A ring $R$ is feckly clean provided that for any $a\in R$ there exists an element $e\in R$ and a full element $u\in R$ such that $a=e+u, eR(1-e)\subseteq J(R)$. We prove that a ring $R$ is feckly clean if and only if for any $a\in R$, there exists an element $e\in R$ such that $V(a)\subseteq V(e), V(1-a)\subseteq V(1-e)$ and $eR(1-e)\subseteq J(R)$, if and only if for any distinct maximal ideals $M$ and $N$, there exists an element $e\in R$ such that $e\in M, 1-e\in N$ and $eR(1-e)\subseteq J(R)$, if and only if $J$-$spec(R)$ is strongly zero dimensional, if and only if $Max(R)$ is strongly zero dimensional and every prime ideal containing $J(R)$ is contained in a unique maximal ideal. More explicit characterizations are also discussed for commutative feckly clean rings.

4. Strongly Clean Matrices over Commutative Rings

A commutative ring $R$ is projective free provided that every finitely generated $R$-module is free. An element in a ring is strongly clean provided that it is the sum of an idempotent and a unit that commutates. Let $R$ be a projective-free ring, and let $h\in R[t]$ be a monic polynomial of degree $n$. We prove, in this article, that every $\varphi\in M_n(R)$ with characteristic polynomial $h$ is strongly clean, if and only if the companion matrix $C_h$ of $h$ is strongly clean, if and only if there exists a factorization $h=h_0h_1$ such that $h_0\in {\Bbb S}_0, h_1\in {\Bbb S}_1$ and $(h_0,h_1)=1$. Matrices over power series over projective rings are also discussed. These extend the known results [1, Theorem 12] and [5, Theorem 25].

5. Uniquely Strongly Clean Triangular Matrix Rings

A ring $R$ is uniquely (strongly) clean provided that for any $a\in R$ there exists a unique idempotent $e\in R \big(\in comm(a)\big)$ such that $a-e\in U(R)$. Let $R$ be a uniquely bleached ring. We prove, in this note, that $R$ is uniquely clean if and only if $R$ is abelian, and $T_n(R)$ is uniquely strongly clean for all $n\geq 1$, if and only if $R$ is abelian, $T_n(R)$ is uniquely strongly clean for some $n\geq 1$. In the commutative case, the more explicit results are obtained. These also generalize the main theorems in [6] and [7], and provide many new class of such rings.

An element $a$ of a ring $R$ is called perfectly clean if there exists an idempotent $e\in comm^2(a)$ such that $a-e\in U(R)$. A ring $R$ is perfectly clean in case every element in $R$ is perfectly clean. In this paper, we investigate conditions on a local ring $R$ that imply that $2\times 2$ matrix rings and triangular matrix rings are perfectly clean. We shall show that for these rings perfect cleanness and strong cleanness coincide with each other, and enhance many known results. We also obtain several criteria for such a triangular matrix ring to be perfectly $J$-clean. For instance, it is proved that for a commutative ring $R$, $T_n(R)$ is perfectly $J$-clean if and only if $R$ is strongly $J$-clean.

A ring $R$ is strongly clean provided that every element in $R$ is the sum of an idempotent and a unit that commutate. Let $T_n(R,\sigma)$ be the skew triangular matrix ring over a local ring $R$ where $\sigma$ is an endomorphism of $R$. We show that $T_2(R,\sigma)$ is strongly clean if and only if for any $a\in 1+J(R), b\in J(R)$, $l_a-r_{\sigma(b)}: R\to R$ is surjective. Further, $T_3(R,\sigma)$ is strongly clean if $l_{a}-r_{\sigma(b)}, l_{a}-r_{\sigma^2(b)}$ and $l_{b}-r_{\sigma(a)}$ are surjective for any $a\in U(R),b\in J(R)$. The necessary condition for $T_3(R,\sigma)$ to be strongly clean is also obtained.

