Community-based conservation (CBC) is riddled with equity concerns. This study examined how household, institutional, and program design characteristics affect multiple dimensions of equity in a CBC program, Ethiopia. We developed local indicators to measure distributive, procedural, and recognition equity. We conducted 200 household surveys in four kebeles (smallest administrative unit). We found slightly negative perceptions of all three dimensions of equity across all kebeles. Women and poorer households had more negative perceptions of distributive equity. Social capital affected all three dimensions of equity but had the largest impact on procedural and recognition equity. Finally, communities in a CBC model with power-sharing mechanisms had higher perceived equity than communities without this mechanism. These findings highlight the need to strengthen weak ties with external organizations, facilitate intra-community cohesion, and design programs that emphasize power-sharing for more equitable outcomes. Our results suggest that more attention is needed to incorporating marginalized groups into CBC.

Accounting for ecosystem service values in wildfire risk mitigation remains a challenge. In this study we utilize public participatory GIS methods to measure ecosystem service values and overlay those values with maps of wildfire hazard. Our first objective is to understand sociocultural demand for ecosystem services, and our second objective is to show how non-monetary ecosystem service valuation methods can be used to inform wildfire risk mitigation decisions. Regulating ecosystem services, such as water quality, biodiversity/habitat, and air quality, along with recreation and aesthetics, were the most highly valued ecosystem services in our study. These ecosystem service values were clustered around roads, towns, and water features and correlated with accessibility, education, and income. These values also had significant overlap with wildfire hazard, suggesting that this non-monetary mapping approach could provide a more participatory method of incorporating people’s preferences into decisions about where to target wildfire mitigation efforts.

Payment for ecosystem services (PES) is an environmental policy looking to improve ecosystem conservation and well-being. Assets have been used to evaluate socioeconomic outcomes of the program; however, the allocation of PES at a household level and its explaining variables have not been addressed. Thus, the aim of this article is to study the allocation of PES in nondurable and durable goods and the determinants of this household decision. Results from the La Antigua watershed located in Mexico indicate that the PES program is primarily used in durable goods, mainly on health, house infrastructure, agricultural inputs, and reforestation. Econometric models show that this allocation to one or several assets depends on the average age of the household head, on participation in a community organization, and on the average income. In contrast, government transfers are not significant. Based on this, policy recommendations are made related to the program’s socioeconomic outcomes and alignment with other conditional cash transfer.

There has been a rise in environmental collaboratives as a form of watershed governance. These collaboratives depend on a diversity of organizations acting collectively by pooling their resources, yet little information exists as to why organizations decide to become involved in these initiatives. This study attempts to identify why organizations involved in watershed partnerships decide to participate by assessing external and internal motivations. We used Q method to survey 38 representatives from 32 organizations currently participating by investing time or resources in these partnerships in the Intermountain Western United States. Factor analysis revealed six distinct perspectives organizations hold that influence their decision to participate. Our findings differ from the broader environmental management literature in that internal motivations played a much larger role in organizations’ motivations for participation. Specific categories of internal motivations that were important included: 1) Environmental Mission, 2) Environmental Leadership, and 3) Wildfire Information. Results suggest that diverse strategies are needed to engage potential partner organizations in watershed collaboratives.

Protected areas are under immense pressure to safeguard much of the remaining global biodiversity and can be strained by unpredicted events such as the Covid-19 pandemic. Understanding the extent of the effects of the pandemic on protected area management and conservation outcomes is critical for recovery and future planning to buffer against these types of events. We used survey and focus group data to measure the perceived impact of the pandemic on protected areas in Mexico and outline the pathways that led to these conservation outcomes. Across 62 protected areas, we found substantial changes in management capacity, monitoring and tourism, and a slight increase in non-compliant activities. Our findings highlight the need to integrate short-term relief plans to support communities dependent on tourism, who were particularly vulnerable during the pandemic, and to increase access to technology and technical capacity to better sustain management activities during future crises.

Reforestation programs are being implemented across the globe to address the decline in global forest cover. This research examines the role of motivations, external support, and barriers on farmer participation in reforestation in the tropics. Eighty-five household surveys and 18 in-depth interviews were conducted with farmers and organizations in Costa Rica. To measure motivations, we asked farmers’ their perceptions of environmental, social and financial outcomes of reforestation. External support was measured as perceived support from conservation organizations. Regression models were used to determine the significance of motivations and external support, controlling for household and biophysical characteristics, on reforestation behaviors. External support and environmental motivations both had a positive and statistically significant effect on reforestation. Farm size and the number of years spent on the property also positively influenced the decision to plant trees. Farmers identified instrumental pro-environmental values, such as water regulating ecosystem services, as their primary motivations for planting trees. Barriers to reforestation included a lack of technical skills for planting trees, unsuccessful past experiences, a lack of trust in external organizations and initial reforestation costs. Overall, this research indicates that environmental motivations influence the decision to participate in reforestation, but that external support is critical for overcoming initial participation barriers.

