Para promover a igualdade de género, a Comissão Europeia (CE) tem vindo, entre outras iniciativas, a financiar projetos de investigação-ação com o objetivo de implementar planos para a igualdade de género em instituições de Ensino Superior. Este artigo apresenta e reflete sobre a estratégia adotada numa universidade portuguesa, no âmbito de um projeto financiado pela CE – o projeto CHANGE –, para aumentar a presença de mulheres em cargos de decisão/gestão intermédia. Os resultados obtidos evidenciam o potencial do projeto para estimular práticas quotidianas transformadoras, capazes de espoletar o aumento da representatividade feminina nesses cargos num curto espaço de tempo e sem necessidade de efetuar alterações regulamentares. To promote gender equality, the European Commission (EC), among other initiatives, has been funding action-research projects aimed at implementing gender equality plans in higher education institutions. This paper presents and reflects on the strategy adopted in a Portuguese university, within the scope of an EC funded project – the CHANGE project – to increase the presence of women in middle management positions. The results show the potential of the project to simulate transformative daily practices, capable of triggering an increase in female representation in these positions in a short period of time and without the need for regulatory changes. Afin de promouvoir l’égalité entre les hommes et les femmes, la Commission européenne a, entre autres initiatives, financé des projets de recherche-action visant à mettre en œuvre des plans d’égalité dans les établissements d’enseignement supérieur. Cet article présente et réfléchi sur la stratégie adoptée dans une université portugaise, dans le cadre d’un projet financé par la CE – le projet CHANGE – pour augmenter la présence de femmes dans les postes de management intermédiaire. Les résultats obtenus montrent le potentiel du projet à stimuler des pratiques quotidiennes transformatrices, capables de déclencher une augmentation de la représentation féminine à ces postes dans un court laps de temps et sans qu’il soit nécessaire de modifier la réglementation. Gender equality has been placed at the centre of European research policy recently. The inclusion of gender and sex considerations into research and innovation (R&I) is an essential factor for scientific excellence and a key requirement for producing knowledge that can benefit society as a whole. However, the adoption of a gender/sex dimension is still a problematic issue in several Research Performance Organisations (RPOs) of European Union (EU) countries. Through the experience of implementing a gender equality plan (GEP) within the scope of a Horizon 2020 (H2020) project at a public Portuguese university (PPU), this study aims to explore the EU policies' impact on the integration of the gender dimension in research, considering both institutional policies and scientific outputs. To achieve the purpose of the study, a mixed approach that combines a qualitative analysis of institutional documents and data collected through interviews with a quantitative analysis of secondary data is used. The implementation of the H2020 project brought the issue of gender inequality to the institutional agenda of the PPU under study and the formalisation of the GEP marked a transition point towards an integrated and intersectional approach that embraces gender dimension concerns in R&I. This transition coincided with a period characterised by an increase in the scientific outputs incorporating the 'gender/sex dimension', which may highlight the importance of European policies in stimulating and accelerating the introduction of the gender dimension in scientific practices in RPOs. Introduction. Funded under the Horizon 2020 programme, the CHANGE project –Challenging Gender (In)Equality in Science and Research– aims to create and implement tailor-made gender equality plans (GEPs) in research performing organisations (RPOs). To make GEPs more sustainable, efforts are being made to stimulate institutional cultural change towards gender equal work environments and foster the gender dimension and inclusive research and innovation programmes in research funding organisations (RFOs) as well. The promotion of a gender equality culture is thus a key requirement for RPOs to maximise their potential. The CHANGE consortium is composed of seven institutions from six countries –Austria, Germany, Portugal, Slovenia, Slovakia, and Israel– of which five are GEP implementing partners and two are experienced partners (one coordinator and one internal evaluator). Objectives and Methodology. This paper approaches the methodology of the project and the structural and cultural challenges faced by the implementing partners so far, looking more specifically to the similarities and differences in the different national and institutional contexts. Results and Discussion. In all the five implementing partners organisations, successful steps have been taken in the implementation of GEPs. Regardless of these first successes, even with increasing women’s representation in management and decision-making positions in some specific cases, implementing partners and coordinators fear that this change may be merely circumstantial or only due and during the project duration. Contribution. The challenges and barriers faced so far to stimulate institutional and cultural change towards gender equal work environments in RPOs are diverse. While there are important social, cultural, and institutional differences among the partner institutions, there is a great similarity in the difficulties faced in implementing