2. The carbon footprint of regional tourism trips: insights from environmentally extended regional input output analysis.

Abstract

Tourism is an important and almost certainly increasing driver of anthropogenic climate change. However, intelligence on the total greenhouse gas emissions related to tourism trips – including travel to and from the destination – is limited, especially at sub-national destination scale. This paper uses an environmentally extended input-output approach to estimate the total greenhouse gas emissions consequent on inbound and domestic tourism trips in Wales, a region of the UK. We use the UN World Tourism Organisation (TSA) concept of visitors and trips to estimate the overall carbon footprint of tourism at around 3.4 megatons in 2019, 8.7% of total territorial emissions. We further compare these results with estimates for 2007 which suggests that there has been a modest reduction of under 2% per annum since 2007, but with significant data issues affecting comparability. Apparently slow progress in decarbonisation, including an increase in intercontinental visits to Wales over the period, suggest tourism here has not yet embarked upon a climate-responsible transformation. Abstract

Although three centuries of industrialisation and growth have led to unimaginably better lives for most people, economic, well-being and health outcomes differ widely across places, both between and within polities. We suggest that policy to reduce such differences and ameliorate their impacts requires a consideration of the role of 'placeless' agents in shaping places – here, subnational regions. Prior economic development at macro-scales has rewarded and empowered placeless agents: firms, people and institutions which rely for well-being, identity and profits not on a specific place, but rather on a type or types of place. Their choosy mobility and lack of embeddedness means interactions with specific places are functionally narrow, voluntary, self-interested and potentially problematic for embedded actors, and for the health and viability of the places within which they operate. We operationalise this concept by developing notions of economic, socio-cultural and civic placelessness, make some suggestions for measurement, and assess a number of government policies developed in the region of Wales that are in part reactions to the incursion and impacts of the placeless. • We estimate the consumption carbon footprint for Treherbert, a small community in South Wales.\ud• Our results suggest an annual household footprint of around 47,000 tonnes with a further 11,000 tonnes attributable to industry located within the Ward.\ud• The emissions are fairly equally distributed across the range of sources and uses, suggesting there is no single, dominant action to progress to net-zero: wide ranging and integrated actions are required.\ud• Less important in the overall footprint for this community is commuting, and land-based carbon sequestration opportunities will be limited, even though Treherbert is surrounded by extensive treescapes.\ud• Actions to move to net-zero must include deep and meaningful engagement, if no co-creation with, communities that have hitherto been largely ignored in the development of public policy

18. The Lottery and Its Financial Contribution to Public Education in America

Abstract

The purpose of this historical/descriptive study was to determine the status of lottery revenue generation and allocations to education across the United States that had lotteries. More specifically, the study profiled the number of states which used lottery revenue for education during the year 2004, the types of these lotteries, levels of funding accrued, advertised purposes for education-related lotteries, and the distribution of these funds to levels of education. The population for this study consisted of all of the 42 states that currently hold state lotteries. However, only 24 of these states identified education as a recipient of lottery revenues during 2004. Each state website for its individual lottery was used to identify the states' history of lottery and the revenues collected from lottery sales. A lottery-based contribution to education has been a divisive and complex subject that invokes many debates regarding policy, morality, and administration. Most states with lottery funds allocated to K-12 education had a positive net gain per capita in real funding. Of the four states with the largest allocations to K-12 education (Illinois, Idaho, Massachusetts, Florida), these states were very similar in their bipartisan nature, not relying on extreme conservative or liberal political groups to support their initiatives. Even as recently as the past decade, there remain states passing legislation for approving lotteries for education. The challenge of analyzing lottery allocations for education across states in the US is that there is little common standard for data collection and definitions of terms and issues. In every state included in this sample, with the exception of those states that do not fund K-12 but pre pre-K and post-12, the education budget in 2004 was higher than it would have been if the compound annual growth rate (CAGR) of the education budget for the five years prior to the lottery was projected forward to 2004. A study of states with experience in lottery funding for education leaves more questions than answers about its utility as an alternative source of funding. 23. Industry 4.0 and value creation in the future city

Abstract

There has been growing discussion of industry 4.0 and the opportunities that it may provide for new and existing manufacturers to redistribute production and re-establish previously offshored activities. We consider the role of cities in this context and suggest that for this case there is limited evidence so far that industry 4.0 activities will provide significant economic opportunity. Any transformative impact of industry 4.0 on the geography of production is hitherto hard to discern, and ownership patterns and the dominance of platform firms in technology sectors may significantly reduce the ability of most cities to generate and retain ‘new’ economic value.

