Antarctic Specially Protected Areas (ASPAs) are a key regulatory mechanism for protecting Antarctic environmental values. Previous evaluations of the effectiveness of the ASPA system have focused on its representativeness and design characteristics, presenting a compelling rationale for its systematic revision. However, while upgrading the system could increase the representation of values within ASPAs, representation alone does not guarantee the avoided loss or improvement of those values. Identifying factors that influence the effectiveness of ASPAs would inform the design and management of an ASPA system with the greatest capacity to deliver its intended conservation outcomes. To facilitate evaluations of ASPA effectiveness, we propose a research and policy agenda that includes (i) articulating a theory of change for what outcomes ASPAs generate and how, (ii) building evaluation principles into ASPA design and designation processes, (iii) employing complementary approaches to evaluate multiple dimensions of effectiveness, and (iv) extending evaluation findings to identify and exploit drivers of positive conservation impact. Implementing these approaches will enhance the efficacy of ASPAs as a management tool, potentially leading to improved outcomes for Antarctic natural values in an era of rapid global change.

The global carbon sequestration and avoided emissions potentially achieved via blue carbon is high (∼3% of annual global greenhouse gas emissions); however, it is limited by multidisciplinary and interacting uncertainties spanning the social, governance, financial, and technological dimensions. We compiled a transdisciplinary team of experts to elucidate these challenges and identify a way forward. Key actions to enhance blue carbon as a natural climate solution include improving policy and legal arrangements to ensure equitable sharing of benefits; improving stewardship by incorporating indigenous knowledge and values; clarifying property rights; improving financial approaches and accounting tools to incorporate co-benefits; developing technological solutions for measuring blue carbon sequestration at low cost; and resolving knowledge gaps regarding blue carbon cycles. Implementing these actions and operationalizing blue carbon will achieve measurable changes to atmospheric greenhouse gas concentrations, provide multiple co-benefits, and address national obligations associated with international agreements.

The loss and degradation of nature can lead to hopelessness and despair, which may undermine engagement in conservation actions. Movements such as Conservation Optimism aim to avert potential despair of those involved in the conservation movement. Some argue that fostering positive states such as hope or optimism can motivate engagement and action; however, others question whether fostering hope or optimism may inadvertently undermine perceived gravity of conservation challenges. There is little empirical evidence that identifies how positive states such as hope and optimism influence conservation engagement. Here we address this gap by quantifying dispositional hope and optimism with a representative sample of Australians (N = 4285) and assess their relationship with indicators of conservation engagement, using the Great Barrier Reef in Australia as a case study. We find that one dimension of hope (specifically-hope pathways-defined by Snyder's Hope Theory as knowing different ways to act) was associated with greater capacity to identify two types of behaviors for reef conservation (climate-related behaviors odds ratio (OR) = 1.44; and plastic reduction behaviors OR = 1.22) and greater likelihood of adopting climate-related actions (β = 0.20). Optimism was associated with recognition of plastic reduction behaviors only (OR = 1.22) We then examined the pathways mediating these effects. Neither hope nor optimism undermined appraisal of conservation threats. The effects of optimism were mediated by reduced action futility; the effects of hope-pathways were mediated via stronger perceptions of threats to the reef (threat appraisal) and confidence in performing useful actions (coping appraisal). Our findings suggest that rather than undermining appreciation of the challenges involved in conservation, dispositional hope can strengthen appraisal of both the challenges and solutions, and thereby increase conservation engagement This article is protected by copyright. Peri-urban areas, defined as the region between urban and rural settlements, are heterogeneous, dynamic regions experiencing rapid land use change in cities around the world. Ongoing development and land use change has resulted in the fragmentation, degradation and loss of natural assets, threatening biodiversity, and ecosystems within the peri-urban region. With much of this land privately owned, the actions of landholders have considerable opportunity to deliver environmental outcomes, yet an understanding of this diverse group of landholders is challenging. Through a survey of landholders (N = 184) in Australian peri-urban regions we sought to understand motivations and barriers to engagement in environmental management. Factors influencing willingness to engage in environmental management included perceived personal capacity to act, feeling that actions were helpful, and community participation. We discuss how engagement strategies could incorporate these findings by focussing on improving capacity and environmental knowledge with hands on, face-to-face extension activities, encouraging simple actions, and fostering greater community interaction.