GEPs. Para que los GEPs sean sostenibles, el proyecto CHANGE desea estimular el cambio cultural institucional hacia entornos de trabajo con más igualdad de género y fomentar la dimensión de género y los programas de investigación e innovación inclusivos en las organizaciones de financiación de investigación (RFOs). Promover una cultura de igualdad de género es así un requisito para que las RPO maximicen su potencial. El consorcio CHANGE está formado por siete instituciones de seis países: Austria, Alemania, Portugal, Eslovenia, Eslovaquia e Israel, donde cinco son instituciones implementadoras de los GEPs y dos son experimentadas (una coordinadora y una evaluadora interna). Objetivos y Metodología. Este estudio aborda la metodología del proyecto y los desafíos estructurales y culturales enfrentados por las instituciones implementadoras hasta el momento, analizando, más específicamente, las similitudes y diferencias en los diferentes contextos nacionales y organizacionales. Despite higher education openness to the inclusion of women and increasing external pressures for institutions to adopt an equal discourse on gender but also on ethnicity, under neoliberalism the dichotomous construction of men and women has not been deconstructed. Although the number of women in higher education increased, horizontal and vertical segregation persist, questioning the dominant idea of universities as democratic, plural and equitable spaces. Management and leadership positions are reserved to the 'ideal academics' who, in a neoliberal context, are defined as hard workers, competitive individuals. This ideal-type is also aligned with the hegemonic masculinity values. Different notions of masculinity have been emerging in society, more caring oriented. This is also evidenced in Portugal. The way masculinity is intertwined with neoliberalism and how it can contribute to create or eliminate tensions between the productivity demands of professional life and personal and family responsibilities is still little investigated. Based on a case study in a Portuguese university, the aim of this article is to expose the way neoliberal policies impose an ideal academic leader aligned with a careerist masculinity that values commitment to work over care and family responsibilities. This dominant masculinity allows the reproduction of gender inequalities inside of the academy, based on subtle inequalities sustained on: i) a hard worker philosophy that maintains more caring and balanced professionals as 'others'; ii) the construction of the idea that work-life balance is an individual and not an institutional problem. 16. Implementing Gender Equality Plans Through an Action-Research Approach: Challenges and Resistances.

Achieving gender equality (GE) in science and research has become an important issue in the European Union (EU) and one of the objectives of the European Research Area (ERA). Progress in this area is sluggish and difficult, with several indicators showing that women tend to remain in a disadvantage position when compared to men, despite several efforts and initiatives to correct the situation. It is widely acknowledged that gender inequality may be leading to huge losses of talent, detrimental to organisations, to the economy and to the society (European Commission 2020). To overcome this situation, the European Commission (EC) has funded several action-research projects (through FP6, FP7 and H2020) in order to accelerate and/or stimulate effective and structural institutional changes through the implementation of tailor-made Gender Equality Plans (GEPs). Several GEPs have been implemented in Research Performing Organisations (RPOs) in many countries. Although the effective impact of these plans and their contribution to the creation of more egalitarian working environments in organisations has not yet been fully determined, it seems that resistance may be one of the main obstacles to their successful implementation. This study aims to analyse the organisational dynamics of resistance to the implementation of GEPs in Portuguese RPOs. Thus, drawing on the experience of key actors directly involved in the design, planning and implementation of the GEPs, the authors identify the main forms of resistance felt and discuss the reasons underlying this resistance, while analysing some potential strategies to overcome them and to ensure the success of both gender initiatives and national projects. To achieve the objective of the work, semi-structured interviews were conducted with the Principal Investigators (PI) of three projects developed in Portuguese RPOs. In an attempt to find 'meaning-oriented regularities' in the data, the interviews were analysed using the 'interpretative qualitative' approach. The authors conclude that resistance to GE initiatives is identified in all institutional contexts but it can assume different forms and configurations. [ABSTRACT FROM AUTHOR]

