Wthin this report, we evaluate the work undertaken within Energy-SHIFTS (Energy Social Sciences and Humanities Innovation Forum Targeting the SET-Plan) to embed perspectives from the Social Sciences and Humanities (SSH) into European energy research and policy.

Rozdział traktuje o strategiach walki z pandemią, a konkretnie o politykach publicznych wdrożonych przez poszczególne państwa w odpowiedzi na pandemię COVID-19. Przedstawiono także rekomendacje dla twórców polityk publicznych dotyczące planowania interwencji, mających na celu zatrzymanie pandemii. Przedstawiono także porównanie strategii wdrożonych przez państwa OECD, jak również zalecenia dotyczące prowadzenia analiz danych zastanych, wykorzystujących informacje z baz agregujących informacje o podjętych przez państwa interwencjach.

This book examines the progress of institutionalisation of evaluation in European countries from various perspectives. . It describes both prior developments and current states of evaluation in 16 European countries and across the European Union (EU), focussing on three dimensions, namely the political, social and professional systems. These detailed country reports, which have been written by selected researchers and authors from each of the respective countries, lead to a concluding comparison and synthesis. This is the first of four volumes of the compendium The Institutionalisation of Evaluation to be followed by volumes on the Americas, Africa and Australasia. The overall aim is to provide an interdisciplinary audience with cross-country learning to enable them to better understand the institutionalisation of evaluation in different nations, world regions and different sectors.

In this report, we present the journeys of 21 policyworkers from across Europe who participated in the Policy Fellowship programme of the EU-funded Energy-SHIFTS project (Energy Social sciences & Humanities Innovation Forum Targetting the SET-Plan). This programme aimed to establish research-policy dialogue, by directly connecting researchers working across the Social Sciences and Humanities (SSH) with those on the energy policy ‘frontline’. In the first half of 2020, our 21 Policy Fellows - which and exchanges with 3-6 carefully matched energy-SSH researchers, or Policy Associates.This report therefore includes 19 full Fellowshipreports, in which we describe the Fellows’ policycontext, policy challenges, how they were matchedwith their Associates, main discussion points and SSHinsights generated, as well as how these were translated to policy impacts. For the purpose of organisingthe Fellowships, the Fellows were divided over five thematic categories: Citizen Engagement; SocialAcceptance; Just Transitions; Behaviours; and Human Capital. While these categories enabled a closer interactionbetween Fellows and the Energy-SHIFTS team, they are by no means mutually exclusive, with many content overlaps occurring.

The purpose of this report is to present our systematic approach to producing four policy-relevant Horizon Scans. Horizon Scanning is a type of Foresight method used to bring together new disciplines and expertise in new ways, to undertake systematic and usually fairly comprehensive evaluations of emerging trends, issues, priorities, etc. Our four policy-focussed Horizon Scans will each detail the top 100 energy-related Social Sciences and Humanities (energy-SSH) research questions that the energy-SSH communities themselves believe need more funding in the EU’s forthcoming Horizon Europe programme (2021-2027). Our recommendations will be submitted to the European Commission’s (EC) Directorate-General for Research and Innovation (DG RTD), specifically to both the Ecological and Social Transitions (C5) and the Clean Energy Transition (D1) units.

The aim of this Chapter is to present a technique of selecting beneficiaries for qualitative research, based on statistical matching (hereinafter "technique"), as well as to show the benefits resulting from its application. The technique will be described against the background of counterfactual analyses and based on experience from the application of this technique during the ex post evaluation of selected measures of the Operational Programme Innovative Economy, OPIE (hereinafter "study" or "PARP study"). The main purpose of the study was to estimate what level of observed changes in enterprises which implemented projects under OPIE is the direct effect of the Programme. As part of the study, the effects of Programme Measures 4.1, 4.2, 4.4 and 8.2 were analysed. The estimation covered both the net effects (comparing the beneficiary’s situation after the project completion to a hypothetical scenario in which no support would be granted to that beneficiary) and the relative effects (comparing the beneficiary’s situation after the project completion to a hypothetical scenario in which the beneficiary would have used support under a different measure). The qualitative component was supplemented by qualitative analyses, and its aim was to analyse the success and failure factors of the companies supported under the Measure 4.4.

