficient accuracy for validating the decimeter-level expected accuracies of SWOT and AirSWOT. We conclude by discussing the utility of WaSP for validating airborne and spaceborne WSE mappings, present 63 WaSP in situ lake WSE measurements collected in support of NASA’s Arctic-Boreal and Vulnerability Experiment, highlight routine deployment in support of the Lake Observation by Citizen Scientists and Satellites project, and explore WaSP utility for validating a novel GNSS interferometric reflectometry LArge Wave Warning System.

Abstract Central Sahel is affected by a reinforcement of rainfall since the beginning of 1990s. This increase in rainfall is affected by high inter-annual variability and is characterized by extreme rain events causing floods of unprecedented magnitude. However, few studies have been carried out on these extreme events. Moreover, with current climate change expected to strengthen the hydrological cycle, we don’t know if these events could become more frequent. Here, we report the hydrological changes that currently occur in the Lake Chad basin. Based on ground observations and satellite data, we focused on the 2022 flood event, demonstrating that it was the most important event from the last 60 years, comparable to what occurred during the last wet period between the 1950s and the 1960s. We showed that under this precipitation regime and if warming is not regulated at a global scale, the return period of the 2022 major riverine flood is expected to be between 2 and 5 years. By using modelling experiments, our study also suggested that in the next decade, future flow rates of the main rivers draining the Lake Chad basin could reach the values observed in the 1950s. These results strongly suggest anticipating water management in a context of poor infrastructural development.

Water quantity and quality in lakes are closely linked to the compounding effects of climate change and human activities in their catchments, especially for lakes located in semi-arid and arid regions where water resources are scarce. Whilst knowledge gaps exist for these effects in semi-arid and arid region lakes due mainly to the lack of long-term in situ monitoring data. By using satellite remote sensing data, this study firstly investigated the variations of water level, chlorophyll-a concentration (Chl-a) and turbidity in Lake Qadisiyah, Iraq between 2000 and 2019. Results showed that the average water level was 138.3 m in 2000–2019, it decreased clearly in 2001, 2009, 2015 and 2018 with the lowest value of 120 m in July 2015. The mean Chl-a was 6.3 mg/m3 and it showed an overall increasing trend during 2000 and 2019. Turbidity showed extremely high values (>10 NTU) in 2009 and 2017–2018 compared to the mean value of 3.6 NTU in 2000–2019. The boosted regression tree (BRT) was then used to explore the relationship between those variations and El Niño-Southern Oscillation, droughts, meteorological factors and land use land cover changes in the catchment. Results revealed that water level declines were mainly associated with droughts led by La Niña events. Chl-a increase in the lake were mainly explained by built-up area increase and water area decrease in the catchment, with a relative contribution of 29.2 % and 28.6 % respectively. Water area changes in the catchment were the main factor influencing turbidity explaining 55.3 % of the variation. An exception water level decline in 2014–2016 was also observed when there was no drought, which was most likely caused by the cut off of water flow upstream and the release of water from the dam during periods of war. The findings in this study underscored the impacts of climate and human activities on water quantity and quality in semi-arid region lakes. Actions such as improving water use efficiency, establishing water storages, and enhancing cross-border cooperation are therefore recommended to deal with extreme events. Pollution control measures in the catchment are also suggested to prevent water quality deterioration in the lake.

