This article presents and analyzes policies in identification and provisions in England with respect to gifted education. England has developed a national policy to provide services to identified students. Surveys and interviews with teachers illustrate how implementation of both identification and provision policy elements were handled. Although policy evaluation was conducted by an external ministry agency, it appears to have had little impact on practice. The article suggests that policy implementation, if left to local schools in the absence of monitoring controls, results in lack of services to gifted children in local school environments.

International evidence demonstrates the importance of engaging parents in the education of their "high-potential" children, yet limited research has focused on the involvement of parents from differing economic strata/backgrounds. The current study explored the dilemmas of parenting academically high-ability children from economically deprived urban areas in the UK. Data were gathered from a sample of parents whose children attended a university-based sustained intervention programme for designated "gifted" pupils aged 12-16. Parental perceptions were sought in relation to (a) the usefulness/impact of the intervention programme, (b) parents' aspirations for their children growing up in economically deprived urban areas and (c) parents' views on the support provided by the extended family, peer groups and the wider community. The findings have significant implications for both policy and practice and, more specifically, for engaging parents in intervention programmes offered by universities and schools to children in order to increase their access to higher education and for enhancing their life chances.

The landscape of gifted and talented education in England has changed in the past decade when the UK government launched an education programme for "gifted and talented" pupils as part of its Excellence in Cities policy initiative. The policy was initially intended to raise educational achievement of higher ability pupils in secondary schools in socially deprived urban areas and was subsequently extended to all age groups and schools in England. This article reports the findings of official reports and reviews and includes the reflections of a local authority adviser of a large education district within a socially deprived area of London. The adviser had the responsibility for implementing the policy through working with schools and practising teachers.

Over a decade ago the UK government launched its gifted and talented education policy in England, yet there has been very little published research which considers how schools and teachers are interpreting and implementing the policy. By seeking the views of the gifted and talented co-ordinators (For ease of reference, the term gifted and talented (G&T) co-ordinator is used throughout the paper as a generic shorthand for the research participants who were either designated school gifted and talented co-ordinators or teachers or head teachers with responsibility for policy implementation) with responsibility for addressing the requirements of the policy, the study reported in this paper explored how primary schools in England responded to the policy. Drawing on data gathered using questionnaires with a national sample of primary schools as well as follow-up in-depth interviews with a sample of G&T co-ordinators, the authors report their findings. The study found that there was considerable unease about the concept of identifying and "labelling" a group of pupils as "gifted and talented". G&T co-ordinators found it difficult to interpret the policy requirements and were responding pragmatically to what they considered to be required by the government. Curriculum provision for the selected group of gifted and talented pupils was patchy. The paper concludes by identifying a need for further professional development for teachers and by challenging the policy's over-emphasis on identifying and labelling gifted and talented pupils. We posit whether the gifted and talented education policy would have been better introduced and enjoyed greater success by leaving the identification of pupils to one side and by placing greater emphasis on developing effective learning and teaching strategies instead.

In 1999, the British government launched an education program for gifted and talented pupils as part of its Excellence in Cities initiative (EiC) that was initially designed to raise the educational achievement of very able pupils in state-maintained secondary schools in inner-city areas. Although some activities targeting gifted children had already been initiated by various voluntary organizations over several previous decades, this was the first time that the topic of improved provision for these pupils had been placed firmly within the national agenda. This article provides the background to the English gifted and talented policy "highway" and an overview of what was expected of schools. How practitioners responded to the policy, their beliefs and attitudes toward identifying gifted and talented pupils, and the opportunities and challenges that arose along the way to the current crossroads are explored. The need to empower teachers to feel more confident in classroom provisions for gifted and talented pupils is identified along with the potentially pivotal role of action research and "pupil voice" in the process of continued professional development and support.

Background: This study is located in the general context of recent research on family life in England, "gifted and talented" education policy and the significance of parental engagement. There is strong evidence that parental involvement has a significant and positive effect on children's development and achievement. Although a great deal of work has been done on identifying general patterns of good practice, there is a gap in the literature regarding the support needs of parents of gifted and talented children from lower socio-economic backgrounds. Purpose: The aim of this UK-based study was to explore what support such parents had received and what support they felt they needed to better promote their children's development and achievement. Sample: An opportunity sample of 21 parents with youngsters aged 14-16 identified as "gifted and talented" by their schools, as part of UK government policy, took part in the study. The students attended a university-based intervention programme, which was designed to raise the students' aspirations and achievement. The students were from schools within areas of relative social deprivation and, most qualified for free school meals. Design and Methods: In-depth semi-structured interviews were carried out to capture the authentic voice of the parents. Data was analysed using both pre-determined and emerging codes. Results: Sixteen of 21 of the parents had good, supportive relationships with their children and 15 of 21 had high aspirations for them. However, 18 of 21 of the parents felt unable to engage with their child's learning in the home. They also felt inadequate in their knowledge and experience to help their children with subject choices and advise on matters relating to Higher Education. Parents did not perceive their wider family or the wider community as supportive, nor did they expect them to be. Peer groups were seen as threats to their children's well-being and advancement. Schools were highly rated for relationships but offered no specific support to these parents. Conclusions: We conclude that although parental involvement is acknowledged in defining children's life chances, parents in our sample, nonetheless, seemed to be being forced to "go it alone". Within the limitations imposed by our small sample, we raise questions about the implications of the study.

