The article considers the influence of disruptive technologies as an impact factor of a modern system of cybersecurity and scientific and technological development (STI-Science, Technology and Innovation) in the conditions of the fourth industrial revolution, taking into account the experience of the BRICS countries, as well as the development of mechanisms for international scientific and technical cooperation within the BRICS. The author's finding of an inevitable development of cooperation within the framework of the BRICS group in order to improve information infrastructure and cybersecurity, ivolve national legal systems and creation of impact factors to create wide prospects for cooperation in the information sphere within the BRICS group and on a global scale. The state of information and cybersecurity will largely depend on the effectiveness of the activities of international organizations, associations of states and regional international structures. At the same time, the level of security in the information sphere, the Internet cyberspace has a direct effect on vulnerability within the national security of each BRICS member country and the entire association as a whole.

The article is devoted to the analysis of the new emerging field of modern healthcare - digital medicine. The concept and content of digital medicine is considered as a crucially important and promising innovation in medicine. It is concluded that the widespread use of digital medicine in practice requires the development of special legislation in this field.

The purpose of the study is to study the legal aspects of the structural development of national security to identify trends and factors that influence the formation of national interests of an individual state and international relations, as well as to study the national security system from a legal standpoint. The method of research: a comparatively legal comparison and analysis of current national Russian and foreign legislation and development strategies, international treaties and agreements on national security issues and their application. Result: The study revealed objective prerequisites for the formation of new independent elements of the Russian Federation’s national security system, including biosecurity, cybersecurity, cryptosecurity and investment security. These new elements form their own subjects and ways of ensuring national interests and national security in these areas, have their own legislative framework and legal regulation, which clearly determines the need to allocate them into independent structural elements of national security for further legislative regulation and practical implementation in terms of protecting national interests.

The spread of disruptive technology in the digital era is the ruling condition of modern sustainable development. The authors proceed from the fact that legal tools for the creation and use, protection of advanced technologies provide the technology transfer process from the owner to interested parties for further practical, commercial application or further improvement. The article analyzes the legal positions of the concept of technology, legal ways to use modern technologies, stages of their implementation and practical application. In the innovation process legal mechanism in combination with the modern means of innovative development stimulates the creation and transfer of new technologies and at the same time it is a key factor for sustainable development in the context of modern digital technology revolution. In the modern digital revolution, the technology transfer acquires new features and ways for the dissemination of technical innovation, which creates new challenges for legal theory and practice, and legal tools should meet the challenges of the time.

Thanks to modern technologies in the field of artificial intelligence, big data and genetic bioengineering, there are new opportunities to intensify research on genome sequencing (DNA sequencing), editing genes of living organisms. This article is devoted to legal aspects of regulation of biotechnologies, genetic engineering. The author analyzes the possibilities of patent and legal protection of genomic technologies in accordance with the legislation and law enforcement practice of Russia and foreign countries. Biotechnology in the medium term can be an effective tool for the treatment of dangerous diseases and hereditary human diseases, and in the long term - may become a tool for the development of individual abilities to create genetically modified entities («cyborgs»), the legal personality of which in the near future will become relevant topics of legal research.
