- Abstract
Vegetation productivity is a critical indicator of global ecosystem health and is impacted by human activities and climate change. A wide range of optical sensing platforms, from ground-based to airborne and satellite, provide spatially continuous information on terrestrial vegetation status and functioning. As optical Earth observation (EO) data are usually routinely acquired, vegetation can be monitored repeatedly over time, reflecting seasonal vegetation patterns and trends in vegetation productivity metrics. Such metrics include gross primary productivity, net primary productivity, biomass, or yield. To summarize current knowledge, in this paper we systematically reviewed time series (TS) literature for assessing state-of-the-art vegetation productivity monitoring approaches for different ecosystems based on optical remote sensing (RS) data. As the integration of solar-induced fluorescence (SIF) data in vegetation productivity processing chains has emerged as a promising source, we also include this relatively recent sensor modality. We define three methodological categories to derive productivity metrics from remotely sensed TS of vegetation indices or quantitative traits: (i) trend analysis and anomaly detection, (ii) land surface phenology, and (iii) integration and assimilation of TS-derived metrics into statistical and process-based dynamic vegetation models (DVMs). Although the majority of used TS data streams originate from data acquired from satellite platforms, TS data from aircraft and unoccupied aerial vehicles have found their way into productivity monitoring studies. To facilitate processing, we provide a list of common toolboxes for inferring productivity metrics and information from TS data. We further discuss validation strategies of the RS data derived productivity metrics: (1) using in situ measured data, such as yield; (2) sensor networks of distinct sensors, including spectroradiometers, flux towers, or phenological cameras; and (3) inter-com

In recent years, Global Navigation Satellite Systems (GNSS) have gained great importance in terms of the benefi ts it provides such as precise geodetic point positioning, determining crustal deformations, navigation, vehicle monitoring systems and meteorological applications etc. As in Turkey, for this purpose, each country has set up its own GNSS station networks like Turkish National Permanent RTK Network analyzed precise station coordinates and velocities together with the International GNSS Service, Turkish National Fundamental GPS Network and Turkish National Permanent GNSS Network (TNPGN) stations not only are utilized as precise positioning but also GNSS meteorology studies so total number of stations are increased. This work is related to the reactivated of the TRAB IGS station which was established in Karadeniz Technical University, Department of Geomatics Engineering. Within the COST ES1206 Action (GNSS4SWEC) KTU analysis center was established and Trop-NET system developed by Geodetic Observatory Pecny (GOP, RIGTC) in order to troposphere monitoring. The project titled “Using Regional GNSS Networks to Strengthen Severe Weather Prediction” was accepted to the scientifi c and technological research council of Turkey (TUBITAK). With this project, we will design 2 new constructed GNSS reference station network. Using observation data of network, we will compare water vapor distribution derived by GNSS Meteorology and GNSS Tomography. At this time, KTU AC was accepted as E-GVAP Analysis Centre in December 2016. KTU reference station is aimed to be a member of the EUREF network with these studies.

Global Navigation Satellite System Reflectometry (GNSS-R) can be used to measure sea level heights based on reflected signals recorded as oscillations in signal-to-noise ratio (SNR) data. This study utilizes the SNR data from an existing MERS, located in Erdemli, Mersin on the Mediterranean coast of Turkey over a one-year time period. The dominant multipath frequency in the SNR data is derived with two methods presented in this study: the Lomb-Scargle periodogram (LSP) and the LSP with the Moving Average (MA) filtering. The results of both methods are compared in terms of the accuracy and correlation with respect to sea level records from the nearby Erdemli tide gauge. The correlations between the GNSS-R and tide gauge by using the LSP are 0.88 and 0.84 for GPS L1 and L5 signals, respectively. With the LSP with MA method, the correlations are increased by 0.91 and 0.88 for GPS L1 and L5 signals, respectively. [ABSTRACT FROM AUTHOR]

Mühendislik çalışmalarında ortometrik yükseklikler kullanılır. Bu yükseklikler yersel ölçülerle bulunması zaman alıcı, emek gerektiren ve maliyet gerektiren bir işlemdir. Fakat GNSS ölçülerinden elde edilen elipsoid yükseklikten ortometrik yüksekliğe dönüşüm daha az zaman alır ve kolaydır. Dönüşüm içinse belirli kesinlik ve duyarlılıkta jeoid yükseklik değerlerinin bilinmesi gerekmektedir. Bu uygulamada Trabzon'da Tapu ve Kadastro IX. Bölge Müdürlüğü'nün yaptığı kadastro çalışmalarında doğu-batı yönünde 80 km, kuzey-güney yönünde 30 km'lik bir alanda oluşturulmuş olan 600 adet C3 noktalarında ölçülmüş olan elipsoidal ve ortometrik yükseklikler kullanılmıştır. Noktaların ITRF96 (International Terrestrial Reference Frame-Uluslararası Yersel Referans Ağı) datumuna dayalı 3-boyutlu kartezyen koordinatları ve Gauss Krüger projeksiyon koordinatları bilinmektedir. Çalışmada noktalar metotlara göre test ve dayanak noktaları olarak iki gruba ayrılmıştır. Dayanak noktaları x ve y eksen yönlerindeki nokta dağılımlarına ve ortometrik yüksekliklerine bakılarak homojen bir şekilde seçilmiştir. Bu çalışmada polinom yüzeyleri ile enterpolasyon, multikuadrik yüzeyler ile enterpolasyon, ağırlıklı ortalama metodu ile elde edilen yüzeyler ile enterpolasyon metotları kullanılmıştır. Seçilen dayanak noktalarında, bilinen elipsoidal ve ortometrik yüksekliklerinin farkından hesaplanan jeoid yükseklikleri kullanılarak, farklı enterpolasyon metotlarıyla test noktaları için hesaplanan ortometrik yüksekliklerin, bu noktalarda ki bilinen ortometrik yüksekliklerden farkları hesaplanarak enterpolasyon metotları arasında karşılaştırmalar yapılmıştır Finding the spatial extent of known height used in engineering works quite time-consuming process that requires a difficult and cost. The study is divided into two basis points according to the method and test points. Fulcrums x and y axis directions and the distribution of points is chosen uniformly reflected by the orthometric height. 12. OPTIMIZED PARAMETERIZATION FOR SPATIAL INTERPOLATION OF DAILY TEMPERATURE DATA AT BLACK SEA REGION, TURKEY.

