Governments increasingly apply collaborative governance based on deliberation that typically takes place in non-majoritarian institutions. However, collaborative institutions face accountability challenges depending on their institutional design. Still, empirical research is missing on the different choices member states make when designing collaborative institutions implementing European Union (EU) political goals. Using four theoretical principles of accountability, the study compares how Finland and Sweden implement the requirements for collaborative governance of two EU directives in national legislation and management plans. While Finland has provided more detailed and stricter rules resulting in higher process accountability, Sweden has delegated final decision making to authorities, achieving a higher degree of institutional independence. The results reveal that since the directives set only some of the key rules and procedures needed for achieving accountable collaborative institutions, member states’ discretion can lead to institutional variation even in similar governance contexts, resulting in differing institutional accountability and legitimacy of EU policies.

The Sustainable Development Goal 6 seeks to provide safe and affordable drinking water and sanitation for all. Yet, achieving this goal is particularly challenging in many developing countries. New kinds of partnerships seek to push towards this goal, facilitated by trade and concessional loans and including increasingly sophisticated (Western) technological solutions. However, the increasing level of technology may pose challenges for the sustainability of the planned solutions, calling for localisation i.e., customisation of the technology to better suit the challenges and needs of the target location. This thesis looks at localisation of water service technology through a case study focusing on the water project planned by a consortium of Finnish technology providers for Kenyan water sector. This thesis aimed to provide the technology providers with a framework to support their efforts in planning the localisation of their solutions together with their local partners. The framework combines two elements: 1) the core challenges faced when implementing Finnish technology solutions in developing country contexts, and 2) both commonly used and new potential measures to address these challenges. The information used to develop the framework was acquired via semi-structured interviews with Finnish and Kenyan experts, supported by a literature review. The localisation framework was tested with technology providers from the case project with the help of discussion and related self-assessment of localisation needs. The framework identified three main localisation categories: technology, local capacity, and local ownership. Each category entails 2-5 groups of challenges, together with corresponding suggestions for adaptation measures. The interviewees from the case study project found the framework generally comprehensive and relevant for this context. There were, however, differing views on how the actual localisation should occur: while the Kenyan interviewees emphasised, Kestävän kehityksen tavoite 6 pyrkii varmistamaan puhtaan juomaveden tarjoamisen kaikille. Tämän tavoitteen saavuttaminen on suuri haaste etenkin kehittyvissä maissa. Uudenlaiset kumppanuudet pyrkivät vastaamaan tähän haasteeseen, hyödyntäen uudenlaisia rahoitusmalleja sekä korkealaatuisia (länsimaisia) teknologiaratkaisuja. Näiden ratkaisujen toimivuuden ja kestävyyden varmistaminen vaatii kuitenkin teknologiaratkaisujen lokalisointia eli teknologiaratkaisun soveltamista paikallisten olojen haasteisiin ja tarpeisiin sopivaksi. Tässä työssä tarkastellaan vesisektorin tekonologiaratkaisujen lokalisaatiota tapaustutkimuksen keinoin. Tapaustutkimuksena toimii suomalaisten teknologiayritysten muodostama konsortio sekä konsortion suunnittelema hanke Kenian vesisektorille. Työn tavoitteena oli kehittää teknologiatoimittajille viitekehys tukemaan ratkaisujen lokalisointia. Viitekehys yhdistää 1) keskeisimmät haasteet, joita suomalaisen teknologian toteutuksissa kehittyvissä maissa voi ilmetä sekä 2) niin vakiintuneita kuin lupaavia uusia teknologian sopeuttamiskeinoja haasteisiin vastaamiseen. Viitekehyksen muodostamisessa tarvittavat tiedot