Bu çalışma, Avrupa Birliği (AB) ve Ortak Güvenlik ve Savunma Politikasının (OGSP) AB Üyesi olmayan ülkeler ve AB Üyesi Ülkelerin dış ve güvenlik politikalarına etkilerini incelemeyi amaçlamaktadır. İlk olarak, AB’nin dönüştürücü etkisinin kapsamının AB üyeleri ve onların ekonomi, hukukun üstünlüğü ve demokrasi alanlarıyla sınırlı olmadığı tartışılmaktadır. Nispeten az sayıda ve yeni olmasına rağmen, AB'nin AB üyesi olmayan ülkeler ve AB üyelerinin güvenlik, savunma ve dış politikaları üzerinde artan bir etkilerini inceleyen birçok çalışma vardır. Çalışmanın bulguları AB'nin AB üyesi olmayan ülkeler ve AB üyelerinin güvenlik, savunma ve dış politikaları üzerindeki etkilerinin temel olarak dört şekilde gerçekleştiğini göstermektedir: a) sosyalleşme ve deneyimsel öğrenme yoluyla AB/OGSP normlarına ve değerlerine uyum, b) AB çağrılarının ve koşulluluğunun bir sonucu olarak AB/OGSP gerekliliklerine, normlarına ve değerlerine uyum, c) uluslararası düzeyde diplomatik ve ulusal hedefe ulaşmak için AB / OGSP gerekliliklerine, normlarına ve değerlerine uyum ve d) AB'nin iç güç dengesi ve dış politikanın 'yerel kaynakları' üzerindeki etkisi neticesinde AB/OGSP gerekliliklerine, normlarına ve değerlerine uyum., This study aims to explore the influence of the European Union (EU) and Common Security and Defence Policy (CSDP) on non-EU countries and the foreign and security policies of associated states. It argues that the scope of EU’s transformative impact is not limited to the EU members and their economy, rule of law and democracy. Although it is at a relatively few and new, the EU has an increasing impact on non-EU countries and the security, defence and foreign policies of EU members. The findings of study reveals that the influence of the EU on non-EU members and on the security, defence and foreign policies of EU members occurs in four ways: a) adaptation to the EU/CSDP norms and values through socialisation and experimental learning, b) adaptation to the EU/CSDP requirements, norms and values as an outcome of the EU calls and conditionality, c) adaptation to the EU/CSDP requirements, norms and values to achieve diplomatic and national goal at international level and d) adaptation to the EU/CSDP requirements, norms and values as an outcome of the effect of the EU on the domestic balance of power and the ‘domestic sources’ of external policy.

Bu çalışmanın amacı, Türkiye'nin Yunanistan'a yönelik dış politikasını incelemektir. İlk olarak, 1999-2007 döneminde, geleneksel Türk dış politikasında güvenlik yönelimli bir politika ve söylemden diyalog ve diplomasi odaklı bir politika ve söyleme doğru bir kayma olduğu tartışılmaktadır. İkinci olarak, 2007 sonrası dönemde Avrupa Birliği’nin (AB) Türkiye’nin birliğe tam üyeliği ile ilgili artan isteksizliğinin Türk toplumunda AB’ye yönelik şüphe ve güvensizliği daha da artırdığı ve Türkiye’nin siyasetinde ve Yunanistan’a yönelik dış politikasında Avrupalılaşma sürecini zayıflattığı vurgulanmaktadır. Üçüncü olarak Yunanistan'a yönelik Türk dış politikasındaki değişimin yönünün ve boyutunun, Türkiye-AB ilişkilerinin kalitesi ve hızından doğrudan etkilendiği tartışılmaktadır. Bu olguları incelemek için çalışmada şu sorulara cevap aranmaktadır: 1999'dan sonra Türkiye'nin Yunanistan politikasında neler değişti? ve bu politika değişikliklerinde AB’nin rolü nedir? Çalışmada Börzel ve Risse’nin üç aşamalı Avrupalılaşma kuramı ile anti-Avrupalılaşma ve karşı davranış kavramlarından faydalanılmaktadır. Böylelikle Avrupalılaşma, anti-Avrupalılaşma ve Türkiye’nin Yunanistan politikası literatürüne katkı sunulması amaçlanmaktır., This paper aims to examine Turkey’s foreign policy toward Greece in the post-1999 era. It argues that the direction and changes in Turkish foreign policy toward Greece are impacted by the Turkey-EU relations. To examine these arguments, this study raises the following questions: What are the changes in Turkey’s Greece policy after 1999? and what role has the EU played in these policy changes? This research utilizes Börzel and Risse’s three-step Europeanisation framework and the de-Europeanisation and counter-conduct concepts to evaluate the Europeanisation and de-Europeanisation of Turkey’s Greece policy. By doing so, it contributes to the Europeanisation and the growing de-Europeanisation literature in general and the literature on Turkish foreign policy towards Greece in specific.

