Discussions of world hunger have focused on economic growth and international food aid, assuming that food supply is the critical issue. The authors show that food access rooted in social stratification and military power is the central problem. Synthesizing the entitlement and military famine approaches to hunger, the authors examine the effects of food supply, economic growth, social stratification, and military power on child hunger in less developed countries (1990-2000) using a cross-national analysis. Child hunger is largely due to gender stratification, militarization, and armed conflict. Halting wars, expanding political rights, and improving gender equity reduce child hunger. Economic growth and programmatic international food aid reduce child hunger, but there are no benefits from increased total food supply or international emergency relief. Child hunger is an access problem best addressed by expanding social and political rights, reducing armed conflict and militarization, and improving women's status. Early warning and relief efforts should focus on these concerns instead of the "supply" concerns traditionally emphasized. (Contains 7 notes and 3 tables.)

Since the 1970s, federal, state and local governments have launched an array of new high technology development programs. Researchers and policy-makers disagree about the relative merits of these policies. We address the effects of seven of these policies on high tech industry employment growth in metropolitan statistical areas in the United States between 1988 and 1998. A conditional change score design shows that technology grant/loan programs and technology research parks have direct effects net of location and agglomeration factors. Five of seven programs positively interact with existing agglomeration advantages to create growth in high technology industry employment. Technology development programs compensate for deficits in agglomeration resources. Our results suggest that high-technology development can be planned by designing programs that magnify existing local growth advantages. (Contains 6 tables and 2 notes.)

We evaluate the argument that Islamist terrorist attacks represent a distinctive "4th wave" of transnational terrorism that has supplanted Leftist terrorism. Drawing on ITERATE data for 1968-2003, the annual count of Leftist attacks has declined since the end of the Cold War while Islamist attacks have persisted and spiked upward in 2002-03. Pooled cross-sectional time-series regression demonstrates that the generation of Islamist terrorism is more deeply rooted in the social strains created by modernization, the competition between Islam and other religions, and the growth of secular government. Leftist terrorism was uniquely stimulated by Cold War rivalry (and subsequently declined thereafter). Both forms of transnational terrorism display a kindred nature, however, in that both are encouraged by the social strains of transitional development and the political opportunities created by increasing political rights. Moreover, foreign direct investment is associated with reduced transnational terrorism over time, calling into question theories that stress global order and anti-systemic violence against international capitalism.