Recovery and conservation of threatened species require adequate institutional responses. We tested an approach to systematically identify and measure how an institutional framework acknowledges threats and required responses for the recovery of endangered species. We measured institutional functional fit with a drivers-pressure-state-impacts-response (DPSIR) model integrated with a quantitative text mining method and qualitative analysis of statutory instruments to examine regulatory responses that support the recovery of 2 endangered species native to Australia, the bridled nailtail wallaby (Onychogalea fraenata) and the Eastern Bristlebird (Dasyornis brachypterus). The key components of the DPSIR model were present in the institutional framework at statutory and operational levels, but some institutional gaps remained in the protection and recovery of the Eastern Bristlebird, including feral predator control, weed control, and grazing management in some locations. However, regulatory frameworks varied in their geographic scope and the application and implementation of many instruments remained optional. Quantitative text mining can be used to quickly navigate a large volume of regulatory documents, but challenges remain in selection of terms, queries of co-occurrence, and interpretation of word frequency counts. To inform policy, we recommend that quantitative assessments of institutional fit be complemented with qualitative analysis and interpreted in light of the sociopolitical and institutional context.La recuperación y la conservación de las especies amenazadas requieren de respuestas institucionales adecuadas. Medimos la aptitud funcional institucional mediante un modelo de fuerzas motrices-presión-estado-impacto-respuesta (DPSIR) integrado con un método cuantitativo de extracción de textos y un análisis cualitativo de los instrumentos legales para examinar las respuestas regulatorias que apoyan a la recuperación de dos especies en peligro nativas de Australia: Onychogalea fraenata y Dasyornis brachypterus. Aims: To identify potential hull fouling marine invasive species that could survive in East Antarctica presently and in the future. Location: Australia's Antarctic continental stations: Davis, Mawson and Casey, East Antarctica; and subantarctic islands: Macquarie Island and Heard and McDonald Islands. Methods: Our study uses a novel machine-learning algorithm to predict which currently known hull fouling MIS could survive in shallow benthic ecosystems adjacent to Australian Antarctic research stations and subantarctic islands, where ship traffic is present. We used gradient boosted machine learning (XGBoost) with four important environmental variables (sea surface temperature, salinity, nitrate and pH) to develop models of suitable environments for each potentially invasive species. We then used these models to determine if any of Australia's three Antarctic research stations and two subantarctic islands could be environmentally suitable for MIS now and under two future climate scenarios. Results: Most of the species were predicted to be unable to survive at any location between now and the end of this century; however, four species were identified as potential current threats and five as threats under future climate change. Asterias amurensis was identified as a potential threat to all locations. Main conclusions: This study suggests that the risks are very low, but plausible, that known hull fouling species could survive in the shallow benthic habitats near Australia's East Antarctica locations and suggest a precautionary approach is needed by way of surveillance and monitoring in this region, particularly if propagule pressure increases. While some species could survive as adults in the region, their ability to reach these locations and undergo successful reproduction is considered unlikely based on current knowledge.

