The Coalition for Conservation Genetics (CCG) brings together four eminent organizations with the shared goal of improving the integration of genetic information into conservation policy and practice. We provide a historical context of conservation genetics as a field and reflect on current barriers to conserving genetic diversity, highlighting the need for collaboration across traditional divides, international partnerships, and coordinated advocacy. We then introduce the CCG and illustrate through examples how a coalition approach can leverage complementary expertise and improve the organizational impact at multiple levels. The CCG has proven particularly successful at implementing large synthesis‐type projects, training early‐career scientists, and advising policy makers. Achievements to date highlight the potential for the CCG to make effective contributions to practical conservation policy and management that no one "parent" organization could achieve on its own. Aim: Species distribution modelling is a useful tool for determining important habitats. By accounting for specific animal behaviour in the model, it is possible to identify finer‐scale patterns of habitat use. Together with spatially explicit data on anthropogenic activities, models can be used to assess human impacts and inform conservation management. This study used observations of breeding behaviour to identify fine‐scale breeding habitats of humpback whales (Megaptera novaeangliae), as well as potential overlap of these habitats with cumulative anthropogenic impacts. Location: Eastern Tropical Atlantic, West Africa. Methods: Maxent was used to model humpback distribution using pertinent environmental predictors and an integrated dataset of humpback whale occurrences filtered for breeding‐specific behaviours. In conjunction with multiple anthropogenic activities, a subsequent cumulative utilization and impact analysis assessed the degree of overlap between predicted breeding habitat and potential anthropogenic impacts. Results: Greatest habitat suitability occurred in warm coastal waters of Gabon, and other highly suitable areas occurred off Equatorial Guinea (Bioko Island), Cameroon and Angola. Sea surface temperature and height contributed most to the model. Highest overlap between humpback whales and potential impacts from anthropogenic activities occurred off Gabon, Equatorial Guinea (Bioko Island), Cameroon and Angola. Impacts associated with oil and gas development (where oil and gas platforms serve as an indicator for industry activity) appeared to contribute most to potential cumulative impact. Main Conclusions: Depth and sea surface temperature of predicted breeding habitats were consistent with previous studies. However, lesser known characteristics such as sea surface height and wind speed, resulting in potentially more sheltered areas for breeding whales, may also be important in delineating finer‐scale habitat suitability. Identified areas of high potential cumulative impact occurred within exclusive economic zones of multiple countries and likely represent the minimum level of impact to humpback whales in the region, highlighting the need for additional research and effective management throughout the area. Molecular tools are increasingly applied for assessing and monitoring biodiversity and informing conservation action. While recent developments in genetic and genomic methods provide greater sensitivity in analysis and the capacity to address new questions, they are not equally available to all practitioners: There is considerable bias across institutions and countries in access to technologies, funding, and training. Consequently, in many cases, more accessible traditional genetic data (e.g., microsatellites) are still utilized for making conservation decisions. Conservation approaches need to be pragmatic by tackling clearly defined management questions and using the most appropriate methods available, while maximizing the use of limited resources. Here we present some key questions to consider when applying the molecular toolbox for accessible and actionable conservation management. Elucidating patterns of population structure for species with complex life histories, and disentangling the processes driving such patterns, remains a significant analytical challenge. Humpback whale ( Megaptera novaeangliae) populations display complex genetic structures that have not been fully resolved at all spatial scales. We generated a data set of nuclear markers for 3575 samples spanning the seven breeding stocks and substocks found in the South Atlantic and western and northern Indian Oceans. For the total sample, and males and females separately, we assessed genetic diversity, tested for genetic differentiation between putative populations and isolation by distance, estimated the number of genetic clusters without a priori population information and estimated rates of gene flow using maximum-likelihood and Bayesian approaches. At the ocean basin scale, structure is governed by geographical distance ( IBD P < 0.05) and female fidelity to breeding areas, in line with current understanding of the drivers of broadscale population structure. Consistent with previous studies, the Arabian Sea breeding stock was highly genetically differentiated ( FST 0.034-0.161; P < 0.01 for all comparisons). However, the breeding stock boundary between west South Africa and east Africa was more porous than expected based on genetic