Abstract

This study aimed to analyze the regional imbalance and social equity of access to emergency medical services in Busan Metropolitan City and to present urban planning measures to enhance equity. According to a prior study, access to emergency medical services may be hampered by spatial and social equity. In this study, detailed figures through GIS spatial analysis were presented to test the above discussion. Network analysis, hotspot analysis, and natural breaks classification were used for the GIS spatial analysis. The results of the analysis revealed an inequality between regions in terms of accessibility to emergency medical services in Busan, but it was difficult to generalize that social equity was occurring. However, a closer analysis confirmed that there existed areas within the "gu" where the social equity of emergency medical services was greatly hampered.

Abstract

Nuclear power plant accidents cause enormous damage. Safety probabilities for nuclear power plant accident prevention are being studied to enhance safety. However, research has been lacking due to damage reduction, not prevention of accidents. This study proposes land use planning, through a non-structured approach, as a way to mitigate damage. For this purpose, risk tothe areas surrounding the nuclear power plant was analyzed. In this study, human casualties were set as the chief damage. We looked at population changes in areas surrounding nuclear power plants and used a Difference-in-differences analysis for this purpose. From the analysis results, land use planning scenarios were established to mitigate the damage from nuclear plant accidents, and asimulation was conducted to determine the reduction effect. The model was conducted on the basis of System Dynamics, and the scenario was constructed and simulated using a land use planning approach. From the simulation results, a policy proposal was also made regarding the land use planning method to mitigate damage to nuclear power plants.

47. Does a compact city really reduce consumption-based carbon emissions? The case of South Korea

Abstract

Evidence to prove that compact cities, the core of smart growth strategies, are the vision for carbon-neutral cities has been insufficiently explored because analyses have not distinguished between production- and consumption-based carbon emissions. Empirically analyzing the relationship with compact cities by estimating the final demand and investigating carbon emissions generated from the consumption of goods is essential. This study estimated consumption-based carbon emissions in South Korea using nighttime satellite imagery. Subsequently, using spatial analysis, K-means clustering analysis, and a regression model, we comprehensively confirmed whether a compact city to reduce consumption-based carbon emissions should be pursued. The results showed that (1) based on the clustering analysis, consumption-based carbon emissions were the lowest in clusters with the most desirable development form from a compact city perspective; and (2) the OLS regression analysis showed that the higher the complex land use (diversity), population density (density), congestion frequency intensity (transit access), green area ratio (environment), and agricultural area ratio (environment), the lower the consumption-based carbon emissions. However, the results confirmed that the greater the Vehicle Kilometers Traveled (street accessibility) and the poorer the accessibility of high-speed rail, the higher the consumption-based carbon emissions. Therefore, we recommend pursuing a compact city to reduce consumption-based carbon emissions.