Despite increased research characterizing the adaptive capacity of households and communities, there are few empirical studies that test why farmers adopt costly climate-related adaptive strategies, which strategies are implemented, and farmers' perceptions of climate changes. In this study, we analyzed determinants for smallholder farmer adoption of adaptation strategies in Chiapas, Mexico. We conducted 291 surveys with landowners in eight coffee farming communities. Farmers were asked which of 21 adaptation strategies they had engaged in, within five categories: migration, storage, land use diversification, community investment, and market exchange. We found the most frequent strategies included planting shade coffee, diversifying crop varieties, shifting sow date, building living walls, reforesting, or engaging in soil conservation. Although many farmers have experienced natural disasters like hurricanes and earthquakes, they were most concerned by long-term threats to crops like coffee rust and higher temperatures, that require costly adaptive investments. We find farmers adapt to climate events because of their vulnerability context (i.e., experience with disasters and distance to markets). Land holdings (i.e., natural capital), farm equipment (i.e., physical capital), and group membership (i.e., social capital), were also key factors influencing adaptation. Finally, farmers with strong perceptions of drought and temperature change were most likely to adapt. These results suggest policy makers should have a multi-pronged approach to: improve farmers' resource base through explicitly promoting adaptation strategies like crop and income diversification; inform climate perceptions through workshops on climate and weather; and strengthen participation in community and producer organizations to increase smallholder adaptation.

Payments for hydrological services (PHS) programs are expected to confer tangible benefits to households. Impact evaluations of PHS programs, however, find few to no changes in material indicators. One reason for this may be that non-financial motivations and benefits—including environmental or social—influence participation and are important outcomes for households participating in PHS programs. In this paper we test this hypothesis using 56 interviews and 181 surveys from households in Veracruz State, Mexico. Using logistic regression models we find that human, natural, physical and financial capital are important to the decision to participate in PHS, but so are pro-social and pro-environmental motivations. Using counterfactual impact evaluation methods we find few changes in material benefits but do find that PHS participants are more likely to report positive changes in their household and community quality of life over the last five years compared to households not participating in PHS programs. Qualitative information supports these findings. Our results contribute to the evolving theory on PHS that participation is driven by a mix of financial and non-financial motivations and that non-material benefits are an important outcome of these programs.

In the immediate future, accessible runoff of fresh water is unlikely to increase more than the demand forecasted. It will have an impact on economic growth as it may reduce the per capita income of countries and create water conflicts. Such global threat creates a policy conundrum of how to meet basic needs and maximise the benefits from water resources. This chapter investigates different economic instruments in alleviating water-related risks and dealt with associated impacts.

To be effective, the next generation of conservation practitioners and managers need to be critical thinkers with a deep understanding of how to make evidence-based decisions and of the value of evidence synthesis. 2. If, as educators, we do not make these priorities a core part of what we teach, we are failing to prepare our students to make an effective contribution to conservation practice. 3. To help overcome this problem we have created open access online teaching materials in multiple languages that are stored in Applied Ecology Resources. So far, 117 educators from 23 countries have acknowledged the importance of this and are already teaching or about to teach skills in appraising or using evidence in conservation decision-making. This includes 145 undergraduate, postgraduate or professional development courses. 4. We call for wider teaching of the tools and skills that facilitate evidence-based conservation and also suggest that providing online teaching materials in multiple languages could be beneficial for improving global understanding of other subject areas. Making informed conservation and ecosystem management choices is based upon a sound understanding of the relevant evidence. There is an increasing wealth of conservation science available, and access to this is becoming easier. But, are conservation practitioners being trained to utilize this information? In conservation, decision-making is often based upon past experience or expert knowledge, as opposed to the full body of scientific literature (e.g., Pullin, Knight, Stone, & Charman, 2004; Rafidimanantsoa, Poudyal, Ramamonjisoa, & Jones, 2018). The failure to include scientific evidence in decision-making has the potential to reduce the effectiveness of management, or even lead to detrimental actions being undertaken (Walsh, Dicks, & Sutherland, 2015). Evidence-based conservation (EBC) seeks to avoid this by providing tools to facilitate and inform decision-making. To do this, scientific evidence is collated and critically appraised for its quality and relevance, and integrated with other knowledge, experience, values and costs (Sutherland, Pullin, Dolman, & Knight, 2004). Wider adoption of EBC requires conservation professionals to be trained in its principles and taught how to use it to inform conservation decision-making. MAVA Foundation; Arcadia Fund.