differentiation, cluster and geneflow analyses. Instances of male fidelity to breeding areas and relatively high rates of dispersal for females were also observed between the three substocks in the western Indian Ocean. The relationships between demographic units and current management boundaries may have ramifications for assessments of the status and continued protections of populations still in recovery from commercial whaling. Offshore wind energy is expanding globally and new floating wind turbine technology now allows wind energy developments in areas previously too deep for fixed-platform turbines. Floating offshore wind has the potential to greatly expand our renewable energy portfolio, but with rapid expansion planned globally, concerns exist regarding impacts to marine species and habitats. Floating turbines currently exist in three countries but large-scale and rapid expansion is planned in over a dozen. This technology comes with unique potential ecological impacts. Here, we outline the various floating wind turbine configurations, and consider the potential impacts on marine mammals, seabirds, fishes and benthic ecosystems. We focus on the unique risks floating turbines may pose with respect to: primary and secondary entanglement of marine life in debris ensnared on mooring lines used to stabilize floating turbines or dynamic inter-array cables; behavioral modification and displacement, such as seabird attraction to perching opportunities; turbine and vessel collision; and benthic habitat degradation from turbine infrastructure, for example from scour from anchors and inter-array cables. We highlight mitigation techniques that can be applied by managers or mandated through policy, such as entanglement deterrents or the use of cable and mooring line monitoring technologies to monitor for and reduce entanglement potential, or smart siting to reduce impacts to critical habitats. We recommend turbine configurations that are likely to have the lower ecological impacts, particularly taut or semi-taut mooring configurations, and we recommend studies and technologies still needed that will allow for floating turbines to be applied with limited ecological impacts, for example entanglement monitoring and deterrent technologies. Accurate identification of units for conservation is particularly challenging for marine species as obvious barriers to gene flow are generally lacking. Bryde’s whales (Balaenoptera spp.) are subject to multiple human-mediated stressors, including fisheries bycatch, ship strikes, and scientific whaling by Japan. For effective management, a clear understanding of how populations of each Bryde’s whale species/subspecies are genetically structured across their range is required. We conducted a population-level analysis of mtDNA control region sequences with 56 new samples from Oman, Maldives, and Bangladesh, plus published sequences from off Java and the Northwest Pacific. Nine diagnostic characters in the mitochondrial control region and a maximum parsimony phylogenetic analysis identified 2 genetically recognized subspecies of Bryde’s whale: the larger, offshore form, Balaenoptera edeni brydei, and the smaller, coastal form, Balaenoptera edeni edeni. Genetic diversity and differentiation indices, combined with a reconstructed maximum parsimony haplotype network, indicate strong differences in the genetic diversity and population structure within each subspecies. Discrete population units are identified for B. e. brydei in the Maldives, Java, and the Northwest Pacific and for B. e. edeni between the Northern Indian Ocean (Oman and Bangladesh) and the coastal waters of Japan. Aim Fine-scale population structure is often unaccounted for in the delineation of conservation units, potentially compromising long-term species persistence. Identifying biogeographic and environmental drivers of population boundaries is therefore of key conservation concern. We aimed to explore barriers to dispersal for the harvested yellow anaconda ( Eunectes notaeus) using an ecological niche model. Our secondary aim was to test the relative geographic and environmental contributions of a multisource occurrence data set in species range predictions. Location Paraguay River drainage, central South America. Methods We developed an ecological niche model for the yellow anaconda using Maxent and a multisource species occurrence data set. Following nine iterations of model development, nine environmental variables were selected for model inclusion. We used the models to identify potential barriers to dispersal and employed jackknifing to identify the primary environmental variables that best explain barrier presence. We assessed the geographic and environmental overlap of models built with each data subset. Results Characterization of suitable habitat was found to be most powerful in northern Argentina and southern Paraguay. A persistent barrier to dispersal was identified in northern Argentina and corresponded to the presence of dry Cambisol soils. Data subsets were found to contribute different information to the final model in terms of geographic and environmental space. Main Conclusions Ecologically meaningful barriers to dispersal support recent genetic hypotheses of population subdivision. These barriers should be considered when delineating species management units to ensure sustainable harvest levels. Multisource data sets may produce more powerful niche predictions and represent a useful