Current studies of school finance equity focus on quantitative approaches to understanding resource disparities. Analyses of school resources that capture stakeholder perceptions and values are better positioned to critically examine the historical, cultural, and political significance of different types of school resources. The purpose of this article is to advance a framework for analyzing school resources at the site level through a critical lens. We propose a novel conceptual framework, which we refer to as the "Critical School Level Resources" framework, to capture how local school stakeholders, specifically principals, teachers, and families, understand, allocate, and use school resources. Our hope is to see this framework push the field's conceptualization of resources to include qualitative and critical approaches, in addition to quantitative or a-critical metrics, while incorporating more stakeholders in the evaluation of resources at their schools.

Drawing on data from the RAND American School Leader Panel 2020 COVID-19 Distance Learning Surveys, we analyze principal perceptions of school preparedness for distance learning with a specific focus on how different school types (e.g., rural, urban, and suburban) and student groups (e.g., students with mild disabilities, English learner students) were impacted by rapid school closure. These findings have important implications for how state education agencies, policymakers, and districts plan to address the growth of opportunity gaps among student groups. In addition, findings have important implications for education leadership and policy researchers seeking to design and implement studies to inform next generation policy and practice.

Striving to remain a global leader in innovation, the United States continues prioritizing broadening participation in engineering and other STEM fields. For this reason, STEM outreach programs are increasingly popular and vital. However, few programs offer such outreach experiences at a large, national scale and intentionally situate those experiences in locations that enable access for African American youth. In this paper, we present a logic model that showcases the resources and components that can expand the reach of an effective program, outlining the programmatic components involved in executing the National Society of Black Engineers' Summer Engineering Experience for Kids (SEEK) program, which has effectively scaled to cities across the United States. Using SEEK as an instrumental case, we highlight what goes into offering a large-scale community-based STEM outreach program, emphasizing aspects that are most important to preserve during expansion into underserved communities. Key findings illustrate that maximizing the potential of recruiting and engaging youth from underserved populations may hinge on the ability of established programs to scale up their initiatives while establishing appropriate assessment plans to measure effectiveness. Additionally, embracing the ideals of collective impact provides an opportunity for such programs to progress their initiatives by replicating program designs in more communities.

There is an increasing emphasis on assessing student learning outcomes from study abroad experiences, but this assessment often focuses on a limited range of outcomes and assessment methods. We argue for shifting to assessing student learning "processes" in study abroad and present the critical incident technique as one approach to achieve this goal. We demonstrate this approach in interviews with 79 students across a range of global engineering programs, through which we identified 173 incidents which were analyzed to identify common themes. This analysis revealed that students described a wide range of experiences and outcomes from their time abroad. Students' experiences were messy and complex, making them challenging to understand through typical assessment approaches. Our findings emphasize the importance of using a range of assessment approaches and suggest that exploring students' learning processes in addition to learning outcomes could provide new insights to inform the design of study abroad programs.

Background: Engineers operate in an increasingly global environment, making it important that engineering students develop global engineering competency to prepare them for success in the workplace. To understand this learning, we need assessment approaches that go beyond traditional self-report surveys. A previous study (Jesiek et al., "Journal of Engineering Education" 2020; 109(3):1-21) began this process by developing a situational judgment test (SJT) to assess global engineering competency based in the Chinese context and administering it to practicing engineers. Purpose: We built on this previous study by administering the SJT to engineering students to explore what prior experiences related to their SJT performance and how their SJT performance compared with practicing engineers' performance on the SJT. Method: Engineering students completed a survey including the SJT and related self-report survey instruments. We collected data from three groups of students: those who had studied abroad in China; those who had studied abroad elsewhere; and those who had not studied abroad. Results: We found that students' SJT performance did not relate to their scores on the self-report instruments, but did relate to their participation in study abroad programs. The students also performed better on the SJT when compared to the practicing engineers. Conclusions: Our results highlight the need to use multiple forms of assessment for global engineering competence. Although building evidence for the validity of the Global Engineering Competency China SJT is an ongoing process, this data collection technique may provide new insights on global engineering competency compared to traditionally used assessments.

Although advising relationships are key for doctoral student success, little research has addressed how they form. Understanding the formation of advising relationships can help contextualize their later development and ultimately support a student's decision to persist in the doctorate. To understand relationship formation, the purpose of this qualitative study is to identify and describe the types of advisor-advisee selection processes that exist in engineering, science, and math doctoral programs and examine patterns across disciplines within those fields. We conducted interviews with doctoral program directors and engaged in document analysis of graduate student handbooks from 55 doctoral programs in the aforementioned fields in high research institutions across the United States. Using principal-agent theory as a theoretical lens, our findings showed that engineering programs tend to decentralize the advisor selection process by funding students across different funding sources upon enrollment. Contrariwise, science and math programs tended to fund all students in a cohort from a common funding source, which allowed students to have more time to gather information, meet, and select an advisor. These findings also show important nuances when comparing graduate education in these programs that directly impact the doctoral student experience and reiterates the necessity to study these fields separately.