Citizen science data can fundamentally advance the natural sciences, but concerns remain about its accuracy, reliability, and overall value. While some studies have evaluated accuracy of citizen science data, few have also assessed its potential contribution to conservation policy. This study focuses on rainfall data collection, with four goals: (1) to examine motivations of, and barriers for, volunteer participation in citizen science; (2) to evaluate accuracy of citizen science rainfall data in comparison to automatic rain gauge data; (3) to incorporate citizen science rainfall datasets into hydrological models; and (4) to apply the hydrologic model to gauge the contribution of citizen science data to the efficient design of payment for hydrological services (PHS) programs. Twelve citizen science volunteers were trained and collected rainfall data between June 2017 and February 2019 across two watersheds in Veracruz, Mexico. We found that these volunteers were highly motivated by conservation values and learning, while only a few volunteers faced barriers related to time availability for making daily measurements. The mean error in daily rainfall, computed by comparing the manual and automated gauge measurements, was less than 1 mm, or 12% of the average daily rainfall. Approximately one-third (29%) and two-thirds (71%) of the errors were attributed to missing data and misread data, respectively. Spatial patterns of rainfall distribution across the watersheds were similar between citizen science and automatic gauge data, revealing a large fraction of rainfall in middle elevations. Furthermore, the results show that if PHS areas are determined using the existing national rainfall network alone, without citizen science data, critical areas that contribute to dry-season flows would be missed. To our knowledge, this is the first citizen science network for collecting rainfall data in Mexico that has produced results that are relevant to conservation policy design.

We study the impact of Ecuador's national forest conservation incentives program on reported land conflicts. Data come from a survey of >900 households located within 49 indigenous and Afro‐Ecuadorian communities holding communal conservation contracts. We use quasi‐experimental methods to test for relationships between program participation and changes in land conflicts. Respondents reported that the program reduced land conflicts when households resided in communities with de facto communal tenure arrangements (vs. de facto semiprivate arrangements). We find no evidence that the conservation incentive program increased land conflicts. These results counter concerns that conservation payments undermine land tenure security; in some cases perceived tenure security is improved.

Progress towards effective conservation requires understanding mechanisms for achieving impact within complex social-ecological systems. Causal models are useful tools for defining plausible pathways from conservation actions to impacts on nature and people. Evaluating the potential of different strategies for delivering co-benefits for nature and people will require the use and testing of clear causal models that explicitly define the logic and assumptions behind cause and effect relationships. Objectives and methods: In this study, we outline criteria for credible causal models and systematically evaluated their use in a broad base of literature (~1,000 peer-reviewed and grey literature articles from a published systematic evidence map) on links between nature-based conservation actions and human well-being impacts. Results: Out of 1,027 publications identified, only ~20% of articles used any type of causal models to guide their work, and only 14 total articles fulfilled all criteria for credibility. Articles rarely tested the validity of models with empirical data. Implications: Not using causal models risks poorly defined strategies, misunderstanding of potential mechanisms for affecting change, inefficient use of resources, and focusing on implausible efforts for achieving sustainability.

This paper examines whether and how payments for hydrological services (PHS) programs implemented on communal lands in Mexico result in household-level conservation and human wellbeing outcomes. We first use evaluation methods to establish the impact of PHS by comparing outcomes across seven communities enrolled, and one community not enrolled, in PHS. Second, we exploit variations in PHS program design across the enrolled communities to test the role of cash and technical assistance on outcomes. Data come from a 2016 cross-sectional survey of 261 households around El Triunfo Biosphere Reserve, in Chiapas, Mexico. We find that households enrolled in PHS implement more conservation actions and that some own more assets than similar households not enrolled in PHS. We find that asset ownership is positively correlated with a household’s payment amount and that conservation practices are related to amount of assistance received. We also measure perceived equity and benefits for households enrolled in PHS and find that perceptions are correlated with both payment and assistance, and strongly influenced by community organization. Our results provide evidence that common-property PHS contracts can change household-level conservation and human wellbeing outcomes, but that these changes are dependent on the type of external motivator and community organization.

Payment for Ecosystem Services (PES) programs are increasingly employed to encourage individual actors to preserve and/or restore environmentally beneficial instream flows in freshwater ecosystems. However, the success of these PES programs has been mixed across geographic locations and the influence of local resource management institutions remains unclear. In the western U.S.A. little is known about the role of irrigation districts regarding these water transactions. This study addresses that deficit by using existing knowledge about common-pool resource management characteristics to explore the role of irrigation districts in PES programs that incentivize water transactions in the state of Oregon. We conducted 20 semi-structured interviews with irrigation district managers and water transaction experts across the state in order to identify characteristics that influenced differential adoption of market-based PES programs for water. Our results reveal three groups of districts based on: rule formation, physical infrastructure, and user homogeneity. These groupings provide a means of categorizing institutional interactions and outcomes that correspond with district adaptability to water transactions. Specifically, we identify congruence between local conditions and rules as well as investment in infrastructure as design principles that shape how irrigation district managers responded to market-based PES.