Understanding how private landholders make deforestation decisions is of paramount importance for conservation. Behavioural frameworks from the social sciences have a lot to offer researchers and practitioners, yet these insights remain underutilised in describing what drives landholders’ deforestation intentions under important political, social, and management contexts. Using survey data of private landholders in Queensland, Australia, we compare the ability of two popular behavioural models to predict future deforestation intentions, and propose a more integrated behavioural model of deforestation intentions. We found that the integrated model outperformed other models, revealing the importance of threat perceptions, attitudes, and social norms for predicting landholders’ deforestation intentions. Social capital, policy uncertainty, and years of experience are important contextual moderators of these psychological factors. We conclude with recommendations for promoting behaviour change in this deforestation hotspot and highlight how others can adopt similar approaches to illuminate more proximate drivers of environmental behaviours in other contexts. The hunting and consumption of wild meat (bushmeat) is recognized as a key threat to the world’s biodiversity and there are indications this threat may extend to much of the African continent. However, this problem is understudied in African savannah systems—particularly in southern Africa. Due to its illicit nature, little research on the drivers behind hunting and consumption exists, especially using methods appropriate to the topic’s sensitivity. We explored the prevalence of hunting and consumption of wild meat in the low-income country of Malawi, by conducting 1562 interviews in communities neighbouring four different protected areas. We identified characteristics of households illegally hunting and consuming wild meat, using the unmatched count technique and socio-demographic variables in linear models. Consumption had a higher prevalence than hunting, reaching up to 39% of the population, while 4–19% of the population engaged in hunting. Consumption was more prevalent in poorer households, while hunting was more prevalent in wealthier households. Increased involvement in community projects initiated by protected areas did not always lead to reduced consumption or hunting, including at protected areas with substantial outside investment, indicating these projects need a clearer link to conservation outcomes. A preference for the taste of wild meat and for added diversity in diet were key drivers of consumption, whereas hunting was primarily motivated by the need for income. Our results highlight the disparity between drivers of hunting and consumption of wild meat and the pervasive nature of this threat, despite considerable investment into community projects and enforcement.

Mangrove forests store high amounts of carbon, protect communities from storms, and support fisheries. Mangroves exist in complex social-ecological systems, hence identifying socioeconomic conditions associated with decreasing losses and increasing gains remains challenging albeit important. The impact of national governance and conservation policies on mangrove conservation at the landscape-scale has not been assessed to date, nor have the interactions with local economic pressures and biophysical drivers. Here, we assess the relationship between socioeconomic and biophysical variables and mangrove change across coastal geomorphic units worldwide from 1996 to 2016. Globally, we find that drivers of loss can also be drivers of gain, and that drivers have changed over 20 years. The association with economic growth appears to have reversed, shifting from negatively impacting mangroves in the first decade to enabling mangrove expansion in the second decade. Importantly, we find that community forestry is promoting mangrove expansion, whereas conversion to agriculture and aquaculture, often occurring in protected areas, results in high loss. Sustainable development, community forestry, and co-management of protected areas are promising strategies to reverse mangrove losses, increasing the capacity of mangroves to support human-livelihoods and combat climate change.