resource for data-poor species. Integrative and proactive conservation approaches are critical to the long-term persistence of biodiversity. Molecular data can provide important information on evolutionary processes necessary for conserving multiple levels of biodiversity (genes, populations, species, and ecosystems). However, molecular data are rarely used to guide spatial conservation decision-making. Here, we bridge the fields of molecular ecology (ME) and systematic conservation planning (SCP) (the 'why ') to build a foundation for the inclusion of molecular data into spatial conservation planning tools (the 'how'), and provide a practical guide for implementing this integrative approach for both conservation planners and molecular ecologists. The proposed framework enhances interdisciplinary capacity, which is crucial to achieving the ambitious global conservation goals envisioned for the next decade. Molecular ecology (ME) and systematic conservation planning (SCP) have seen rapid technological advancements in recent decades, but the use of molecular data to conserve different aspects of biodiversity remains operationally illusive. Here, the core principles of ME and SCP are combined in a novel way, showcasing how themes and corresponding data types from each field can complement each other. A framework, including five practical steps, is provided to guide both molecular ecologists and conservation planners to build systematic conservation plans that effectively integrate evolutionary features. Genetic diversity is one of the three main levels of biodiversity recognised in the Convention on Biological Diversity (CBD). Fundamental for species adaptation to environmental change, genetic diversity is nonetheless under‐reported within global and national indicators. When it is reported, the focus is often narrow and confined to domesticated or other commercial species.Several approaches have recently been developed to address this shortfall in reporting on genetic diversity of wild species. While multiplicity of approaches is helpful in any development process, it can also lead to confusion among policy makers and heighten a perception that conservation genetics is too abstract to be of use to organisations and governments.As the developers of five of the different approaches, we have come together to explain how various approaches relate to each other and propose a scorecard, as a unifying reporting mechanism for genetic diversity.Policy implications. We believe the proposed combined approach captures the strengths of its components and is practical for all nations and subnational governments. Biodiversity underlies ecosystem resilience, ecosystem function, sustainable economies, and human well‐being. Understanding how biodiversity sustains ecosystems under anthropogenic stressors and global environmental change will require new ways of deriving and applying biodiversity data. A major challenge is that biodiversity data and knowledge are scattered, biased, collected with numerous methods, and stored in inconsistent ways. The Group on Earth Observations Biodiversity Observation Network (GEO BON) has developed the Essential Biodiversity Variables (EBVs) as fundamental metrics to help aggregate, harmonize, and interpret biodiversity observation data from diverse sources. Mapping and analyzing EBVs can help to evaluate how aspects of biodiversity are distributed geographically and how they change over time. EBVs are also intended to serve as inputs and validation to forecast the status and trends of biodiversity, and to support policy and decision making. Here, we assess the feasibility of implementing Genetic Composition EBVs (Genetic EBVs), which are metrics of within‐species genetic variation. We review and bring together numerous areas of the field of genetics and evaluate how each contributes to global and regional genetic biodiversity monitoring with respect to theory, sampling logistics, metadata, archiving, data aggregation, modeling, and technological advances. We propose four Genetic EBVs: (i) Genetic Diversity; (ii) Genetic Differentiation; (iii) Inbreeding; and (iv) Effective Population Size (Ne). We rank Genetic EBVs according to their relevance, sensitivity to change, generalizability, scalability, feasibility and data availability. We outline the workflow for generating genetic data underlying the Genetic EBVs, and review advances and needs in archiving genetic composition data and metadata. We discuss how Genetic EBVs can be operationalized by visualizing EBVs in space and time across species and by forecasting Genetic EBVs beyond current observations using various modeling approaches. Our review then explores challenges of aggregation, standardization, and costs of operationalizing the Genetic EBVs, as well as future directions and opportunities to maximize their uptake globally in research and policy. The collection, annotation, and availability of genetic data has made major advances in the past decade, each of which contributes to the practical and standardized framework for large‐scale genetic observation reporting. Rapid advances in DNA sequencing technology present new opportunities, but also challenges for operationalizing Genetic EBVs for biodiversity monitoring regionally and globally. With these advances, genetic composition monitoring is starting to be integrated into global conservation policy, which can help support the foundation of all biodiversity and