- Abstract
A consideration of the relationship between contemporary preoccupations and developments in historical writing. Contemporary preoccupations provide an uncertain foundation for developments in historical writing. They may provide fresh insights to the past, but they may be powerful enough to countervail the beneficial influences of improved techniques and sources. A historian may be able to reduce the influence of his contemporary interests on his approach to the past by comparing the periods and subjects neglected by successive generations of historians concerned with the same period of the past. In this way, he may acquire a clearer awareness of the manner in which historical judgements do improve in successive generations.

The article discusses the decline of early House of Stuart naval power and the strictures of the naval policies of James I, King of England. The author explains that from 1603 to 1642, the English naval administration did not provide seamen with good food, pay, or clothing. The article talks about how the navy was the only military force England possessed and that it was used as a defense against invasion and a guardian of fishing and merchant fleets. Subjects of the article also include the political function of the navy, the desertion of seamen, and the 17th century naval wars against the Dutch and French.
