We report on the extraction of the structure functions F_2 and Delta xF_3 = xF_3nu-xF_3nub from CCFR neutrino-Fe and antineutrino-Fe differential cross sections. The extraction is performed in a physics model independent (PMI) way. This first measurement for Delta xF_3, which is useful in testing models of heavy charm production, is higher than current theoretical predictions. In response to the growing interest in building a Neutrino Factory to produce high intensity beams of electron- and muon-neutrinos and antineutrinos, in October 1999 the Fermilab Directorate initiated two six-month studies. The first study, organized by N. Holtkamp and D. Finley, was to investigate the technical feasibility of an intense neutrino source based on a muon storage ring. This design study has produced a report in which the basic conclusion is that a Neutrino Factory is technically feasible, although it requires an aggressive R&D program. The second study, which is the subject of this report, was to explore the physics potential of a Neutrino Factory as a function of the muon beam energy and intensity, and for oscillation physics, the potential as a function of baseline., Comment: 133 pages, 64 figures. 7. Prospects for Colliders and Collider Physics to the 1 PeV Energy Scale

A review is given of the prospects for future colliders and collider physics at the energy frontier. A proof-of-plausibility scenario is presented for maximizing our progress in elementary particle physics by extending the energy reach of hadron and lepton colliders as quickly and economically as might be technically and financially feasible. The scenario comprises 5 colliders beyond the LHC -- one each of e+e- and hadron colliders and three muon colliders -- and is able to hold to the historical rate of progress in the log-energy reach of hadron and lepton colliders, reaching the 1 PeV constituent mass scale by the early 2040's. The technical and fiscal requirements for the feasibility of the scenario are assessed and relevant long-term R&D projects are identified. Considerations of both cost and logistics seem to strongly favor housing most or all of the colliders in the scenario in a new world high energy physics laboratory, Comment: 36 pages, 4 figures. 8. Rotating Band Pion Production Targets for Muon Colliders and Neutrino Factories

An update is presented on a conceptual design for a pion production target station using a rotating cupronickel band and that was originally proposed for use at a muon collider facility with a 4 MW pulsed proton beam. After reviewing the salient design features and motivations for this target, ongoing studies are described that are attempting to benchmark the thermal stresses and radiation damage on the target band using data from the Fermilab antiproton source and other operating targets. Possible parameter optimizations and alternative technologies for the rotating band are surveyed, including discussion on the the various proton beam parameters that might be encountered for rotating band targets at either muon colliders or neutrino factories. Finally, an outline is proposed for a possible R&D path towards capability for the actual construction of rotating band pion production targets., Comment: 14 pages, 4 figures. Submitted to Proc. A focal point for the HEMC'99 workshop was the evaluation of straw-man parameter sets for the acceleration and collider rings of muon colliders at center of mass energies of 10 TeV and 100 TeV. These self-consistent parameter sets are presented and discussed. The methods and assumptions used in their generation are described and motivations are given for the specific choices of parameter values. The assessment of the parameter sets during the workshop is then reviewed and the implications for the feasibility of many-TeV muon colliders are evaluated. Finally, a preview is given of plans for iterating on the parameter sets and, more generally, for future feasibility studies on many-TeV muon colliders., Comment: 20 pages, 2 figures. 10. A Cupronickel Rotating Band Pion Production Target for Muon Colliders

A conceptual design is presented for a high power cupronickel pion production target. It forms a circular band in a horizontal plane with approximate dimensions of: 2.5 meters radius, 6 cm high and 0.6 cm thick. The target is continuously rotated at 3 m/s to carry heat away from the production region to a water cooling channel. Bunches of 16 GeV protons with total energies of 270 kJ and repetition rates of 15 Hz are incident tangentially to arc of the target along the symmetry axis of a 20 Tesla solenoidal magnetic capture channel. The mechanical layout and cooling setup are described. Results are presented from realistic MARS Monte Carlo computer simulations of the pion yield and energy deposition in the target. ANSYS finite element calculations are beginning to give predictions for the resultant shock heating stresses., Comment: 3 pages, 8 figures

