Public charging network plays an crucial role in the battery electric vehicle transition wave nowadays. With the maturity of public charging infrastructure and various policy incentives, 65% of all new cars sold in 2021 were fully electric in Norway. In this paper, we evaluated the effect of government funded charging station on battery electric vehicle(BEV) diffusion in Norway. Among all the charging infrastructure, we focus on the ENOVA funded stations during 2009-2019 and measure their stimula- tion effect on the BEV adoption in the municipalities. By taking the year of first ENOVA funded charging station built as treatment time, we find it increasing the municipality level BEV adoption by about 1.25 percent in four years. Due to ENOVA’s policy, we could eliminate the simultaneity or reverse effect between BEV adoption and charging station construc- tion. However, our samples are mainly distributed in the remote or rural area across the country, which means the estimation may not fit other big cities. The limited sample size also makes our estimation less accurate, i.e. with bigger confidence interval. Despite the limitations specified, we still show a micro-level evidence on the necessity of government intervention in the infrastructure-dependent technology adoption process.