A growing body of literature has highlighted the value of social science for conservation, yet the diverse approaches of the social sciences are still inconsistently incorporated in conservation initiatives. Building greater capacity for social science integration in conservation requires frameworks and case studies that provide concrete guidance and specific examples. To address this need, we have developed a framework aimed at expanding the role for social science in formal conservation planning processes. Our framework illustrates multiple ways in which social science research can contribute to four stages of such processes: 1) defining the problem and project team; 2) defining goals; 3) identifying impact pathways and designing interventions; and 4) developing and evaluating indicators of success (or failure). We then present a timely case study of wolf reintroduction in Colorado, U.S.A., to demonstrate the opportunities, challenges, and complexities of applying our framework in practice.

Understanding the factors that drive protected area outcomes is critical to increase the success of global conservation efforts. Until recently, our understanding of the influence of management effectiveness has been restricted by the limited availability of standardized management data and study design limitations of prior evaluations. Here we use a quasi-experimental matching approach to test the influence of management effectiveness on forest cover change inside 46 protected areas in Mexico. We test the influence of five management categories, including context and planning, administration and finance, use and benefits, governance and social participation, and management quality, as well as an overall effectiveness score, using a subgroup analysis and an interaction term in post-matching multiple linear regression. Our results show that protected areas with higher management effectiveness have a greater effect on reducing deforestation compared to those with low management effectiveness, but that both types of protected areas experience less forest loss compared to similar unprotected areas. We find this trend in all five of the management categories and the overall score, with administration and finance scores having the greatest effect on forest loss outcomes. Our findings suggest careful design and planning, effective participation from multiple stakeholders and equal sharing of benefits, and sufficient human and financial capital can improve the effectiveness of protected areas in preventing forest loss.

A small but growing number of watershed investment programs in the western United States focus on wildfire risk reduction to municipal water supplies. This paper used return on investment (ROI) analysis to quantify how the amounts and placement of fuel treatment interventions would reduce sediment loading to the Strontia Springs Reservoir in the Upper South Platte River watershed southwest of Denver, Colorado following an extreme fire event. We simulated various extents of fuel mitigation activities under two placement strategies: (a) a strategic treatment prioritization map and (b) accessibility. Potential fire behavior was modeled under each extent and scenario to determine the impact on fire severity, and this was used to estimate expected change in post-fire erosion due to treatments. We found a positive ROI after large storm events when fire mitigation treatments were placed in priority areas with diminishing marginal returns after treating >50-80% of the forested area. While our ROI results should not be used prescriptively they do show that, conditional on severe fire occurrence and precipitation, investments in the Upper South Platte could feasibly lead to positive financial returns based on the reduced costs of dredging sediment from the reservoir. While our analysis showed positive ROI focusing only on post-fire erosion mitigation, it is important to consider multiple benefits in future ROI calculations and increase monitoring and evaluation of these benefits of wildfire fuel reduction investments for different site conditions and climates.

We used a mixed-methods approach to assess the impact of a ‘forest-friendly’ titling program on previously untitled lands surrounding the Cuyabeno Reserve in Ecuador. Such programs are part of an increasing trend in tenure formalization intended to simultaneously strengthen tenure security, reduce deforestation, and open the door for more incentive-based conservation programs. We use quasi-experimental methods to estimate and compare the impact of titling on forest outcomes for lands that are titled with certain limitations on the ownership bundle of rights, alongside lands titled but without these restrictions. This quantitative analysis is paired with results from a series of focus group interviews with landowners to understand their experiences with the titling effort, particularly tied to the restrictions. Our results point to a statistically significant impact of titling with restrictions on reducing deforestation by 34%, whereas titling without such restrictions resulted in no significant effect. When we explore impacts according to annual deforestation rates, the results suggest that titled lands are buffered from the surges in deforestation that otherwise occurred on untitled lands and more broadly across the region. While ‘forest-friendly’ restrictions had more of an effect on forest outcomes than titled lands without, the insights shared by landowners suggest important concerns about equity and unjust burdens on current households that could risk livelihood options for future generations.