Akin Abstract: Global localization is a very fundamental and challenging problem in Robotic Soccer. Here, the main aim is to find the best method which is very robust and fast and requires less computational resources and memory compared to similar approaches and is precise enough for robot soccer games and technical challenges. In this work, the Reverse Monte Carlo localization (R-MCL) method is introduced. The algorithm is designed for fast, precise and robust global localization of autonomous robots in the robotic soccer domain, to overcome the uncertainties in the sensors, environment and the motion model. R-MCL is a hybrid method based on Markov localization (ML) and Monte Carlo localization (MCL), where the ML based module finds the region where the robot should be and the MCL based part predicts the geometrical location with high precision by selecting samples in this region. It is called Reverse since the MCL routine is applied in a reverse manner in this algorithm. In this work, this method is tested on a challenging data set that is used by many other researchers and compared in terms of error rate against different levels of noise, and sparsity. Additionally, the time required to recover from kidnapping and the processing time of the methods are tested and compared. According to the test results R-MCL is a considerable method against high sparsity and noise. It is preferable when its recovery from kidnapping and processing times are considered. It gives robust and fast but relatively coarse position estimations against imprecise and inadequate perceptions, and coarse action data, including regular misplacements, and false perceptions. 18. Targeted gene expression without a tissue-specific promoter: creating mosaic embryos using laser-induced single-cell heat shock

We have developed a method to target gene expression in the Drosophila embryo to a specific cell without having a promoter that directs expression in that particular cell. Using a digitally enhanced imaging system to identify single cells within the living embryo, we apply a heat shock to each cell individually by using a laser microbeam. A 1- to 2-min laser treatment is sufficient to induce a heat-shock response but is not lethal to the heat-shocked cells. Induction of heat shock was measured in a variety of cell types, including neurons and somatic muscles, by the expression of beta-galactosidase from an hsp26-lacZ reporter construct or by expression of a UAS target gene after induction of hsGAL4. We discuss the applicability of this technique to ectopic gene expression studies, lineage tracing, gene inactivation studies, and studies of cells in vitro. Laser heat shock is a versatile technique that can be adapted for use in a variety of research organisms and is useful for any studies in which it is desirable to express a given gene in only a distinct cell or clone of cells, either transiently or constitutively, at a time point of choice.

In this manuscript, first of all, the status of Turkey in terms of energy production and consumption is given and the need to rely on domestic sources, namely lignite deposits, is emphasized rather than importing fuels from abroad. Then, a thorough literature work concerning open pit design and production planning is explained in detail. On this basis, the project design and production planning of Tekirdag-Saray open pit colliery are conducted. According to the selected production technique, machinery-equipment that will be utilized in the coal winning system is determined and in the final part, the investment cost and unit production cost regarding the project are computed and the importance of constructing a power plant in the region operating with domestic fuels is expressed.

Supreme Audit Institutions (SAIs) – key government agencies responsible for auditing how public funds are being spent – have been traditionally seen as insulated and technocratic entities serving other government organizations and having little to do with citizens and broader governance issues. This image has been slowly changing around the world in light of the broader transformations in governments’ roles, SAIs’ own practices, and increased public participation in governance. This article reviews why and how these changes are happening and barriers to the more productive collaboration between SAIs and the public. The article concludes with implications for practitioners and researchers.

