This paper presents the system description of our entry for the COLING 2025 RegNLP RIRAG (Regulatory Information Retrieval and Answer Generation) challenge, focusing on leveraging advanced information retrieval and answer generation techniques in regulatory domains. We experimented with a combination of embedding models, including Stella, BGE, CDE, and Mpnet, and leveraged fine-tuning and reranking for retrieving relevant documents in top ranks. We utilized a novel approach, LeSeR, which achieved competitive results with a recall@10 of 0.8201 and map@10 of 0.6655 for retrievals. This work highlights the transformative potential of natural language processing techniques in regulatory applications, offering insights into their capabilities for implementing a retrieval augmented generation system while identifying areas for future improvement in robustness and domain adaptation., Comment: 5 pages, Accepted to RegNLP @ COLING 2025

A likelihood analysis of the observables in deeply virtual exclusive photoproduction off a proton target, $ep \rightarrow e' p' \gamma'$, is presented. Two processes contribute to the reaction: deeply virtual Compton scattering, where the photon is produced at the proton vertex, and the Bether-Heitler process, where the photon is radiated from the electron. We consider the unpolarized process for which the largest amount of data with all the kinematic dependences are available from corresponding datasets with unpolarized beams and unpolarized targets from Jefferson Lab. We provide and use a method which derives a joint likelihood of the Compton form factors, which parametrize the deeply virtual Compton scattering amplitude in QCD, for each observed combination of the kinematic variables defining the reaction. The unpolarized twist-two cross section likelihood fully constrains only three of the Compton form factors (CFFs). The impact of the twist-three corrections to the analysis is also explored. The derived likelihoods are explored using Markov chain Monte Carlo (MCMC) methods. Using our proposed method we derive CFF error bars and covariances. We compute the conductor exponents at odd places using the machinery of cluster pictures of curves for three infinite families of hyperelliptic curves. These are families of Frey hyperelliptic curves constructed by Kraus and Darmon in the study of the generalised Fermat equations of signatures $(r,r,p)$ and $(p,p,r)$, respectively. Here, $r$ is a fixed prime number and $p$ is a prime that is allowed to vary. In the context of the modular method, Billerey-Chen-Dieulefait-Freitas computed all conductor exponents for the signature $(r,r,p)$. We recover their computations at odd places, providing an alternative approach. In a similar setup, Chen-Koutsianas computed all conductor exponents for the signature $(p,p,5)$. We extend their work to the general case of signature $(p,p,r)$ at odd places. Our work can also be used to compute local arithmetic data for the curves in these families., Comment: 38 pages. We investigate the interaction between two flat-top solitons within the cubic-quintic nonlinear Schr\"odinger equation framework. Our study results point towards a significant departure of flat-top solitons collisional characteristics from the conventional behaviors exhibited in the scattering dynamics of two bright solitons. Our investigation outlines specific regimes corresponding to the dual flat-top solitons' elastic and inelastic collisions. We determine regimes in the parameter space where exchange in the widths of the interacting flat-top solitons is possible, even within the elastic collision domain. We find a periodic occurrence of completely elastic scattering of flat-top solitons in terms of the solitons' parameters. Investigating the internal energy transfers between the solitons and the emitted radiation reveals the origin of inelasticity in flat-top solitons collisions. We perform a variational calculation that accounts for the amount of radiation produced by the collision and hence provides further insight on the physics underlying the loss of elasticity of collisions., Comment: 21 pages, 19 figures

Purpose: Single-neutron adding data was collected in order to determine the distribution of the single-neutron strength of the $0f_{7/2}$, $1p_{3/2}$, $1p_{1/2}$ and $0f_{5/2}$ orbitals outside of $Z=16, N=18$, $^{34}$S. Methods: The $^{34}$S($d$,$p$)$^{35}$S reaction has been measured at 8 MeV/u to investigate cross sections to excited states in $^{35}$S. Outgoing proton yields and momenta were analyzed by the Super-Enge Split-Pole Spectrograph in conjunction with the CeBrA demonstrator located at the John D. Fox Laboratory at Florida State University. Angular distributions were compared with Distorted Wave Born Approximation calculations in order to extract single-neutron spectroscopic overlaps. Results: Spectroscopic overlaps and strengths were determined for states in $^{35}$S up through 6 MeV in excitation energy. Each orbital was observed to have fragmented strength where a single level carried the majority. The single-neutron centroids of the $0f_{7/2}$, $1p_{3/2}$, $1p_{1/2}$ and $0f_{5/2}$ orbitals were determined to be $2360^{+90}_{-40}$ keV, $3280^{+80}_{-50}$ keV, $4780^{+60}_{-40}$ keV, and $\gtrsim7500$ keV, respectively. Conclusion: A previous discrepancy in the literature with respect to distribution of the neutron $1p_{1/2}$ strength was resolved. The integration of the normalized spectroscopic strengths, up to 5.1 MeV in excitation energy, revealed fully-vacant occupancies for the $0f_{7/2}$, $1p_{3/2}$, and $1p_{1/2}$ orbitals, as expected. The spacing in the single-neutron energies highlighted a reduction in the traditional $N=28$ shell-gap, relative to both the $1p$ spin-orbit energy difference ($N=32$) and the lower limit on the $N=34$ shell spacing., Comment: Updated draft