The aim of thestudy is to exime the impact of the EU’s soft power on the Ukrainian crisis. The reasons that make Ukraine an object of acrisis confronted by the EU and Russia, have been explained in detail and thenthe objective of the European neighborhood Policy has been explained and analyzed.In this regard, the study tried to respond the following questions: What arethe reasons that make Ukraine an object of the EU and Russia crisis? Whether,if so, how and to what extend did the EU’s soft power make an impact on theUkrainian crisis? Rational choice institutionalism new institutionalism was employedas a theoretical framework. The concepts of ‘cost/benefit calculation, ‘Utilitymaximization’ and ‘empowerment of new actors’, therefore, were benefited inanalyzing the reasons and causes of the Ukrainian crisis, behavior of actorsand the sanctions implemented by the EU towards the deepening of the Ukrainiancrisis., AB’nin yumuşak gücünün Ukrayna krizi üzerindeki etkisinin değerlendirilmeye çalışıldığı bu çalışmada öncelikle Ukrayna’yı AB ve Rusya’nın karşı karşıya geldiği bir krizin nesnesi haline getiren gerekçeler detaylı bir şekilde açıklanmaya çalışılmış ve bu bağlamda AB’nin izlediği Ortak Dış ve Güvenlik Politikası açıklanıp analiz edilmeye çalışılmıştır. Çalışma şu sorulara yanıt vermeyi amaçlamıştır: Ukrayna’yı, AB ve Rusya’nın karşı karşıya geldiği bir krizin nesnesi haline getiren gerekçeler nelerdir? Kriz sürecinde AB’nin yumuşak gücü izlediği Ortak Dış ve Güvenlik Politikasında nasıl bir etki yaratmıştır ve AB açısından bu etkinin başarısı nasıl değerlendirilebilir? Çalışmada söz konusu soruların yumuşak güç kavramı perspektifinden analizi yeni kurumsalcılık kuramından faydalanılarak analiz edilmiştir. Çalışmanın yöntemi kapsamında, Ukrayna krizinin gerekçeleri ve aktörlerin davranışlarının altında yatan sebeplerin analizi için nitel yöntemlerle ikincil veri kaynaklarından yararlanılmıştır. Ayrıca AB’nin Ukrayna krizinin derinleşmesi karşısında aldığı yaptırım kararları ve yumuşak gücünün başarısının analizi noktasında sunulan argümanların desteklenmesi için nicel yönteme başvurularak istatistiksel veriler bir grafik aracılığıyla çalışma içerisinde sunulmuştur.

Helicobacter pyloriinfection and diabetes mellitus are two independent common diseases. It is showed that the worsening glycemic and metabolic control increases the rates ofHelicobacter pyloriinfections andHelicobacter pyloriis shown as one of the common problems in diabetic patients with complaints of gastrointestinal diseases. In this study, we aimed to investigate the prevalence and eradication rates ofHelicobacter pyloriin diabetic patients and the relationship ofHelicobacter pyloriwith the risk factors and diabetic complications. In our study, in which we have included 133 patients, we have shown a significant relationship betweenHelicobacter pyloriinfections and metabolic syndrome, insulin resistance, inflammations, and diabetic complications.

Performance-based procedures for evaluating existing buildings and proposed designs of new buildings in the U.S. require response history analyses (RHAs) for an ensemble of earthquake records in order to determine engineering demand parameters (EDPs) for validation of targeted performance criteria. Earthquake records selected for RHAs often need to be scaled to a seismic hazard level considered. The objective of intensity-based scaling procedures is to determine scale factors for a small number of records such that the scaled records provide an accurate estimate of median “expected” structural responses given the considered hazard level, and at the same time, are efficient--reduce the record-to-record variability of response. Most intensity-based scaling procedures utilizing elastic spectral demands may not be appropriate for (1) near-fault sites where the inelastic deformation can be significantly larger than the deformation of the corresponding linear system, (2) for tall buildings where the higher modes’ contributions to responses are significant, and (3) for unsymmetric-plan buildings where two coupled lateral-torsional vibration modes may provide comparable contributions to response. The modal-pushover-based-scaling (MPS) procedure explicitly considers structural strength and determines a scaling factor for each record to match an inelastic target displacement value. It, then, selects a small set of scaled records that lead to accurate and efficient estimates of EDPs. This paper extends the MPS procedure, currently restricted for symmetric-plan buildings, to multistory unsymmetric-plan buildings, and investigates the accuracy and efficiency of the developed MPS procedure for nonlinear RHA of three-dimensional (3D) structural systems. In addition, the developed procedure is compared against the ASCE/SEI 7-10 scaling procedure for 3D analysis. The accuracy of the extended MPS procedure is evaluated for nine multistory unsymmetric-plan structures with 5, 10 and 15 stories. These buildings cover two levels of horizontal irregularity--torsional irregularity and extreme torsional irregularity as defined in ASCE/SEI 7-10. In addition, three buildings are designed with a regular plan configuration. The structures are subjected to sets of seven records scaled according to the MPS procedure, and their responses are compared against the benchmark values, defined as the median values of EDPs due to 30 un-scaled records that naturally produce the target inelastic deformation value. On this basis, we conclude that: (1) The MPS procedure provided accurate estimates of median EDPs and reduced record-to-record variability of the responses; (2) the MPS procedure is much superior compared to the ASCE7-10 procedure for unsymmetric-plan buildings. This superiority is evident in two respects. First, the ground motions scaled according to the MPS procedure provides median values of EDPs that are much closer to the benchmark values than is achieved by the ASCE/SEI 7-10 scaling procedure. Second, the dispersion (or record-to-record variability) in the EDPs due to seven scaled records around the median is much smaller when records are scaled by the MPS procedure as compared to the ASCE/SEI 7-10 scaling procedure.