Strategic planning to increase forest cover in Central American transboundary areas of the Mesoamerican Biological Corridor requires understanding land-cover and land-use change trends and drivers. We estimated forest cover change from remotely sensed land-cover and land-use classifications from 1986, 2001, and 2010, in the tri-national Trifinio Region, bordering El Salvador, Guatemala, and Honduras. Our analysis spanned subnational, national, regional, and protected border areas. We determined correlations with direct drivers of deforestation, developing a multilevel linear regression model. Higher population density significantly correlated with deforestation; coffee, agroforestry, and pasture replaced forests. The tri-national park retained forests compared to neighboring areas, but additionality requires more research. Payments for ecosystem services have become common policy tools used by governments to mitigate the damaging impacts of threats to natural systems. Our transdisciplinary, international research team encompassed 35 interdisciplinary scientists, students, and non-academic partners who collectively studied the impacts that the Mexican government’s payments for hydrological services program has had on the surrounding landscape and people. The overarching goal of our research was to advance understanding of interactions and feedbacks between payments for hydrological services policies and coupled social-ecohydrological systems in two watersheds in Veracruz, Mexico. In this chapter, we present the challenges that our team faced while conducting this research, as well as our achievements, not only in terms of generating new scientific knowledge about complex natural-human systems but also to developing transdisciplinary approaches that have the potential to impact policy.

Payments for ecosystem services (PES) are considered an important policy tool for promoting forest conservation and restoration. The effectiveness of PES programs is typically evaluated by their capacity to reduce deforestation within and around parcels receiving these payments. Larger, landscape-scale, impacts of these programs on processes such as forest fragmentation and connectivity, and payment thresholds that could influence PES effectiveness and their role in regional conservation efforts, remain largely unexplored. Working in three regions with active programs making payments for hydrological services (PHS) in Veracruz state, Mexico, we used a mobile window analysis to identify and compare particular landscapes receiving PHS to similar landscapes not receiving PHS. Difference-in-difference techniques were used to evaluate: 1) changes in metrics of PHS program effectiveness, including deforestation and additionality, in landscapes with low-PHS and high-PHS payment densities; and 2) landscape-scale metrics of ecological integrity, including the capacity of PHS to foster landscapes with less fragmentation and higher connectivity. Maps of forest coverage immediately prior to (1993−2003), and following (2003–2013) the first ten years of, PHS program operation were used to document and compare trends in these areas. Our results suggest PHS significantly reduced deforestation rates but was limited in achieving higher additionality by enrolling mostly areas of lower deforestation risk (only 44 % of PHS occurred in areas of high or very high risk). PHS was not successful in slowing forest fragmentation or the loss of connectivity in our study regions. However, we found that the effectiveness of PHS programs was linked with payment density, with higher PHS coverages resulting in significantly greater reductions in deforestation (41.26 % more effective) vs low-PHS areas. Our findings suggest that measuring PES impact as a change in forest cover alone may over-simplify analyses of the effectiveness of these programs. Overall, a landscape-scale focus appears warranted in PES program design and evaluations of their effectiveness.

Highlights: • We analyze deforestation outcomes and equity implications of a two-year interruption in forest PES in Ecuador’s Amazon. • Quasi-exp. tests show that without payment, deforestation resumed on enrolled properties situated near high defor pressure. • Where deforestation pressures were low, enrolled properties continued to conserve more than non-enrolled properties. • Focus groups and interviews revealed enrolled landowners lacked information and their contract terms were imbalanced. • Equity, transparency, funding, and trust are essential for the long-term viability of incentive-based conservation., Payments for Ecosystem Services (PES) are now a prominent policy instrument for conserving tropical forests. PES are voluntary, direct, and contractual: an ES buyer pays an ES steward for adopting conservation practices for a fixed term. A defining feature of PES is its ‘quid pro quo’ conditionality, e.g. stewards are paid only if they deliver contracted conservation outcomes. Most studies on PES effectiveness focus on the steward’s compliance with contract conditions. By contrast, the buyer’s compliance has received scant attention despite the fact that PES programs across the globe have delayed payments, suspended re-enrollment, or shut down altogether. ‘Use-restricting’ PES depend on the continued flow of funding to pay for conservation; however, institutional, political, and economic factors can disrupt or terminate PES funding. What happens when the PES money unexpectedly runs out? Do stewards continue to conserve or revert to their former practices? We use mixed methods to study equity concerns and forest outcomes of an unexpected, two-year interruption in conservation payments to 63 private landowners residing in Ecuador’s Amazon and enrolled in the Socio Bosque program, compared to similar landowners who did not enroll. Using quasi-experimental methods, we found that during the payment suspension period enrolled properties did not maintain their conservation outcomes where deforestation pressures were high (e.g. close to roads). Where deforestation pressures were low, enrolled properties continued to conserve more, on average, than similar properties not enrolled. Findings from 40 interviews and 26 focus groups conducted before, during, and after the payment suspension exposed profound landowner uncertainty regarding their contract rights. Poor official communication and imbalanced PES contract terms reinforced power inequalities between the state and rural ES stewards. Our work highlights the need to plan for financial volatility and to protect participants’ rights in PES contract design.