Forest restoration has been proposed as a scalable nature-based solution to achieve global environmental and socio-economic outcomes and is central to many policy initiatives, such as the Bonn Challenge. Restored forests contain appreciable biodiversity, improve habitat connectivity and sequester carbon. Incentive mechanisms (e.g. payments for ecosystem services and allocation of management rights) have been a focus of forest restoration efforts for decades. Yet, there is still little understanding of their role in promoting restoration success. We conducted a systematic literature review to investigate how incentive mechanisms are used to promote forest restoration, outcomes, and the biophysical and socio-economic factors that influence implementation and program success. We found that socio-economic factors, such as governance, monitoring systems and the experience and beliefs of participants, dominate whether or not an incentive mechanism is successful. We found that approximately half of the studies report both positive ecological and socio-economic outcomes. However, reported adverse outcomes were more commonly socio-economic than ecological. Our results reveal that achieving forest restoration at a sufficient scale to meet international commitments will require stronger assessment and management of socio-economic factors that enable or constrain the success of incentive mechanisms. A challenge for natural area managers is to ensure that public expenditure on land restoration is cost-effective, efficient and transparent but this is difficult to achieve in practice, especially when there are many possible projects across multiple years. Here we develop a 'roadmap' for investment in land restoration. It explicitly considers space, time and their interaction, in relation to ecological outcomes and restoration costs (and their variation in time and space). Using integer linear programming optimization in a benefit-cost accounting framework, the roadmap incorporates: transitions between different stages of ecological recovery in a spatial mosaic of multiple ecosystem types; cost schedules associated with managing those transitions over time; time-lags between beginning management and achieving outcomes; variations to constraints and goals associated with various factors including site accessibility, specific conservation priorities (such as threatened species or ecosystems); and background environmental trends. This approach enables land managers to: (1) forecast landscape-scale outcomes of management strategies over long timeframes; (2) address the question of how long it will take and how much it will cost to achieve specific outcomes; and (3) explore potential trade-offs in outcomes among alternative management strategies. We illustrate its application using a case study of forest restoration in Australia by a local government authority across a public conservation estate comprising 765 land units of varying size, totaling about 13,000 hectares, across five different floristic vegetation types, with an annual budget of about AU$5M, projected over a 50-year timeframe. These simulations revealed a trade-off between management strategies that seek to increase either the total cover of native forest or the amount of high quality forest: quality-based strategies were favored in scenarios where shorter term (20-30 years) timeframes were chosen at the outset, but cover-based strategies were favored if longer time horizons were initially targeted. Projected outcomes were also strongly influenced by assumed background rates of vegetation decline or recovery. Many of the issues in this restoration roadmap are generalizable (even though specific outcomes and trade-offs are likely to vary among case studies), and the approach is both scalable and transferable to other regions and ecosystems.

To combat global warming and biodiversity loss, we require effective forest restoration that encourages recovery of species diversity and ecosystem function to deliver essential ecosystem services, such as biomass accumulation. Further, understanding how and where to undertake restoration to achieve carbon sequestration and biodiversity conservation would provide an opportunity to finance ecosystem restoration under carbon markets. We surveyed 30 native mixed‐species plantings in subtropical forests and woodlands in Australia and used structural equation modeling to determine vegetation, soil, and climate variables most likely driving aboveground biomass accrual and bird richness and investigate the relationships between plant diversity, aboveground biomass accrual, and bird diversity. We focussed on woodland and forest‐dependent birds, and functional groups at risk of decline (insectivorous, understorey‐nesting, and small‐bodied birds). We found that mean moisture availability strongly limits aboveground biomass accrual and bird richness in restoration plantings, indicating potential synergies in choosing sites for carbon and biodiversity purposes. Counter to theory, woody plant richness was a poor direct predictor of aboveground biomass accrual, but was indirectly related via significant, positive effects of stand density. We also found no direct relationship between aboveground biomass accrual and bird richness, likely because of the strong effects of moisture availability on both variables. Instead, moisture availability and patch size strongly and positively influenced the richness of woodland and forest‐dependent birds. For understorey‐nesting birds, however, shrub cover and patch size predicted richness. Stand age or area of native vegetation surrounding the patch did not influence bird richness. Our results suggest that in subtropical biomes, planting larger patches to higher densities, ideally using a diversity of trees and shrubs (characteristics of ecological plantings) in more mesic locations will enhance the provision of carbon and biodiversity cobenefits. Further, ecological plantings will aid the rapid recovery of woodland and forest bird richness, with comparable aboveground biomass accrual to less diverse forestry plantations., We assessed native mixed‐species plantings in subtropical forests and woodlands in Australia to determine vegetation, soil, and climate variables most likely driving aboveground biomass (AGB) accrual and bird richness and investigate the relationships between plant diversity, AGB accrual, and bird diversity. Coral reef restoration is an increasingly important part of tropical marine conservation. Information about what motivates coral reef restoration as well as its success and cost is not well understood but is needed to inform restoration decisions. We systematically review and synthesize data from mostly scientific studies published in peer-reviewed and gray literature on the motivations for coral reef restoration, the variables measured, outcomes reported, the cost per hectare of the restoration project, the survival of restored corals, the duration of the project, and its overall spatial extent depending on the restoration technique employed. The main motivation to restore coral reefs for the projects assessed was to further our ecological knowledge and improve restoration techniques, with coral growth, productivity, and survival being the main variables measured. The median project cost was 400,000 US$/ha (2010 US$), ranging from 6,000 US$/ha for the nursery phase of coral gardening to 4,000,000 US$/ha for substrate addition to build an artificial reef. Restoration projects were mostly of short duration (1–2 years) and over small spatial extents (0.01 ha or 108 m2). Median reported survival of restored corals was 60.9%. Future research to survey practitioners who do not publish their discoveries would complement this work. Our findings and database provide critical data to inform future research in coral reef restoration.