This article presents Translational Medicine (TM), one of today's 'buzz words'. Moreover, it seeks to identify the factors which stimulate or impede TM's development in Poland, based on desk research and a series of expert interviews conducted in four countries. TM is a new trend in research and clinical practice. It stems from two sources: observation of how ineffective the traditional drug development process is, and from the public need for innovative therapies. Strategies developed within the translational approach optimize medical innovation development so that the chasm between impressive scientific discoveries and poor pharma productivity is filled. Our diagnosis shows that Poland is a minor player on the market of new technologies, particularly drugs. However, Polish scientists and industry do have a potential that will enable them to play major roles in international research teams that work on innovative, global projects.

The aim of the paper is to present the lessons learnt from the "SPIN" regional public project. The project was implemented in the region of Lesser Poland. The objective of the project was to increase the intensity of knowledge transfer from universities to enterprises. The goal was achieved by establishing four Centres for Knowledge Transfer at major universities. Each of them was dedicated to a specific domain of knowledge - regional smart specialization - biotechnology, translational medicine, smart grids and energy-saving buildings. The paper discusses the implementation and effects of the project. The most important conclusions stemming from the project concern the fact that the context of the implementation needs to be taken into account during the project as well as the importance of leadership. More attention should also be devoted to the motivation and skills of those involved in the implementation.

W rozdziale prezentowana jest diagnoza zasobów niematerialnych szkolnictwa wyższego w Polsce. Diagnoza ta nie jest jedynie wysiłkiem analitycznym - jest podporządkowana celom, które mają realizować szkoły wyższe w Polsce według środowiskowej Strategii rozwoju szkolnictwa wyższego 2010-2020. Dane prezentowane w rozdziale zostały dobrane pod kątem analizy trendów, które mają znaczenie zarówno dla bezpośredniej, jak i dalszej perspektywy planowania strategicznego działań w obrębie szkolnictwa wyższego. W ramach każdego z obszarów prezentowanych w diagnozie określone zostaną drogowskazy diagnostyczne przekładające się bezpośrednio na realizacje celów strategicznych i operacyjnych. The chapter presents a diagnosis of intangible resources of higher education in Poland. This diagnosis is not only analytical effort - it is subordinated to the higher education goals that were included in the Higher Education Development Strategy 2010-2020. Data presented in this chapter have been selected for the analysis of trends that are relevant for both direct and future activities within higher education in Poland. In each of the areas presented in the diagnosis, certain diagnostic directions will be presented that might be translated directly into the realization of the strategic and operational objectives.

Celem artykułu jest opis mechanizmu tworzenia i implementacji programu publicznego ukierunkowanego na rozwój transferu wiedzy z uczelni do odbiorców, głównie przedsiębiorstw. W dalszej części opracowania przedstawione zostaną: sposób projektowania modelu SPIN i jego zawartość oraz wynikające z implementacji modelu wnioski. Na końcu artykułu przedstawione zostały wnioski oraz rekomendacje dla innych programów ukierunkowanych na intensyfikację transferu wiedzy i innowacyjności. It is the aim of the article to depict the design and implementation of organizational innovation: Model SPIN. Model was tested at universities in Małopolska voivodship. It is based on the establishment and development of Knowledge Centers dedicated to the specific fields of technology (biotechnology, smart grids, green building, translational medicine). The implementation is discussed through the description of the risks associated with it. The article is concluded by the general reflections about the cooperation of public administration, universities and enterprises.

Celem tekstu jest krytyczne odniesienie się do dotychczasowych rozważań dotyczących podmiotowości podejmowanych w Kole Krakowskim. Autor argumentuje, że podmiotowość jest zbędna jako kategoria analityczna służąca zrozumieniu rzeczywistości społecznej. Można ją bowiem zastąpić innymi pojęciami, które są precyzyjniejsze. Jednocześnie jednak pojęcie to jest nieodzowne jako normatywny punkt odniesienia, samookreślenia się badaczy rzeczywistości społecznej. The aim of the paper is to critically review previous considerations concerning subjectivity. The author argues that subjectivity is both unnecessary and biased as an analytical category applied in order to understand the social reality. At the same time, however, the concept is indispensable as a normative reference.