Tese de doutoramento em Sociologia, na especialidade de Relações de Trabalho, Desigualdades Sociais e Sindicalismo, apresentada à Faculdade de Economia da Universidade de Coimbra A desigualdade entre mulheres e homens é uma temática complexa e plena de atualidade, presente quer na agenda política internacional quer na investigação em ciências sociais. Além de um princípio e direito fundamental, a igualdade entre mulheres e homens tem vindo a ser encarada como uma forma de economia inteligente, capaz de contribuir, nomeadamente, para o aumento do bem-estar das populações e para o crescimento e o progresso dos países. No entanto, nos países da União Europeia (UE-28), as mulheres estão mais expostas a situações de desvantagem no mercado de trabalho (MT) do que os homens, apesar de constituírem sensivelmente metade da população, de terem mais êxito nos respetivos percursos escolares na generalidade dos Estados-Membros e de representarem a maioria dos diplomados do ensino superior. Mas então, se a igualdade promove a justiça e o crescimento económico, como tantas vezes se alega, como se explica que as desigualdades no MT sejam ainda, em pleno século XXI, um fenómeno persistente, inclusive nos países considerados dos mais desenvolvidos do mundo? Será que, no contexto da União Europeia, os países com menores desigualdades entre mulheres e homens no MT apresentam maiores níveis de rendimento, educação e saúde? E será que os países podem melhorar as suas realizações nessas áreas tornando a composição do seu MT mais equilibrada em termos de sexo? Considerando a performance como o grau de desempenho dos países no que à sua capacidade de alcançar certos fins valorizados pela sociedade diz respeito, seja em termos económicos, seja em termos sociais, esta tese tem dois objetivos principais: 1) desenvolver um novo indicador composto de igualdade laboral e 2) estudar a relação da igualdade entre mulheres e homens no mercado de trabalho com a performance dos países da UE-28. Para cumprir os objetivos propostos, numa primeira fase, são exploradas as razões que ajudam a explicar a existência e a persistência das desigualdades entre mulheres e homens no MT, num exercício que discute as principais correntes teóricas e que questiona a conceptualização e a operacionalização do fenómeno das desigualdades laborais. Depois, é estudada a inter-relação da igualdade com o crescimento e o desenvolvimento dos países, tendo em conta a literatura teórica e empírica produzida não só para o contexto dos países da UE, mas também para o contexto de outros países. Na UE, a igualdade entre mulheres e homens no MT é tida como um objetivo, uma meta e um princípio fundamental. No entanto, a sua valorização enquanto direito tem vindo a ceder lugar a uma abordagem integrada que coexiste com a proliferação de uma argumentação que enaltece os benefícios económicos da igualdade de ‘género’, subjugando-a, deste modo, a imperativos de crescimento económico e de eficiência. É no âmbito deste complexo processo, que acaba geralmente por priorizar determinados indicadores de desigualdade, que propomos um novo índice – o ICIL (Indicador Composto de Igualdade Laboral) – para medir de forma holística o nível de igualdade relativa nos países da UE-28 combinando, simultaneamente, indicadores relacionados com a participação no mercado de trabalho, chefia e liderança, salários e condições de trabalho. O ICIL, criado com base na técnica não paramétrica conhecida como Data Envelopment Analysis (DEA), permite também identificar os países que, pelos seus bons resultados, podem servir de referência para aprendizagem aos restantes. Usando dados do Eurostat, da Comissão Europeia e do Banco Mundial relativos ao período 2008-2013, os resultados revelam algumas transformações paradigmáticas que, em matéria de igualdade laboral, têm vindo a ocorrer ao longo dos últimos anos neste conjunto particular de países. A análise da situação da Letónia, país que em termos relativos apresenta os níveis mais elevados de igualdade laboral relativa desde 2010 e que o ICIL identifica como referência de aprendizagem para um número assinalável de países, permite uma reflexão profunda que, no global, vem chamar a atenção para a necessidade de, no contexto dos países tidos como económica e socialmente mais avançados, se (re)pensar o enquadramento da igualdade entre mulheres e homens no MT, nomeadamente no âmbito da estratégia e das políticas europeias, (re)orientando o enfoque do debate para uma abordagem que a priorize como uma das dimensões centrais do desenvolvimento humano. Os resultados deste estudo reforçam a ideia de que a igualdade entre mulheres e homens no MT é, ela própria, também indicativa do nível de desenvolvimento dos países e não deve ser menorizada nem encarada apenas como uma estratégia com potencial para estimular o crescimento económico. No contexto da UE-28, a riqueza dos países e o desenvolvimento social em termos de saúde e educação não são uma condição sine qua non para a obtenção de um maior equilíbrio laboral entre mulheres e homens nem para a concretização das metas e dos objetivos de igualdade. Inequality between women and men is a complex and current issue, present both on the international political agenda and in research in the social sciences. In addition to a fundamental principle and right, equality between women and men has been seen as a form of intelligent economy capable of contributing in particular to the population welfare improvement and to the countries’ growth and progress. However, in the European Union countries (EU-28), women are more exposed to disadvantages in the labour market (LM) than men, although the former make up approximately half the population, they are more succeeded in academic background and they also represent the majority of higher education graduates in most Member States. So, if equality promotes justice and economic growth, as it is often claimed, how to explain that inequalities in the labour market are still a persistent phenomenon in the 21st century, even in countries considered to be the most developed in the world? In the context of the European Union, do the countries with the lowest inequality levels between women and men in the labour market have higher levels of income, education and health? And can countries improve their achievements in these areas by making the composition of their labour market more gender-balanced? Considering