It is argued that loss and degradation of natural ecosystems reduce the opportunity to experience nature, and as a consequence, reduce concern for nature and support for nature conservation. This phenomenon is termed the ‘extinction of experience’. Research suggests a potential association between some nature experiences and conservation support. However, the influence of more typical urban nature experiences on conservation support—such as visiting urban parks—is not well understood. We used a longitudinal, representative dataset of adults in Brisbane, Australia (N = 6181) and examined the effects of nature experiences on conservation support using data from the same individuals surveyed at two time periods (2009 and 2011). Frequency of park use for physical activity with others was associated with conservation support, but no effects were observed for proximity to parkland or area of parkland adjacent to home. Frequency of physical activity on beaches and proximity to waterways were both associated with stronger conservation support, but coastal proximity was associated with lower conservation support. Mediation analysis examined how these experiences elicited support. The influence of park use on conservation support was mediated by all three tested pathways: environmental concern (as theorized by the extinction of experience), and two novel pathways, wellbeing, and social interactions. Neither beach use nor proximity to waterways elicited their effects via environmental concern; the effect of beach use was mediated by wellbeing and social interactions, whereas the effect of waterway proximity was mediated by wellbeing only. To assess whether observed effects were specific to nature, we examined the influence of two contrasting experiences on conservation support: both frequency of exercise classes and weights training elicited conservation support. Although certain urban nature experiences may elicit conservation support, results suggest that a variety of life experiences influence an individual’s capacity to support environmental initiatives. Rather than diminishing the role of nature, we argue these findings identify diverse entry points for broadening community support for nature conservation.

Conservation biology and restoration ecology have historically focused on promoting biodiversity and safeguarding endangered species. However, the ecosystem services (ES) concept has given these fields a new, anthropocentric rationale: promoting human wellbeing. Here we investigate how the ES concept has penetrated decision making and public support for ecological restoration in Australia, by examining the national government's funding priorities, land managers’ project goals, and the public's willingness to pay for restoration. We find that national funding priorities and local project implementation have thoroughly mainstreamed the ES concept, and that the public is generally supportive of ES goals. More than half of projects awarded funding, and two-thirds of land managers’ implemented projects, had explicit ES goals. Among managers who participated in semi-structured interviews, 45% rated ES aims as at least as important as biodiversity aims in their projects. The public was more willing to donate to a restoration scenario that included ES than one that did not, and 41% of the public chose an ES as the preferred outcome of restoration. Across all groups, provisioning services were the least preferred ES outcome, compared to regulating or cultural services. Our results indicate that ES are now important rationales for restoration funding and implementation.

