In order to overcome the inevitable compatibility problems between the indicators in the index system, this paper uses Analytic Network Process (ANP) to deal with the tendency opinions of experts, and calculates the index weight of the evaluation system with the help of Super Decision software. From the calculation results, the index weight conforms to the expert tendency and the army evaluation practice, and the Analytic Network Process (ANP) and Super Decision software are worth popularizing.

In view of the limitations on the single teaching mode in traditional incumbency education, the four-track teaching mode was introduced into the actual teaching work of the military incumbency education. The connotation of the four-track teaching mode and the situation of contract fulfillment supervision training were analyzed, and the implementation path for four-track teaching mode is constructed. Then the practical application in the training course of equipment purchase contract fulfillment supervision was carried out, and good results were obtained.

The ship building process is affected by many factors from ship itself and the objective environment, so find out the rule of every factors and manage them can effectively control the building cost of ships. Based on analysis of factors which affect building costs of navy ship, introduce the grey correlation analysis method to analyze the mutual correlation and important degree of every factor, point out main external factors and internal factors. At last, give policy and management advice based on the current work.

Based on the China seasonally adjusted monthly chain price indexes, the VAR model has been used in the research on the transmission mechanism of market price. Empirical results show that MPI, PPI, CPI monthly chain index are not smooth series, but with cointegration relationship in China, and a long-run equilibrium relationship exists among them. Then Granger causality test and impulse response function analysis is applied into the VAR model based on them, and the conclusions are as follows: there is a demand-pull characteristic in China price transmission, and the effect of transmission from CPI to PPI is very obvious, but has two months lag, the transmission from PPI to MPI has the same effect. In addition, the impact of transm-ission from CPI to PPI is gradually stable after three months, and the stabilization time of transmission from PPI to MPI is four months. And then the market prices have entered a new equilibrium. The conclusion shows that the market price is influ-enced by demand in current time, the price fluctuations in the consumption area will have an impact and influence on the whole industrial chain price, and the CPI has become the leading indicators in the price fluctuations.