Protected areas are key to the conservation of global biodiversity and ecosystem services; however, their success is contingent upon adequate funding. One possibility to increase funding for park management is to “sell” a wider suite of ecosystem services “produced” by protected areas, such as carbon sequestration. We conducted 420 tourist surveys to analyze willingness to pay (WTP) for ecosystem service benefits via a conservation fee in the Tambopata National Reserve in Peru. We also interviewed eight tour operators about their perceptions of the proposed fee. The average stated WTP was 15 USD. Sixty-six percent of tourists stated they would pay 10 USD or more, which, if actually paid, would have resulted in 318,000 USD for park management in 2015. SUMMARYForest conservation incentives are a popular approach to combatting tropical deforestation. Here we consider a case where direct economic incentives for forest conservation were offered to newly titled smallholders in a buffer zone of a protected area in the northeastern Ecuadorian Amazon. We used quasi-experimental impact evaluation methods to estimate changes in forest cover for 63 smallholders enrolled in Ecuador's Socio Bosque program compared to similar households that did not enroll. Focus group interviews in 15 communities provided insight into why landowners enrolled in the program and how land use is changing. The conservation incentives program reduced average annual deforestation by 0.4–0.5% between 2011 and 2013 for those enrolled, representing as much as a 70% reduction in deforestation attributable to Socio Bosque. Focus group interviews suggested that some landowners chose to ‘invest’ in conservation because the agricultural capacity of their land was limited and economic incentives provided an alternative livelihood strategy. Interviews, however, indicated limits to increasing enrollment rates under current conditions, due to lack of trust and liquidity constraints. Overall, a hybrid public–private governance approach can lead to larger conservation outcomes than restrictions alone.

BACKGROUND Uncontrolled treatment-resistant hypertension (TRH), i.e., blood pressure (BP, mm Hg) ≥140/≥90mm Hg in and out of office on ≥3 different BP medications at optimal doses, is common and has a poor prognosis. Aldosterone antagonist (AA) and renin-guided therapy (RGT) are effective strategies for improving BP control in TRH but have not been compared. METHODS A comparative effectiveness TRH pilot study of AA vs. RGT was conducted in 4 primary care clinics with 2 each randomized to AA or RGT. The primary outcome was change in clinic BP defined by means of 5 automated office BP values. Eighty-nine patients with apparent TRH were screened and 44 met criteria for true TRH. RESULTS Baseline characteristics of 20 patients in the AA (70% Black, 45% female, mean age: 57.4 years) and 24 patients in RGT (79% Black, 50% female, 57.8 years) arms were similar with baseline BP 162±5/90±3 vs. 153±3/84±3, respectively, P = 0.11/0.20. BP declined to 144±5/86±4 in AA vs. 132±4/75±3 in RGT, P = 0.07/0.01; BP was controlled to JNC7 (Seventh Joint National Committee Report) goal in 25% vs. 62.5%, respectively, P < 0.01. Although BP changes from baseline, the primary outcome, were not different (-17.6±5.1/-4.0±3.0 AA vs. -20.4±3.8/-9.7±2.0 RGT, P = 0.65/0.10.), more BP medications were added with AA than RGT (+0.9±0.1 vs. +0.4±0.1 per patient, P < 0.01). CONCLUSIONS In this TRH pilot study, AA and RGT lowered BP similarly, although fewer additional medications were required with RGT. A larger comparative effectiveness study could establish the utility of these treatment strategies for lowering BP of uncontrolled TRH patients in primary care.

Operationalizing integrated water resource management (IWRM) often involves decentralization of water management via community-based management (CBM). While attention has been given to the components leading to successful CBM, less is known about what factors motivate people's willingness to participate (WTP) in such programs. This study analyzed factors that influence household WTP in CBM in a transboundary watershed located where El Salvador, Guatemala, and Honduras converge – the Trifinio Region. Several variables were hypothesized to influence WTP: sense of community (SOC), dependence on water resources, level of concern for water resources, and socio-economic characteristics. In 2014, quantitative and qualitative data were collected from 62 households in five communities. Most respondents reported high levels of WTP in future CBM initiatives, and multivariate regression analysis revealed that SOC was the most important predictor of WTP, with wealth and perceptions of watershed management also statistically significant. Qualitative analyses revealed water availability was more concerning than water quality, and perceptions of inequitable access to water is an important constraint to developing CBM strategies. Taken together, these results suggest that enhancing SOC and relationships between local and regional levels of governance prior to establishing community-based projects would facilitate more success in implementing IWRM.