Sustainable management of coastal ecosystems requires engaged communities—communities that support sustainable management policies and are willing to adopt behaviours that promote waterway health. Information provision is a common component of engagement practices, yet little is known about what type of information will most effectively motivate engaged communities. We conducted an experimental study (N = 702) examining the effectiveness of different messages about benefits of sustainable coastal management. We examined two messages about cultural ecosystem services (economic benefits and lifestyle benefits), messages focused on conservation benefits, and a ‘control’ message, which mentioned threats to coastal ecosystems but no benefits of management. We also compared the effect of factual and moral arguments on engagement outcomes. Overall, economic messages generated lower intentions to adopt household behaviours, and reduced information seeking across the whole sample. Moral arguments were not more effective than messages using factual arguments. In fact, factual arguments were associated with greater policy support and behavioural intentions. We also examined the role of participant values, political orientation and knowledge on message effectiveness. Participants with a conservative political orientation exhibited poorer responses to framed messages, compared with the control message. These findings highlight the importance of considering message content when communicating with communities. Specifically, messages about ecosystem services may not be superior to environmental messages when communicating about local issues. Recommendations for effective communication commonly suggest aligning messages with audience values. While our findings do not contradict this, they do serve as a reminder to avoid simple assumptions about what these values may entail, and that groups less supportive of conservation goals are likely to require more specific strategies to enhance communication effectiveness.

The continental shelf in the southwestern Atlantic Ocean is among the six richest marine regions for biodiversity in the Southern Hemisphere, and its subtropical region is one of the fastest-warming hotspots. Thus, climate change could profoundly affect future species distributions. We investigated future climate-induced changes in fish larvae and harvested fish taxa in the subtropical southwestern Atlantic Ocean using a community-based modelling technique (gradient forest). This approach integrates information on multiple species rather than treating each species individually, as is typical in many species distribution approaches. We addressed two primary questions: how might climate change affect fish larval communities, and will communities of harvested fish (juveniles and adults) taxa respond similarly. Using two climate change scenarios (moderate RCP 4.5 and ‘business as usual’ 8.5), we found that fish larvae and harvested taxa are influenced differently by environmental variables, with differences in both the level and shape of the response to environmental drivers. Chlorophyll a and sea surface temperature were the most important predictors for fish larvae communities, while depth and sea surface salinity best predicted the harvested community. However, both communities are expected to move southwards in response to climate change, with greater changes in community composition predicted in the southern portion of the study area for both fish larvae and harvested taxa. To our knowledge, this is the first study to investigate the effect of future climate change on a suite of taxa of fish larvae and adults. We also suggest that modelling the integrated response of a suite of species to environmental predictors using community-modelling approaches such as gradient forest could provide robust projections and novel insights into community changes.

Strong trade-offs between agriculture and the environment occur in deforestation frontiers, particularly in the world's rapidly disappearing tropical and subtropical dry forests. Pathways to mitigate these trade-offs are often unclear, as well as how deforestation or different policies alter the option space of available pathways. Using a spatial optimization framework based on linear programming, we develop a landscape-scale possibility frontier describing trade-offs between agricultural profit, biodiversity, and carbon stock for the Argentinean Dry Chaco, a global deforestation hotspot. We use this framework to assess how current land-use zoning, as well as past and future land-use-trajectories, alter the option space to minimize trade-offs between biodiversity, carbon, and agriculture. Our analyses yield four major insights. First, we found substantial co-benefits between biodiversity and carbon, yet strong trade-offs of both with agriculture. Second, development according to the current zoning could lead to highly suboptimal socio-ecological outcomes; our analysis pinpoints how this zoning could be improved. Third, high landscape-scale multifunctionality can be achieved using different land-use strategies, but maintaining >40% of forest is essential in all of them, and silvopasture systems appear to be central for achieving high overall multifunctionality. Finally, our results suggest the window of opportunity is closing rapidly: recent land-use changes since 2000 have rapidly moved the Chaco within the option space, with forest extent declining towards critical thresholds for maintaining balanced, multifunctional landscapes. Our results emphasize that the time for sustainability planning in the Chaco is now. More broadly, we show how multi-criteria optimization can describe dynamic trade-offs between agriculture and the environment at landscape and regional scales. This can help to identify land-system tipping points that, once crossed, would inhibit more sustainable futures, and policies to avoid such potential traps.
