Abstract

We report on a laboratory experiment testing the predictions of the Diamond–Mortensen–Pissarides (DMP) search-and-matching model, which is a workhorse, decentralized model of unemployment and the labor market. We focus on the job vacancy posting problem that firms face in the DMP model. We explore the model's comparative statics predictions concerning variations in the separation rate, the vacancy posting cost, and the firm's surplus earned per employee. Across all treatments, we find strong evidence for an inverse relationship between vacancies and unemployment, consistent with the Beveridge curve. We also find that the results of our various comparative statics exercises are in-line with the predictions of the theory.

14. O&M cost modelling of large component major replacement in next-generation offshore wind turbines with uncertain failure rates

Abstract

The costs associated with the maintenance of next-generation offshore wind turbines are a source of uncertainty to developers, in particular due to the unknown replacement rate of large components. This is particularly true for floating turbines, with accessibility impacted by wave-induced turbine and vessel motion. This thesis addresses the impact that the currently unknown major replacement rate of turbine components may have on the maintenance cost of large, offshore wind farms and how this varies between fixed and floating wind farms when using 15MW direct-drive or medium-speed wind turbines. Application of the Classical Model of structured expert elicitation with six wind energy experts found that the expected overall rate of major replacement tasks for 15MW next generation offshore turbines is lower than those reported for first-generation turbines. Medium-speed turbines are expected to have higher overall major replacement rates than direct-drive turbines. Floating configurations are expected to have higher overall major replacement rates than fixed-foundation turbines, ranging from 7.9% to 112.5% higher depending on the scenario and weighting method applied. Cost modelling of 18 fixed and 18 floating wind farm scenarios using the StrathclydeOW O&M model amended for floating wind scenarios found a wide range of lifetime costs associated with major replacement tasks over the estimated uncertainty ranges of major replacement rates. Fixed-foundation medium-speed turbines achieved lower lifetime major replacement costs than direct-drive turbines. Combined mean repair and vessel costs ranged from £5.6k-£33.4k/MW.yr compared to £6.5k-£34.5k/MW.yr. The cost of major component replacement for floating turbines increased due to higher replacement rates and additional wave limits. Combined mean repair and vessel costs ranged from £14.0k £69.6k/MW.yr for medium-speed turbines and £17.6k-£88.0k/MW.yr for direct-drive turbines. These findings can inform future wind farm costing and suggest that floating wind farms are likely to have higher and more variable maintenance costs than fixed wind farms.

Abstract

Microtubules are essential to neuron shape and function. Acetylation of tubulin has the potential to directly tune the behavior and function of microtubules in cells. Although proteomic studies have identified several acetylation sites in α-tubulin, the effects of acetylation at these sites remains largely unknown. This includes the highly conserved residue lysine 394 (K394), which is located at the αβ-tubulin dimer interface. Using a fly model, we show that α-tubulin K394 is acetylated in the nervous system and is an essential residue. We found that an acetylation-blocking mutation in endogenous α-tubulin, K394R, perturbs the synaptic morphogenesis of motoneurons and reduces microtubule stability. Intriguingly, the K394R mutation has opposite effects on the growth of two functionally and morphologically distinct motoneurons, revealing neuron-type-specific responses when microtubule stability is altered. Eliminating the deacetylase HDAC6 increases K394 acetylation, and the over-expression of HDAC6 reduces microtubule stability similar to the K394R mutant. Thus, our findings implicate α-tubulin K394 and its acetylation in the regulation of microtubule stability and suggest that HDAC6 regulates K394 acetylation during synaptic morphogenesis.

20. A Python-Based Undergraduate Course in Computational Macroeconomics

Abstract

The author of this article describes a new undergraduate course where students use Python programming for macroeconomic data analysis and modeling. Students develop basic familiarity with dynamic optimization and simulating linear dynamic models, basic stochastic processes, real business cycle models, and New Keynesian business cycle models. Students also gain familiarity with the popular Python libraries NumPy, Matplotlib, and pandas and make extensive use of the Jupyter Notebook. For many students in the course, this is their first experience with computer programming in any language. Feedback from students suggests that, regardless of prior programming experience, they find the course to be valuable, interesting, and enjoyable.

34. Supporting Economic Understanding and Student Success Through Peer Assistance in an Economics Learning Center

Abstract

This paper provides an overview of a peer-assistance resource for students in the undergraduate degree programs in economics at the University of California (UC), Irvine. UC Irvine is a large public research university with approximately 1900 undergraduate economics majors. The Economics Learning Center (ELC) is a walk-in help facility for students in principles of economics, intermediate economics, statistics, and econometrics courses. The ELC is staffed by trained undergraduate students with strong academic records. The ELC was opened in 2014 in response to growth in the ratio of undergraduate majors to faculty and graduate TAs and growth in the share of economics students who are from outside the United States. The author discusses the effectiveness of the ELC, describes lessons learned since its inception, and provides suggestions for improvements to the model.

Very soon, President Joseph Biden must decide whether to withdraw the remaining 2,500 U.S. troops from Afghanistan to meet a May 1 deadline agreed to by the previous administration. The consequences of the decision will decide the fate of Afghanistan and signal the United States' broader strategic intentions. The administration could decide that the United States is finally out and the Afghans are on their own, or it could announce that further troop withdrawals from Afghanistan would undermine U.S. national security interests. It could order further reductions while avoiding zero, reframe the U.S. mission, or ignore the deadline and try to extend diplomatic efforts beyond it. Abstract

Many senior officials believe that emphasis on counterterrorism for the past two decades has compromised the ability of the U.S. armed forces to perform other critical military missions and that strategic competition, not terrorism, must now be the primary concern. This essay provides observations on the future role of the armed forces in counterterrorism and the future role of counterterrorism forces in great power competition. It notes that it will be difficult to demote counterterrorism while terrorists still remain a threat. However, there will be a further shift to counterterrorism without counterinsurgency. Dividing the military into near-peer warfare and counterterrorism camps makes little sense. Future wars will require U.S. commanders to orchestrate capabilities to counter an array of conventional and unconventional modes of conflict, including terrorism. Reduced defense spending in the post-pandemic environment will further increase pressure to cut counterterrorism--but the savings will be modest. Shifting priorities should not mean discarding competence. The hard-won skills that result from decades of counterterrorism operations are fungible, indeed valuable to future military challenges, including great power competition. Terrorism itself is constantly evolving, demanding new approaches. Abstract

The authors present a version of the Diamond-Mortensen-Pissarides model of unemployment that is accessible to undergraduates and preserve the dynamic structure of the original model. The model is solvable in closed form using basic algebra and admits a graphical representation useful for illustrating a variety of comparative statics. They show how to use the model to teach the effects of labor market policies, advancements in Internet technology, and labor market dynamics. Supplementary materials such as teaching tips, a classroom experiment, and online resources including a JavaScript-based simulation tool, U.S. data used to make figures, and practice problems are provided.
