The paper discusses relations between political mobilization, security and political relations. Security is understood as a social phenomenon, clearly explained by Clausewitz in his book On War. According to Clausewitz, political relations are of key significance for understanding the phenomenon of security. This thesis is not challenged, however, it is necessary to explain why political relations are necessary. The paper consists of four parties. The first part explores security and its evolution from a historical perspective. The second part analyses relations between a war and political mobilization. In our opinion, war is something more than simple continuation of politics by other means. Part three discusses the personal security, which was not a priority for the states. The problem of security appeared in its complex form only when people became ready to fight as a result of political mobilization, and with the creation of stable political organization. Section 4 describes political security and its consequences. We conclude that the product of the global political mobilization is polyarchy which principally changes the problem of social and political security. Within the framework of regional polyarchy the system of security of states in the area occupied by it is possible. As a result of creating a global polyarchy the universal system of security has become real. The role of army has changed and to an ever decreasing extent fulfils the function of a traditional army. Mercenaries lost their importance (however, not completely) and later also the military troops acting on behalf of the state., Artykuł analizuje relacje między mobilizacją polityczną, bezpieczeństwem i stosunkami politycznymi. Bezpieczeństwo rozumiane tu jest jako zjawisko społeczne, tak jak to wyjaśnia Clausewitz w swojej książce pt. O wojnie. Naszym zdaniem wojna to coś więcej niż zwykła kontynuacja polityki w inny sposób. Część trzecia omawia bezpieczeństwo osobiste, które nie było priorytetem w polityce państwowej. Problem bezpieczeństwa pojawił się w jego złożonej formie dopiero wtedy, gdy ludzie stali się gotowi do walki w wyniku mobilizacji politycznej i stworzenia stabilnej organizacji politycznej. W części 4 analizie poddano bezpieczeństwo polityczne oraz jego konsekwencje. Wnioskujemy, że produktem globalnej mobilizacji politycznej jest poliarchia, która zasadniczo zmienia problem bezpieczeństwa społecznego i politycznego. W ramach regionalnej poliarchii możliwy jest system bezpieczeństwa państw w obszarze przez nie zajmowanym. W wyniku stworzenia globalnej poliarchii uniwersalny system bezpieczeństwa stał się rzeczywistością. Rola armii uległa zmianie i w coraz mniejszym stopniu spełnia funkcję tradycyjnej armii. Najemnicy stracili znaczenie (choć nie całkowicie), a później także oddziały wojskowe działające w imieniu państwa.

The aim of the paper is to analyze the modification of legal regulations of the European citi-zens’ initiative in the context of effectiveness and relevance of not only the proposed legal solu-tions, but above all its effective application in practice. Seven years of experience in the func-tioning of the initiative proved its ineffectiveness and the need to change legal regulations. The new regulation in this respect meets the expectations of the initiative’s supporters. The question remains as to the effectiveness of new legal provisions in the context of new prospects for the smooth functioning of the initiative as a real influence of EU citizens on the lawmaking process.&nbsp, Celem artykułu jest analiza modyfikacji regulacji prawnych europejskiej inicjatywy obywatelskiej w kontekście efektywności i trafności nie tylko proponowanych rozwiązań prawnych, ale przede wszystkim skutecznego zastosowania jej w praktyce. Siedmioletnie doświadczenie funkcjonowania inicjatywy dowiodło jej nieskuteczności i potrzeby zmiany przepisów prawnych. Nowe rozporządzenie w tym zakresie wychodzi naprzeciw oczekiwaniom zwolenników inicjatywy. Pozostaje pytanie o skuteczność nowych przepisów prawnych w kontekście nowych perspektyw dla sprawnego funkcjonowania inicjatywy jako rzeczywistego wpływu obywateli UE na proces stanowienia prawa.

Szwajcaria jest jednym z nielicznych państw Europy Zachodniej, które nie przystąpiły do UE. Szwajcarzy kilkakrotnie wzywani byli do głosowania w referendum w sprawach związanych z UE, niemniej trzykrotnie głosowali przeciwko. Obywatele Szwajcarii wydają się być zadowoleni ze stosunków z UE opartych na umowach dwustronnych. Nie widzą potrzeby zacieśniania współpracy. Celem artykułu jest zbadanie czy obywatele Szwajcarii rzeczywiście nie chcą przystąpienia ich państwa do UE. Analiza negatywnych wyników referendów w sprawach dotyczących UE może być przydatna w zrozumieniu szwajcarskiego punktu widzenia., Switzerland is unique in Western Europe, not having joined the European Union (EU). The article analyzes the framework of cooperation between the Visegrad Group countries and the challenges of new dimension of security in Europe. It tries to describe the prospects for the organization in a changing geopolitical environment and identify areas of successful cooperation between V4 countries. There are also discussed the issues of common market in gas and electricity in Central Europe, differences of military potentials and the position occupied by the V4 in the EU., Artykuł poddaje analizie ramy współpracy państw Grupy Wyszehradzkiej, problemy jej funkcjonowania w obliczu nowych wyzwań bezpieczeństwa w Europie. Podejmuje próbę nakreślenia perspektyw organizacji w zmieniającym się środowisku geopolitycznym i wskazania obszarów, w których współpraca między państwami V4 układa się dobrze. Omawiane są kwestie wspólnego rynku gazowego i elektrycznego dla Europy Środkowej, różnice potencjałów militarnych oraz pozycji zajmowanej przez V4 w UE.

Belgium is a founding member of the European Union (EU). It is a trilingual federation, consisting of four different entities constituted on the basis of language. The linguistic groups within the Belgian population have had a long history of conflict. For many years, tensions between the French and Dutch speaking areas have been ameliorated through the principle of “territoriality.” The application of this principle resulted in the division of the country into three areas: the Flemish Region (the Dutchspeaking region in the north), the Walloon Region (the French speaking region in the south) and the Brussels-Capital Region (officially bilingual but predominantly francophone). In each of those areas, only one language has official status, and the speakers of other national languages residing there have no linguistic rights. The principle of territoriality has resolved some tensions between the linguistic groups by guaranteeing linguistic rights within geographic boundaries, yet it has not fully resolved them. The Belgian experience in dealing with a multicultural and multi-linguistic polity will clearly provide valuable insights for other national groups wrestling with the ever-increasing heterogeneity among their linguistic populations. More important in the short term, however, is the ongoing struggle for dominance between French and Dutch speakers within Belgium. The specificity of the Belgian federal system is also reflected in the executive power., Artykuł koncentruje się na władzy wykonawczej w Belgii na poziomie federalnym. Omówione są tu organy egzekutywy, ich miejsce w rozwiązaniach ustrojowych oraz faktyczna rola w sprawowaniu władzy. Wyjaśniony został proces formowania rządu i trudności w sformowaniu gabinetu koalicyjnego. Wskazano także źródła konstytucjonalizmu belgijskiego i konstytucyjne podstawy ustroju Belgii.
