10. Do transitional justice strategies address small island developing states niche conflicts? : preventing the recurrence of coups d’état : study of Fiji

Abstract

This research, affirms that some mechanisms of the transitional justice approaches can be applicable to SIDS conflict; particularly structural conflicts. The fourth principle of the Joinet/Orentlicher Principles of ‘Dealing with the Past’; the right to non-occurrence of conflict, was utilised as a conceptual framework to research the case of Fiji, as it addresses military and institution reforms; both of which are problematic area in Fiji. Focus groups interviews, semi-structured questionnaires and key informant interviews were used to collect data. The overall research question was: ‘How can transitional justice strategies address conflicts that are distinctive to Small Island developing states?’, and the more specific questions related to amnesty, military reform and prevention of coup d’états in the future. The thesis confirms that many respondents and key informants regard amnesty for coups d’état negatively and unjust. A number of key informants also think that amnesty is bad as it sends the wrong signals to the coup perpetrators and to future generations. Respondents felt strongly (78%) that the coup perpetrators should be held accountable as coups are illegal, but they also acknowledged that the military is too strong and praetorian at this stage in Fiji to be held accountable. Findings also indicate that there were mixed views on military reform. A number of other important reforms were also suggested by the respondents to prevent the reoccurrence of coups in Fiji. These include; education to foster a national identity, and reforms to the rule of law as well as to the judiciary. This thesis concludes that transitional justice mechanisms would be applicable to small island developing states but it would need to be tailored to the country’s specific needs. Additionally, if we are to ensure that another coup does not occur in the future, Fiji has to carry out military reform and revive discussions on amnesty, or such discussions will be driven underground and may fester into future conflicts.

Abstract

Social Media is extremely crucial for the student generation. In this study, it is to decipher the positive connotations attached to social media platforms and their impact on student learning. An in-depth analysis has been recorded of the Social networking sites, such as Facebook, Twitter, Instagram, and TikTok applications in this report. These apps are majorly popular among the student community because of their advertised features and mainly because of the easy access of the above-mentioned apps among the learners. Though, the effect of such networks on student learning has been interpreted through various research and previously attempted studies focusing on the relationship between these factors. It is to observe that social media platforms have contributed positively to the younger generation, even with the negative notions attached to them. The preliminary results of this report show that the influence of social media on student learning has helped them to advance their skills, assistance in learning with further convenience and inducing these apps as important tools for acquiring and applying knowledge. Further concepts of social media platforms on student learning have been discussed in this report.

Abstract

The Tortonian–Calabrian strata of Offshore Makran (Pakistan) is investigated for the purpose of reservoir assessment. The stratigraphy and petrophysics indicate that the Neogene sediments have tight reservoir potential with porosities in the range of 3%–9% and 40%–50% water saturation. The mineralogical cross plots indicate a mixed lithology with an abundance of dolomite and calcite, together with minor quartz content and shale. The seismic interpretation demonstrates medium–high amplitude reflection patterns, mud diapirs coupled with onlapping strata and the occurrence of bottom simulating reflectors (BSRs). The BSRs are characterized by diminished amplitude, low continuity and exhibiting acoustic blanking zones. The high formation pressure results indicate overpressure zones, suggesting the occurrence of overpressured shales in the Jal Pari‐1A. The presence of mud diapirs and gas chimneys are the result of tectonic forces acting at the junction of the Arabian, Indian and Eurasian plates, whereas, BSRs prove the existence of gas charged sediments supporting the formation of mud diapirism in the region. It is concluded that the high rates of sedimentation during the Neogene are likely to have contributed to the development of the high formation pressure. Revised mud weights, casing policies, pore pressure transients and geophysical inversion studies will help alleviate drilling risks in future exploration strategies. [ABSTRACT FROM AUTHOR]

Abstract

Background In the midst of the COVID-19 pandemic, patients have continued to present with endocrine (surgical) pathology in an environment depleted of resources. This study investigated how the pandemic affected endocrine surgery practice. Methods PanSurg-PREDICT is an international, multicentre, prospective, observational cohort study of emergency and elective surgical patients in secondary/tertiary care during the pandemic. PREDICT-Endocrine collected endocrine-specific data alongside demographics, COVID-19 and outcome data from 11–3-2020 to 13–9-2020. Results A total of 380 endocrine surgery patients (19 centres, 12 countries) were analysed (224 thyroidectomies, 116 parathyroidectomies, 40 adrenalectomies). Ninety-seven percent were elective, and 63% needed surgery within 4 weeks. Eight percent were initially deferred but had surgery during the pandemic; less than 1% percent was deferred for more than 6 months. Decision-making was affected by capacity, COVID-19 status or the pandemic in 17%, 5% and 7% of cases. Indication was cancer/worrying lesion in 61% of thyroidectomies and 73% of adrenalectomies and calcium 2.80 mmol/l or greater in 50% of parathyroidectomies. COVID-19 status was unknown at presentation in 92% and remained unknown before surgery in 30%. Two-thirds were asked to self-isolate before surgery. There was one COVID-19-related ICU admission and no mortalities. Consultant-delivered care occurred in a majority (anaesthetist 96%, primary surgeon 76%). Post-operative vocal cord check was reported in only 14% of neck endocrine operations. Both of these observations are likely to reflect modification of practice due to the pandemic. Conclusion The COVID-19 pandemic has affected endocrine surgical decision-making, case mix and personnel delivering care. Significant variation was seen in COVID-19 risk mitigation measures. COVID-19-related complications were uncommon. This analysis demonstrates the safety of endocrine surgery during this pandemic.