Radar altimetry is now commonly used to provide long-term monitoring of inland water levels in complement to or for replacing disappearing in situ networks of gauge stations. Recent improvements in tracking and acquisition modes improved the quality the water retrievals. The newly implemented Open Loop mode is likely to increase the number of monitored water bodies owing to the use of an a priori elevation, especially in hilly and mountainous areas. The novelty of this study is to provide a comprehensive evaluation of the performances of the past and current radar altimetry missions according to their acquisition (Low Resolution Mode or Synthetic Aperture Radar) and tracking (close or open loop) modes, and acquisition frequency (Ku or Ka) in a mountainous area where tracking losses of the signal are likely to occur, as well as of the recently launched ICESat-2 and GEDI lidar missions. To do so, we evaluate the quality of water level retrievals from most radar altimetry missions launched after 1995 over eight lakes in Switzerland, using the recently developed ALtimetry Time Series software, to compare the performances of the new tracking and acquisition modes and also the impact of the frequency used. The combination of the Open Loop tracking mode with the Synthetic Aperture Radar acquisition mode on SENTINEL-3A and B missions outperforms the classical Low Resolution Mode of the other missions with a lake observability greater than 95%, an almost constant bias of (−0.17 ± 0.04) m, a RMSE generally lower than 0.07 m and a R most of the times higher than 0.85 when compared to in situ gauge records. To increase the number of lakes that can be monitored and the temporal sampling of the water level retrievals, data acquired by lidar altimetry missions were also considered. Very accurate results were also obtained with ICESat-2 data with RMSE lower than 0.06 and R higher than 0.95 when compared to in situ water levels. An almost constant bias (0.42 ± 0.03) m was also observed. More contrasted results were obtained using GEDI. As these data were available on a shorter time period, more analyses are necessary to determine their potential for retrieving water levels.

Despite lakes being a key part of the global water cycle and a crucial water resource, there is limited understanding of whether regional or lake-specific factors control water storage variations in small lakes. Here, we study groups of small, unregulated lakes in North Carolina, Washington, Illinois, and Wisconsin, USA using lake level measurements gathered by citizen scientists and lake surface area measurements from optical satellite imagery. We show the lake level measurements to be highly accurate when compared to automated gauges (mean absolute error = 1.6 cm). We compare variations in lake water storage between pairs of lakes within these four states. On average, water storage variations in lake pairs across all study regions are moderately positively correlated (ρ = 0.49) with substantial spread in the degree of correlation. The distance between lake pairs and the extent to which their changes in volume are correlated show a weak but statistically significant negative relationship. Our results indicate that, on regional scales, distance is not a primary factor governing lake water storage patterns, which suggests that other, perhaps lakes-specific, factors must also play important roles.

The Sentinel-3A and Sentinel-3B satellites were launched, respectively, on 16 February 2016 and 25 April 2018 as part of the European Copernicus program. The Sentinel-3 Surface Topography Mission makes use of the altimeter instruments onboard Sentinel-3A and Sentinel-3B to provide elevation measurements not only of the ocean water level but also of the inland waters and ice caps. For the first time, the altimeters onboard Sentinel-3A and Sentinel-3B are operated in Synthetic Aperture Radar mode over all Earth surfaces. They also benefit from elevation priors (the Open-Loop Tracking Command) allowing them to precisely position their receiving window to track the backscattered signal from the inland water targets to be monitored rather than relying on the traditional Closed-Loop tracking mode. This paper makes use of the Sentinel-3A/Sentinel-3B tandem phase to assess the benefits of the Open-Loop tracking mode compared to Closed-Loop. Longer time series are also used to highlight the improvements in terms of the percentage of points over which the altimeter hooks on water surfaces and water surface height estimation brought by the switch of Sentinel-3A from the Closed-Loop to Open-Loop tracking mode as well as the successive Open-Loop Tracking Command updates. In particular, it is shown that from a Level-3 water level product service perspective, the increase in the number of water bodies with valid water surface height estimates is of the order of 25% in Open-Loop with respect to Closed-Loop with similar precision. It is also emphasized that the Open-Loop Tracking Command update onboard Sentinel-3A from v. 4.2 to v. 5.0 yielded a 30% increase in the number of water bodies over which valid water surface height could be estimated. Eventually, the importance of knowing whether a water target was associated with a fine-tuned Open-Loop Tracking Command or an interpolated one is stressed and the recommendation to provide such a flag in the Sentinel-3 Level2 Payload Data Ground Segment products is emitted.