11. Mighty MURINEs: Neutrino Physics at Very High Energy Muon Colliders

An overview is given of the potential for neutrino physics studies through parasitic use of the intense high energy neutrino beams that would be produced at future many-TeV muon colliders. Neutrino experiments clearly cannot compete with the collider physics. Except at the very highest energy muon colliders, the main thrust of the neutrino physics program would be to improve on the measurements from preceding neutrino experiments at lower energy muon colliders, particularly in the fields of B physics, quark mixing and CP violation. Muon colliders at the 10 TeV energy scale might already produce of order 10^8 B hadrons per year in a favorable and unique enough experimental environment to have some analytical capabilities beyond any of the currently operating or proposed B factories. The most important of the quark mixing measurements at these energies might well be the improved measurements of the important CKM matrix elements |V_ub| and |V_cb| and, possibly, the first measurements of |V_td| in the process of flavor changing neutral current interactions involving a top quark loop. Muon colliders at the highest center-of-mass energies that have been conjectured, 100--1000 TeV, would produce neutrino beams for neutrino-nucleon interaction experiments with maximum center-of-mass energies from 300--1000 GeV. Such energies are comparable to the 314 GeV center-of-mass energy for electron-proton scattering at the HERA collider, but the luminosity would would be several orders of magnitude larger. This would potentially open up the possibility for high statistics studies of any exotic particles, such as leptoquarks, that might have been previously discovered at these energy scales., Comment: 23 pages, 7 figures. 12. Neutrino Radiation Challenges and Proposed Solutions for Many-TeV Muon Colliders

Neutrino radiation is expected to impose major design and siting constraints on many-TeV muon colliders. Previous predictions for radiation doses at TeV energy scales are briefly reviewed and then modified for extension to the many-TeV energy regime. The energy-cubed dependence of lower energy colliders is found to soften to an increase of slightly less than quadratic when averaged over the plane of the collider ring and slightly less than linear for the radiation hot spots downstream from straight sections in the collider ring. Despite this, the numerical values are judged to be sufficiently high that any many-TeV muon colliders will likely be constructed on large isolated sites specifically chosen to minimize or eliminate human exposure to the neutrino radiation. It is pointed out that such sites would be of an appropriate size scale to also house future proton-proton and electron-positron colliders at the high energy frontier, which naturally leads to conjecture on the possibilities for a new world laboratory for high energy physics. Radiation dose predictions are also presented for the speculative possibility of linear muon colliders. These have greatly reduced radiation constraints relative to circular muon colliders because radiation is only emitted in two pencil beams directed along the axes of the opposing linacs., Comment: 16 pages, 8 figures. Analyses of structure functions (SFs) from neutrino and muon deep inelastic scattering data have shown discrepancies in F2 for x < 0.1. A new SF analysis of the CCFR collaboration data examining regions in x down to x=.0015 and 0.4 < Q^2 < 1.0 is presented. Comparison to corrected charged lepton scattering results for F2 from the NMC and E665 experiments are made. Differences between muon and neutrino scattering allow that the behavior of F2 from muon scattering could be different from F2 from neutrino scattering as Q^2 approaches zero. Data from the CCFR E770 Neutrino Deep Inelastic Scattering (DIS) experiment at Fermilab contain events with large Bjorken x (x>0.7) and high momentum transfer (Q^2>50 (GeV/c)^2). A comparison of the data with a model based on no nuclear effects at large x, shows a significant excess of events in the data. Addition of Fermi gas motion of the nucleons in the nucleus to the model does not explain the excess. Adding a higher momentum tail due to the formation of ``quasi-deuterons'' makes some improvement. An exponentially falling F_2 \propto e^-s(x-x_0) at large x, predicted by ``multi-quark clusters'' and ``few-nucleon correlations'', can describe the data. A value of s=8.3 \pm 0.7(stat.)\pm 0.7(sys.) yields the best agreement with the data., Comment: 4 pages, 4 figures, 1 table. Sibmitted to PRL

Artificial Intelligence (AI) is being increasingly implemented within road transport systems worldwide. Next generation of AI, Artificial General Intelligence (AGI) is imminent, and is anticipated to be more powerful than current AI. AGI systems will have a broad range of abilities and be able to perform multiple cognitive tasks akin to humans that will likely produce many expected benefits, but also potential risks. This study applied the EAST Broken Links approach to forecast the functioning of an AGI system tasked with managing a road transport system and identify potential risks. In total, 363 risks were identified that could have adverse impacts on the stated goals of safety, efficiency, environmental sustainability, and economic performance of the road system. Further, risks beyond the stated goals were identified; removal from human control, mismanaging public relations, and self-preservation. A diverse set of systemic controls will be required when designing, implementing, and operating future advanced technologies. Practitioner summary: This study demonstrated the utility of HFE methods for formally considering risks associated with the design, implementation, and operation of future technologies. 17. Context, Participation and Discourse: The Role of the Communities of Practice Concept in Understanding Farmer Decision-Making