Artykuł przedstawia metodologię pragmatycznej teorii ugruntowanej jako użyteczną strategię badawczą dla ewaluacji polityk publicznych. Punktem wyjścia dla analizowanego podejścia jest refleksja nad związkami między pragmatyzmem Charlesa S. Peirce’a, teorią ugruntowaną oraz metodologią ewaluacji. Główne cechy opisywanej strategii badawczej zostały przedstawione z wykorzystaniem przykładów z ewaluacji dotacji inwestycyjnych dla małych i średnich przedsiębiorstw. Opis uwzględnia powiązania tego podejścia z innymi strategiami badawczymi w naukach społecznych. Dyskusja nad użytecznością pragmatycznej teorii ugruntowanej dla analizy polityk publicznych uwzględnia także ograniczenia tej teorii. The article presents the methodology of pragmatic grounded theory as a research strategy for the evaluation of public policies, basing on a reconsideration of the links between the pragmatism of Charles S. Peirce, grounded theory and the methodology of evaluation. The main characteristics of the approach are illustrated with an example of an empirical study of the evaluation of investment subsidies for small and medium enterprises in Poland. We summarise and discuss the usefulness of Pragmatic Grounded Theory for public policy studies and its limitations, as well as the links to other methodological approaches in the social sciences.

Artykuł jest teoretycznym podsumowaniem projektu badawczego, którego celem była identyfikacja mechanizmu dotacji inwestycyjnych. Celem opracowania jest przedstawienie ram teoretycznych umożliwiających uzyskanie zaplanowanego efektu. Zostały one opracowane z wykorzystaniem koncepcji instytucjonalizmu zorientowanego na aktora. Zastosowanie ram umożliwiło, oprócz osiągnięcia głównego celu projektu, uzyskanie dodatkowych efektów: identyfikację dysfunkcjonalnych aspektów interwencji oraz opisanie mechanizmu sprawiającego, że nieefektywna interwencja była nadal wdrażana. The article summarizes a research project whose aim was to identify the mechanism of public subsidies. It aims to present the theoretical frameworks of the research project, which were designed on the basis of actor-centred institutionalism. The frameworks made it possible not only to achieve the main aim of the project but also to identify the dysfunctional features of the intervention and the mechanism accounting for the permanence of the public subsidies.

Artykuł jest autorską refleksją nad wynikami projektu badawczego diagnozującego stan rozwoju sektorowego dialogu społecznego w Polsce. Prezentowane tezy stanowią próbę wydobycia i rozwinięcia najważniejszych wniosków z bogatego i zróżnicowanego materiału empirycznego. Opisywane są słabe strony dialogu społecznego w Polsce (m.in. niska reprezentatywność organizacji członkowskich, orientacja na doraźne rozwiązywanie problemów), stojące przed nim szanse (m.in. zawieranie układów zbiorowych), jak również najbardziej prawdopodobny, w świetle przytaczanych informacji, pluralistyczny scenariusz rozwoju dialogu społecznego w Polsce. Wskazując na pluralizm jako model najbardziej zbliżony do rzeczywistości, artykuł nie zamyka dyskusji nad wariantowością dialogu społecznego w Polsce. The author considers the results of a study of development of sectoral social dialogue in Poland. He attempts to raw some conclusions from the rich and miscellaneous empirical data collected during the study. He discusses weak points of social dialogue in Poland (i.e. low representativeness of employer organizations and trade unions, focus on resolving ad-hoc problems); its opportunities, e.g. collective bargaining; and the best way, in the current circumstances, to develop social dialogue in Poland. The author states that the reported study shows the current conditions are characterized by pluralism. He concludes that the article is only an invitation to a debate on different variants of social dialogue in Poland.

Mobility of people and resources in higher education of today has a distinct role to develop intercultural dialog within academia, to discuss cultural values and confront the worldviews. These processes take place mostly at the level of individuals and has a huge impact on one's value system. The aim of the paper is to evaluate the role of the Erasmus Programme in enhancing intercultural dialogue. The Erasmus Programme, celebrating in 2007 twenty years of its existence, is currently the flagship of European integration. The programme is open to the 27 Member States of the European Union, the three EEA countries (Iceland, Liechtenstein and Norway) and to Turkey (as candidate country). Its main objective is to improve the quality and increase the volume of student and teaching staff mobility throughout Europe. Already more than 1.500.000 of Erasmus Students have experienced “being an Erasmus”.