The Sentinel-3 Mission Performance Centre (S3MPC) is tasked by the European Space Agency (ESA) to monitor the health of the Copernicus Sentinel-3 satellites and ensure a high data quality to the users. This paper deals exclusively with the effort devoted to the altimeter and microwave radiometer, both components of the Surface Topography Mission (STM). The altimeters on Sentinel-3A and -3B are the first to operate in delay-Doppler or SAR mode over all Earth surfaces, which enables better spatial resolution of the signal in the along-track direction and improved noise reduction through multi-looking, whilst the radiometer is a two-channel nadir-viewing system. There are regular routine assessments of the instruments through investigation of telemetered housekeeping data, calibrations over selected sites and comparisons of geophysical retrievals with models, in situ data and other satellite systems. These are performed both to monitor the daily production, assessing the uncertainties and errors on the estimates, and also to characterize the long-term performance for climate science applications. This is critical because an undetected drift in performance could be misconstrued as a climate variation. As the data are used by the Copernicus Services (e.g., CMEMS, Global Land Monitoring Services) and by the research community over open ocean, coastal waters, sea ice, land ice, rivers and lakes, the validation activities encompass all these domains, with regular reports openly available. The S3MPC is also in charge of preparing improvements to the processing, and of the development and tuning of algorithms to improve their accuracy. This paper is thus the first refereed publication to bring together the analysis of SAR altimetry across all these different domains to highlight the benefits and existing challenges.

A method of wetland mapping and flood survey based on satellite optical imagery from the Moderate Resolution Imaging Spectroradiometer (MODIS) Terra instrument was used over the Inner Niger Delta (IND) from 2000–2013. It has allowed us to describe the phenomenon of inundations in the delta and to decompose the flooded areas in the IND into open water and mixture of water and dry land, and that aquatic vegetation is separated from bare soil and “dry” vegetation. An Empirical Orthogonal Function (EOF) analysis of the MODIS data and precipitation rates from a global gridded data set is carried out. Connections between flood sequence and precipitation patterns from the upstream part of the Niger and Bani river watersheds up to the IND are studied. We have shown that inter-annual variability of flood dominates over the IND and we have estimated that the surface extent of open water varies by a factor of four between dry and wet years. We finally observed an increase in vegetation over the 14 years of study and a slight decrease of open water.

Located within the Altiplano at 3,686 m above sea level, Lake Poopó is remarkably shallow and very sensitive to hydrologic recharge. Progressive drying has been observed in the entire Titicaca-Poopó-Desaguadero-Salar de Coipasa (TPDS) system during the last decade, causing dramatic changes to Lake Poopó’s surface and its regional water supplies. Our research aims to improve understanding of Lake Poopó water storage capacity. Thus, we propose a new method based on freely available remote sensing data to reproduce Lake Poopó bathymetry. Laser ranging altimeter ICESat (Ice, Cloud, and land Elevation Satellite) is used during the lake’s lowest stages to measure vertical heights with high precision over dry land. These heights are used to estimate elevations of water contours obtained with Landsat imagery. Contour points with assigned elevation are filtered and grouped in a points cloud. Mesh gridding and interpolation function are then applied to construct 3D bathymetry. Complementary analysis of Moderate Resolution Imaging Spectroradiometer (MODIS) surfaces from 2000 to 2012 combined with bathymetry gives water levels and storage evolution every 8 days.

