Arthur Seldon (1916–2005) was a significant British neo-liberal economist in the second half of the twentieth century. From 1957 to 1988, as the "engine room" of the Institute of Economic Affairs, Seldon had been advocating the reform of "free" state education. He vigorously argued for education vouchers, by which each parent could be provided with purchasing power and school choice. From the mid-1960s, his ideas gradually attracted the attention of the Conservatives and contributed to the rise of the New Right and Thatcherism in the 1980s. Despite this, previous literature seldom explores Seldon's work in relation to education in greater depth. To fill the lacuna, this paper aims to provide a deeper understanding of Seldon's neo-liberal ideas about education and his approaches in promoting reform agenda. [ABSTRACT FROM AUTHOR]

Brian Simon (1915–2002), an influential Marxist historian and educationist in Britain, had been campaigning for comprehensive education from the late 1940s to the 1960s. In the early 1970s, followed by a rapid expansion of comprehensive schools since the issue of Circular 10/65, comprehensive education was under attack by the Conservative government and other conservatives. In the mid-late 70s, along with the conservatives and the New Right, left-wing intellectuals also undermined the public's confidence in comprehensive education. Faced with the crisis in comprehensive education, Simon continued to battle for it by shifting between different roles. Simon was not only involved in politics of education, but also dealt with ideological issues implicit in contemporary educational theories nationally and internationally which caused harm to comprehensive education. Despite this, very little research has focused on Simon's ideas and practice in relation to comprehensive education in the 1970s. Therefore, this paper aims to fill the lacuna. In the 1980s, in the face of the ideological offensive from the New Right, he firmly stood by Marxist ideals and resolutely resisted policies of the right-wing leading to the 1988 Education Reform Act. Despite this rigorous campaigning that differed from that of the Labour Party, Simon's significance has never been properly explored. Brian Simon (1915–2002), a Marxist historian and educationist in Britain, was a leading pioneer in the comprehensive education movement. Although Simon's great contribution to this movement has been recognised by historians, the development of Simon's ideas and his actions in this movement have hardly been examined in great depth by previous literature. Hence, this article explores Simon's ideals of the comprehensive school and his vigorous involvement in the movement, especially from the immediate post-war years to the issue of Circular 10/65. Furthermore, as Simon was a member of the Communist Party and greatly influenced by Marxism, this article also focuses on how Simon's ideals and actions were underlined by his Marxist critique of intelligence testing and the concept of inherited 'intelligence' itself. Shena Simon (1883–1972), a leading English socialist and educationist, actively called for the reform of secondary education in the 1930s and 1940s in order to bring the ideal of ‘equality of opportunity’ into the English educational system. This paper explores the continuity and changes in Simon’s proposed reforms in relation to her ideals of social democracy from the appearance of the Spens Report (1938) to the publication of her book,Three Schools or One?(1948). In addition, Simon’s transnational visits to the Soviet Union, the USA and Scotland, as well as the impact of her international and comparative perspectives on different educational systems on her policy agenda, are also examined. It concludes that as many policy issues shown in the current paper continue to be debated, Simon’s democratic ideals and discourses are still relevant in the present and suggest implications for the future of secondary education in England. R.H. Tawney (1880–1962), a leading English economic historian and prominent socialist, was vigorously involved in educational reconstruction during the Second World War. For Tawney, the war was a war for social democracy. His ideals of social democracy formed a basis for his case for Public (independent) School reform and free secondary education for all. Despite this, the connection between Tawney’s ideals and his perspectives on educational issues has not been addressed fully by historians and thus there has been a lack of a proper explanation for his often criticised sympathy for the public schools and his indifference towards the multilateral school. Hence, this paper aims to re-examine the link between them in greater depth. It concludes that, according to Tawney’s ideals of social democracy, the abolition of the public schools was not necessary for the establishment of a democratic educational system. Moreover, Tawney did not launch an attack on the tripartite system proposed by the Norwood Report of 1943 since it was not against his ideal of equality as long as different secondary schools were equal in quality and status. Equality, he believed, must be advanced through the raising of the school leaving age to 16 and the abolition of fees in all secondary schools. Thus, he laid more emphasis on the school leaving age and tuition fees than on the multilateral school. In brief, on various issues pertaining to secondary education, Tawney’s opinions and actions were deeply grounded in his distinctive ideals of social democracy. [ABSTRACT FROM PUBLISHER]

This paper examines the continuity and changes in Clarke’s ideas about the State and community in education, especially in relation to a rapidly changing political situation in England in the 1930s and 1940s. His ideas evolved in the intellectual context of British idealism. Moreover, in response to the threat to democracy arising from Fascism or Totalitarianism, the distinction between the State and community was a key theme in Clarke’s ideals of liberal democracy. Fred Clarke (1880–1952), an English educationist, emerged as a leading figure with his liberal approach alongside such key figures as R. H. Tawney and Cyril Norwood in the reform leading to the 1944 Education Act. Many of his reform proposals, which were provided by the new Act, reflected his ideals of liberal democracy. Nevertheless, his contribution to the process of the legislation has not been examined thoroughly. Therefore, this paper explores his positions on educational issues in various debates and his approaches towards the reform. It also evaluates the extent to which the 1944 Education Act was in line with Clarke’s ideals and proposals so that a comprehensive assessment of Clarke’s contribution to the legislation can be made.