We examine social equity in a complex community-based controlled hunting program in the Bale Mountains, Ethiopia. We use a grounded qualitative approach and apply a multi-dimensional equity framework to assess locals’ perceptions of equity in the distribution of benefits and costs, the processes of engagement and participation, and the recognition of traditional land use practices and values, paying attention to the inter- and intra-community power dynamics, institutional characteristics, and broader contextual factors that shape perceptions. We conducted interviews with 15 focus groups across four communities and contrast two community-based management models: one that employs a community power sharing mechanism and one without. In each community, we stratified respondents into groups of young men, elder men, women, and community leaders to respect differences in gender, age, and role in the community. The results demonstrate the interweaving effects that broader contextual factors, individual characteristics, and institutional support have on equity perceptions. Important contextual dimensions included pre-existing and ongoing social, political, and economic processes such as population growth and land scarcity, legacy of land use interactions, lack of community infrastructure, and youth-led political activism and unrest. Individual attributes that influenced perceptions included landlessness and joblessness among the youth, the extreme reliance of women on forest products for subsistence, and the traditional value systems and practices among elders. Access to information, transparency of decision making, and the presence of monitoring and accountability also influenced perceived equity. This study contributes to the literature on community-based conservation by demonstrating how and why local’s concepts of fairness diverge from generic and externally defined notions of equitability. Moving forward, equity assessments need to evaluate local actor’s diverse and contextualized relationships with other actors and the natural world, and give recognition to how perceptions interplay with broader social and environmental processes, prior to designing and implementing conservation programs.

It is generally assumed that forests improve ecosystem service (ES) provisioning within landscapes. These assumptions drive policies (e.g. Payment for Ecosystem Services) that affect land-use without knowing if the desired services are achieved. Here we use a data-intensive approach to explore the synergies and tradeoffs between three regulating (hydrologic regulation, water quality, carbon storage) and one supporting ES (biodiversity). Using field-based measurements for ten ES indicators collected within eight land use/land cover (LULC) types we assess: (1) the relationship between ES indicators and LULC type and (2) the synergies and tradeoffs across ES indicators. For objective one, we found that primary forests promote more favorable hydrological services, including having greater base flow, flow regulation, and soil conductivity. For objective two, we observed synergies across many ES where management of one would improve provisioning for several other ES, specifically between low flow, carbon storage, and biodiversity. However, many ES parameters (e.g. water quality) had no relationship with other ES parameters. Our results underscore the value of site-specific research in addressing assumptions about the relationship between LULC and ES provisioning. More site-specific data is needed for more informed design of management strategies that can maximize ES benefits.

This article presents a systematic review of the factors and motivations that explain participation in payments for ecosystem services (PES) programs in the Global South. PES are voluntary conservation incentive programs and participation is determined by eligibility, willingness, and ability to participate. Following the PRISMA guidelines, we review 78 studies and summarize how willingness (financial and non-financial motivations) and ability (based on the capital assets framework) to participate are measured and the direction of influence of these variables. An increasing number of studies assess the role of both financial and non-financial motivators on PES participation. Financial and non-financial motivators, including pro-social, pro-environmental, and risk reduction, positively influence willingness to participate. Most studies consider the role of at least one capital asset in determining ability to participate in PES programs. In general, participants in PES programs have more capital assets than non-participants. Our findings suggest that the theory behind how PES mechanisms work needs to be updated to account for more complex behavioral theories and a wider set of factors and motivations. Results from this systematic review can be used to inform the design of PES programs and help shed light on why PES programs achieve their environmental or socioeconomic objectives.

A number of studies show that payments for ecosystem services (PES) programs contribute to reducing deforestation, but few have measured the impact on ecosystem service provision or compared economic benefits and costs of these programs. We integrate impact evaluation and ecosystem service measurement to examine the effects of PES programs in Veracruz, Mexico. We use quasi-experimental methods to measure the effect of enrolling in PES on forest cover. We link these changes in forest cover to field-calibrated measures of water regulation and carbon storage. After converting these changes in ecosystem services to monetary values we calculate the net benefits of the programs. We find that PES reduces losses of forest cover but that the additional gains in forest cover are small. However, these gains in forest lead to positive water regulation and carbon storage services. The net benefits of the PES programs over a 10-year period are as large as USD 3.2 million for watershed services and USD 4.9 million for water plus carbon storage. However, when there is no additionality in forest cover due to PES, the programs result in economic losses. Adopting this type of integrated modeling of PES impacts sheds light on the economic efficiency of these approaches.