performance as the degree of achievement of countries in their ability to reach certain goals valued by society both economically and socially, this thesis has two main objectives: 1) to develop a new composite indicator of equality in labour and 2) to study the links between gender equality in the labour market and the performance of the EU-28 countries. For that purpose, the reasons that help to explain the existence and persistence of inequalities between women and men in the labour market are explored through an exercise that discusses the main theories and also questions the conceptualization and operationalization of the labour inequalities phenomenon. Then, the interrelation of (un)equality with the growth and development of the countries is analysed, taking into account the theoretical and empirical literature produced not only in the EU but also internationally. Gender equality in the LM is viewed as a goal and as a fundamental principle in the EU. However, its appreciation as a right has given way to an integrated approach that coexists with the proliferation of arguments that enhance the economic benefits of gender equality, thereby subjecting it to imperatives of economic growth and efficiency. It’s within the scope of this complex process, which usually ends up giving priority to certain indicators of inequality, that we propose a new index –CIEL (Composite Indicator for Equality in Labour) – to holistically measure the level of relative equality in the EU-28 countries, simultaneously combining indicators related to labour market participation, management and leadership, wages and working conditions. CIEL, established on the basis of a non-parametric technique known as Data Envelopment Analysis (DEA), also allows the identification of the benchmark countries. By using data from Eurostat, European Commission and World Bank for the period 2008-2013, the results reveal some paradigmatic transformations that have taken place over the last few years in this particular set of countries. The analysis of the situation in Latvia, which in relative terms has the highest levels of employment equality since 2010 and which CIEL identifies as a benchmark for a considerable number of countries, allows a deep reflection that draws attention to the need, in the context of the countries considered to be more developed economically and socially, to (re)think the framework of the equality between women and men on the LM, particularly in the scope of the European strategy and policies, (re)orientating the focus of the debate towards an approach that prioritises it as one of the key aspects of human development. The results of this study reinforce the idea that equality between women and men on the LM is also illustrative of the countries development level and should neither be narrowed nor viewed only as a strategy with potential to stimulate economic growth. In the context of the EU-28, the wealth of countries and the social development in terms of health and education are neither a sine qua non condition to achieve a better work-life balance between women and men nor to achieve the goals and objectives of equality.

In the last decades, women's participation in Higher Education has increased in most Western countries, even if the well-known phenomena of horizontal and vertical segregation still persist (O'Connor, 2017). The reasons for the persistence of these phenomena have been widely studied (Ridgeway, 2011; Pearce, Wald, & Ballakrishnen, 2014; Rhode, 2016), highlighting the importance of defining and implementing affirmative actions to improve women's situation in Higher Education. In this context, the European Union (EU) has placed the topic of gender equality (GE) in Higher Education with high relevance in the political agenda. As a result, several research projects have been approved to design and implement Gender Equality Plans (GEPs) in Higher Education Institutions (HEIs). This paper reflects the design and implementation process of GEPs in a group of countries integrating an international project8. Based on data analysis of national legal documents, this paper examines the macro factors that can contribute to improving GE at the institutional level. The empirical analysis is based on a qualitative approach sustained on the analysis of national legal documents related to the economic, political, and social domains of Portugal, Slovakia, and Israel. The comparative analysis among the countries reveals that there are relevant actions already in place in national legal frameworks that can be seen as positive to design and implement GEP in HEIs. Gender differences in research performance are widely acknowledged in the literature, with several studies revealing that men have higher productivity rates in terms of outputs than women. However, concerning citations per publication, gender differences are not so evident and there are even some studies showing that women have higher citation scores than men. In Portugal, women are still underrepresented in the researchers' population, but their presence has been steadily increasing in the last years. The country has now a proportion of female researchers above the EU-28 average and, in the higher education sector, the proportion of women working as researchers is particularly high in comparison to other countries (European Commission, 2019). This paper intends to be a first step in the characterization of gender differences in Portuguese research performance taking the University of Aveiro (UAVR) as a case study. Based on a data set exported from SciVal the productivity and impact indicators of the UAVR Top 500 authors (from 