kerättiin kirjallisuusselvityksen sekä suomalaisille ja kenialaisille asiantuntijoille tehtyjen teemahaastattelujen kautta. Viitekehystä testattiin konsortioon kuuluvien teknologiatoimittajien kanssa keskustelun sekä lokalisointitarpeen kartoittamista tukevan itsearvioinnin kautta. Viitekehys erittelee lokalisoinnin kolme pääkategoriaa: teknologia, paikallinen kapasiteetti ja paikallinen omistajuus. Jokainen kategoria sisältää 2-5 ryhmää toisiinsa liittyviä haasteita sekä näihin kohdennettuja sopeuttamiskeinoehdotuksia. Hankekonsortioon kuuluvat haastateltavat pitivät viitekehystä yleisesti kattavana ja relevanttina. Access to sustainable and safe drinking and household water is a clear precondition for tackling poverty and empowering local communities. But how can progress in these fronts be effectively measured? Definitions, nuance, and classifications are important in development cooperation, and seemingly small adjustments to these can affect the lives of millions of people. There is a trend in monitoring and evaluation (M&E) systems towards more responsive and real-time fol-low-up of results of interventions. This is increasingly the case after the adoption of the Sustainable Development Goals (SDGs) in 2015, which increased the ambition level of data collection as well. This study has analyzed three different strata (micro, meso and macro) covering the M&E system in the case study context of the COWASH Phase III project in Ethiopia’s rural water sector. The aim of the study has been to ascertain the influence of SDG 6 (clean water and sanitation) on M&E processes, whether these processes are encouraging effective data collection and responsive approaches in project interventions, and whether the M&E systems at different strata are integrated with one another seamlessly. These re-search questions were investigated through seven semi-structured interviews with key informants. Indicators for rural drinking water access coverage indicators were also analysed on the three strata of analysis. A novel analytical frame-work and indicator correspondence analysis method were devised for the study by modifying existing methods for stakeholder analysis. Based on the results, there is evidence of the several M&E systems functioning well in isolation, but there seems to be rather little vertical integration between the different systems across the strata, with persisting needs for closer methodological harmonization. Closer attention must be placed on improving the capacity of actors at the local level in improving M&E capacity at the level where beneficiary data originates. Mutta kuinka edistystä voidaan näiden osalta tehokkaasti mitata? Määritelmät, nyanssit ja kategoriat ovat kehitysyhteistyössä merkityksellisiä, ja näihin tehdyt näennäisesti pienet muutokset voivat vaikuttaa miljoonien ihmisten elämään. Seuranta- ja arviointijärjestelmien (M&E) kehityssuuntana on ollut herkempi ja reaaliaikaisempi toimenpiteiden seuranta. Tätä on edesauttanut kestävän kehityksen tavoitteiden (SDG) hyväksyminen vuonna 2015, mikä on myös lisännyt myös datajärjestelmiltä vaadittua kunnianhimoa ja vaatimustasoa. Tämä tutkimus on tarkastellut kolmea analyysitasoa (mikro, meso ja makro), jotka kattavat seuranta- ja arviointijärjestelmän COWASH Phase III-hankkeen tapaustutkimuskontekstissa Etiopian maaseudulla. Lisäksi on tarkasteltu indikaattorien vastaavuutta juomaveden palvelutason kattavuutta mittaavien indikaattorien osalta kaikilla kolmella analyysitasolla. Tutkimusta varten on kehitetty uudenlainen analyyttinen viitekehys sekä indikaattorien vastaavuusanalyysimetodi aikaisimpia sidosryhmäanalyysin menetelmiä mukauttaen. Tulosten perusteella on näyttöä siitä, että useat käytössä olevat M&E-järjestelmät toimivat hyvin erillään, mutta vertikaalista integraatiota eri tasojen välillä on varsin vähän ja metodologiseen harmonisointiin on yhä tarvetta. Yritykset vastaavat merkittävästä osasta maailman kasvihuonekaasupäästöjä, ja niillä on tärkeä rooli globaalien ilmastotavoitteiden saavuttamisessa. Yrityksen hiilineutraalisuudelle ja sen laskemiselle ei kuitenkaan ole kansainvälisesti hyväksyttyä määritelmää. Yritykset käyttävätkin useita eri menetelmiä päästölaskennassa ja systeemirajauksissa on merkittäviä eroja. Työssä selvitettiin mikä on käytetyn laskentamenetelmän ja systeemirajauksen merkitys yritysten