Background: Despite many initiatives to improve graduate student and faculty diversity in engineering, there has been little or no change in the percentage of people from racially minoritized backgrounds in either of these groups. Purpose/Hypothesis: The purpose of this paper is to counter the scarcity fallacy, in which institutions blame the "shortage" of qualified people from traditionally marginalized backgrounds for their own lack of representation, related to prospective PhD students and prospective faculty from traditionally marginalized groups. This study identifies the BS-to-PhD and PhD-to-tenure-track-faculty institutional pathways of Black/African American and Hispanic/Latino engineering doctorate recipients. Design/Method: Using the US Survey of Earned Doctorates, we tracked the BS-to-PhD institutional pathways of 3952 Black/African American and 5732 Hispanic/Latino engineering PhD graduates. We also used the Survey of Doctorate Recipients to track the PhD-to-tenure-track faculty pathways of 104 Black/African American and 211 Hispanic/Latino faculty. Results: The majority of Black/African American and Hispanic/Latino PhD graduates in this study did not earn their BS degrees from Top 25 institutions, but rather from Not Top 25, non-US, and minority-serving institutions. The results also show the relatively small proportion of PhD earners and faculty members who move into highly ranked institutions after earning a bachelor's degree from outside this set of institutions. Conclusions: The findings of this study have important implications for graduate student and faculty recruitment by illustrating that recruitment from a narrow range of institutions (i.e., Top 25 institutions) is unlikely to result in increased diversity among racially minoritized PhDs and faculty in engineering.

Recent evidence suggests school resources are continually segregated from minoritized communities. This funding disparity impacts students' long-term outcomes in school and in their community. Political discourse has prioritized school defunding, privatization through vouchers and related policies, and tax relief and at the same time greater regulation of curriculum, content, and pedagogy in schools. Southern states in particular have moved to restrict access to a discourse of liberation and are threatening sanctions if schools implement specific content (e.g., race, and oppression). We explore the potential for school finance to create spaces that decrease democratic participation through school funding disparity. We use district-level panel data that combines National Center for Education Statistics and Census data from 2000 to 2018 to explore the patterns of school funding disparity in nine southern states; Alabama, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee, Virginia, and West Virginia. We find racial/ethnic make-up interacts with specific funding variables so that districts with higher percentages of minoritized students are at a disadvantage financially. We also find that states may over rely on local and federal funds to maintain funding levels despite increases in cost pressures.

Principals play a critical role in improving schools, but high rates of principal turnover threaten improvement gains. In this study we used a mixed-methods design to examine school, district, and community factors associated with greater principal turnover, and explore how these factors differ for rural schools. We found that rural districts tend to have more first year principals, fewer veteran principals, and higher rates of principal attrition in comparison to their urban and suburban peers. We found that voluntary turnover is not always attributed to school and district working conditions, but also personal and community factors specific to a principal.

Self-report assessments are used frequently in higher education to assess a variety of constructs, including attitudes, opinions, knowledge, and competence. Systems thinking is an example of one competence often measured using self-report assessments where individuals answer several questions about their perceptions of their own skills, habits, or daily decisions. In this study, we define systems thinking as the ability to see the world as a complex interconnected system where different parts can influence each other, and the interrelationships determine system outcomes. An alternative, less-common, assessment approach is to measure skills directly by providing a scenario about an unstructured problem and evaluating respondents' judgment or analysis of the scenario (scenario-based assessment). This study explored the relationships between engineering students' performance on self-report assessments and scenario-based assessments of systems thinking, finding that there were no significant relationships between the two assessment techniques. These results suggest that there may be limitations to using self-report assessments as a method to assess systems thinking and other competencies in educational research and evaluation, which could be addressed by incorporating alternative formats for assessing competence. Future work should explore these findings further and support the development of alternative assessment approaches.

As the transition point between middle and high school, ninth grade can either set a student up for long-term success or diminish a student's likelihood of graduating high school altogether. The Ninth Grade Success Initiative is a dropout prevention program, piloted in five Washington State high schools in 2019-2020. We evaluated the effects on student outcomes and found that the program led to improvements in course grades, behavioral outcomes, more effective targeting of services to higher-need students, and better preparation for the COVID-19 transition to virtual learning.