2017 to 2019) were analyzed according to their sex. The publications' FORD area was considered in this analysis since it is well known that research patterns tend to be substantially different by scientific area. The results indicate that there is still, to some extent, a performance gap between men and women at UAVR, particularly when indicators consider the number of outputs (Scholarly Output and h-index). When indicators are a proxy for the quality of outputs (Citations, Citations per publication and Field/Weighted Citation Impact) this performance gap is not present with gender differences being less evidenced. Dissertação de Mestrado em Psicologia Clínica apresentada ao ISPA - Instituto Universitário O presente estudo tem como objectivo avaliar a sobrecarga física, emocional e social dos cuidadores informais de idosos com Doença de Alzheimer e explorar o funcionamento familiar destes, antes e depois, do aparecimento da doença. Para tal, foi aplicado, a 91 cuidadores informais de idosos com Doença de Alzheimer, os questionários de sobrecarga do cuidador informal (QASCI) (Martins, Ribeiro & Garrett, 2006) e a Escala de Avaliação da Flexibilidade e Coesão Familiar (FACES IV) (Olson, 2011). A análise dos resultados demonstrou que a maioria dos cuidadores informais são do sexo feminino e filhas dos doentes, sendo que a maioria dispõe de apoio formal para lidar com a situação do familiar. Foram encontrados efeitos de interacção em duas das dimensões do questionário de sobrecarga do cuidador informal bem como efeitos principais em todas as dimensões do instrumento. No que concerne à duração dos cuidados prestados, não foram verificadas diferenças estatisticamente significativas pelo que não podemos afirmar que o tempo como cuidador se relaciona com a sobrecarga física, emocional e social. Além disto, os resultados sugeriram efeitos de interacção numa das dimensões da Escala de Avaliação da Flexibilidade e Coesão Familiar e efeitos principais em todas as dimensões da mesma. As conclusões e limitações do estudo são apresentadas e discutidas. This study aims to evaluate the physical, emotional, and social burden of informal caregivers of elderly people with Alzheimer’s Disease as well as explore how their families function, before and after the emergence of the disease. For these purposes the Assessment Questionnaire of Caregiver Burden (QASCI) (Martins, Ribeiro & Garrett, 2006) and the Family Adaptability and Cohesion Evaluation Scale (FACES-IV) (Olson, 2011), were applied to 91 ICs of elderly people with Alzheimer’s Disease. The results suggest that most of the informal caregivers are female and daughters of the sick elderly person they attend to, most of them having access to formal support in dealing with their family situation. Effects of interaction were found in two dimensions of questionnaire of caregiver burden as well as main effects in all dimensions. About the duration of care giving, there were no statistically significant differences, which prevent us from alleging that the time spent as an informal caregiver relates to physical, emotional, and social burden. Furthermore, the results suggest interaction effects in one of the dimensions of the Family Adaptability and Cohesion Evaluation Scale and main effects in all of the scales’ dimensions. The study’s conclusions as well as its limitations are presented and discussed.

Em pleno século XXI, as mulheres continuam a estar mais sujeitas a situações de desvantagem, em especial no mercado de trabalho. Esta investigação procura averiguar o impacto que a desigualdade de género tem na performance económica e social dos Estados-Membros da União Europeia, especialmente no que concerne ao mercado de trabalho. O trabalho foi executado em duas fases: primeiro aplicou-se a técnica Data Envelopment Analysis (DEA) para avaliar a performance dos 27 Estados-Membros da União Europeia e, posteriormente, foi feita a análise de Correlação de Spearman para verificar se o desenvolvimento, medido pelos scores de performance do DEA, está ou não correlacionado com a desigualdade de género (especialmente no mercado de trabalho), com a segregação ocupacional e/ou sectorial ou com o nível de corrupção existente nos países analisados. A análise DEA, efectuada com base em atributos económicos e não-económicos previamente seleccionados e representativos das três principais dimensões do desenvolvimento (padrão de vida digno, vida longa e saudável e educação e conhecimento) permitiu concluir que, em 2008, somente três dos 27 países analisados apresentaram uma taxa de performance relativa de 100%: Luxemburgo, Suécia e Holanda. Em contrapartida, Portugal apresentou a taxa de performance relativa mais baixa. A análise de correlação indica que, em termos de ranking dos Estados-Membros da União Europeia, a média dos GAPs de género no mercado de trabalho está significativamente correlacionada, de forma positiva, com o nível de desenvolvimento dos países. Os resultados evidenciam ainda que o nível de corrupção está também significativamente correlacionado com o nível de desenvolvimento, mas de forma negativa.

The present article is a quantitative and qualitative study on Fashion and Sustainability, in selected scientific publications. First, it presents a proposal of subareas and criteria divided into five categories on contributions of relevant authors. In the sequence, it exposes the adoption of strategies for statistical verification of researchers presented at Colóquio de Moda (Brazil) and the International Congress of Fashion and Design – CIMODE (Europe). Then, it debates the results of this survey, equalizing, qualitatively, the quantitative presented.