hiilineutraalisuustavoitteiden vaikuttavuudelle. Tapaustutkimuksessa vertailtiin Suomessa toimivien yrityksien hiilineutraalisuustavoitteita ja toteutettiin suomalaiselle kiinteistö- ja rakennusalan asiantuntijayritykselle päästölaskenta Hybridi-LCA menetelmällä. Tuloksien perusteella yritykselle laadittiin kolme vaihtoehtoista hiilineutraalisuustiekarttaa, joiden toimivuutta analysoitiin tarkemmin. Asiantuntijayrityksen suurimmat päästöt syntyivät työmatkustamisesta (29 % kokonaispäästöistä), jonka jälkeen suurimmista päästöistä vastasivat ulkopuolelta ostetut palvelut ja tuotteet eli epäsuorat scope 3-päästöt. Perinteisesti päästöintensiivisen kiinteistöjen osuus kokonaispäästöistä oli vain 9 %. Tulos osoitti, että epäsuorat ylävirran päästöt muodostavat suuren osan asiantuntijayrityksen päästöistä eikä niitä voida jättää hiilineutraalisuustavoitteita asetettaessa huomioimatta. Valitulla systeemirajauksella on todella suuri vaikutus hiilineutraalisuustiekartan vaikuttavuuteen. Pelkkien suorien scope 1- ja epäsuorien scope 2-päästöjen huomioiminen johtaa helposti merkittävien päästölähteiden jättämiseen tarkastelun ulkopuolelle. Päästölaskennan perusteella asiantuntijayrityksen päästöistä jää tällöin rajauksen ulkopuolelle 80 %. Toisaalta haasteena epäsuorien scope 3-päästöjen huomioimisessa kattavasti on niiden laskentaan liittyvä epävarmuus, kun laskenta toteutetaan pääasiassa tilinpäätöstietojen pohjalta. Aktiviteetteihin ei päästä pureutumaan riittävällä tarkkuudella ja päästövähennystoimien kohdistamine, Companies are responsible for a significant share of global greenhouse gas emissions and play an important role in achieving global climate goals. However, there is no globally accepted definition for a carbon neutrality of a company and to its calculation. Therefore, companies use several different methods to calculate emissions and there are significant differences in system boundaries of the calculations. The thesis studies the significance of a calculation method and a system boundary for the effectiveness of company carbon neutrality goals. The case study compared the carbon neutrality targets of companies operating in Finland, and Hybrid-LCA method was used to calculate greenhouse gas emission of Finnish expert company operating in real estate and construction field. Based on the results, three alternative carbon neutrality roadmaps were drawn for the company and they were further analyzed. The largest emissions of the expert company are produced by business travel (29 % of the total emissions), followed by services and products purchased externally, i.e., indirect scope 3 emissions. Traditionally, emission-intensive properties accounted for only 9 % of the total emissions. The result indicates that indirect upstream emissions account for a large share of the expert company emissions and cannot be ignored when setting carbon neutrality targets. The selected system boundary has a substantial impact on the effectiveness of the carbon neutrality roadmap. Considering only direct scope 1 and indirect scope 2 emissions leads easily to the exclusion of significant emission sources. Thus, based on the emission calculation, 80 % of the expert company's emissions are excluded from the scope of the study. On the other hand, when the calculation is based mainly on the financial statement, the uncertainty associated with calculation of the indirect scope 3 emissions is a challenge. Public information and consultation for the elaboration, revision, and updating of River Basin Management Plans are encouraged in article 14 of the Water Framework Directive. In Denmark, there’s a need to engage with the public and stakeholders, and failure to do so might result in coordination problems between the central and local levels of the government. Water councils were therefore re-appointed in 2019 to improve stakeholder involvement. These groups are engaged, with Danish municipalities, in the co-creation – collaborative process to produce knowledge – of measures to restore streams for the 2021-2027 management cycle River Basin Management Plans. As such, the re-introduction of water councils consists in a step towards more co-governance, i.e., shared decision right between government institution and other associations, in stream management in Denmark. This thesis examines the framework