Abstract

In October 2017, the Supreme Court heard an appeal of a November 2016 ruling striking down Wisconsin's State Assembly districts as a Republican gerrymander that illegally dilutes the weight of Democratic votes. We take the opportunity to revisit this litigation to evaluate three proposed methods of detecting gerrymanders: the "efficiency gap," a count of Assembly districts carried by statewide candidates, and the difference between the district-level partisan median and mean. The first two measures figure either centrally or peripherally in the plaintiffs' case in Wisconsin, while the third is the approach we favor. We expand on the analysis offered at trial by evaluating how these measures fare across a variety of elections in Wisconsin and with the aid of 10,000 alternative Assembly maps drawn by computer. The alternative maps provide the appropriate baseline with which to gauge the level of vote dilution in Wisconsin and distinguish between the effect of residential geography and the Legislature's actions. The results show that Wisconsin's Assembly map is a substantial gerrymander according the median–mean comparison across all elections, while the two tests relied upon by the plaintiffs provide mixed results. We examine the measurement qualities of each test and show that the efficiency gap and districts-carried count both capture elements beyond partisan bias. We find no similar ambiguity with the median–mean comparison and conclude that the plaintiffs' claim that Wisconsin's Assembly map systematically dilutes the weight of Democratic votes is correct. 42. Creating a racially polarized electorate: the political fallout of immigration politics in Arizona and California

Abstract

We explore the potential political impact of Arizona's controversial immigration statute, SB 1070, using a parallel event: the 1994 passage of Proposition 187 in California. Both statutes were efforts to respond to the flow of illegal immigrants mainly from Mexico and were widely seen as anti-Latino, and both became the central theme of their proponents' reelection campaigns. We reexamine and extend the academic literature on the political impact of Proposition 187, applying the effect estimates to Arizona via a Monte Carlo simulation to project its vote in future presidential elections. These projections show that the potential changes in voting behavior brought on by SB 1070, coupled with population trends, give Democrats a discernable and growing advantage in presidential elections as early as 2016. The results of 2012 make clear that the GOP's best hope to hold the state rests on a strong and enduring move by its white voters toward the Republicans, leaving Arizona with a racially polarized electorate more reminiscent of the American South than its Southwest. We speculate about the potential to create such an electorate where an unusually large percentage of white voters immigrated there as adults from other states.

Abstract

Theories of issue voting and candidate positioning are predicated on assumptions that voters are able to perceive candidates with at least some degree of accuracy, assumptions generally at odds with the findings of public opinion research. While the accuracy of perceptions may vary due to respondents' characteristics (e.g. their attentiveness to politics), it is unclear how elected officials themselves affect the clarity of how their constituents perceive them. We use NES data to test the impact of ideological extremism on respondents' evaluations of elected officials, on the theory that the most liberal and conservative legislators acquire both records and reputations that are less ambiguous than those of more moderate legislators. Abstract

Cain, Ferejohn, and Fiorina's (1990) notion of a "personal vote," the portion of legislators' support developed through their efforts to aid constituents as part of their official duties, plays a large role in theories of legislative behavior and congressional elections. In this essay, we revisit their multi-variate model to test whether electoral variables mitigate the effect of the personal vote; that is, we examine whether the personal vote is stronger in elections where the opposition is weaker, and vice versa. We test this hypothesis on an array of NES studies, including the authoritative 1978 study.