species' long‐term persistence in the face of environmental change. We conclude with a summary of concrete steps for researchers and policy makers for advancing operationalization of Genetic EBVs. The technical and analytical foundations of Genetic EBVs are well developed, and conservation practitioners should anticipate their increasing application as efforts emerge to scale up genetic biodiversity monitoring regionally and globally. Humpback whales (Megaptera novaeangliae) are managed by the International Whaling Commission as 7 primary populations that breed in the tropics and migrate to 6 feeding areas around the Antarctic. There is little information on individual movements within breeding areas or migratory connections to feeding grounds. We sought to better understand humpback whale habitat use and movements at breeding areas off West Africa, and during the annual migration to Antarctic feeding areas. We also assessed potential overlap between whale habitat and anthropogenic activities. We used Argos satellite-monitored radio tags to collect data on 13 animals off Gabon, a primary humpback whale breeding area. We quantified habitat use for 3 cohorts of whales and used a state-space model to determine transitions in the movement behavior of individuals. We developed a spatial metric of overlap between whale habitat and models of cumulative human activities, including oil platforms, toxicants, and shipping. We detected strong heterogeneity in movement behavior over time that is consistent with previous genetic evidence of multiple populations in the region. Breeding areas for humpback whales in the eastern Atlantic were extensive and extended north of Gabon late in the breeding season. We also observed, for the first time, direct migration between West Africa and sub-Antarctic feeding areas. Potential overlap of whale habitat with human activities was the highest in exclusive economic zones close to shore, particularly in areas used by both individual whales and the hydrocarbon industry. Whales potentially overlapped with different activities during each stage of their migration, which makes it difficult to implement mitigation measures over their entire range. Our results and existing population-level data may inform delimitation of populations and actions to mitigate potential threats to whales as part of local, regional, and international management of highly migratory marine species. Global conservation policy and action have largely neglected protecting and monitoring genetic diversity—one of the three main pillars of biodiversity. Genetic diversity (diversity within species) underlies species' adaptation and survival, ecosystem resilience, and societal innovation. The low priority given to genetic diversity has largely been due to knowledge gaps in key areas, including the importance of genetic diversity and the trends in genetic diversity change; the perceived high expense and low availability and the scattered nature of genetic data; and complicated concepts and information that are inaccessible to policymakers. However, numerous recent advances in knowledge, technology, databases, practice, and capacity have now set the stage for better integration of genetic diversity in policy instruments and conservation efforts. We review these developments and explore how they can support improved consideration of genetic diversity in global conservation policy commitments and enable countries to monitor, report on, and take action to maintain or restore genetic diversity. Millette et al. (Ecology Letters, 2020, 23:55–67) reported no consistent worldwide anthropogenic effects on animal genetic diversity using repurposed mitochondrial DNA sequences. We reexamine data from this study, describe genetic marker and scale limitations which might lead to misinterpretations with conservation implications, and provide advice to improve future macrogenetic studies. International agreements such as the Convention on Biological Diversity (CBD) have committed to conserve, and sustainably and equitably use, biodiversity. The CBD is a vital instrument for global conservation because it guides 195 countries and the European Union in setting priorities and allocating resources, and requires regular reporting on progress. However, the CBD and similar policy agreements have often neglected genetic diversity. This is a critical gap because genetic diversity underlies adaptation to environmental change and ecosystem resilience. Here we aim to inform future policy, monitoring, and reporting efforts focused on limiting biodiversity loss by conducting the largest yet evaluation of how Parties to the CBD report on genetic diversity. A large, globally representative sample of 114 CBD National Reports was examined to assess reported actions, progress, values and indicators related to genetic diversity. Although the importance of genetic diversity is recognized by most Parties to the CBD, genetic diversity targets mainly addressed variation within crops and livestock (a small fraction of all species). Reported actions to conserve genetic diversity primarily concerned ex situ facilities and legislation, rather than monitoring and in situ intervention. The most commonly reported status indicators are not well correlated to maintaining genetic diversity. Lastly, few reports mentioned genetic monitoring using DNA data, indigenous use and knowledge of genetic diversity, or development of strategies to conserve genetic diversity.