Superfluid and dissipative regimes in the dynamics of a two-component quasi-one-dimensional Bose-Einstein condensate (BEC) with unequal atom numbers in the components have been explored. The system supports localized waves of the symbiotic type owing to the same-species repulsion and cross-species attraction. The minority BEC component moves through the majority component and creates excitations. To quantify the emerging excitations we introduce a time-dependent function called disturbance. Through numerical simulations of the coupled Gross-Pitaevskii equations with periodic boundary conditions, we have revealed a critical velocity of the localized wave, above which a transition from superfluid to dissipative regime occurs, evidenced by a sharp increase in the disturbance function. The factors responsible for the discrepancy between the actual critical velocity and the speed of sound, expected from theoretical arguments, have been discussed., Comment: 11 pages, 4 figures. The rise of Generative AI (GenAI) brings about transformative potential across sectors, but its dual-use nature also amplifies risks. Governments globally are grappling with the challenge of regulating GenAI, balancing innovation against safety. China, the United States (US), and the European Union (EU) are at the forefront with initiatives like the Management of Algorithmic Recommendations, the Executive Order, and the AI Act, respectively. However, the rapid evolution of GenAI capabilities often outpaces the development of comprehensive safety measures, creating a gap between regulatory needs and technical advancements. A workshop co-organized by Google, University of Wisconsin, Madison (UW-Madison), and Stanford University aimed to bridge this gap between GenAI policy and technology. The diverse stakeholders of the GenAI space -- from the public and governments to academia and industry -- make any safety measures under consideration more complex, as both technical feasibility and regulatory guidance must be realized. This paper summarizes the discussions during the workshop which addressed questions, such as: How regulation can be designed without hindering technological progress? How technology can evolve to meet regulatory standards? The interplay between legislation and technology is a very vast topic, and we don't claim that this paper is a comprehensive treatment on this topic. This paper is meant to capture findings based on the workshop, and hopefully, can guide discussion on this topic.

As AI systems like language models are increasingly integrated into decision-making processes affecting people's lives, it's critical to ensure that these systems have sound moral reasoning. To test whether they do, we need to develop systematic evaluations. We provide a framework that uses a language model to translate causal graphs that capture key aspects of moral dilemmas into prompt templates. With this framework, we procedurally generated a large and diverse set of moral dilemmas -- the OffTheRails benchmark -- consisting of 50 scenarios and 400 unique test items. We collected moral permissibility and intention judgments from human participants for a subset of our items and compared these judgments to those from two language models (GPT-4 and Claude-2) across eight conditions. We find that moral dilemmas in which the harm is a necessary means (as compared to a side effect) resulted in lower permissibility and higher intention ratings for both participants and language models. The same pattern was observed for evitable versus inevitable harmful outcomes. However, there was no clear effect of whether the harm resulted from an agent's action versus from having omitted to act. The use of unmanned aerial vehicles (UAVs) for a variety of commercial, civilian, and defense applications has increased many folds in recent years. While UAVs are expected to transform future air operations, there are instances where they can be used for malicious purposes. In this context, the detection, classification, and tracking (DCT) of UAVs (DCT-U) for safety and surveillance of national air space is a challenging task when compared to DCT of manned aerial vehicles. In this survey, we discuss the threats and challenges from malicious UAVs and we subsequently study three radio frequency (RF)-based systems for DCT-U. These RF-based systems include radars, communication systems, and RF analyzers. Radar systems are further divided into conventional and modern radar systems, while communication systems can be used for joint communications and sensing (JC&S) in active mode and act as a source of illumination to passive radars for DCT-U. The limitations of the three RF-based systems are also provided. The survey briefly discusses non-RF systems for DCT-U and their limitations. Wiles' proof of Fermat's last theorem initiated a powerful new approach towards the resolution of certain Diophantine equations over $\mathbb{Q}$. Numerous novel obstacles arise when extending this approach to the resolution of Diophantine equations over totally real number fields. We give an extensive overview of these obstacles as well as providing a survey of existing methods and results in this area.