surrounding water councils and their function in the decision-making process in Denmark using the following research hypothesis: Water councils play a key role for the Danish co-governance system. The research is based on a case study of three water councils. The collaborative process of assisting municipalities in developing restoration measures for the government conducted by water councils was assessed employing an analytical framework proposed in the co-production literature encompassing four principles: pluralism, goal orientation, contextualization, and interactivity. Data was collected via an online questionnaire and interviews, and resulting textual data analyzed based on a deductive coding approach reflective of the analytical knowledge co-production framework. Results indicate that researched water councils will most likely reach the objectives of the third consultation cycle thanks to the experience and relationship of the group developed throughout previous consultation cycles. Water-related tensions are expected to increase globally due to intensifying water scarcity, ecosystem degradation, population growth and the related soaring water demand and climate change. Water diplomacy can complement existing water cooperation activities through its focus on politics and utilization of diplomatic negotiation tools, facilitating peaceful solutions to conflicts over shared waters. Recent studies have used past water interactions, geographic and socio-economic data as well as megatrend analyses to assess future hydro-political risk on a global scale. This analysis develops a framework for a finer scale i.e. regional and national water diplomacy analysis, and tests it in two case study regions: Central Asia and Iraq. The analysis is based on relevant parts of the report “Vesidiplomatia - ennakoivaa rauhanvälitystoimintaa” (Water Diplomacy - Proactive Peace Mediation), which was commissioned by the Ministry for Foreign Affairs of Finland and completed in March 2019. The analytical framework is established using basic analysis and scenario techniques and focusing on the potential to create linkages between water cooperation and diplomatic tools through negotiations, conflict resolution mechanisms and joint fact-finding missions. Methodologically, the main result of the study is the establishment and testing of an analytical framework for water diplomacy, which includes three steps: i) analysis of current state, ii) recognition of two potential Conflict Paths (based on a basic megatrend analysis and a simplified scenario process), and iii) possible water diplomacy actions to complement existing water governance ar-rangements. The two potential Conflict Paths were created until 2030, with one path focusing on water as a key source of conflict and other on geopolitical tensions extending also to water resources management. Context-specific results from the case studies highlight the potential and limitations of water diplomacy efforts to prevent and med, Valtioiden välisten veteen liittyvien jännitteiden arvioidaan yleistyvän ilmastonmuutoksen, väestönkasvun ja kasvavan veden niukkuuden johdosta. Vesidiplomatian tavoitteena on hyödyntää diplomatiatyökaluja vesivaroihin liittyvien konfliktien ennaltaehkäisyssä ja sovittelussa. Vesidiplomatia voi myös täydentää olemassa olevia veteen liittyviä yhteistyömekanismeja. Useat viimeaikaiset tutkimukset ovat käyttäneet menneitä veteen liittyviä tapahtumia, maantieteellistä ja yhteiskunnallis-taloudellista tietoa sekä megatrendianalyysejä tulevaisuuden vesikonfliktiriskien kartoituksessa globaalilla tasolla. Tämän analyysin tavoitteena on kehittää viitekehys tarkemmalle vesidiplomatia-analyysille esimerkiksi alueelliselle tai kansalliselle tasolle ja arvioida sen toimivuutta kahdella tapaustutkimuksella, joiden kohteet ovat Keski-Aasia ja Irak. Analyysi perustuu Suomen ulkoministeriön tilaamaan ”Vesidiplomatia - ennakoivaa rauhanvälitystoimintaa” tilaustutkimukseen, joka valmistui maaliskuussa 2019. Vesidiplomatian analyyttinen kehys muodostetaan käyttämällä yksinkertaisia analyysi- ja skenaariomenetelmiä ja keskittymällä kytkösten muodostamiseen vesivarayhteistyön ja diplomatian välille erilaisten diplomatiatyökalujen (esimerkiksi neuvottelut, konfliktien ratkaisumekanismit ja yhteiset tiedonkeruumatkat) avulla. Tutkimuksen