- Abstract
This article contributes to the study of decision-making processes both at a farm systems level and at the level of agricultural research in partnership with commercial farms. It also highlights the way in which adoption and adaptation of innovation occurs in a socially rich context with information, group formation and connectivity converging to create a complex learning environment. Design/methodology/approach: The methodology used in this research centres on the Communities of Practice (CoP) theoretical framework augmented by Gramsci's notion of Intellectual Communities and discursive analysis. A dairy farming systems project operating in Australia (3030 Project) provided the context for our study. Findings: The group structures within the 3030 Project constitute CoP in which innovation is evolved, adopted and adapted. This process involves socially negotiated learning which is both processual and highly contextual. Discursive dialects are formed and interact within these CoP at the level of decision-making and can be analysed in context to further our understanding of the way in which farmers participate in learning opportunities and negotiate innovation. Practical implications: This theoretical framework can be used to enhance the learning capabilities of these groups by developing a better understanding of how discourse is used to successfully transfer knowledge effectively and with authority. Originality/value: The 3030 Project provided a unique opportunity for a comparative analysis of on-farm and research-based decision-making processes in a "real time" situation from a multi-scale perspective. Using data collected in the DELPHI detector at LEP-1, measurements of the inclusive tau branching ratios for decay modes containing one, three, or five charged particles have been performed, giving the following results: B_1 = B(\tau^- -> (particle)^- \geq 0pi^0 \geq 0K^0 \nu_\tau(\bar{\nu})) = (85.316 +/- 0.093 +/- 0.049)%; B_3 = B(\tau^- -> 2h^-h^+ \geq 0pi^0 \geq 0K^0 \nu_\tau) = (14.569 +/- 0.093 +/- 0.048)%; B_5 = B(\tau^- -> 3h^-2h^+ \geq 0pi^0 \geq 0K^0 \nu_\tau) = (0.115 +/- 0.013 +/- 0.006)%, where h is either a charged pi or K meson. From the analysis of a data sample corresponding to an integrated luminosity of 4.63 pb-1 taken during the 1990 run of LEP at centre of mass energies between 88.2 GeV an 94.2 GeV, the tau decays {Mathematical expression} and their charge conjugates have been studied. The following branching ratios have been measured; {Mathematical expression}, {Mathematical expression}, Br(τ- → π- (K-)vτ)=11.9±0.7±0.7%, BR (τ- → ρ- vτ)= 22.4±0.8±1.3%, in good agreement with world averages. The measured electronic and muonic branching ratios lead to a measurement of the strong coupling constant, αs (mτ) = 0.26-0.12 +0.09. Extrapolating the αs value from mτ to mZ yields αs (mZ) = 0.109-0.028 +0.012. The average polarization Pτ of taus produced in Z → τs τs decays has also been measured using the above decay modes. The weighted mean of the polarizations obtained from the four decay modes is Pτ=-0.24±0.07. This value of Pτ gives, in the improved Born approximation, a ratio between the axial and vector coupling constants of the tau of υτ/aτ = 0.12 ± 0.04, and hence a value of the effective electroweak mixing parameter sin2 θW(mZ 2). © 1992 Springer-Verlag., 0, SCOPUS: ar.j, info:eu-repo/semantics/published

A significant number of lambs born each yr in Australia die within 72 h of birth. Periods of high wind, combined with rain and low temperatures, can lead to marked increases in the level of mortality. Under these weather conditions mortality levels may be reduced with the provision of shelter, provided it is utilized by lambs. This study used GPS collars to determine the use of shelter by ewes and lambs, to compare the movement of ewes with twin lambs across 2 types of shelter (hedgerows and shrubs), while also comparing ewes with single and twin lambs in a single shelter type (hedgerows). Additionally, the birth sites of 364 lambs and death sites of 252 lambs were recorded across the 3 shelter type and litter size combinations (Twins in shrubs, Twins in hedgerows, Singles in hedgerows) plus an unsheltered group (Singles in unsheltered). A higher (P < 0.001) than randomly expected percentage of ewes lambed in the areas closest to both shelter types; in the shrub shelter 42% of ewes lambed within 2.5 m of shrub rows compared to an expected 11% based on the proportion of the paddock this area constituted. Despite the higher than expected percentage of ewes lambing close to the shelter rows, ewes in both twin lamb shelter types avoided the areas close to the shelter before and after lambing (Hedgerows-2.5 m; Shrubs- 6.25 m) and single bearing ewes showed no preference for or against these areas. With a high proportion of twin bearing ewes lambing close to the shelter, a design that reduces the potential for ewe and offspring separation while providing good shelter will offer the greatest potential reduction in newborn twin lamb mortality arising from exposure.
