Background/Aim: The aim of this study was to conduct a comparative analysis of the national oral health programmes in the Balkan countries, to compare key measures and activities in the implementation of the general and specific objectives of the programme, and to analyse the results achieved after the implementation of the programme. Material and Methods: The data were obtained through an electronic search of publicly available documents published by the relevant institutions in the field of dental health care in the Balkan countries. The search terms were: "national programme", "strategy", "action plan", "project", and "oral health". The search was conducted in English and in the native languages of the Balkan Peninsula countries. A comparative analysis of valid documents and those whose validity period has expired was carried out. Results: Bulgaria and the Republic of North Macedonia have valid national preventive programmes. In Cyprus, a strategic plan for the provision of dental services is described. An oral health promotion programme for elementary school children and universal preventive programme for children ("dentist pass") have been implemented in Greece. Serbia has a national preventive programme that has expired, but the programme activities still apply. Albania, Bosnia and Herzegovina, Montenegro, Romania, and Turkey do not have national oral health preventive programmes. Countries in the region with no oral health promotion programmes have poorer oral health indicators compared to countries with existing programmes. Conclusions: While countries in the Balkan Peninsula have made progress in improving the oral health of their inhabitants, the absence of national oral health promotion programmes is striking in many countries in the region. Greater involvement of the community in activities to maintain and improve oral health is needed, as is more comprehensive dental care for vulnerable populations. This paper (Part I) compares national oral health promotion programmes of the Balkan countries, the key measures and activities, and general and specific objectives of the programme.

To identify the involvement of Serbian paediatric dentists in oral health promotion and education, and to propose further actions for the improvement of these activities.

Background/Aim: The requirements for dental specialties and the number of specialists in each country are unique and strong indicator of the availability and affordability of primary health care for children and adolescents. The aim of this study was to determine the pattern, type and the extent of dental services, as well as the influence of regional factors and data on whether services are provided by a pediatric dentist or general dentist have effect on these parameters, based on information obtained from dentists providing dental care to children and youth. Material and Methods: Within the project "Program for the improvement of oral health of children and youth in the Republic of Serbia", supported by the Ministry of Health of Serbia, a research was conducted among dentists involved in dental care for children and youth in Serbia. Data collection from primary health care facilities was performed through a specially designed questionnaire. A total of 445 questionnaires were collected from dentists from 102 health centers in Serbia in the period June - October 2019. Results: There are significant differences between regions in the pattern, type and the extent of dental services. In the quantitative analysis, there are no significant differences in the type of dental services between pediatric and preventive dentistry specialists and general dentists. Conclusions: The data from the conducted research speak in favor of a large daily workload of dentists who deliver oral health care for children and youth in Serbia. Additional multifactorial analysis, which includes epidemiological data from the region, but also environmental, demographic and cultural parameters of oral health could be the basis for improving the provision of preventive dental and preventive oral care

For majority of smokers, onset of smoking occurs during adolescence, period of intensive growth and development, and this early smoking initiation is associated with many adverse health effects. Smoking prevention measures include not only prevention of onset, but also prevention of transition from experimentation to chronic tobacco use and dependence and smoking cessation. Effective preventive measures should be based on relevant theory and scientific evidence on behavior determinants. In this review article, we present evidence from researches on effectiveness of school programs, community-based programs, media campaigns and stress the importance of considering new challenges in tobacco control and other promising strategies, as well as the need for early detection of nicotine dependence signs among adolescents. In practice, many preventive measures are not based on theory and some interventions can be contra productive. Regardless of type of intervention and setting in which is implemented, it is of importance to take into account context for its implementation.

Due to the continued detrimental effects of tobacco use, a growing number of countries are embracing the idea of tobacco endgame, meaning ending the tobacco epidemic instead of controlling it. This narrative review aims to synthesize and update the evidence from earlier scientific reviews on effective tobacco endgame measures, as well as to assess their integration to current national strategies among European countries with official tobacco endgame goals. The synthesis of the prior scientific literature found most evidence on product-focused and some evidence for supply-focused policies. Little evidence was detected for user- and institutionalfocused measures. An update for the tobacco-free generation measure showed uncertainty in reducing smoking prevalence, especially for adolescents' reactions to age-restrictive laws. All the countries that established a tobacco endgame strategy have included product standards in their measures, predominantly based on European Union regulations on conventional tobacco products, yet standards above this level and considering other products were also common. Cessation measures were given strong emphasis in strategies, yet none of the countries linked these to specific endgame measures. Despite commonly mentioning vulnerable groups, such as youth and pregnant women, adoption of measures to reduce tobacco use among these groups was scarce. Lastly, the decline in tobacco use seems to be modest, implying challenges in meeting the endgame goals. To meet these goals, European countries should reinforce the implementation of known effective tobacco control measures such as tax increases. Introduction. Alcohol is most abused psychoactive substance among youth. Analyzing attitudes on alcohol, patterns and consequences we are getting inputs important for implementing evidence based preventive measures. Objective. The aim of this study was to analyze drinking patterns and expectations and alcohol risk perception by gender and region and determine correlation between attitudes and one year prevalence of drinking. Methods. The study used data from the European School Survey on Alcohol and Other Drugs, which was then conducted in 2008 in Serbia on a sample of 6,553 students aged 16 years. For data analysis descriptive and analytical statistic were used. Results. The results show that nine out of ten students have had at least one alcoholic beverage during life and 5% have at least one alcohol beverage on more than 20 occasions during the last month. Students in Serbia have mainly positive expectations from alcohol, and the strongest potential drinking predictors in the previous year are expectation of having fun and the wish to feel relaxed. According to the participants, drinking 4-5 drinks on weekends (34.6%) is less risky than trying cannabis (52.0%). Boys have experienced problems caused by alcohol drinking more often than girls, while students from Vojvodina have performed badly in school in higher percentage than students from Belgrade and Central Serbia. Conclusion. In Serbia, girls drink less and perceive drinking as more risky in comparison to boys, while 16-year-old students from Vojvodina have more positive expectations but also more prominent problems caused by alcohol drinking. Additional education of the young on alcohol risk is recommended.

Abstract Background Sustainable development and public health quite strongly correlate, being connected and conditioned by one another. This paper therein attempts to offer a representation of Europe’s current situation of sustainable development in the area of public health. Methods A dataset on sustainable development in the area of public health consisting of 31 European countries (formally proposed by the European Union Commission and EUROSTAT) has been used in this paper in order to evaluate said issue for the countries listed thereof. A statistical method which synthesizes several indicators into one quantitative indicator has also been utilized. Furthermore, the applied method offers the possibility to obtain an optimal set of variables for future studies of the problem, as well as for the possible development of indicators. Results According to the results obtained, Norway and Iceland are the two foremost European countries regarding sustainable development in the area of public health, whereas Romania, Lithuania, and Latvia, some of the European Union’s newest Member States, rank lowest. The results also demonstrate that the most significant variables (more than 80%) in rating countries are found to be “healthy life years at birth, females” (r2 = 0.880), “healthy life years at birth, males” (r2 = 0.864), “death rate due to chronic diseases, males” (r2 = 0.850), and “healthy life years, 65, females” (r2 = 0.844). Conclusions Based on the results of this paper, public health represents a precondition for sustainable development, which should be continuously invested in and improved. After the assessment of the dataset, proposed by EUROSTAT in order to evaluate progress towards the agreed goals of the EU Sustainable Development Strategy (SDS), this paper offers an improved set of variables, which it is hoped, may initiate further studies concerning this problem.