menetelmällinen tulos on vesidiplomatiaan liittyvän analyyttisen viitekehyksen perustaminen ja testaus. Viitekehyksen luoma lähestymistapa koostuu kolmesta osasta: i) tutkittavan alueen nykytilan kartoitus ii) kahden veteen liittyvän konfliktipolun luominen ja iii) suositeltujen toimenpiteiden muodostaminen. Mahdolliset konfliktipolut kehitettiin vuoteen 2030 niin, että toisen lähtökohtana on veteen liittyvät jännitteet ja toisen poliittiset jännitteet. Water is a significant resource for the nature, for people and for corporations. Corporate operations require water in many different steps if not in all of them. The largest amount of water is used in corporate value chains. Corporate water stewardship promotes sustainable use of water both in internal and external operations of a corporation. Value chains are recognised as the biggest challenge for corporate water stewardship. This study aimed to identify 1) the biggest challenges Finnish corporations have with water stewardship, 2) how water stewardship is managed in the value chains and 3) which tools could be used to improve value chain management To achieve these aims, corporate and expert interviews and literature review of water stewardship and value chain management were conducted. Data was analysed through analytical framework that was established for this study. Analytical framework was built with the water reporting framework of CDP Water Program and value chain management theories. The results show that corporations have quite consistent challenges with water stewardship. At the same, it was possible to identify several tools in use for value chain management. The biggest challenges considered the lack of information on value chains and water use in them and a difficulty to take water stewardship beyond internal actions of a corporation to external actions. Additionally, climate actions have taken a big part of corporations’ sustainability work. Based on these findings, a toolbox that provides tools for water sustainable value chain management, was built. Toolbox includes six categories, which are 1) legislation and policy, 2) contracts, 3) strategy, 4) resource efficiency, 5) communication and information sharing, and 6) stakeholder engagement. The toolbox aims to ease the consideration of water stewardship as part of value chain management by creating a coherent entity of several different management tools., Vesi on merkittävä resurssi luonnolle, ihmisille ja yritysten toiminnalle. Yritysten toimintaan tarvitaan vettä kaikissa sen vaiheissa ja suurin osuus vedestä käytetäänkin yritysten arvoketjuissa. Yritysten vesivastuu edistää kestävää vedenkäyttöä sekä yrityksen sisäisissä toimissa että arvoketjussa. Merkittävimmäksi haasteeksi on tunnistettu juuri arvoketjut. Tämän diplomityön tavoitteena oli 1) tunnistaa suomalaisten yritysten suurimmat haasteet vesivastuussa, 2) tunnistaa yritysten keinot vesivastuun hallintaan arvoketjuissa ja 3) löytää keinoja, joilla arvoketjujen hallintaa voidaan vesivastuun osalta parantaa. Näiden tavoitteiden saavuttamiseksi tehtiin yrityshaastatteluja, asiantuntijahaastatteluja sekä kirjallisuuskatsaus vesivastuu -ja arvoketjukirjallisuudesta. Työtä varten rakennettiin analyyttinen viitekehys, jonka kautta kerättyä aineistoa analysoitiin. Analyyttinen viitekehys rakentui CDP Water Program:n vesiraportoinnin pohjasta ja arvoketjujen hallinnan osa-alueista. Tulokset osoittivat yhteneväisiä vesivastuuhaasteita yritysten välillä ja toisaalta tunnistettavissa oli useita työkaluja, joita yritykset käyttävät arvoketjujensa hallintaan. Suurimmat haasteet liittyivät tiedon vähäisyyteen arvoketjuista ja niiden vedenkäytöstä sekä vaikeuteen viedä vesivastuutoimia yrityksen omien toimintojen ulkopuolelle. Lisäksi ilmastotoimet vievät ison osan vastuullisuustyön resursseista, eikä vesivastuulla ole vielä yhtä suurta painoarvoa. Näiden löydösten perusteella rakentui työkalupakki, joka tarjoaa eri kategorioihin perustuvia keinoja vesivastuulliseen arvoketjun hallintaan. Kategorioiksi muodostui 1) lainsäädäntö ja politiikka, 2) sopimukset, 3) strategia, 4) resurssitehokkuus, 5) kommunikaatio ja informaation jakaminen ja 6) sidosryhmäyhteistyö. Työkalupakin tarkoituksena on luoda erilaisista hallinnan keinoista yhtenäinen kokonaisuus, joka helpottaa vesivastuun huomioimista arvoketjujen hallinnassa.