This paper explores the evidence relating to how primary schools are responding to the "gifted and talented" initiative in England and Wales. A questionnaire survey which invited both closed and open-ended responses was carried out with a national sample of primary schools. The survey indicated an increasing proportion of coordinators, compared with a survey carried out in 1996, were identifying their gifted and talented children as well as having associated school policies. However, the survey also highlighted a number of issues which need addressing if the initiative is to achieve its objective of providing the best possible educational opportunities for children. For example, it was found that a significant number of practitioners were not aware of the existence of the National Quality Standards for gifted and talented education, provided by the UK government in 2007, and the subject-specific criteria provided by the UK's Curriculum Authority for identification and provision have been largely ignored. The process of identifying children to be placed on the "gifted and talented" register seems haphazard and based on pragmatic reasons. Analysis of teachers' responses also revealed a range of views and theoretical positioning held by them, which have implications for classroom practice. As the "gifted and talented" initiative in the UK is entering a second decade, and yet more significant changes in policy are introduced, pertinent questions need to be raised and given consideration.

This paper reports the outcomes of a set of action research projects carried out by teacher researchers in 14 local education authorities in England, working collaboratively with university tutors, over a period of three years. The common aim of all the projects was to explore practical ways of nurturing the gifts and talents of children aged four-seven years. The project was funded by the Department of Education and Skills in England as part of the government's gifted and talented programme. The project teachers felt that their understanding of issues relating to nurturing the gifts and talents of younger children was enhanced through their engagement in the project. It was possible to map the findings of the projects to the English government's National Quality Standards for gifted and talented education which include: (1) identification; (2) effective provision in the classroom; (3) enabling curriculum entitlement and choice; (4) assessment for learning; (5) engaging with community, families and beyond. The findings are also analysed within the framework of good practice in educating children in the first years of schooling. Participating practitioners felt that action research offered them a suitable methodology to explore the complexity of the topic of giftedness through cycles of planning, action and reflection and personal theory building.

The United Kingdom (UK) Labor Government launched three major policy initiatives in the past three decades. First was the introduction of gifted and talented education with a special focus on the identification of and provision for inner-city students whose gifts and talents lie submerged in most cases due to their environment of social and economic deprivation. The second was the Widening Participation Policy, which was designed to encourage students from poorer families to join universities, and the third was the government's efforts to enhance social mobility to widen poorer children's access to professions such as medicine, law, and the civil service, which are currently dominated by affluent families. All three policies are designed to raise the achievement and aspirations of students from lower income and working-class families so that their life chances are improved. These three policy initiatives provide the backcloth to an intervention program at Brunel University in the UK. In this article, the authors identify the salient features of a university-based intervention program, provide evidence of its effectiveness using 4 years' worth of data from follow-up interviews, and highlight the opportunities and the challenges that the program team encountered. There is growing recognition of the special needs of mathematically gifted learners. This article reviews policy developments and current research and theory on giftedness in mathematics. It includes a discussion of the nature of mathematical ability as well as the factors that make up giftedness in mathematics. The article is set in the context of current developments in Mathematics Education and Gifted Education in the UK and their implications for Science and Technology. It argues that early identification and appropriate provision for younger mathematically promising pupils capitalizes on an intellectual resource which could provide future mathematicians as well as specialists in Science or Technology. Drawing on a Vygotskian framework, it is suggested that the mathematically gifted require appropriate cognitive challenges as well as attitudinally and motivationally enhancing experiences. In the second half of this article we report on an initiative in which we worked with teachers to identify mathematically gifted pupils and to provide effective enrichment support for them, in a number of London Local Authorities. A number of significant issues are raised relating to the identification of mathematical talent, enrichment provision for students and teachers' professional development. (Contains 2 figures.)

This article presents the findings of a set of Action Research projects carried out by practitioners in 14 Local Education Districts in collaboration with a team of university tutors over a period of three years. Two specific outcomes of the project are presented in this article. The project helped to develop teachers' understanding of both the identification of and provision for gifted and talented younger children. It also highlighted that Action Research offered a suitable methodology for teacher-researchers to explore the complexity of the topic of giftedness through cycles of planning, action and reflection.

This paper investigates aspects of policy implementation that relate to "Excellence in Cities", a UK government initiative. Local Education Authority (LEA) personnel and school teachers, responsible for implementing the Gifted and Talented (G&T) strand of that initiative, were interviewed. These co-ordinators were involved in the selection of school students to participate in an interventionist programme, the Urban Scholars programme at Brunel University. The Urban Scholars programme has nine participating LEAs in the London region. The LEA co-ordinator and one school co-ordinator from each authority were interviewed through a semi-structured interview schedule. They were asked the question: "What influenced your choice of school student for the Urban Scholars programme?" This generated data on their definitions of gifted and talented and the way the register of pupils, selected as gifted and talented, was socially constructed. The analysis of the responses to this question suggests that the social construction of the G&T register is an example of what had been described in policy sociology literature as performativity and fabrication. Further, we found that the LEA and school co-ordinators were struggling to align their educational philosophy with a selection process that offers particular children extra resources. The dissonance between policy and practice highlights the concept of meritocracy as problematic.

Compares programs for gifted elementary grade children in the United Kingdom and the United States. Over the past half-century, the British education system has undergone three major changes in relation to higher ability pupils: an extension of opportunity for very able working class children to attend selective, state-funded grammar schools; a leveling out of opportunities within state-funded schools by abolishing the 11-plus examination, the purpose of which was to select higher ability pupils for grammar school entry; and the introduction of a National Curriculum, imposing statutory curriculum requirements for all state funded schools. The main focus of this paper is on the last of the three. and the way in which British teachers perceive how the National Curriculum may have affected educational opportunities and sovereignty of higher ability pupils.