The OPERA neutrino oscillation experiment has been designed to prove the appearance of ντ in a nearly pure νμ beam (CNGS) produced at CERN and detected in the underground Hall C of the Gran Sasso Laboratory, 730 km away from the source. In OPERA, τ leptons resulting from the interaction of ντ are produced in target units called bricks made of nuclear emulsion films interleaved with lead plates. The OPERA target contains 150000 of such bricks, for a total mass of 1.25 kton, arranged into walls interleaved with plastic scintillator strips. The detector is split into two identical supermodules, each supermodule containing a target section followed by a magnetic spectrometer for momentum and charge measurement of penetrating particles. Real time information from the scintillators and the spectrometers provide the identification of the bricks where the neutrino interactions occurred. The candidate bricks are extracted from the walls and, after X-ray marking and an exposure to cosmic rays for alignment, their emulsion films are developed and sent to the emulsion scanning laboratories to perform the accurate scan of the event. In this paper, we review the design and construction of the detector and of its related infrastructures, and report on some technical performances of the various components. The construction of the detector started in 2003 and it was completed in Summer 2008. The experiment is presently in the data taking phase. - Abstract
This research paper deals with an area of subsidence monitored in association with sliding waste dump in Soma-Eynez colliery that is located in westen Turkey. Soma lignite basin is a predominant lignite source that accounts for one third of the total coal production of Turkey. In our case, the initial subsidence was observed after a heavy rain in December, 1992 and took the form of a collapse beneath a road surface on the west side of the permit area. Subsidences continued in the field until the underground coal mining acitivity was ceased in 1998. Besides, putting the situation in a more complicated nature, landslide occurred within the spoil tip which is located at the very cast of the subsidence field, and the spoil tip material moved to the west covering top of the northeastern boundary of subsidence areas. In this case, a complex geomorphological landform arose which is called the "subsidence + landslide influence zone". The accurate position of this boundary was crucial to find out the active influence angle. Pertaining to the determination of the subsidence boundary, three different methods were employed and the obtained results were correlated with each other.

First, technical requirements have been determined and then the effect of production parameters, such as hole diameter, type of quarrying (pit or hillside) and road grade, on the cost has been investigated to determine bench height.

This paper describes the application of a single-stage unity-power-factor buck-type pulsewidth modulation (PWM) rectifier to medium- and high-power variable-speed dc motor drives. The advantages of the developed system are low harmonic distortion in ac supply currents (complying with IEEE Std. 519 and IEC 555), nearly unity power factor over a wide operating shaft speed range, and nearly level armature current and voltage waveforms. These properties of output voltage and current quantities of the converter eliminate entirely any failure risk in current commutation even for oldest motor designs, and further motor problems such as accelerated aging in motor insulation, and mechanical failure due to circulating bearing currents. The design criteria and operating features and characteristics of the buck-type PWM rectifier employed in a unity-power-factor dc motor drive. are discussed in the paper. The performance of the resulting system has been tested on 25-65-kW 100-150-A 10-20-kHz dc motor drives, used in various processes of an iron and steel plant.

The mechanism by which bradykinin regulates renal epithelial salt transport has been investigated using a mouse inner medullary renal collecting duct cell-line mIMCD-K2. Using fura-2 loaded mIMCD-K2 cells bradykinin (100 nM) has been shown to induce a transient increase in intracellular Ca(2+) via activation of bradykinin B2 receptors localized to both the apical and basolateral epithelial cell surfaces. In mIMCD-K2 epithelial cell-layers clamped in Ussing chambers, 100 nM bradykinin via apical and basolateral bradykinin B2 receptors stimulated a transient increase in inward short-circuit current (I:(sc)) of similar duration to the increase in intracellular Ca(2+). Replacements of the bathing solution Na(+) by the impermeant cation, N-methyl-D-glucamine and of Cl(-) and HCO(3)(-) by the impermeant anion gluconate at either the apical (no reduction) or basal bathing solutions (abolition of the response) are consistent with the bradykinin-stimulated increase in inward I:(sc) resulting from basal to apical Cl(-) (anion) secretion. Using the slow whole cell configuration of the patch-clamp technique, bradykinin was shown to activate a transient Cl(-) selective whole cell current which showed time-dependent activation at positive membrane potentials and time-dependent inactivation at negative membrane potentials. These currents were distinct from those activated by forskolin (CFTR), but identical to those activated by exogenous ATP and are therefore consistent with bradykinin activation of a Ca(2+)-dependent Cl(-) conductance. The molecular identity of the Ca(2+)-dependent Cl(-) conductance has been investigated by an RT - PCR approach. Expression of an mRNA transcript with 96% identity to mCLCA1/2 was confirmed, however an additional but distinct mRNA transcript with only 81% of the identity to mCLCA1/2 was identified.