This study had three main aims: (1) to analyse the effects of agricultural drought in Finland and their spatial distribution; (2) to assess the economic potential of irrigation as a drought mitigation measure; and (3) to assess the usefulness and functionality of a cloud-based geospatial tool (Earth Engine). To achieve these aims, a large amount of geospatial data was aggregated and averaged to a regional and annual level with Earth Engine. Correlations between these regional annual average values and matching cereal grain production statistics were examined. To analyse yield fluctuations at a smaller spatial scale than that of the production statistics, a regression model was built based on all variables which showed statistically significant correlations with grain yields. Based on modelled 2018 yield losses in Southwest Finland, an estimate of the economic benefit of irrigation was produced. The results show a clear divide between the south and southwest and more eastern and northern parts of the country in terms of vulnerability to agricultural drought. The results also show a considerable degree of local variation in dry-year yield losses and the potential economic benefit of irrigation within Southwest Finland. Based on the results, even though irrigation of cereal grains seems to make economic sense only in small, fairly well-defined parts of the study area, it could have some promise as a protective measure against dry-year yield losses. Earth Engine was found to be a powerful, if imperfect, tool for geospatial analysis. It is especially suited to large-scale repetition of simple tasks on large amounts of geospatial data., Tällä tutkimuksella oli kolme pääasiallista tavoitetta: (1) analysoida maataloudellisen kuivuuden vaikutuksia Suomessa ja näiden vaikutusten levinneisyyttä; (2) arvioida kastelun potentiaalia kuivuuden vastaisena toimenpiteenä; ja (3) arvioida pilvipohjaisen paikkatietoalustan (Earth Engine) hyödyllisyyttä ja käytettävyyttä. Näiden tavoitteiden saavuttamiseksi suuresta määrästä paikkatietodataa muodostettiin alueellisia, vuosittaisia keskiarvoja. Näiden keskiarvojen ja satotilastojen välisiä korrelaatioita tutkittiin. Satoisuuden vaihtelun arvioimiseksi satotilastoja pienemmällä mittakaavalla rakennettin regressiomalli, joka perustui niihin paikkatietomuuttujiin, joilla oli tilastollisesti merkittävät korrelaatiot satotilastojen kanssa. Mallinnettujen vuoden 2018 satotappioiden pohjalta muodostettiin arvio kastelun taloudellisesta potentiaalista. Tuloksista näkyy selkeä jako maatalouden haavoittuvuudessa kuivuudelle maan etelä- ja lounaisosan ja itäisempien ja pohjoisempien alueiden välillä. Tuloksissa näkyy myös varteenotettavaa vaihtelua Varsinais-Suomen sisällä kuivan vuoden satotappioissa ja kastelun taloudellisessa potentiaalissa. Tulosten perusteella vaikuttaa siltä, että vaikka viljojen kastelu kannattaa taloudellisesti vain pienissä osissa Varsinais-Suomea, sillä voisi olla taloudellista potentiaalia kuivien vuosien aiheuttamilta satotappioilta suojelevana toimenpiteenä. Earth Enginen havaittiin olevan tehokas, joskin epätäydellinen, työkalu paikkatietoanalyysiin. Se soveltuu erityisen hyvin yksinkertaisten toimintojen laajaan toistamiseen suurilla määrillä paikkatietodataa.

In this paper a framework of key competencies for sustainability defined by UNESCO is used to evaluate the relevance of the CDIO Syllabus for promoting engineering education for sustainable development. The evaluation is performed in two steps. First, topics, terms and concepts in the CDIO Syllabus that corresponds to the different UNESCO key competencies are identified. The second step is a qualitative discussion where areas of strong mapping are highlighted and aspects that could be better visualized or strengthened in, or added to, the Syllabus are identified. Differences in definitions of various concepts between the CDIO Syllabus and the UNESCO key competencies and the overall relation between the two frameworks are discussed. It is concluded that the CDIO Syllabus is rather well aligned with the UNESCO framework, however several opportunities (not to say needs) for strengthening the Syllabus in relation to the key competencies are identified. The UNESCO key competencies are found to be useful instruments for scrutinizing and updating the CDIO Syllabus. Other opportunities for knowledge and methods transfer between the Education for Sustainable Development (ESD) domain and the Engineering Education domain are identified.