U.S. charter schools are publicly funded through state school finance formulas that often mirror the traditional public school finance systems. While charter school advocates and critics disagree over whether charters receive an equitable share of funding, few discussions are based on rigorous analyses of funding and expenditures. Most prior analyses, especially those presented in policy briefs or white papers, examine average funding differences without exploring underlying cost factors between the two sectors. Our purpose is to demonstrate how careful analysis of charter school funding with appropriate methodological approaches can shed light on disagreements about charter school finance policy. Using detailed school finance data from Texas as a case study, we find that after accounting for differences in accounting structures and cost factors, charter schools receive significantly more state and local funding compared to traditional public schools with similar structural characteristics and student demographics. However, many small charter schools are actually underfunded relative to their traditional public school counterparts. Policy simulations demonstrate that on average, each student who transfers to a charter school increases the cost to the state by $1,500. We discuss the implications of these findings for both school finance policy in Texas and nationally.

In study abroad programs, overall student participation and the representation of minoritized students continue to rise, but barriers to participation for minoritized students persist, especially in engineering. As we strive to broaden participation in engineering study abroad programs, we must critically examine the experiences of minoritized students who engage in these programs so we can facilitate supportive educational environments. This study examines the experiences of minoritized students in a global engineering study abroad program, using the concept of habitus, a student's collection of identities and embodied cultural capital. We find that students draw on various forms of habitus while studying abroad, connecting their new experiences abroad to their prior experiences. Based on these findings, we make recommendations for designing more equitable and inclusive study abroad programming elements.

State accountability systems have been a primary school reform initiative in the US for the past 20 years, but often produce unintended negative consequences. In 2004, the Texas Education Agency (TEA) implemented the Performance Based Monitoring and Analysis System (PBMAS), which included an accountability indicator focused on the percentage of students found eligible for special education under the Individuals with Disabilities Education Act (IDEA), the nation's special education law. From 2004 through 2016, the percentage of students found eligible for special education in Texas declined significantly, while the national rate held constant. Eventually, the U.S. Department of Education (ED) investigated TEA and the statewide implementation of IDEA. The purpose of this study is two-fold: (a) to evaluate the potential impact of the the PBMAS indicator on manipulation of special education identification practices; and (b) to describe how the indicator may have influenced school and district personnel. We highlight several concerning trends in state and district data and, through an analysis of publicly available reports from the ED, show how district and school personnel knowingly and unknowingly acted in ways that delayed and denied special education to potentially eligible students. We conclude with recommendations for TEA and implications for future research and policy.

Multiple reports suggest that future engineering work will be conducted by globally diverse teams for globally diverse customers. Despite the demonstrated benefits of study abroad opportunities to develop such global competencies, undergraduate engineers participate at low rates. The Rising Sophomore Abroad Program presented in this paper describes an integrated class experience combined with an international field trip that has experienced rapid growth over the past few years and effectively scaled up to enroll 135 students in the 2017 program (8% of the incoming first-year engineering cohort). Program evaluation demonstrates that students achieved a range of global learning outcomes in both the class as well as the short-term study abroad module, and this blended approach may overcome some of the deficiencies of short-term programs while promoting future international engagement among undergraduate engineers. We outline unique program elements that other institutions might implement as they seek to expand students' international opportunities.

To make the transfer student pathway viable to meet workforce needs, it is essential to think beyond simply linking two institutions and getting students in the door--students need to be supported throughout the adjustment period. In this article, we address the "support" aspect of the problem by reporting findings from 306 engineering transfer students' responses to open-ended survey items that focused on factors that helped students adjust and how their sending and receiving institutions could have helped ease the transition; our sample, which is largely Hispanic/ Latino (88%), includes both vertical and lateral transfer students who proceeded to enroll in 4-year Hispanic-Serving Institutions. Six themes emerged related to elements that helped students make the adjustment: individual/self, personal network, familiarity with the environment, polite/helpful atmosphere, institutional resources, and student involvement. Student recommendations on how sending institutions could have helped ease their transition focused on information, academic curriculum, and institutional process, and recommendations for receiving institutions included students' requests for more assistance with getting involved on campus, building personal networks, and understanding institutional resources. While themes were consistent across sub-groups within the sample, in this article we highlight some of the few observed differences based on type of transfer pathway and student status as Hispanic/Latino. Within the current system and operating structure of higher education, statewide and/or system wide efforts to collaborate and coordinate between institutions must occur at the college level, and more often at the department or program level, to properly address many of the long-standing issues that appear to be more acute for degree plans in engineering disciplines and for transfer students who pursue these pathways.

Scholars have not reached consensus on the best approach to measure state school finance equity. The regression-based approach estimates the relationship between district poverty rate and funding level, controlling for other district cost factors. A second commonly used approach involves estimating the weighted average funding level for low-income students or other subgroups. Meanwhile, policymakers have preferences for their own data systems and poverty indicators when reading reports and assessing progress. We constructed parallel, district-level panel data sets using data from the California Department of Education and the U.S. Census. We estimated changes over time in district-level school finance equity under California's Local Control Funding Formula, using multiple school finance measurement approaches, with each of the two data sets. Our results show that different methods and analytic choices result in policy-relevant differences in findings. We discuss the implications for policy and future research.