Calibration/Validation (C/V) studies using sites in the oceans have a long history and protocols are well established. Over lakes, C/V allows addressing problems such as the performance of the various retracking algorithms and evaluating the accuracy of the geophysical corrections for continental waters. This is achievable when measurements of specific and numerous field campaigns and a ground permanent network of level gauges and weather stations are processed. C/V consists of installation of permanent sites (weather stations, limnigraphs, and GPS reference points) and the organization of regular field campaigns. The lake Issykkul serves as permanent site of C/V, for a multi-mission purpose. The objective of this paper is to calculate the altimeter biases of Jason-3 and Sentinel-3A, both belonging to an operational satellite system which is used for the long-term monitoring of lake level variations. We have also determined the accuracy of the altimeters of these two satellites, through a comparison analysis with in situ data. In 2016 and 2017, three campaigns have been organized over this lake in order to estimate the absolute bias of the nadir altimeter onboard the Jason-3 and Sentinel-3A. The fieldwork consisted of measuring water height using a GPS system, carried on a boat, along the track of the altimeter satellite across the lake. It was performed at the time of the pass of the altimeter. Absolute altimeter biases were calculated by averaging the water height differences along the pass of the satellite (GPS from the boat system versus altimetry). Jason-3 operates in a Low Resolution Mode (LRM), while the Sentinel-3A operates in Synthetic Aperture Radar (SAR) mode. In this study we found that the absolute biases measured for Jason-3 were −28 ± 40 mm with the Ocean retracker and 206 ± 30 mm with the Ice-1 retracker. The biases for Sentinel-3A were −14 ± 20 mm with the Samosa (Ocean like) retracker and 285 ± 20 mm with the OCOG (Ice-1-like) retracker. We have also evaluated the accuracy of these two altimeters over Lake Issykkul which reached to 3 cm, for both the instruments, using the Ocean retracker.

Alpine lakes in the interior of Tibet, the endorheic Changtang Plateau (CP), serve as ‘sentinels’ of regional climate change. Recent studies indicated that accelerated climate change has driven a widespread area expansion in lakes across the CP, but comprehensive and accurate quantifications of their storage changes are hitherto rare. This study integrated optical imagery and digital elevation models to uncover the fine spatial details of lake water storage (LWS) changes across the CP at an annual timescale after the new millennium (from 2002–2015). Validated by hypsometric information based on long-term altimetry measurements, our estimated LWS variations outperform some existing studies with reduced estimation biases and improved spatiotemporal coverages. The net LWS increased at an average rate of 7.34 ± 0.62 Gt yr ^−1 (cumulatively 95.42 ± 8.06 Gt), manifested as a dramatic monotonic increase of 9.05 ± 0.65 Gt yr ^−1 before 2012, a deceleration and pause in 2013–2014, and then an intriguing decline after 2014. Observations from the Gravity Recovery and Climate Experiment satellites reveal that the LWS pattern is in remarkable agreement with that of regional mass changes: a net effect of precipitation minus evapotranspiration (P-ET) in endorheic basins. Despite some regional variations, P-ET explains ~70% of the net LWS gain from 2002–2012 and the entire LWS loss after 2013. These findings clearly suggest that the water budget from net precipitation (i.e. P-ET) dominates those of glacier melt and permafrost degradation, and thus acts as the primary contributor to recent lake area/volume variations in endorheic Tibet. The India-France SARAL/AltiKa mission is the first Ka-band altimetric mission dedicated to oceanography. The mission objectives are primarily the observation of the oceanic mesoscales but also include coastal oceanography, global and regional sea level monitoring, data assimilation, and operational oceanography. The mission ended its nominal phase after 3 years in orbit and began a new phase (drifting orbit) in July 2016. The objective of this paper is to provide a state of the art of the achievements of the SARAL/AltiKa mission in terms of quality assessment and unique characteristics of AltiKa data. It shows that the AltiKa data have similar accuracy at the centimeter level in term of absolute water level whatever the method (from local to global) and the type of water surfaces (ocean and lakes). It shows also that beyond the fact that AltiKa data quality meets the expectations and initial mission requirements, the unique characteristics of the altimeter and the Ka-band offer unique contributions in fields that were previously not fully foreseen.

