9. Research of the fiscal and tax policies of High - tech industry in Northeast China

Abstract

In recent years, the high-tech industry has become an important driving force for economic development, and it has become an important subject to study the fiscal and tax policies suitable for the development of local high-tech industry. This paper constructs a fixed-effects linear regression model with unbalanced panel data by selecting data related to high-tech industries listed in China in three northeastern provinces to empirically test the effects of fiscal subsidies and tax incentives on innovation inputs, outputs and economic benefits of enterprises. The result show that fiscal policies mainly motivate the development of high-tech industry R&D and innovation output, and the tax policies motivate the development of hightech industry R&D and economic benefit. The fiscal and tax policies have different effect to different enterprises, private enterprises will develop better than state-owned enterprises. To motivate the development of high-tech industry, government should formulate fiscal and tax programs according to the effects of fiscal and tax policies in different stages of the industrial chain, determine the leading methods, adjust the content of the existing fiscal and tax policies according to the characteristics of enterprises. The innovation point of this paper is to analyze the relationship between innovation R&D input, innovation output and revenue and fiscal policy related to high-tech industry from the perspective of complete industrial chain, and systematically compare the effect of existing fiscal policy and tax policy in three northeastern provinces, which provide a reference for future research related to the development of regional high-tech industry.

Abstract

The large-scale triaxial consolidated-drained (CD) and consolidated-undrained (CU) shear tests were carried out to investigate performances of the sericite quartz schist coarse-grained soil on stress-strain, deformation, and strength under four different confining pressure conditions. The test results indicated that the stress-strain curve of sericite quartz schist was nonlinearity, compressive hardening and elastic-plastic. The shear strength envelope curve was better. In the triaxial CD shear test, the sericite quartz schist exhibited weak strain softening under different confining pressures. The sample showed shearing shrinkage at first and later dilatancy under confining pressures of 200, 400, and 600 kPa. When the confining pressure was 800 kPa, the sample showed a trend of shearing shrinkage. In the triaxial CU shear test, the sericite quartz schist exhibited strain hardening, presenting a tendency of shearing shrinkage at first and later dilatancy. It is more reasonable to take account of the cohesion of sericite quartz schist in practical engineering design by linear-regression analysis.

47. Dimethyl methylphosphonate detection with a single-walled carbon nanotube capacitive sensor fabricated by airbrush technique.

Abstract

Single-walled carbon nanotube (SWNT) films were prepared on interdigitated electrodes by airbrush technique, and their sensing properties to dimethyl methylphosphonate (DMMP) were studied. The SWNT films were characterized by field-emission scanning electron microscope. The response to different concentrations of DMMP vapors were investigated at room temperature. The results showed that the capacitance of airbrush SWNT sensor decreased rapidly in varying concentrations ranging from 12 to 60 mg/m (2.4-12 ppm). The capacitance sensitivity was about 12.5 % when exposed to 12 mg/m DMMP vapor. The capacitance sensitivity was higher when the initial capacitance and loss tangent were higher and the SWNT film was denser. It was found that the capacitance sensitivity was nearly 10 times to the resistance sensitivity. The airbrush SWNT sensor exhibited highly and fast capacitance response, good repeatability and selectivity for DMMP vapor. [ABSTRACT FROM AUTHOR]
