2. Developing youth justice policy and programme design in Australia

Abstract

The national Closing the Gap reform provides a mandate for mainstream organisations to undergo structural transformation to better address the needs and concerns of Aboriginal and Torres Strait Islander communities. In the criminal justice sector, the reform resonates strongly with ongoing discussions about how both policy and practice can address the significant over‐representation of Aboriginal people across the criminal justice system. One way that structural transformation can occur is through the genuine involvement of Aboriginal knowledge holders and communities in policy development. This study illustrates how this might happen in relation to youth justice policy and programme design. Eighteen Aboriginal community members from a town in rural New South Wales participated in a series of interviews relevant to the Closing the Gap target. Qualitative content analysis was used to identify four key themes relevant to the development of justice policy: supporting cultural identity in a post‐colonial context; articulating strengths and resources which can be mobilised in the community; the centrality of poverty to offending; and responding to intergenerational trauma. The study illustrates how non‐Indigenous policymakers and practitioners might approach the task of engagement and consultation by identifying Aboriginal knowledge as a legitimate epistemic resource that they can draw upon to guide the ongoing development of evidence‐based policy and programmes.

7. Energetic and Informational Components of Speech-on-Speech Masking in Binaural Speech Intelligibility and Perceived Listening Effort

Abstract

Speech perception in complex sound fields can greatly benefit from different unmasking cues to segregate the target from interfering voices. This study investigated the role of three unmasking cues (spatial separation, gender differences, and masker time reversal) on speech intelligibility and perceived listening effort in normal-hearing listeners. Speech intelligibility and categorically scaled listening effort were measured for a female target talker masked by two competing talkers with no unmasking cues or one to three unmasking cues. In addition to natural stimuli, all measurements were also conducted with glimpsed speech-which was created by removing the time-frequency tiles of the speech mixture in which the maskers dominated the mixture-to estimate the relative amounts of informational and energetic masking as well as the effort associated with source segregation. The results showed that all unmasking cues as well as glimpsing improved intelligibility and reduced listening effort and that providing more than one cue was beneficial in overcoming informational masking. The reduction in listening effort due to glimpsing corresponded to increases in signal-to-noise ratio of 8 to 18 dB, indicating that a significant amount of listening effort was devoted to segregating the target from the maskers. Furthermore, the benefit in listening effort for all unmasking cues extended well into the range of positive signal-to-noise ratios at which speech intelligibility was at ceiling, suggesting that listening effort is a useful tool for evaluating speech-on-speech masking conditions at typical conversational levels.

15. Eddy correlation measurements of methane fluxes using a tunable diode laser at the Kinosheo Lake tower site during the Northern Wetlands Study (NOWES)

Abstract

As part of the Canadian Northern Wetlands Study (NOWES) measurements of methane flux were made at the Kinosheo Lake tower site for a 1-month period during the 1990 summer intensive. The measurements were made with a diode-laser-based methane sensor using the eddy correlation technique. Measurements of the methane fluxes were made at two levels, 5 or 18 m. Approximately 900 half-hour average methane flux measurements were obtained. Weak temporal and diurnal trends were observed in the data. Fluxes averaged over the study period showed an overall methane emission of 16 mg CH4 m(exp -2)/d with a daytime average of 20 mg CH4 m(exp -2)/d and a nighttime average of 9 mg CH4 m(exp -2)/d. The effect of emission footprint was evident in the data. A strong relationship between the daily average methane flux and wet bog temperature at 20-cm depth was observed.