Concerns over wildfire impacts to water supplies have motivated efforts to mitigate risk by reducing forest fuels. Methods to assess fuel treatment effects and prioritise their placement are needed to guide risk mitigation efforts. We present a fuel treatment optimisation model to minimise risk to multiple water supplies based on constraints for treatment feasibility and cost. Risk is quantified as the expected sediment impact costs to water supplies by combining measures of fire likelihood and behaviour, erosion, sediment transport and water supply vulnerability. We demonstrate the model's utility for prioritising fuel treatments in two large watersheds in Colorado, USA, that are critical for municipal water supply. Our results indicate that wildfire risk to water supplies can be substantially reduced by treating a small portion of the watersheds that have dense, fire-prone forests on steep slopes that drain to water supply infrastructure. Our results also show that the cost of fuel treatments outweighs the expected cost savings from reduced sediment inputs owing to the low probability of fuel treatments encountering wildfire and the high cost of thinning forests. This highlights the need to expand use of more cost-effective treatments, like prescribed fire, and to identify fuel treatment projects that benefit multiple resources.

Protected areas (PAs) are a prominent approach to maintaining and enhancing biodiversity and ecosystem services. A critical question for safeguarding these resources is how PA governance processes and management structures influence their effectiveness. We conduct an impact evaluation of 12 PAs in three Central American countries to assess how processes in management restrictions, management capacity, and decentralization affect the annual change in the satellite-derived Normalized Difference Vegetation Index (NDVI). NDVI varies with greenness that relates to plant production, biomass, and important ecosystem functions related to biodiversity and ecosystem services such as water quality and carbon storage. Any loss of vegetation cover in the form of deforestation or degradation would show up as a decrease in NDVI values over time and gains in vegetation cover and regeneration as an increase in NDVI values. Management restriction categories are based on international classifications of strict versus multiple-use PAs, and capacity and decentralization categories are based on key informant interviews of PA managers. We use matching to create a counterfactual of non-protected observations and a matching estimator and regression to estimate treatment effects of each sub-sample. On average, strict and multiple-use PAs have a significant and positive effect on NDVI compared to non-protected land uses. Both high and low decentralized PAs also positively affect NDVI. High capacity PAs have a positive and significant effect on NDVI, while low capacity PAs have a negative effect on NDVI. Our findings advance knowledge on how governance and management influence PA effectiveness and suggest that capacity may be more important than governance type or management restrictions in maintaining and enhancing NDVI. This paper also provides a guide for future studies to incorporate measures of PA governance and management into impact evaluations.

Payments for watershed services (PWS) as a policy tool for enhancing water quality and supply have gained momentum in recent years, but their ability to lead to sustainable watershed outcomes is uncertain. Consequently, the demand for effective monitoring and evaluation (M&E) of PWS impacts on coupled human and natural systems (CHANS) and their implications for watershed sustainability (WS) is increasing. The theoretical foundations and practical applications of WS frameworks, which integrate biophysical and socioeconomic indicators to assess progress toward WS goals, have been extensively explored but rarely applied to PWS. We develop the PWS–WS framework as an approach for guiding indicator selection to improve knowledge about the complex drivers, interactions, and feedback between PWS and CHANS. A review of the PWS and WS literatures provides a basis for comparing and contrasting indicators. Using two case studies, we illustrate how applying the PWS-WS framework using a place-based, contextualized approach enhances potential for sustainable watershed outcomes.

A number of watershed partnerships have emerged in the western US to address the impacts of wildfire through investing in wildfire mitigation activities. To motivate collective action and design effective risk mitigation programs, these stakeholders draw on evidence linking wildfire mitigation to outcomes of interest. To advance knowledge in this area, we 1) assessed the strength of existing scientific evidence linking wildfire mitigation treatments with societal outcomes and 2) measured the importance of this evidence to watershed partnerships in the western US. To address objective one, we created a systematic evidence map to identify the most common wildfire mitigation treatment and societal outcome relationships reported. From the more than 100 studies examined, we found that the most commonly studied linkages were related to the impacts of thinning on infrastructure and timber. To answer objective two, we surveyed 38 professionals affiliated with organizations involved in eight watershed partnerships in the western US. We asked about the relative importance and strength of evidence linking wildfire treatments to societal outcomes for their watershed partnership, and used this information to create an importance-strength analysis and gap analysis. We found that most linkages were considered important to these organizations, and that the biggest gap identified was for evidence linking mulching to water quality or quantity outcomes. Forest and wildfire specialists perceived a larger need for additional evidence generation than other professional groups. Jointly, the results from this study point to areas of evidence generation important for watershed partnerships and other organizations involved in wildfire mitigation, and suggest a need to more thoroughly disseminate information about existing evidence to this new group of stakeholders investing in wildfire risk mitigation.