Let $C$ be a curve defined over a number field $K$ and write $g$ for the genus of $C$ and $J$ for the Jacobian of $C$. Let $n \ge 2$. We say that an algebraic point $P \in C(\overline{K})$ has degree $n$ if the extension $K(P)/K$ has degree $n$. By the Galois group of $P$ we mean the Galois group of the Galois closure of $K(P)/K$ which we identify as a transitive subgroup of $S_n$. We say that $P$ is primitive if its Galois group is primitive as a subgroup of $S_n$. We prove the following 'single source' theorem for primitive points. Suppose $g>(n-1)^2$ if $n \ge 3$ and $g \ge 3$ if $n=2$. Suppose that either $J$ is simple, or that $J(K)$ is finite. Suppose $C$ has infinitely many primitive degree $n$ points. Then there is a degree $n$ morphism $\varphi : C \rightarrow \mathbb{P}^1$ such that all but finitely many primitive degree $n$ points correspond to fibres $\varphi^{-1}(\alpha)$ with $\alpha \in \mathbb{P}^1(K)$. We prove moreover, under the same hypotheses, that if $C$ has infinitely many degree $n$ points with Galois group $S_n$ or $A_n$, then $C$ has only finitely many degree $n$ points of any other primitive Galois group. The proof makes essential use of recent results of Burness and Guralnick on fixed point ratios of faithful, primitive group actions.

This work presents an optimization method for the synthesis of finite state machines. The focus is on the reduction in the on-chip area and the cost of the circuit. A list of finite state machines from MCNC91 benchmark circuits have been evolved using Cartesian Genetic Programming. On the average, almost 30% of reduction in the total number of gates has been achieved. The effects of some parameters on the evolutionary process have also been discussed in the paper.

We report on a highly selective experimental setup for particle-$\gamma$ coincidence experiments at the Super-Enge Split-Pole Spectrograph (SE-SPS) of the John D. Fox Superconducting Linear Accelerator Laboratory at Florida State University (FSU) using fast CeBr$_3$ scintillators for $\gamma$-ray detection. Specifically, we report on the results of characterization tests for the first five CeBr$_3$ scintillation detectors of the CeBr$_3$ Array (CeBrA) with respect to energy resolution and timing characteristics. We also present results from the first particle-$\gamma$ coincidence experiments successfully performed with the CeBrA demonstrator and the FSU SE-SPS. We show that with the new setup, $\gamma$-decay branching ratios and particle-$\gamma$ angular correlations can be measured very selectively using narrow excitation energy gates, which are possible thanks to the excellent particle energy resolution of the SE-SPS. In addition, we highlight that nuclear level lifetimes in the nanoseconds regime can be determined by measuring the time difference between particle detection with the SE-SPS focal-plane scintillator and $\gamma$-ray detection with the fast CeBrA detectors. Selective excitation energy gates with the SE-SPS exclude any feeding contributions to these lifetimes.

Every major technical invention resurfaces the dual-use dilemma -- the new technology has the potential to be used for good as well as for harm. Generative AI (GenAI) techniques, such as large language models (LLMs) and diffusion models, have shown remarkable capabilities (e.g., in-context learning, code-completion, and text-to-image generation and editing). However, GenAI can be used just as well by attackers to generate new attacks and increase the velocity and efficacy of existing attacks. This paper reports the findings of a workshop held at Google (co-organized by Stanford University and the University of Wisconsin-Madison) on the dual-use dilemma posed by GenAI. This paper is not meant to be comprehensive, but is rather an attempt to synthesize some of the interesting findings from the workshop. We discuss short-term and long-term goals for the community on this topic. We hope this paper provides both a launching point for a discussion on this important topic as well as interesting problems that the research community can work to address.

We discuss the synergies between heliospheric and dust science, the open science questions, the technological endeavors and programmatic aspects that are important to maintain or develop in the decade to come. In particular, we illustrate how we can use interstellar dust in the solar system as a tracer for the (dynamic) heliosphere properties, and emphasize the fairly unexplored, but potentially important science question of the role of cosmic dust in heliospheric and astrospheric physics. We show that an Interstellar Probe mission with a dedicated dust suite would bring unprecedented advances to interstellar dust research, and can also contribute-through measuring dust - to heliospheric science. This can, in particular, be done well if we work in synergy with other missions inside the solar system, thereby using multiple vantage points in space to measure the dust as it `rolls' into the heliosphere. Such synergies between missions inside the solar system and far out are crucial for disentangling the spatially and temporally varying dust flow. We study the equation $(x-4r)^3 + (x-3r)^3 + (x-2r)^3+(x-r)^3 + x^3 + (x+r)^3+(x+2r)^3 + (x+3r)^3 + (x+4r)^3 = y^p$, which is a natural continuation of previous works carried out by A. Arg\'{a}ez-Garc\'{i}a and the fourth author (perfect powers that are sums of cubes of a three, five and seven term arithmetic progression). Under the assumptions $0 < r \leq 10^6$, $p \geq 5 $ a prime and $\gcd(x, r) = 1$, we show that solutions must satisfy $xy=0$. Moreover, we study the equation for prime exponents $2$ and $3$ in greater detail. Under the assumptions $r>0$ a positive integer and $\gcd(x, r) = 1$ we show that there are infinitely many solutions for $p=2$ and $p=3$ via explicit constructions using integral points on elliptic curves. We use an amalgamation of methods in computational and algebraic number theory to overcome the increased computational challenge.
