9. The transformative potential of Seed Commons: Applying the social-ecological transformation framework to agri-food systems

Abstract

In this paper, we argue that small initiatives can contribute to larger transformations if they challenge and unmake incumbent unsustainable paradigms, and we demonstrate how the application of the social-ecological transformation framework helps to operationalize the analysis of paradigm shifts across different levels of transformation. Empirically, we assess the contribution of Seed Commons initiatives to agri-food systems transformations, taking the case of the organic breeding association Kultursaat e.V. At the macro level, the analysis reveals that the paradigms of ‘materialistic culture and growth’, ‘control and autonomy of humans over nature’ and ‘expert knowledge and specialization’ are deeply embedded in the dominant agri-food system. Kultursaat challenges them by promoting alternative narratives such as agroecology, food sovereignty, farmers' rights and resilience. At the micro and meso level, we apply a set of evaluation principles that reveal the transformative character and partial transformative impact of Seed Commons. Applying the framework to agri-food systems can bring an enhanced theoretical understanding of dynamics of change into the agri-food transformation discourse, link small-scale initiatives to wider processes of transformation, and provide a systematic research approach to enhance comparability across case studies. The framework is well suited to bring together even evolving transformation literatures.

Abstract

Der Artikel thematisiert die multidimensionalen Ökosystemleistungen urbaner Grünflächen anhand inter- und transdisziplinärer Erkenntnisse aus dem BMBF-Projekt "GartenLeistungen". Grünräume wirken sich positiv auf die Lebensqualität in Städten aus: Parks und Gemeinschaftsgärten sind Orte des sozialen Lebens, der Begegnung und fördern Nachhaltigkeit und Umweltbildung. Sie stabilisieren Mikroklima und Wasserhaushalt, sind vielfältige Lebensräume und begünstigen ressourceneffiziente Stoffkreisläufe. Eine Wertschätzung dieser multidimensionalen Ökosystemleistungen findet in stadtplanerischen und politischen Entscheidungen häufig nicht genügend Raum. Der Artikel zeigt, wie sich diese Grünräume als wertvolle Ökosysteme bewerten und weiterentwickeln lassen.

Abstract

Building resilience in food systems is a priority to meet societal challenges such as climate change and biodiversity loss. However, there has been little systematic research on the role of seed production in fostering agroecological resilience. The increasing commercialization and privatization in the conventional seed industry result in the development and use of only a small number of high-yielding varieties. To counter this trend, new organizational approaches and governance structures in plant breeding and seed production build upon common ownership and collective management. In this study, we analyse how commons-oriented seed production promotes agroecological resilience in comparison to conventional private-property-based seed production. We apply an indicator-based framework to analyse publications from breeding and seed-producing organizations in the German-speaking vegetable seed sector. We find that in comparison to conventional seed production, commons structures promote agroecological resilience in several respects. They foster diversity at the genetic, crop species, and landscape level, create redundancy in seed supply channels, and increase autonomy from external resource inputs and international markets. The governance structures of commons-based seed production contribute to agroecological resilience through a high degree of self-organization of farmers and breeders along the value chain, participatory breeding approaches, and greater access rights to seeds. Abstract

Formalised knowledge systems, including universities and research institutes, are important for contemporary societies. They are, however, also arguably failing humanity when their impact is measured against the level of progress being made in stimulating the societal changes needed to address challenges like climate change. In this research we used a novel futures-oriented and participatory approach that asked what future envisioned knowledge systems might need to look like and how we might get there. Findings suggest that envisioned future systems will need to be much more collaborative, open, diverse, egalitarian, and able to work with values and systemic issues. They will also need to go beyond producing knowledge about our world to generating wisdom about how to act within it. To get to envisioned systems we will need to rapidly scale methodological innova-tions, connect innovators, and creatively accelerate learning about working with intractable challenges. We will also need to create new funding schemes, a global knowledge commons, and challenge deeply held assumptions. To genuinely be a creative force in supporting longevity of human and non-human life on our planet, the shift in knowledge systems will probably need to be at the scale of the enlightenment and speed of the scientific and technological revolution accompanying the second World War. This will require bold and strategic action from governments, scientists, civic society and sustained transformational intent.