27. High School and Beyond First Follow-Up (1982), Technical Report.

Abstract

This report summarizes and documents the major technical aspects of the High School and Beyond First Follow-Up survey. Student data were collected (through questionnaires and tests) from samples of the 1980 High School and Beyond Base Year survey sophomore and senior cohorts, and school data from administrators. High school transcripts for a subsample of participating 1980 sophomores were also gathered. The purposes and major surveys of the National Center for Education Statistics' Longitudinal Studies Program are reviewed. The tests and questionnaires used for the Follow-Up Survey are described. Summary Base Year and detailed First Follow-Up information is provided on: sample design and implementation; data collection; data control and preparation; and data processing. Separate chapters are devoted to the technical aspects of the Transcripts Survey and the Course Offerings and Enrollments Survey. The appendices contain the questionnaires, correspondence from the pre-field and field periods, and critical items for each of the instruments. (BS)

28. National Longitudinal Study of the High School Class of 1972 Fifth Follow-Up Survey and High School and Beyond Third Follow-Up Survey. Field Test Report.

Abstract

The combined field tests for the third follow-up survey of High School and Beyond (HSB) and the fifth follow-up survey of the National Longitudinal Study of the High School Class of 1972 (NLS-72) were conducted during the spring of 1985. The overall purposes of the field tests were to evaluate questionnaires and procedures to be used for the full-scale surveys scheduled for 1986. Both the NLS-72 and the HSB questionnaires were reviewed for item nonresponse for all items with four percent or more missing data. Both questionnaires included a large number of skip patterns. Empirical results concerning response rates to skip patterns were discussed and special problems requiring revision were analyzed. A calendar format was tested to offer an effective way of capturing periods of interrupted schooling and employment, reducing the size of the main survey data file without compromising data quality. The effectiveness of new and revised HSB and NLS-72 items were evaluated by frequency distributions and evaluators' observations. The current follow-up surveys of HSB and NLS-72 were conducted primarily by mail. However, locating for the NLS-72 field test was done by telephone. In addition, a separate questionnaire, the Teaching Supplement was developed for a subset of the NLS-72 sample. (PN)

Abstract

The structure and documentation of High School and Beyond First Follow-Up data files represent a departure from Base Year practices. The Base Year student file contains data from both the senior and sophomore cohorts. Due to the more complex design of the First Follow-Up and resulting increase in the volume of available data, separate First Follow-Up files have been created for the two cohorts. Each file is accompanied by a separate user's manual. However, to ensure that researchers are fully aware of the interrelationships among the many components of the study, this user's manual presents an overview of the entire study. Thus, a central objective of this manual is to provide a full understanding of all the goals and potential uses of the datasets that comprise High School and Beyond. The second major objective of this manual is to provide the user with the technical assistance needed to use the computer file, both as an independent dataset and as a component that may be merged with a growing system of related data bases. Abstract

The purpose of this user's manual is to document the procedures used to collect and process postsecondary school transcripts for members of the National Longitudinal Study of the High School Class of 1972 who had attended any postsecondary institutions since leaving high school. In addition, this manual will provide researchers with the technical information necessary for using the public release data files containing transcript and other data. The five chapters include: (1) introduction to the longitudinal studies program; (2) summary of the procedures used to collect transcripts; (3) description of the Computer Assisted Data Entry program; (4) basic technical information required for use of data files; and (5) description of the procedures used to construct sampling weights for use in computing population estimates. A codebook offers reproductions of records for these levels: student, transcript, term, and course. The appendices include a list of schools, postsecondary school codes in numerical and alphabetical order, course subject codes in numerical order, data file record layout, and frequency distributions for student-level, transcript-level, term-level, and course-level variables. Abstract