- Abstract
Spatial interpolation methods are frequently used to estimate values of meteorological data in locations where they are not measured. The correct determination of the spatial distribution of meteorological variables is as important as their measurement. Although there are several methods to perform this, it can be difficult to determine which one best reproduces actual condition. Many factors may affect the performance of the spatial interpolation methods. In literature, few research work have been performed to compare the effectiveness of different spatial interpolations in meteorological variables. Especially interpolating regionalized variables such as temperature which is strongly correlated with elevation is worth to investigate. This paper focuses on the performance of three commonly applied spatial interpolation methods, which are Inverse Distance Weighted (IDW), Temperature Lapse Rate method (TLR) combined version of IDW with TLR for daily mean temperature data in the Black Sea Region of Turkey w.r.t. spatial and temporal properties of data points. Up to now, very little research has been investigated for the performance of different interpolation methods in meteorological data of this region. Furthermore, this study targets to determine the optimum parameterization of three commonly used methods based on RMSE (root mean square error), MAE (mean absolute error), MAXE (maximum of error) and MINE (minimum of error) statistics of interpolation errors for daily mean temperature from 1981 to 2012. In order to determine optimized parameterization options of both IDW and combined version of IDW, the crossvalidation method was applied over long periods of 32 years on 52 different sites. Son dönemde değişen iklim koşulları ve küresel ısınma nedeniyle sürdürülebilirlik ve yeşil bina kavramları tüm dünyada önem kazanmaya başlamıştır. Bu kavramların yaygınlaşması ile, yapılan binaların standartlarını ölçmek için sertifika sistemleri geliştirilmiştir. Sertifika sistemleri, genel ve geçerli değerlendirme standartları oluşturup yeşil binaları tanımlarken aynı zamanda yeşil rekabeti de teşvik etmektedir. Enerji konusu, Türkiye gibi enerjide dışa bağımlı ülkeler için büyük önem taşımaktadır. Ülkemizde son dönemlerde `Enerji Verimliliği Kanunu`, `Binalarda Enerji Performansı Yönetmeliği` gibi bazı yasal düzenlemeler yapılmıştır. Binalar için `Enerji Kimlik Belgesi` uygulaması başlamış olsa da henüz ulusal bir yeşil bina sertifika sistemi bulunmamaktadır. Dünya'da en çok kullanılan sertifika sistemleri BREEAM ve LEED kullanılmakta, bu da çok gerçekçi sonuçlar vermemektedir. Bu yüzden ulusal bir sertifika sistemi oluşturulması kaçınılmazdır. Bu amaçla ÇEDBİK ve MSGSÜ tarafından çalışmalara başlanılmıştır. Ancak henüz yasal olarak geçerliliği tanınmamıştır.Bu çalışmada ülkemizde oluşturulacak olası bir yeşil bina sertifika sisteminde özellikle harita mühendisleri açısından çok önemli bir yere sahip olan `Arazi Yönetimi` başlığı ele alınmış, bu başlık altındaki kriterler belirlenmiştir. Bu kriterlerin belirlenmesi için anket çalışması yapılarak sonuçları irdelenmiştir. Arazi Yönetimi başlığının alt kriterleri ve ağırlıkları hesaplanmıştır. Bu ağırlıklara göre binaların alacakları puanları belirlemek için Microsoft Visual Studio Net 2013 programlama dilinde örnek bir program yazılmıştır. Recently concepts of sustainability and green building have begun to gain importance all over the world, due to changing climate conditions and and global warming. Certification systems have been developed to measure the standards of buildings even though these concepts become popular. Certification systems define green buildings by form of general and valid evaluation standards while at the same time promote green competition. The subject of energy is very important for foreign-dependent countries on energy as Turkey. Recently some legal arrangements have been made in our country as `Energy Efficiency Law`, `Energy Performance Regulation on Buildings`. Although the application of `Energy Identity Certificate` has started for the buildings, there is not yet a national green building certification system. BREEAM and LEED are the most used certification systems in the world, which do not give very realistic results. Therefore creating a national certification system is inevitable. For this purpose ÇEDBİK and MSGSU started to work. However, it is not legally recognized yet.In this study, the title of `Land Management` has been determined sub criteria which has a very important point especially in terms of geomatic engineers on creating a possible green building certification system in our country. The results of conducted questionnaire study evaluated in order to determine these sub criteria. Sub criteria and weight of the title of `Land Management` have been calculated. A sample program has been written in Microsoft Visual Studio Net 2013 programming language for determine the score of buildings from these weights. 149