The India–France SARAL/AltiKa mission is the first Ka-band altimetric mission dedicated primarily to oceanography. The mission objectives were firstly the observation of the oceanic mesoscales but also global and regional sea level monitoring, including the coastal zone, data assimilation, and operational oceanography. SARAL/AltiKa proved also to be a great opportunity for inland waters applications, for observing ice sheet or icebergs, as well as for geodetic investigations. The mission ended its nominal phase after three years in orbit and began a new phase (drifting orbit) in July 2016. The objective of this paper is to highlight some of the most remarkable achievements of the SARAL/AltiKa mission in terms of scientific applications. Compared to the standard Ku-band altimetry measurements, the Ka-band provides substantial improvements in terms of spatial resolution and data accuracy. We show here that this leads to remarkable advances in terms of observation of the mesoscale and coastal ocean, waves, river water levels, ice sheets, icebergs, fine scale bathymetry features as well as for the many related applications.

Inland surface waters in tropical environments play a major role in the water and carbon cycle. Remote sensing techniques based on passive, active microwave or optical wavelengths are commonly used to provide quantitative estimates of surface water extent from regional to global scales. However, some of these estimates are unable to detect water under dense vegetation and/or in the presence of cloud coverage. To overcome these limitations, the brightness temperature data at L-band frequency from the Soil Moisture and Ocean Salinity (SMOS) mission are used here to estimate flood extent in a contextual radiative transfer model over the Amazon Basin. At this frequency, the signal is highly sensitive to the standing water above the ground, and the signal provides information from deeper vegetation density than higher-frequencies. Three-day and (25 km × 25 km) resolution maps of water fraction extent are produced from 2010 to 2015. The dynamic water surface extent estimates are compared to altimeter data (Jason-2), land cover classification maps (IGBP, GlobeCover and ESA CCI) and the dynamic water surface product (GIEMS). The relationships between the water surfaces, precipitation and in situ discharge data are examined. The results show a high correlation between water fraction estimated by SMOS and water levels from Jason-2 (R > 0.98). Good spatial agreements for the land cover classifications and the water cycle are obtained.

Large reservoirs along rivers regulate downstream flows to generate hydropower but may also store water for irrigation and urban sectors. Reservoir management therefore becomes critical, particularly for transboundary basins, where coordination between riparian countries is needed. Reservoir management is even more important in semiarid regions where downstream water users may be totally reliant on upstream reservoir releases. If the water resources are shared between upstream and downstream countries, potentially opposite interests arise as is the case in the Syrdarya river in Central Asia. In this case study, remote sensing data (radar altimetry and optical imagery) are used to highlight the potential of satellite data to monitor water resources: water height, areal extent and storage variations. New results from 20 years of monitoring using satellites over the Syrdarya basin are presented. The accuracy of satellite data is 0.6 km ^3 using a combination of MODIS data and satellite altimetry, and only 0.2 km ^3 with Landsat images representing 2–4% of average annual reservoir volume variations in the reservoirs in the Syrdarya basin. With future missions such as Sentinel-3A (S3A), Sentinel-3B (S3B) and surface water and ocean topography (SWOT), significant improvement is expected. The SWOT mission’s main payload (a radar interferometer in Ka band) will furthermore provide 2D maps of water height, reservoirs, lakes, rivers and floodplains, with a temporal resolution of 21 days. At the global scale, the SWOT mission will cover reservoirs with areal extents greater than 250 × 250 m with 20 cm accuracy.

At each of five fixed locations along the ground tracks of JASON-1 and ENVISAT, a repeat-track analysis of 1-Hz sea surface height (SSH) data has been conducted to assess the performance of waveform retrackers over Lake Baikal in Siberia, Russia. This simple analysis of time series at each point location is needed to minimize the effect of the range correction artifacts in current Geophysical Data Record (GDR) data products of radar altimeters in in-land areas. Using the retracked data available in the GDRs as the baseline, two retrackers are evaluated in terms of the number of valid data points produced and the degree of agreement with in-situ data of water level record. The threshold retrackers that are based on the amplitude of the robust OCOG algorithm (Offset Center of Gravity) are found to perform the best in Lake Baikal.