Details of the High School and Beyond's Second (1982) Follow-Up survey are presented. Probability samples of approximately 15,000 1980 sophomores and 12,200 1980 seniors were retained for the second follow-up. The former students were asked to complete a questionnaire detailing their post-high school activities. Technical aspects of the survey are documented, including the survey forms used, sample design and implementation, and the data collection and data processing procedures used in the base year survey and both followups. Details are also provided on the 1984 sample selection, weighting procedures, sampling variances, and the implications of survey nonresponse for sample estimates and precision. Completed cases for 1980 seniors numbered 10,925; for 1980 sophomores, 13,682. Data were collected from a mail survey. Items involved background information, education, military and other training, work experience, family characteristics, income, experiences and opinions, and life goals. New items included computer literacy and parental financial assistance for education. Appendices include the Second Follow-Up Questionnaires for Seniors and for Sophomores, correspondence, High School and Beyond database descriptions, and design effects and sampling errors. (GDC)

33. Four Years after High School: A Capsule Description of 1980 Seniors. Contractor Report.

Abstract

The activities and experiences of students who were high school seniors in 1980 were surveyed four years later. Data were provided from the High School and Beyond base-year survey (1980), the first follow-up in 1982, and the second in the spring of 1984, focusing on the graduates' educational, vocational, socioeconomic and familial status, and their plans and attitudes. Results indicated that 66 percent were employed and 39 percent were enrolled in courses. Twenty-six percent were or had been married. Children were reported by 13 percent of the males and 21 percent of the females. Business was the most common college major, represented by 24 percent. Vocational, associate, and four-year degrees had been earned by one, five, and eight percent of the students, respectively. Selected experiences, attitudes, and life goals were also surveyed. Over half of the respondents reported having experience with a computer terminal in the workplace or classroom; about one-quarter had also used other types of equipment. Six to thirteen percent reported experience with various types of software packages. Two-thirds had registered to vote. A shift in personal values was noted, toward family and personal life and away from success and mobility. (GDC)

Abstract

The codebook for the Postsecondary Education Transcript File of the National Longitudinal Study of the High School Class of 1972 (NLS-72), which is a machine-readable data file containing information on transcripts from NLS-72 senior cohort members who reported attending a postsecondary institution after high school, is presented. Records were obtained from all types of educational institutions and programs. A total of 19,033 transcripts reflecting the educational activities of 14,759 sample members are included. Information includes: (1) major and minor fields of study; (2) periods of enrollment; (3) courses taken; (4) credits earned; and (5) grades received and credentials earned at 2-year and 4-year institutions. Data are organized at the student, transcript, term, and course levels. This user's manual documents the procedures used to collect this information and provides researchers with the technical information necessary to use the public release data files. Data editing procedures are discussed, and the organization and content of the files are described. Procedures used to construct sampling weights for use in computing population estimates are reviewed. Lists of the endorsing institutions, postsecondary school codes in numerical order, postsecondary school codes in alphabetical order, and course subject codes in numerical order are provided. Abstract

The first High School and Beyond follow-up survey, conducted in 1982, included sub-samples of 29,737 sophomore cohort and 11,995 senior cohort representatives from the base year survey samples. During the fall of 1982, nearly 18,500 of the sophomore cohort members selected for the first follow-up survey were subsampled for the High School and Beyond Transcripts Survey. This second follow-up survey, conducted in the spring of 1984, subsampled 14,825 members of those 18,500 sophomores, and it retained all of the seniors from the first follow-up survey selections. The questionnaires for the second follow-up focussed on postsecondary education, work, family formation, and selected attitudes. This report provides information that fully documents major technical aspects of the second follow-up sample selection and implementation, describes the weighting procedures, examines the possible impact of nonresponse on sample estimates, and evaluates the precision of estimates derived from the sample.
